U of C Rumor

This would be amazing if true:
  • Can you imagine CPD giving a promotional exam...and nobody signed up to take it? Or showed up to take it? Sounds crazy, right?

    Well, that is exactly what's happened at the University of Chicago PD. How could this happen? Two words: John Doty.

    Doty has got the be the most hated man ever in the employ of the UCPD. From watch commanders to the newest rookie patrolman, you won't find anyone with a kind word to say about this guy. Even our civilians do everything in their power to avoid speaking to him.

    A new Sgt./Lt. promotional exam was announced. A few (maybe 3) showed up for the pre-test seminar. It was expected that someone would register online to apply for the promo exams. But no one did. And that pissed off the upper command. Phone calls soon started. People were called at home, at all hours, and 'urged to apply to take the test.' Now the calls have turned into threatening phone calls. 'Take the test unless you don't plan on working here in the near future.'
Everywhere former CPD exempts go, they bring mediocrity, dissension and low morale. It's almost like they're trading on the supposed prestige of their position and not actual ability.

It's difficult to trade on ability when you have none to offer.

Our exempts, for the most part, are exceptional at playing the established political game. Not so hot at actually doing the police job, though.

We've become so professional at playing Chicago-style politics, the actual job FUNCTION has become secondary, or tertiary, but it's hardly at a professional level.

And that's so inbred in the culture, it will be interesting to see if it can be changed at all.

Doty was a commander of 006, and moved over to 021 by Weis. Probably one of the Southside's most despised exempts ever promoted by the CPD during his time.
Glad to see him gone, sorry you guys picked him up, UCPD. I guess you'll just have to suffer through his
incompetence and his well known tantrums, as we used to...good luck with that! We also heard over in 006 that he had gotten a job with the Sec of State when he retired from CPD, only to be sent packing a few short months after he got there...he couldn't get along with anyone over there, so we heard....go figure!

Doty ruined the 6th. District. Was one of the most egotistical, yet clueless bosses I ever worked for. Then this ass went to 021 and brought his clueless merit sergeants with him and even had a whole tact team quit on him. I loath this clown. He would screw a copper in a heartbeat.

The Field Museum , in the past, tried hiring retired CPD exempts as the head of security. After going thru three former exempts, they decided that having a CPD gold star does not translate into the ability to manage a small security force and protect the assests of the company. They just did not have people skills or management skills such as hiring, budget, knowledge of security procedures. etc. But, the museum did have success in the past with a retired CPD youth officer who did a great job. Sometimes the system keeps the best people down.

Doty is an ASS. I only had one run in with him, and it was while I was a recruit. My entire class was in formation outside of our classroom as he walked by. He was only a Sgt at the time and it was quiet- you could hear a pin drop. Then someone farted, and he was offended. He could have kept walking, but he took it as a personal slight. He yelled, and yelled at us and made the entire class do a to-from to explain the rucus. Some of us didn't even hear this flatulation, so had no idea what his problem was. Glad he's not our problem anymore!

Doty stand up guy - yeah right … I was on a traffic stop 76/Eggleston 006 (where he was the Commander) circa 2007. Doty pulls up while we have two on the hood. He doesn’t get out of the car, then he starts berating my partner because he had an exposed pocket knife in his vest pocket. Class act for a District Commander!

Two words come to mind about this guy while he was the Commander of 006, smug and arrogant!

He was absolutely horrible as a commander. He had NO concept of how to lift morale for the troops and motivate them to do any kind of work. He NEVER looked anyone in the eye walking down the hallway, and always made people feel like they were beneath him.
Also, his lack of knowledge of proper procedures was incredibly shocking for someone who held the rank of commander, and who TAUGHT at the Academy. I know of one PO in 006 who filed numerous grievances against him for contractual violations (6-7??) and won them all. This PO was given 2700 hours on the book as compensation (one of the grievances involved being put on midnights for a year despite being a successful bidder to days---the usual compensation is time and a half for the affected time frame when you win that kind of grievance).

Doty had issues from the start. Chip on his shoulder and not a clue of what police work entailed. Had a problem with the working police, which I never understood. Control freak and micro manager, yes. I never saw him once fudge with all the dog coppers on the watch but always wanted to push the buttons of the workers.

Great blog. 100% accurate. The blame begins with Double D but is embraced by the other lemmings who enjoy having a hostile work environment. UCPD personnel are all wearing protective vests since so many knives are being stuck in their backs. A once respectable agency is now in shambles. No more pride, they are all embarrassed by the three ring circus atmosphere and the new ring leaders.

