CompStat Cooks the Books
Paging Investigative Reporters!
Oh wait, who are we kidding?
Paging Ben Joravsky!!!
A book has been published this week that blows the lid off of the CompStat smoke-and-mirrors game. From the press release:
- CRIMINOLOGISTS EXPOSE NYPD DISTORED POLICIES, MANAGEMENT ABUSE, AND STATISTICAL MANIPULATION January 25, 2012 In the mid-1990s, the NYPD created a performance management strategy known as Compstat. It consisted of computerized data, crime analysis, and advanced crime mapping coupled with middle management accountability and crime strategy meetings with high-ranking decision makers. While initially credited with a dramatic reduction in crime, questions quickly arose as to the reliability of the data.
The Crime Numbers Game: Management by Manipulation brings together the work of two criminologists—John A. Eterno, Ph.D. Professor Molloy College and a former NYPD captain and Eli B. Silverman, Ph.D. Professor Emeritus John Jay College of Criminal Justice—who present the first in-depth empirical analysis of this management system—exposing the truth about crime statistic’s manipulation in the NYPD and the repercussions suffered by crime victims and those who blew the whistle on this corrupt practice.
This is the first comprehensive scientific analysis which exposes a contorted management system that promotes manipulation of crime numbers, arrest and summons quotas, planting of drug evidence, illegal drug arrests, excessive and illegal stop and frisks and additional questionable police practices. Providing insider insight into a system shrouded in secrecy, this volume:- Documents and analyzes a wide array of data that definitively demonstrates the range of manipulation reflected in official New York City crime statistics
- Explores how the consequences of unreliable crime statistics ripple throughout police organizations, affecting police, citizens, and victims
- Documents the widening spell of police performance management throughout the world
- Reviews current NYPD leadership approaches and offers alternatives
- Analyzes the synchronicity of the media’s and the NYPD’s responses to the authors’ findings
- Explores the implications of various theoretical approaches to Compstat
- Offers a new approach based on organizational transparency
This is not light reading by any means. The NYPD brass has been running a full-out attack on the authors, one of whom is a former NYPD captain, in an effort to undermine the findings of this book, many of which relate directly to the ongoing tribulations at our very own 35th Street HQ.
CompStat is a numbers game, plain and simple, and this book exposes much of it for the disaster it is and continues to be.

IBM Brings Higher-Tech Crime Fighting to Las Vegas, Minnesota
By Beth Jinks
Jan. 25 (Bloomberg) --
International Business Machines Corp. is tackling crime in Las Vegas and Rochester, Minnesota, where police departments have turned to high-tech analytics to forecast crime “hot spots” and pursue leads quickly.
Software analytics is being used to help Rochester police detect and predict crime patterns by creating a better database with more reliable information. In Nevada’s biggest city, a program called Coplink will organize data across four agency databases, helping police make “non-obvious connections” between people, places and things like mobile phones and cars, Armonk, New York-based IBM said today in announcing the two deals.

Hoke
The people I know in the media keep telling me, "We are not in anyone's pocket. We are independent, fair and unbiased."
BULLSHIT
They tell me, "You police are whiners and negative malcontents."
Well, we whiners and negative malcontents have said over and over that COMPSTAT is smoke and mirrors.
Sure there has been lots of silly ass complaining on this blog, but there has also been a lot of "on target" comments, too, and comments about about how full of shit Compstat is have been on target.
So, if you media types are not in the pocket of any politicians, or beholden to your own personal desires to win a Pulitzer based on your shitty reporting, look into this con-game called Compstat.
The citizens are not being served by media misrepresentation of the facts or publications of half-truths and lies as told them by the Emmanuel and McCarthy.
If you want the city to be safe again, support the police, end this bullshit called COMPSTAT, get rid of clout heavy management, and elect a mayor who cares more about Chicago then getting Sen. Kirk's seat in congress. (By the way Rahm, Kirk is not out of office, yet.)
Until then, the civility and safety of Chicago will continue declining in small increments each day.
Do I think any of this will happen? Fuck no, but it sure is nice being a whiner and malcontent on such an insignificant blog.
Between this and various threads of late, Salman Rushdie has gained the confidence to retrieve his own mail.
Keep hacking away at the head of the serpent, SCC. It's bound to separate eventually.

I say it's still fun to watch the commanders squirm as the narcissist McDICKHEAD talks to them like they are shit.
If anyone is interested just put on your uniform and go down to 35th Street when the CompStat meeting is "playing" on Thursdays.
They have an observer’s section where you can sit and laugh your ass off.

