"Intemperate" Voice Mails
A Chicago Police commander might have sent "intemperate" voice mails to her former boyfriend -- a Chicago cop -- but he went overboard in getting a protection order against her and having her arrested, her attorney said Wednesday.
Cmdr. Penelope Trahanas was charged Tuesday night with misdemeanor telephone harassment of Officer Matthew Jackson. She has been stripped of her police powers until the case is fully investigated.
Jackson claims in court documents that Trahanas left voice mails last week "of an insulting and harassing nature." The calls suggested she could ruin his career and hinted at violence, he alleged.
But Trahanas' attorney Thomas Needham said the allegations have been overblown. "Regardless of whatever intemperate, unfortunate things she said in her voice mails to him, there is no need for an order of protection," Needham said.

I know of people who had to take all that just because their spouse called in a domestic disturbance. If you are or were one of those people,pay close attention to what happens to the good commander. how the case report was not written as telephone threats shows that it is not going anywhere. There was clearly a threat given. Over the phone it is not assault. Just regular telephone threats.

An arbitration panel recently awarded a five-year contract to the city police union (FOP) that provides officers with a 7 percent raise. But the deal includes benefit changes that the city says will save major cash in the long haul.
The City is now facing a massive bill for police raises, but will win long-term savings through the addition of a lower-cost retirement plan for new hires and changes to the way health-care bills are paid. But the pain down the road in terms of cuts to benefits and health care were offset by the large raises and a concession on the part of the city regarding residency.
The contract provides wage increases in July 2010 and July 2011 that combined add up to seven percent.
According to the FOP this is a win win situation.
Members win: 7% raise
Union runs health insurance paid by the City
Abolishment of residency
City wins: Two tier pension (new hires pay more for less)
Approval to impose 30 furlough days a year
New Health plan cost City less

As for our own hell, I will not be surprised when the City pushes for a two tiered pension system. However, how much will be saved when the City continues to underfund existing fire and police pensions.
Those Philly raises are earmarked for July 2010 and July 2011, their contract expired in July 09 therefore no retro. I can certainly see the City making a case with the arbitrator for our raises to be "end loaded", in essence, no retro. So if your raise wasn't for 2007, 2008 or 2009 but maybe for 2010 and 2011 there would be no percentage owed you retroactively.
Well our brothers and sisters in Philly got something, the right to live where they want, hopefully they can afford to do just that.

The calls show a real problem with anger managment, something that she has been protected from before this. Perhaps if she had to work for her promotions, she would be more even tempered and realistic.
The real problem is that while the working police are treated like garbage by the likes of her and most ( not all ) bosses, they treat the command staff like royalty. Nothing ever happens to these folks, even though they cause many problems, and cost the city millions of dollars in waste.

This is a case of a well connected attorney attempting to spin the facts in the media for a politically connected, clout-heavy boss.

Playing the case out in the media, without the full facts and not in an impartial manner, is both unethical and immoral. The political elite will do anything to protect one of their own though.
The facts are that one of the highest ranking members of the Chicago Police Department threatened to ruin a Patrolman's career over a messy breakup. This Commander threatened to do bodily harm to this Patrolman and harrassed this Patrolman repeatedly via telephone after being told to stop.
The truth be told, Penelope Trahanas committed numerous crimes, for which she had the knowledge and intent to commit. These crimes were committed under the color of law while utilizing her office. Penny Trahanas is guilty of violating Officer Jackson's civil rights and of committing Official Misconduct.

sorry I think Penny was not fit for a leadership position on this job but what she left as voicemails doesn't really rise to the level of a crime. Assault requires imminence and a voicemail doesn't satisfy that requirement. Further calling someone a "pussy" and threatening hypothetical "subjunctive" harm does'nt reallly cut it either. Any second year law student or decent cop could come up with several defenses here. I'm not here to defend her. She was and has been unprofessional for a long time and should never have been promoted. Abrasive message leaving is unprofessional but not really criminal.
The real story here and the story that should be covered by you and the media is how it was that a rather unprofessional woman with an unremarkable record of achievement on this job has been promoted by "merit" so many times. As in the case of "Matches" Boyle of the CFD "merit" promotions often produce rather poor outcomes for city agencies. Guess the ghosts of Starks are not easy to get rid of. Next time your down at corp. counsel answering interrogatories for that arrest or SW that didn't go so swell remember what it really takes to advance on this job and how most of us will never have it. There is a big C.R. on a sergeant in 017 who sent threatening text messages to P.O.s. A case report was made, but he wasn't arrested. He is related to an alderman and politically connected latino security company. This goof has gotten away with numerous juicy scandals. One of the few sergeants who spent years in the personnel concerns program for some of his silly antics. He has gotten away with way more than any unclouted person. His clout might have saved him from jail, but even they keep him at arms length. Otherwise, he surely would have been one of the Hispanic meritorious exempt wonders.