The most Godawful Cmdr 006th Dist ever had! We actually called him "The Angel of Death"...the way way he would bob his head while he spoke about doom and gloom. Nobody liked him except his lackeys. Total tool!

Did you know:

UCPD Chief Lynch's wife (an attorney) runs the Human Resources division at U of C?
Guess where the mountain of grievances that have been filed against Doty go to? You guessed it: HR.
According to civilians who work within the HR division, they have 'never seen so many grievances filed from personnel in the UCPD EVER...especially against one individual. EVER.'
Word is, many people who have filed grievances
against Doty for excessive disciplinary action
(Doty always insists on a 3 day suspension, no
matter how small the infraction; watch commanders
might as well not even bother handling discipline
at all, because Doty always overrules their recommendations) are now winning their cases, and are being made whole. We also hear rumors at
UCPD that NOW the University is said to be 'very concerned' about lack of morale. It's rumored
that the Chief and Doty might both be gone before
the end of the year due to all the strife caused by
an out of control Doty.
Some people who have resigned have reportedly filed a class action suit against Doty. We hear that one case in particular is going very well, and the officer who filed it might well return to the UCPD
in his former rank of LIEUTENANT. That will surely
cause a blood vessel to burst in Doty's rather large head. It's going to get real interesting around here if that officer winds up back at work. Stay tuned!

I had heard from a long time exempt (who should be leaving shortly, as he is close to the max-out age)
that Doty has been an insufferable asshat for many many years. Many other exempts had talked to him
while he worked in the CPD as a Lt. and as a Cmdr
in an attempt to change his hostile arrogant attitude,
but to no avail. No surprise he would move over to
UCPD and fuck things up royally. A true control freak
and micromanager, books could be written about
Doty in a how NOT to be a boss manual. It should be
distributed to all PDs nationwide!

Doty was a professional house mouse who was taken care of his entire career. Never promoted once by score. Always a "merit" promotion. No street experience but sill tried to micro manage working cops. You can't micro manage what you don't know. Arrogant, useless, pompous, condescending, basically a representation of a significant percentage of CPD brass. We need fresh blood. Promote a working stiff who never had a phone call to get into a unit, who just came to work and took care of business everyday. We have plenty. But promoting people for the sake of race norming or because they have a phone call has gotten us to where we are now.

Doty lasted a short time at SOS. They dubbed him "Double D" and you can fill-in the blanks what the D's stood for. This is one person who needs an in depth psychological examination. He is threaten by challengers. It's his way or out the door. When he is dead wrong, he thinks he's right and his kiss-ass followers all look like bobble head dolls agreeing with him. He surrounds himself with people dumber than him in order to be the big kahuna.

Off topic but VERY important. If you check out the FOP home page you'll see that health care premiums for retirees just went way up. Very tough on a fixed income. If you go to the Pension Fund page you can find a chart of costs. OFF THE WALL! Mike Shields has hired Mark Donahue to represent the Lodge in Springfield. Time to earn that money. We have bills down there now. None are great improvements but at least they do something. Come on Mark! Get us something....anything. This year.

Doty is, without a doubt, one of the worst examples
of someone with absolutely no management or
people skills being placed in an exempt position
that one can think of. Although Jody was a real
mess for the CPD, I believe that Doty, if he had
risen through the exempt ranks, could have been
an even bigger nightmare for the CPD as a Chief
or Deputy Supt. Thank God that arrogant fool
is no longer an issue for us at the CPD! UCPD,
we have felt your pain! Continue to stick together,
eventually the U of C will have to give this idiot
his walking papers. Whoever hired him to be
your second in command clearly didn't do much
in the way of background investigation. A few
brief inquiries and the U of C would have shut
the door on Doty quickly!

Doty never worked in SOS. But me and some of my teammates came across him when he first made sergeant in 007 while heading to breakfast one morning. He broke his neck doing a u-turn to catch us and let us know we didn't have our beat tags. Then he did it again a day order two later. If you're not on my log or in my unit , I'm not going to worry about anything most P.O.s are doing. I remember thinking I would not be like that and I'm not. I feel sorry for U of C pd. I hope relief is OTW.

You, my friend, have described Doty perfectly. Anyone who can walk around daily and be as nasty and mean spirited to co workers has some serious personality issues, but he will never see himself as the problem. A true social misfit if there ever was one. The only surprise about Doty is how someone so evil always seems to land on his feet.

I worked in 021. He never bothered me. I guess when you just work a beat car and do your job it does not matter who the commander is. But if you were a house mouse and he kicked your ass out to put in his own people you might hate him. I guess you were one of those good coppers that left for an inside spot somewhere else.