The new "Mass Arrest General Order" is out.
There is a section that covers the National Guard making arrests.
I think I WILL schedule that surgery for sometime in May after all.
I read this book. It's actually called "Money Ball."
Since the stranglehold of political corruption is so deeply entrenched in Chicago, consider that thousands of rioting anarchists may be the cure that could actually bring meaningful and desperately needed reforms.
The critical question is the enormity in the cost of property damage and the loss of human lives.
Paid Cook > Brett Goldstein
Made Director at ridiculous pay scale, not proven, hidden, did not save one life (police killed in this year) with his predictions and sent to new spot with no accountability. All involved no accountability! New Superintendent possibly no knowledge!
Many Paid Cooks, who have NO Knowledge of the Units they are over!!! Just told to do as they are told! Reduction in crime, No!
I'm sure this will quickly be dismissed as heresy by Rahm and McNutty. They don't want their house of cards exposed for what it is.
Duh, we all know about paper shuffling, smoke and mirrors, dog and pony shows, fixing the numbers, changing and downgrading crimes, lieing to the public, etc. We didn't need a book to tell us all that goes on in this city and dept.
I will get a copy and will be reading it if McGeneralissimo if ever walks in.

Pretty pricey book...$70.00? To tell us what we have known here in Shitcago for so many years now?
Just keep chanting this when waking and before
going to bed: Crime is down, crime is down, crime
is down. To quote a line from the last Jason Bourne
movie, "it gets easier."
How about a monthly or quarterly review of a District in a closed meeting with the required people. That would be much better than a dog and pony show that puts the Commander and Area Deputy up on stage for a gladiatorial display.. Naa, no fun there.
Public humiliation is no way to motivate the troops. You want respect? Give it.
I wonder if Frank The incredible suckup Main feels like a gang banged whore yet?
He bought every thing J-Fled ever sold. Now of course he loves the new super McNutty. And don't get me started on how much he loves Rahm the foul mouth messiah.
Now we know where they got all there CRIME is DOWN nonsense from. They cooked the books and they continue to cook the books.
SSC readers knew all along and we sceamed it for all to take note. But J-Fraud tried to dismiss us as an insignificant blog. Every media hack should be rightly ashamed for vilifying the police and drinking the city hall kool-aide by the bucket full. We knew their numbers were full of shit. And this book proves it.
CompStat is like the whole department is on a tac team.
And it's not new here either.
We've been doing it for 12 years.
Tony Chiesa was sent to NY to learn it in 1999. Our Level 1,2,3 Accountability meetings were the same bullshit.
The media goes along with the Emanuel line of making it sound new for the Chicago rubes he so despises but needs to vote for him.

When McDrunk reads this he might just have a stroke!
Just another spotlight on Bureaucratic BS that makes all the "pseudo-masterminds" shake in their boots.
Compstat sounds like another version of the Crystal Ball Unit. Which, by the way, what ever happened to it?
Good Luck to all with G8. In reading some articles in Crains, it seems like the "people in charge" (Chicago's Council on Global Affairs?) have ideas like setting up "Protester Welcome Centers".
What kind of morons are in charge here?
Unless it's some devious plot like Clint Eastwood in Lago (High Plains Drifter) where they put up a picnic table to welcome the returning criminals just to pick them off with rifles and shotguns.
I think not.
You don't welcome protesters. Chicago is in a tailspin with liberals who I hope get caught up in the middle of the melee.
Protester Welcome Centers - welcome to Moronica.
There is a little known film about the Vietnam War that comes to mind
When I read about managing data . “Go tell the Spartans “begins with a South Vietnamese scout water boarding a VC suspect. Looping into camp comes the old American Major who commands the outfit .A young officer asks him where he was and he says “I was at the boom boom room getting my ashes raked ok.”
The movie attempts to show how wiz kid officers try to use
computer generated statics’ to plan the battle while the old passed over infantry Major knows what it will take. In the end the wiz kids got the Major killed because he was not given the means to win .
The moral of the story is valid today Trained people win battles
not computers.
Compstat just brings the CPD's number game to a higher level. This is why I write a report for every little thing. And I also tell my neighbors not to be shy about demanding reports for every little thing.

