Hubris

If this doesn't define it, we don't know what does:
  • On Friday I attended the O'hare golf outing at Elkhart Wi. A city car pulls up to the bag drop off. Out comes two officers in suits. One officer go to the trunk and takes out a set of golf clubs. The other opens the rear door and out pops Alderman Burke. Burke then golfs the outing. Does he really need CPD protection to drive him to golf outings out of state???
After all that recent drama and debate about whether or not Burke needs a bodyguard detail, here he is pulling up to a golf outing in Wisconsin in a city vehicle with two Chicago Police Officer escorts? That's definitely some arrogance.

Bodyguard detail should be limited to his coming and going to work or work-related functions. Period.
He shouldn't have one at all, but since he does, it should have clear limits.

Plus WTF with one of his maids hauling out his clubs? How could that officer get to his gun in time to protect that dope? Hands should be free to address threats since he is such a target.

Can anyone here imagine being one of his servants like those officers (and I use that term loosely)? Do they not have any self respect? What will they tell their grandchildren they did when were policemen(and I use that term loosely)? How do they look themselves in the mirror everyday? Will they actually get a pension like the rest of us? How can they possibly consider themselves one of us or even a policeman? Personaly if I had a choice between working with one of them and a security guard from WalMart, I'd take the WalMart security guard any day! Pussies.

He was probably at the O'Hare golf outing because of the way he is treated when he flies in or out of O'Hare. I've been there and the TSA allows his bodyguard detail special parking privileges to wait for Eddie and his family's arrival in the lane closest to the terminal doors. When Eddie arrives in the baggage area, his handmaidens run in and get his bags off the carousel and carry them to the waiting city vehicle and put them in the trunk while another maid holds the door for Eddie, wife and child. I have also observed senior military officials arrive at O'Hare including some active duty four stars. They never get the star treatment Eddie gets. What a sick joke!

Once in my life I got to drive a CPD squad for an in state trip. During which I was told by the CPD officer that we could not leave Illinois or the insurance would be void. But Burke is an Alderman...with special powers..and I though Rahm killed all those security details last month.....?

A large area on Powers Lake was owned by Carson, Piree, Scott many years ago that they maintained as a pleasant little attraction called Honey Bear Farm. It had a petting zoo stocked with farm animals for the kids and a bunch of small retail shops. It was one of those nice places where a family could take an hour drive or so from the city and have an enjoyable day long outing with the kids in a unique and pleasant environment.

At some point, Burke "obtained" the entire Powers Lake, Honey Bear Farm property from Carson's, in exchange for some favorable store zoning arrangements in the City. Quid pro quo, if you will. He built his summer getaway there on a large private part of the land on a hill overlooking the lake, including a servants type quarters where I'm sure his CPD butlers/caddys spend their nights waiting for his Royal Burkeness to call on them.

Most of the rest of the farm was sold off years ago for big $$$ which, of course, landed in Burke's pockets and not the City of Chicago's treasury. Just one more of this slimeball's many criminal acts.

Ho, hum. Another day, another corrupt venture for the elected criminal.

OT: Why Should City Hall Hire More Police... They hand out Ticket Books to "Crossing Guards" or any other city agency that they think can get away with writing parkers!

We Have several Crossing Guards writing tickets all over the District for the Summer. Their Happy to be working so they bust their Humps.

Word has it that on at least one occasion one crossing guard had nearly 2 Blocks of "Street Cleaners" written by 9:04 AM You Think She got a head start???

Are they trained to write parkers? It's obvious some can't tell time.

The lack of accountability and the cozy relationship between cowardly media,organized crime and both our local and national politicians should have led to a revolt years ago. I filed a grievance with SEIU 73 on behalf of Revenue PEA's.

TMA's and CTA supervisors Have Ticket Books. Who trained them? I know for damn sure Revenue Street Ops didn't.
I had to do 8 hours at the Academy and a Week with a PO in 1st District before I was allowed near a ticket book when I was a Traffic Aide. I spent an additional 40 hours in a Classroom before I hit the streets at Revenue.

But I've seen CPD issued Street Cleaning Tickets from 018 with 3 street names and 2 indicated violations on 1 darn handwritten ticket. For all you 018 readers...its the Cop that rides the Segway and patrols Depaul until 3pm. And the cop that handles Crossing Guard Duties at Geneva Terrace at Kemper (Bike patrol).

32nd ward....2 weeks ago...
Sweeper Driver called me and told me that a Beat Car was driving 2 Crossing Guards around for Street Cleaning...was preping their books for them.
32nd ward Ald has been Informed and is going to file a complaint against 019 and 023 and 018 directly up the chain to the DC's.

I am the senior prosecutor in Kenosha, intake supervisor and law enforcement liaison. (Also a regular SCC reader and a former cop.) From time to time I've seen posts about authority of Illinois officers north of the border, etc. Here's a quick summary of what you need to know and where to get help.

First, let's talk about your authority in Wisconsin (outside of a fresh pursuit situation).

Common law in Wisconsin is that anyone has the power to arrest for a felony or a misdemeanor breach of the peace committed in his or her presence. OWI (operating a motor vehicle while under the influence of an intoxicant) is considered a breach of the peace. The seminal case on this authority involved Chicago officers witnessing a burglary and arresting the burglars at gunpoint. The case law in Wisconsin generally says that if you have the common law authority to make a citizen's arrest and you are a cop outside of your jurisdiction you should not be denied the use of the tools of your profession.