Why do you ALL feel the need to drive to a job going 80+ miles an hour? example.. 814R, gets a noise disturbance in the area of 47/lamon with time on it and peels out of the station(63rd/homan) with lights and sirens on flying down 63rd to go to a Noise Disturbance. Time and Time again I see 008 midnight cars flying to nonsense calls... another example. shots fired 85th and kedvale in the 30 sector.. one call only 5 minutes on the job no call back number.. several cars from 008 midnights flying from 63 kedzie to go all the way out there.. Now I am completly fine with being aggressive, helping out other coppers and going on jobs.. but you guys are getting rediculous. And if a slowdown in 008 on midnights is given... oh, nevermind, in 008 on midnights a slowdown doesnt exist and they dont even know what disregard means. Stop trying to get people killed with your driving. It just shows your one of two things... extremely wet behind the ears, or very bored... or both. Why? Because she appears to be in violation of the law. Why? Because she appears to have violated several rules, regulations, and orders. Why? Because she appears to be the issue of the same system of political corruption that has plauged this department since the founding of the city and which has been refined to its current high level by that great corruptor, RMD. She should be fired.......She was legitimately caught on tape threatening him and his job, because he wouldn't put up with her stupid pompous ass........ They put me through hell, for no reason at all because I didnt have the GOLDEN PHONE CALL........ I beat every single charge, BECAUSE I WAS INNOCENT........

Its clear you are not a fan of this commander. I'm not ether since I don't know her. its funny how you guys can be so harsh when it seems like they were having a whopper of an argument like many posting here have had. My wife threatened to leave me and take the kids when I made a major mistake early on in my marriage. She said some pretty harsh things. I deserved it because I was an ass. Everything's ok now but it was pretty heated. I am not surprised that these conversations with this commander and her boyfriend got heated. That happens.
In the heat of the moment people say a lot of things. I'm sure lot of people posting this have done it or had it done to them at some point in their life. Doesn't seem like saying youd hurt someone if they were NEAR you is a threat, since their not there with you. As for the job stuff, he didn't work for her. She couldn't touch him anyway.
This is sad. Sad for the parties involved, for CPD, and for anyone who has mouthed off to an ex (or soon to be ex) via voice mail or email.
This should NOT be news!!! And anyone bashing her should make beter damn sure that they never said anything they regreted later. The only difference is here...this guy hated her enough to cause her public embarrassment & her job. Nice going!

He is related to an alderman and politically connected latino security company. This goof has gotten away with numerous juicy scandals. One of the few sergeants who spent years in the personnel concerns program for some of his silly antics. He has gotten away with way more than any unclouted person. His clout might have saved him from jail, but even they keep him at arms length. Otherwise, he surely would have been one of the Hispanic meritorious exempt wonders.

The exempts feel that they are so much smarter than us and that the rules that they use to fuck us over don't apply to them. So now it comes out that they aren't that smart in that they do things that most (not all) blue shirts won't do because it would be a career ender.

Really, are you serious? Supervisors have been dating underlings for years and everyone looks the other way and in most cases it is never really an issue because most people acting like adults. It's cases like this one and Leo and Mary where dating a supervisor causes issues. At least Penny and this officer were not in the same district. Try having a problem with the LT and not being able to take the problem to the captain because they're dating. Now that's a problem.
Penny will beat this and be back. When you have CLOUT in Chicago you can do anything you want and there are no consequences.
The PO was smart to move on this quickly, otherwise he would have been the one sitting at callback and getting 30 pending.