Investigative Reporters? On this topic. SCC is the only one investigating. Rhambo has the media in his hip pocket
A great short read which exposes Compscam can be found on-line in the form of a study by a University of Chicago Professor Leavitt who deconstructs this nonsense in an even more definitive study. Google "Compstat-Leavitt" and then Google "McCarthy-Bullshit". The truth will set you free.
What ever happened to telling the truth?
I am reading "Term Limits" by Vince Flynn nd copyrighted in 1997.
It reads an awful lot like the current situation in Washington. What I found interesting was on page 104 of the paper back edition, the "evil" presidential chief of staff making the comment,
"There's nothing like the exposure you get from a crisis." Said while he was ploting more evil.
Even ballerino doesn't come up with original ideas.
Which CPD exempt is gonna play the role of Bunny Colvin? Creating a Hamsterdam in 007 and 011 makes perfect sense compared to McNYPD's "this is a marathon" barf.
Guess lying is not a crime right mcnut? Like jody (gotta run) weis this guy is the same and /or worse! g8 is coming up fast and now more unbelievable bullshit, failed in New York will fail in Chicago! mcnut be a stand up guy and resign now the working Chicago coppers would appreciate it!
Is anyone surprised by this? The FBI didn't use our crime stats before because they knew we were cooking the books too.
Hey, McCarthy, pssst. *whispering* C'mon o'va here. If dis shit hits da fan wit da press, just tell'em, "Dis is a new improved type a Compstat, which ain't nuttin' like dat one in Nuw York." You kno' what I'm say'n?
Just tell'em dat, cause dheze reporters' ll believe all type of shit.
I question the timing of this book's publication. Does this send Garry a sign that he is not wanted back East? Is it perhaps showing that he is peddling BS (since we all know what the problems are, and when and where crime is going to happen).
I won't be here for G8/NATO... surgery scheduled in April. Stitches need 4-6 weeks of healing... and therapy after that.....
Too bad Garry never used common sense and did his research before coming here. I guess he never learned to be prepared.
McCarthys head must be spinning right about now
Here! Drink this. This Koolaid will make you feel much better and believe anything I tell you. See, Crime is down and we have 13,500 police officers.
I would like to make a suggestion here. If we all copy and paste the front page of this thread into every open comment section on all of the media stories it will bring a much faster response by the media and perhaps enlighten some of the public, many of which do not troll here. No need to link back to SCC, but put this link, http://news.change.org/stories/lies-damned-lies-and-compstats. It is an investigative reporting which shows the lies and some Federal investigation into the process.
Our media writes at the 4th grade level; unfortunately, they can only READ at the 4th grade level as well, placing this book far out of the realm of their ability....
Sorry i have National Guard duty and a PO. Look for me with my CPT Bars on and ready to Fuk Off the Old Clouted idiot Bosses on this job
Rock on
According to another book "The Compstat Paradigm" In 1991 New York City Mayor Dinkins lobbied the state of New York and received a $1.8 billion grant to hire police officers swelling the number of uniformed police to 38,310. That would help reduce crime!!!
Plus in a USA today news article from 29 Dec 10 quotes William Bratton, who was appointed as NYPD Police Commissioner after Guiliani was elected in 1993: "Bratton says a key factor is that there is no potentially "cataclysmic" drug epidemic on the horizon similar to that of crack cocaine, which he and other analysts say fueled the widespread street violence of the late 1980s and early 1990s."
There own people don't even believe this bullshit.
And New York does not have any merit promotions below exempts, pass a test or push a beat!!!!
All of this information is readily available via a decent google search.
CompStat translates to hire more Police and hope nobody reinvents crack and crime will go down strategy!!
Stay Safe
Yeah, CPD brass has been cooking the books for so long that it has become the standard methodology for under reporting crime. Why do you think the FBI does not use our stats in their annual crime report.

