TRR's to OPS?

Um, FOP? Should this be looked at? Why would there be a notice in CO Books citywide that all TRR's are not to pass Go; are not to collect $200 dollars; are to be sent DIRECTLY and ONLY to OPS.

What happened to the R&D copy? The Deputy Chief Copy? Does the District even keep a copy anymore?

Can someone explain this witch hunt going on?

UPDATE: We're reading the comments section and hearing that this is a paper saving move. And that OPS was always on the distribution list anyway. And som people really don't believe any of that. We're looking into it some more - but ONLY sending something to OPS doesn't seem to bode well for anyone involved in any Use of Force issues.

Thats it, i've had it with this liberal city, its clout heavy politcian police bosses who kiss the mayors and these fuckin mutts ass's. FOP useless as tits on a bull. According to headquarters there are only 38 PO's on B.I.S. First they said it was one hundred and something, now after everybody's clout got them out of it, its now down to 38. Now TRR's have to be sent directly to OPS, why does OPS investigators have any police experience(besides taking this BS CR#'s seriously), like i've said before every working copper should go police where they live and help keep their own neighborhood safe instead of the ghetto. Ops, the mayor, these ghetto chickens, fop and the brass can all go get fucked.

The TRR as we all know, is available on-line to view, that is where R&D, the Deputy Chief's office etc. are now looking at them if they need to. For the most part they don't. Only a full package, including any reports generated is still sent to OPS, AS IT ALWAYS HAS BEEN, of course they go over all of them with a fine tooth comb, they always have. No need to read into this, it's actually due to feedback from Watch Commanders, about the huge waste of paper and time in making endless copies to send out, that the Bureau of Patrol initiated this.

As a field Lt and acting W/C I can tell you that I am glad that they stopped sending copies to everyone and their brother. OPS was one of the people who used to get a copy anyway. Then they recinded the distribution to everyone and only sent a copy to the District Commander who sent it up thru the chain of command. If anyone else needed to see it it was on the computer they just needed to pull it up. I think they reinstated a copy to OPS as a way of proving that "a copy of all use of force is reviewed by The Office of Professional Standards" which we know is B.S. (I'm sure its a litigation thing) I personally don't think sending them a copy means anything so don't read into it too much.

The original TRR's still go with the case report, A copy of the TRR's and all documentation goes to the commander and a copy coes to OPS for their files.

Weren't TRR's established with a rider that they would be for documentation of the use of force in response to an offender's resistance ONLY? Did not the department specifically say that these would not be used as a disciplinary tool?

X years later there's a maximum number of TRR's you can receive in a year and they're sent to a civilian office who's sole purpose is to investigate wrongdoings (or as they put it, "the lack of official conduct").

One word - WOW!!!

When is the pendulum going to come back the other way?

They finally realized after doing TRR's for four years now, that having to make 6 or 7 packages was a total waste of time and paper. Nobody read that shit anyway--and if somebody wanted to--it has always been there on the CPD Intranet to read. I stopped making all those extra copies long ago and never heard a word from anybody. We are led by bufoons.

This is ridiculous! If OPS needs a TRR to investigate an allegation all they have to do is call the unit of occurance. ALL TRR's have a retention of 5 years.

TRR's are tree killers. Six or more copies of each one for each memeber involved. Plus copies of case report, arrest reports, supp. reports and on and on.

Why send these by snail mail when they all could be had off department internet and save the expense of all that paper.

I'd like the contract to provide the department with paper. I'd retire and everynight I would thank God for the Amazon Rain Forest for as long as it lasts.

As far as the TRR's. May beof concern, but doubtful. They are no longer in their infancy and the only people who will be keeping track of them (other than the number crunchers on the computers) is OPS. There was never any need for the Deputies, and the Academy to get them...Just a waste of paper. For once I think it is what it is, just a way to eliminate overtime and paper. No more making 7 copies of 20 pages.

I these reports were distributed to several different places and OPS got a copy as a side bar, so what.
I OPS gets the whole report meaning there are the only ones concerned (by report) with your action, then a lawyer should be involved.
Of Course FOP will slide out from under as they usually do with their bullshit.

Everyone relax for a second...the TRR basically says....dude did this, which is why i did this....big deal. Bad guy took a swing, I beat him down with my stick. Use of force as trained in academy. ...when you are right, you are right. At least the TRR is something in your file to document your side of what happened...they will at least have a TRR to compare to the impending bullcrap CR#. When JoJo files a cr saying that po smith whacked him with a stick, the trr will say that po smith wacked him with a stick after or as a response to JoJo failing to comply with verbal direction, stiffened, pulled away, then struck po with a closed fist. Big whup.

TRR's always went to OPS - so this is nothing more than the Department actually trying to save some paperwork.

Everyone else can view the TRR's, (if they need to - or want to) off the computer.

IF you are working on New Years Eve, PLEASE BE SAFE!!! If you want to run and gun - remember a lot of coppers are TOLD to hide between 2345 and 0015 hours. So, do not get in over your heads - it just is not worth it for ANY of us to get hurt.

Relax. TRRs (and before them, the W/C Battery or Resisting packages) were ALWAYS sent to OPS. They are retained there. This was in response to W/Cs requesting a reduction in photocopies. There's lots to panic about, this isn't one of those.

Who gets what and why?

TRR's are a routine documentation of applied force, given or received. Remember, the Officer Battery Report (OBR) is part of a TRR.

Watch Commanders were bitching for a long time that all those copies were a waste. Who reads them anyway?

If there is a "heater" TRR, the Unit Commander will get some sort of heads up to read that TRR. Otherwise I would bet they are given the once over (if that) before being filed away in the circular.

OPS is getting a hard copy because they actually READ all the TRR's prepared. No one else rountinely reads all TRR's. Relax, they have been doing this all along... nothing new now.

R&D... They keep the stats on the Officer Battery Report (OBR), part of a TRR. They could give two hoots on the TRR itself.

The OBR stats are reported to two places. First, they compile the internal stats for CPD on how many officers are getting assaulted and battered each month and how the 25 Districts rank in PO battery incidents.

Second (and more importantly), they report the numbers to the FBI as part of the Uniform Crime Reporting statistics. Why more importantly? All of the questions on the who what where in an OBR are used by the FBI to report potential profiles of incidents that result in officers getting assaulted, battered, and killed in the performance of duty.

I have yet to see any CPD reports that lends any color to the who what where from OBR's to show or teach us anything to be safer on the streets. Like I said, they just count beans. How many beans per month total and how many beans per District. IF there are any more colorful CPD reports, they are not getting pushed down to the levels that could benefit most from the data.

FYI, OPS has always gotten a copy of the packet of Battery to P.O. and Resisting Arrest. It has also gotten copies of all weapons discharges prior to TRR's. Your lack of knowledge about this stems from being Joe The Fucking New Guy on the job.

Some districts are more active than others. So that means more TRR's & OBR's. Some bosses don't understand that coppers are going to get scraped up at times. Even our own GO's says that we not cease or retreat but I guess the rank & file that made up this number system on TRR's never read the orders. The TRR was supposed to help the copper, but for what we hear now, it will hurt. Not only will it hurt the copper, but also the sgt that has to tazer the shithead that fighting with the copper. There are fellow working POs & supervisors that have at least 20 TRR's just for aiding the working copper.