For example, I had an Illinois MEG unit on my doorstep one morning confessing that they mistakenly made a buy-bust in Wisconsin. They were much relieved when I replied, "So what's the problem?"

As long as you are not doing something unlawful or exceedingly stupid, we'll have your back provided you understand that our rules and procedures are different.

The most signifcant one for you to know is regardless of whether it's a fresh pursuit or an extraordinary arrest situation as I described, we have to prepare our criminal complaint (much more detailed than in Illinois) pretty much the morning after the arrest. That means we need your reports and statements in hand before you go home. Our officers will walk you through it and I am almost always available for consultation and assistance.

Please be mindful in your reports that we don't understand your Chicago specific abbreviations so please avoid them. We also need to know how to find you for court (phone, E-mail, address) which in a felony case could be within ten days. If you are in a fresh pursuit situation, it helps us to know chapter and verse the underlying Illinois felony statute (ILCS section number). If the defendant has a record in Illinois, we may need your help in obtaining and deciphering it. (Not uncommon for us to see Illinois State Police rap sheets with 61 arrests but no dispositions reported by the Cook County Clerk of Circuit Court. We know CPD maintains detailed records but Instant Update is seldom instant. Our time deadlines are very narrow. We need this information in order to assess whether the defendant qualifies as a habitual criminal and to make a bond argument.)

From time to time we have to do search warrants for Illinois officers. I try to get you in and out in 90-120 minutes, give or take, depending on the complexity of the case. A lot of this will depend on how much your documentation is in order.

We have a very useful online resource of interest in that almost all recent court cases and dispositions statewide are available at:

This will also show pending case information, including bond conditions. For example, let's say you stop someone who has an open case in Wisconsin for felony false imprisonment, a fairly common domestic violence charge. A mandatory condition of all bonds in Wisconsin, felony and misdemeanor, is that the released person shall not commit any crimes while the case is pending. There may also be specific conditions, such as no alcohol/drugs or no contact with the victim.

So, if you make an OWI arrest and the passenger in the car happens to be the victim of that false imprisonment and the subject of a "no contact" condition, then there are two felony bail jumping charges in Wisconsin: new crime and violation of a "no contact" order. Chances are fairly good that we will prosecute and extradite.

Apart from fresh pursuit, an out of state officer has common law arrest authority in Wisconsin for any felony or a misdemeanor breach of the peace (including OWI) committed in his or her presence. The leading case here involved four Chicago cops who nailed a couple of burglars at gunpoint. Arrest upheld and case law in Wisconsin also says that if a common law "citizen's arrest" is made outside an officer's jurisdiction that officer should not be deprived the use of the tools of the profession.

It does happen and as long as we can legally justify it we'll have your back. I once had an Illinois MEG unit needlessly sweating at my doorstep on a Monday morning because they mistakenly made a buy-bust across the state line. I assured them the only problem is that they needed worry about is having their reports done immediately.

If you run into a fresh pursuit or extraordinary arrest situation feel free to contact me and we'll try to work it out. Our procedueres differ and the major one for you to know is that because we must prepare a fairly detailed criminal complaint (usually the morning after the arrest) we'll need your reports in hand immediately. Also, please avoid any local abbreviations (which we won't understand so spell it out) and if you're in a felony fresh pursuit situation it will help us to have a copy of the Illinois statute you're relying on. We'll also need your help in getting and deciphering the defendant's Illinois rap sheet (we've actually seen some from the Illinois State Police with 61 arrests and no reported dispositions) and also where and how to find you for court (which could be within 10 days). Note that one felony or three misdemeanors (non-traffic) in a five year period is a habitual offender under Wisconsin law so this information helps us there and also to make bond arguments.

We occasionally do search warrants to recover evidence in your cases. I try to get you in and out in 90-120 minutes depending on the complexity and how well your documentation is in order. Helps to call first.

I have taken an unmarked out of the state on several ocassions, and this is what you need to do, since the City of Chicago is self insured you have to get a form letter from the finance division, it just staes that the city is self insured and responsible for any and all damages if found liable in an accident, they will also give you a gas card and I-Pass. Rahm is scared Shitless of this Irish Mobster and is just blowing smoke up our asses in reference to removing his bodyguards. He simply created a bullshit Security Specialist spot for 2 of Daley's former guards and hired them at taxpayer money.

A large area on Powers Lake was owned by Carson, Piree, Scott many years ago that they maintained as a pleasant little attraction called Honey Bear Farm. It had a petting zoo stocked with farm animals for the kids and a bunch of small retail shops. It was one of those nice places where a family could take an hour drive or so from the city and have an enjoyable day long outing with the kids in a unique and pleasant environment.

At some point, Burke "obtained" the entire Powers Lake, Honey Bear Farm property from Carson's, in exchange for some favorable store zoning arrangements in the City. Quid pro quo, if you will. He built his summer getaway there on a large private part of the land on a hill overlooking the lake, including a servants type quarters where I'm sure his CPD butlers/caddys spend their nights waiting for his Royal Burkeness to call on them.

Most of the rest of the farm was sold off years ago for big $$$ which, of course, landed in Burke's pockets and not the City of Chicago's treasury. Just one more of this slimeball's many criminal acts.

Ho, hum. Another day, another corrupt venture for the elected criminal.

On the flip side I read today where our royal newlyweds flew back from a family wedding in coach on a regular flight...paying their own way ($62 each) and going through security with everyone else. The story went on to say that they returned from their North American visit on British Airways out of LAX. Maybe we could learn something from them.