Know the laws before you comment. We are NOT talking about an Assault. We are talking about Telephone Threats. Telephone Threats are considered a crime in Illinois. Granted it is harder to prove, but with tape recordings inventoried and most likely subpoenaed phone records this case should be a slam dunk. Also, Order of Protections with these types of domestic cases are routine.

People get nasty during break ups, but she was STUPID to have left the remarks on a legitimate recording that is admissable. She works in law enforcement and should have known better. She's in management and should have KNOWN conduct prohibited by the Sexual Harassment policy.
She could have cursed him out and then some face to face. Assuming no witnesses, it would be her word against his and would have ended up in a round filing cabinet as unsubstantiated, especially if he suffered no ramifications on the job.

Years ago I transferred departments to get out of a hostile environmnent, I'm a female in a male dominated field.
My second day at my new department I had a superintendent threaten me. He was more overtly hostile than the boss I transferred to get away from. It was very obvious to me that phone calls had been made, and I was in for a rough ride no matter what.
Whether this woman had direct supervisory control over this PO, she is clearly in a position to harm him. A well placed phone call can cause significant harm. I found that out years ago.

Hate to sound like the noodge who was paying attention in class, but the textbook on DV says unchecked aggression always escalates. Fact is we have all seen the Telephone Threats become, CDTP, to Simple Battery to AGG. Batt. ETC. He did the right thing, she was going to escalate even if it was only to have him dumped. I don't know her, but her conduct clearly demonstrates the hubris of a command staff that has no respect for the rank and file. She absolutely does deserve to be dismissed from her position as commander, the appropriate suspension should follow.

You should be ashamed of "you" self. Jackson did the right thing and I applaud him. Penny's actions, if proven, are a prime example of an EEO violation.
Just because Jackson's gender does not match the gender of the traditional victim in a sexual harassment case, it does not lessen the severity of the harassment or the legitimacy of his complaint.
In today's climate, Jackson had no choice but to make a complaint, and make it before everything was somehow turned on him. The days of handling these matters under the radar are WAY OVER!
Jackson is much smarter than the average bear! As the Lord say, protect thyself!

They only released ONE call. One of FIFTEEN that were recorded and inventoried for use in court. Maybe you really should learn not to stick your foot in your mouth until you know what's on the other fourteen calls. I do, and trust me, she's going to plea once Needham hears them! I don't know if she even remembers what she said, but once she's reminded she's definitely not going to want it transcribed and shown to the world!
All I can say is he better show up for court..and go all the way with this or its all over for him......Oh and by the way im sure the great states attoneys office will S.O.L the case

No matter if you like Penny or not, she was railroaded. Jackson should of handled this internally. His actions make male po's look bad. Also, not to agree with Penny but he really is just a mailman with a gun.
Before you all start saying I am Penny or a friend of hers, you are wrong I never met her and do not know much about her, but a few angry voicemails should not get her locked up. No matter how she got to her position, I believe this is a terrible way to treat another cop, regardless of their rank.

Really, are you serious? Supervisors have been dating underlings for years and everyone looks the other way and in most cases it is never really an issue because most people acting like adults. It's cases like this one and Leo and Mary where dating a supervisor causes issues. At least Penny and this officer were not in the same district. Try having a problem with the LT and not being able to take the problem to the captain because they're dating. Now that's a problem.

About 15 percent of the cases now being filed for Sexual Harassment are against women. When the men do make it past Summary Judgement in the courts, their settlements tend to be larger.

As far as handling these type of instances in present day, unofficial mediation or ignoring the problem is not acceptable by law or department order. The "rules" are quite clear and that is not how the game is played. Making a complaint is how these things are handled and, if making a complaint is good enough for a bitch, then it is also good enough for a son-of-a-bitch!
In the past, there have been woman that beefed for much, much less.
Jackson was very smart. Instead of going back at her and putting himself in a bad position or letting her just continue on being an unchecked maniac, while all the time waiting for a chance to step on him without consequences or remorse, he stepped back and reported her threats. Good for him.
It took balls, big balls, actually it took big hog balls and I commend Jackson for stepping up to the plate. He just wanted out and did not make a move on her until she could not/would not accept his decision to leave the relationship and made the threats to stick it to him on the job at the first opportunity because of his decision. This mess is on her, not him.