This is why its all over.....
FYI:
Everyone should really Google 'Adrian Schoolcraft.'
For instance:
The Law Office of Jon L. Norinsberg and Cohen & Fitch, LLP recently filed a lawsuit against the City of New York and high ranking members of the NYPD on behalf of Police Officer Adrian Schoolcraft. This lawsuit details PO Schoolcraft’s harrowing experience at the hands of NYPD chiefs and commanders, who plotted a coordinated and concentrated scheme to silence, intimidate, threaten, and retaliate against him for his documentation and disclosure of corruption within the NYPD. Specifically, the NYPD established an illegal quota policy for the issuance of summonses and arrests and instructed police officers to lie on police reports in order to distort COMPSTAT statistics.
I bet there won't be a peep out of the MSM about this!!
didn't anyone else know that compstat, and the crystal ball stuff, was bullshit? who buys into this stuff (other than academics or politicians playing police)?
The cpd crime statistics are not accepted by the FBI. Our clearance rate on homicides is 30 percent. A few months back, they had a father from the midddle east kill his four children, himself and his wife. Six cleared homicides. That covered 14 fucked up homicide investigations. That is how the game is played. They had five shootings in Rogers Park last week resultimng in death. All cleared. That will cover ten or eleven fucked up homicide investigations. If you take out the "slam dunks", what are the real statistics and the real clearance rates?
GMac :
" uh, last time I checked, my figures were right...again. There aren't murders here, only death investigations. Just because a persons dead it doesn't mean they were murdered. We intend to find out way. We have. +/- 10 % clearance rate. Our homicide rate is down because of the CompStat approach to selective analytical hypothesis which was developed solely for the purpose of making person feel less insulted by theatrics in accountability."
.
All smoke and mirrors to bedazzle the ignorant masses.
Here is a hint:
Buy guns and ammo!
If Gerry O'Callaghan is still on the CPD there is NOTHING legitimate about this job!
The will fire some schmuck without clout in a millisecond while those with clout get jammed again and again with impugnity.

Keep do the bidding of McDouch and his ball-less underlings. They'll be gone in 5 years leaving you holding the bag on punitive damages.
I smell an Operation Impact coming!!!!
On Channel 2-WBBM's 6 PM newscast, in one fell swoop, Bill Kurtis introduced, annointed and praised J-FLED as the man that knows the most about crime in Chicago.
J-FLED replied, "You're too kind."
No J-FLED, he's too fucking old and/or stupid to know the truth about you!
This ComState system is FULL OF S--T period, this department is full of S--t too. I have been on this job for over 35 years and have always said that they screw with the numbers, I have worked in specialized units my entire career, along with some rough tough districts and you cannot tell me that the Homicide numbers are correct!, This numbers game just goes to showe you that this is the justification for chopping the number of coppers needed. This mayor and Supt. should go to jail with Blago. Wait until the Shit hits the fan during G8, both will sell out the working coppers, crack somebody throwing crap at you and they will fire you.

you have to love the tracy and sups responses "look at your last bar grafts and demployment, then make deployment adjustments" that's the only answers they have. Blow on the machine new york castaway. You have never held a position of competence, only what your clout did for you out east. By the way you lost a few fights in bars with some of your own. One was a 65 yo retired nypd. you are such a tough guy. FORMER NYPD POSTER TAHT WORKED FOR MCCARTHY. HARD TO REMEMBER HIM SOBER.
how about using the crime stats per ca pita of people. being down 200,000 people. THEN ASK WOH PUTS IN THE STATS AND COMPUTES THE NUMBERS NOT TO MENTION THE QUESTIONS ASKED. ASK LORENZ AND OTHERS
I remember just recently in Baghdad and Afghanistan, unless we had solid, vetted INTEL..the only periods we could "predict" for certain we would experience increased rocket and IED attacks were when there was an increase in temperature and lunar cycles i.e. heavy moonlight...much light the beatcop stepping out of his house OTW to work and sticking his freshly licked finger in the air, looking at the sky and thinking...Yep..it's gonna be one of those nights..
Does anyone really believe the 35th st brass would ever reveal the real stats? Hell no! It's their show and they want to win, so the books will always be cooked. They know the media is dumb and always believes them so it's an easy game to win. We all have always known the truth was distorted.
Garbage In and Garbage out.
CompStat is just one big dog and pony show, smoke and mirrors and bullshyt washed down with Kool-Aid.
When I truthfully complained about bosses manipulating the stats, the brass called me an EDP and tried to commit me to an insane asylum. I'm now in litigation vs. the mgmt. of the NYPD.
Good luck with McCarthy. You'll need it.
In another literary work...jpud's "Chicago Crime Comm-Gang Book" :
“Social media is now used as part of good police work,” said Leo Schmitz, commander of the Englewood District and the former head of gang enforcement for the Chicago Police Department.
“Now gangs not only mark up the streets with graffiti, they use social media to tell where their gang boundaries are and [boast] about their prowess,” he said. “Right now, it’s beautiful for us.”
BUT CRIME IS DOWN, MANPOWER DOWN. CLEARANCE RATE DOWN. MORAL GONE.
CompStat is now counting tweets... that's beautiful.
.
This is not breaking news. Lying about the crime stats has been in the history of chicago. Chicago is the most corrupt city in America. It's a no brainer that the brass would lie about it. It's an easy lie for them and it's the norm. It's the chicago way. Everyone knows about it.

