CompStat Cooks the Books

A book has been published this week that blows the lid off of the CompStat smoke-and-mirrors game. From the press release:

CompStat is a numbers game, plain and simple, and this book exposes much of it for the disaster it is and continues to be.

IBM Brings Higher-Tech Crime Fighting to Las Vegas, Minnesota

International Business Machines Corp. is tackling crime in Las Vegas and Rochester, Minnesota, where police departments have turned to high-tech analytics to forecast crime “hot spots” and pursue leads quickly.

Software analytics is being used to help Rochester police detect and predict crime patterns by creating a better database with more reliable information. In Nevada’s biggest city, a program called Coplink will organize data across four agency databases, helping police make “non-obvious connections” between people, places and things like mobile phones and cars, Armonk, New York-based IBM said today in announcing the two deals.

The people I know in the media keep telling me, "We are not in anyone's pocket. We are independent, fair and unbiased."

They tell me, "You police are whiners and negative malcontents."

Well, we whiners and negative malcontents have said over and over that COMPSTAT is smoke and mirrors.

Sure there has been lots of silly ass complaining on this blog, but there has also been a lot of "on target" comments, too, and comments about about how full of shit Compstat is have been on target.

So, if you media types are not in the pocket of any politicians, or beholden to your own personal desires to win a Pulitzer based on your shitty reporting, look into this con-game called Compstat.

The citizens are not being served by media misrepresentation of the facts or publications of half-truths and lies as told them by the Emmanuel and McCarthy.

If you want the city to be safe again, support the police, end this bullshit called COMPSTAT, get rid of clout heavy management, and elect a mayor who cares more about Chicago then getting Sen. Kirk's seat in congress. (By the way Rahm, Kirk is not out of office, yet.)

Until then, the civility and safety of Chicago will continue declining in small increments each day.

Do I think any of this will happen? Fuck no, but it sure is nice being a whiner and malcontent on such an insignificant blog.

When I read about managing data . “Go tell the Spartans “begins with a South Vietnamese scout water boarding a VC suspect. Looping into camp comes the old American Major who commands the outfit .A young officer asks him where he was and he says “I was at the boom boom room getting my ashes raked ok.”
The movie attempts to show how wiz kid officers try to use
computer generated statics’ to plan the battle while the old passed over infantry Major knows what it will take. In the end the wiz kids got the Major killed because he was not given the means to win .

I am reading "Term Limits" by Vince Flynn nd copyrighted in 1997.
It reads an awful lot like the current situation in Washington. What I found interesting was on page 104 of the paper back edition, the "evil" presidential chief of staff making the comment,

I question the timing of this book's publication. Does this send Garry a sign that he is not wanted back East? Is it perhaps showing that he is peddling BS (since we all know what the problems are, and when and where crime is going to happen).
I won't be here for G8/NATO... surgery scheduled in April. Stitches need 4-6 weeks of healing... and therapy after that.....
Too bad Garry never used common sense and did his research before coming here. I guess he never learned to be prepared.

According to another book "The Compstat Paradigm" In 1991 New York City Mayor Dinkins lobbied the state of New York and received a $1.8 billion grant to hire police officers swelling the number of uniformed police to 38,310. That would help reduce crime!!!

Plus in a USA today news article from 29 Dec 10 quotes William Bratton, who was appointed as NYPD Police Commissioner after Guiliani was elected in 1993: "Bratton says a key factor is that there is no potentially "cataclysmic" drug epidemic on the horizon similar to that of crack cocaine, which he and other analysts say fueled the widespread street violence of the late 1980s and early 1990s."

There own people don't even believe this bullshit.

And New York does not have any merit promotions below exempts, pass a test or push a beat!!!!

All of this information is readily available via a decent google search.

CompStat translates to hire more Police and hope nobody reinvents crack and crime will go down strategy!!