Unfortunately, thinking like by supervisors is what is wrong with the department. As a supervisor it is your obligation to address issues as you see them, regardless of the unit. But, you do not need to take formal action, but address the issue.

Info on the new retiree health care rates Non medicare went up 15% , medicare eligible went down 10% Guess it had to do with how much the retirees spend on healthcare as the city is self insured and pays for all the claims. Also retirees pay like 50%, city the other 50% or similar formula. Whats happening is the cost of the health care is being passed on to the retirees.

Annuitant Healthcare Rate Changes 05/16/11

Retirees who are participants in the City’s Retiree Healthcare Benefits received a letter over the weekend that advised changes in healthcare rates. These new rates will go into effect on July 1, 2011.

The Settlement Health Care Plans for eligible Annuitants of the City of Chicago became effective September 1, 2003. Under the 2003 settlement, an annuitant’s healthcare premium is determined by a formula, which is based on a projection for each year’s healthcare costs. These projections are developed by an actuary hired by the City of Chicago and the Pension Funds. The annuitant’s monthly costs for Medicare eligible retirees have been reduced by approximately 10%. Non-Medicare retirees will see an increase of approximately 15%.

The Lodge will continue to monitor the increases as we have since 2005. If any retirees have been overcharged by the City, we will seek refunds as we have done in the past.

What is so hard to understand about this man is,
WHO decided to promote him to Lt.? Commander?
If so many other exempts within the CPD saw these
huge flaws in Doty's personality, WHO made the major decision that he should be a LEADER? Who was his chinaman?

The next question being, WHY did the U of Chicago
hire a man with so many glaringly bad personality
traits? Did they do any background investigating at
all? Doesn't seem to have been all that difficult to
see that Doty's best place when he was in the CPD
would have been at a desk in callback, out of view
and away from the public and police alike.

Can't understand while Doty went to UCPD. When he was 021 Cmdr he hated the U of C guys. Even threw a couple of them out of the station when they had an arrest. I guess he missed being king tut and screwing over coppers and pushed his way in at UC to pickup where he left off. Light in the loafers Doty. What a piece of work.

had a UCPD Dispatcher Supervisor and a dispatcher
fired for 'insubordination.' They had complained
about a hostile work environment; Doty sure showed
them! The Dispatcher who was fired has a father who
is assigned to the CPD Marine Unit.

Doty had a female officer here fired for 'insubordination' early last year. It took her a little
over 13 months, but she got her job back. Imagine
being off work, unemployed for slightly over a year, fired with no due process, in clear violation of a union agreement between the UCPD and the U of C.
Fired just because Doty wanted it so; it's just so depressing to work here and deal with the whims and tantrums of a madman wearing our uniform.
God save us!

Watch commanders here at the UCPD are accountable for timekeeping of their officers.
Why? You guessed it again: John Doty.
We have a civilian here at the UCPD who has been
responsible for payroll and timekeeping for quite
a few years. Everyone will tell you she's very good
at her job. But not good enough for John Doty.
For reasons only known to him, Doty decided he
didn't want her doing timekeeping/overtime duties
for the officers anymore. All overtime slips were to
go directly to Doty, who then had one of his lower
ranking exempts keep up with the overtime. This
dropped a whole lot of needless work on that
deputy chief. Doty didn't care. If there was a
discrepancy on an overtime slip, the civilian was
barred from even approaching the officer who
submitted it about the discrepancy, per Doty.
She was told to submit any questions concerning
possible errors or discrepancies in writing to
Doty, who would then make the inquiries himself.
WHY would a second in command needlessly foul
up a timekeeping/accounting system that was
running seamlessly before his arrival? Only
Doty can answer that one, and it's doubtful
that even he could provide a sane answer.
The stuff this guy has done since his arrival
here at the UCPD has just been sheer madness!

Add another body to the Doty firing squad! His
arrogance just fired another dispatcher yesterday.
At the rate Doty's going through personnel here,
they probably should hang a sign by the front door
at the UCPD that reads, "The last one to be fired, please turn out the lights before you leave!"
The rest of us who remain here are just waiting for Chief Lynch or some U of C Officials to step in anytime and regain control of this Dept. before it collapses completely around them.

Doty is not a one man chief and hes not over no damn dispatchers so get off cpd blog lying and airing half the truth. From what Im told all you complaining ass officers were complaining way before doty, you just now are gonna be held accountable for your actions, grow up. To the contrary John Doty is the Chief. Chief Lynch does not run the department everyone knows that
Doty runs it. So he is over the communication department. They recently fired the sole female commander.