Sound Familiar?
"Compstat was intended to reduce the crime rate by targeting the city's bleakest sections. The premise was simple: District commanders (and consultants) would hold regular meetings where they looked at crime statistics in their respective areas and developed strategies to combat the epidemic.
Instead of these meetings being used for strategic purposes, though, they amounted to district commanders berating their respective precinct commanders over the high level of homicides in particular areas of the city. The immense pressure put on the precinct commanders led to what was described pejoratively as "juking the stats," or fudging the numbers. Particular crimes would be reclassified and dates would change on toe tags."

US? Who's US? Jody has never done a day of police work in his life.
Comp stat is a big joke. The beat officer is out there everyday doing his/her job. Some days are busy and some are slow. The biggest concern now should be the lack of manpower. We always seem to be in bag log on the 3rd watch. We simply do not have enough people out there every day. The Police Superintendent knows this and does not act to correct the problem.
Off Topic, sort of:

For this reason, it is important we focus not only on conventional indicators of our success, such as crime data, but on the qualitative processes of police work.
As you are likely aware, either as a result of presentations made during weekly CompStat meetings or from the posting on the front page of the Fraternal Order of Police’s website, the Chicago Police Department has partnered with the University of Illinois at Chicago to administer Public Satisfaction Surveys in order to better understand public satisfaction with police encounters.
Responses from individual surveys are anonymous – neither the citizens’ names nor officers’ names are asked for on the surveys themselves. Furthermore, the responses will not be made available to the Department. In this way, the anonymity of officers and respondents is ensured. There will be no disciplinary action as a result of these surveys.
I am pleased to share that early, initial responses have emphasized positive interactions that highlight our commitment to the highest standards of service. Three out of every four citizens who had recent encounters with Chicago Police Officers and completed Public Satisfaction Surveys were satisfied with these interactions.
Surveys were sent to respondents following such incidents as the completion of a case report or after a traffic stop. High-quality encounters during these types of events serve to foster public trust and police legitimacy in our communities, and are vital for effective crime fighting and public safety.
An officer’s demeanor, respectfulness, and ability to actively listen may seem like soft skills, but they are strong tools for accomplishing our mission and gaining the support and cooperation of the people we strive to serve. These assets also have a profound effect on officer safety and compliance with officer requests.
I am encouraged by the implications these early findings have for best practices in law enforcement, and I look forward to sharing future updates with you.
I thank you for your outstanding dedication and performance. As always, stay safe.

So, if results aren't being shared with the CPD, why does McCarthy know the supposed results, thus far?
Oh, and Garry, our buddy, our pal, those 'soft skills' you're touting... did you use those when dealing with the officers who were forced to arrest you for interfering with citations being issued to your daughters? Did you apply your listening skills when the judge found you GUILTY of that interference?
I don't think we have to wonder what those customer service forms might say about YOUR professionalism, demeanor and judgement.
A few months back, they had a father from the midddle east kill his four children, himself and his wife. Six cleared homicides.

Police Tactic: Keeping Crime Reports Off the Books
Crime victims in New York sometimes struggle to persuade the police to write down what happened on an official report. The reasons are varied. Police officers are often busy, and few relish paperwork. But in interviews, more than half a dozen police officers, detectives and commanders also cited departmental pressure to keep crime statistics low.

Any more information on Sgt Jaske? Worked with him in 007. A real asset. Street smart and understanding of the young officers we had in 007.

I understand that Captain/XOs are NOT getting paid as relief District Commanders anymore when the DC is on furlough.
Most of them are pretty pissed off. They gave that up in this new contract breaking deal.
But, if you look on the bright side, Captain's Association President Hoot Bamawhatshisname got his cushy job at Mass Transit and the take-home car so it's all OK. Was that the price of this deal?

Is anyone surprised by this? The FBI didn't use our crime stats before because they knew we were cooking the books too.

The FBI didn't use our stats, but we used that twerp from the FBI for three years as Superintendent and they still won't use out stats.
EVERYONE OF ALL RANKS...Whenever you see McCarthy or Weis ask yourself silently, "Did we ever need that twerp from the FBI or this Bozo from the NYPD to run this Department."
It pisses everyone I know off that this is what will send, not lead us into the upcoming disaster.