The cpd crime statistics are not accepted by the FBI. Our clearance rate on homicides is 30 percent. A few months back, they had a father from the midddle east kill his four children, himself and his wife. Six cleared homicides. That covered 14 fucked up homicide investigations. That is how the game is played. They had five shootings in Rogers Park last week resultimng in death. All cleared. That will cover ten or eleven fucked up homicide investigations. If you take out the "slam dunks", what are the real statistics and the real clearance rates?

This ComState system is FULL OF S--T period, this department is full of S--t too. I have been on this job for over 35 years and have always said that they screw with the numbers, I have worked in specialized units my entire career, along with some rough tough districts and you cannot tell me that the Homicide numbers are correct!, This numbers game just goes to showe you that this is the justification for chopping the number of coppers needed. This mayor and Supt. should go to jail with Blago. Wait until the Shit hits the fan during G8, both will sell out the working coppers, crack somebody throwing crap at you and they will fire you.

When I truthfully complained about bosses manipulating the stats, the brass called me an EDP and tried to commit me to an insane asylum. I'm now in litigation vs. the mgmt. of the NYPD.

"Compstat was intended to reduce the crime rate by targeting the city's bleakest sections. The premise was simple: District commanders (and consultants) would hold regular meetings where they looked at crime statistics in their respective areas and developed strategies to combat the epidemic.

Instead of these meetings being used for strategic purposes, though, they amounted to district commanders berating their respective precinct commanders over the high level of homicides in particular areas of the city. The immense pressure put on the precinct commanders led to what was described pejoratively as "juking the stats," or fudging the numbers. Particular crimes would be reclassified and dates would change on toe tags."

Speaking of unions, ch. 9 news had a piece about electricians at navy pier not being used to set up the electrical supply for an outdoor weekend event. Insted the pier management used the lower paid stage hand union to do the electrical. Union busting? If it looks like a duck...

Schoolcraft is on target about compstat bs. He suing for $50 million and refuses to settle.

The bosses forced their way into his house and hauled him off to the psych ward at Jamaica Hospital for a week. They will pay dearly.

Comp stat is a big joke. The beat officer is out there everyday doing his/her job. Some days are busy and some are slow. The biggest concern now should be the lack of manpower. We always seem to be in bag log on the 3rd watch. We simply do not have enough people out there every day. The Police Superintendent knows this and does not act to correct the problem.

As you are likely aware, either as a result of presentations made during weekly CompStat meetings or from the posting on the front page of the Fraternal Order of Police’s website, the Chicago Police Department has partnered with the University of Illinois at Chicago to administer Public Satisfaction Surveys in order to better understand public satisfaction with police encounters.

Responses from individual surveys are anonymous – neither the citizens’ names nor officers’ names are asked for on the surveys themselves. Furthermore, the responses will not be made available to the Department. In this way, the anonymity of officers and respondents is ensured. There will be no disciplinary action as a result of these surveys.

I am pleased to share that early, initial responses have emphasized positive interactions that highlight our commitment to the highest standards of service. Three out of every four citizens who had recent encounters with Chicago Police Officers and completed Public Satisfaction Surveys were satisfied with these interactions.

Oh, and Garry, our buddy, our pal, those 'soft skills' you're touting... did you use those when dealing with the officers who were forced to arrest you for interfering with citations being issued to your daughters? Did you apply your listening skills when the judge found you GUILTY of that interference?

I don't think we have to wonder what those customer service forms might say about YOUR professionalism, demeanor and judgement.

I understand that Captain/XOs are NOT getting paid as relief District Commanders anymore when the DC is on furlough.
Most of them are pretty pissed off. They gave that up in this new contract breaking deal.

But, if you look on the bright side, Captain's Association President Hoot Bamawhatshisname got his cushy job at Mass Transit and the take-home car so it's all OK. Was that the price of this deal?

The FBI didn't use our stats, but we used that twerp from the FBI for three years as Superintendent and they still won't use out stats.

EVERYONE OF ALL RANKS...Whenever you see McCarthy or Weis ask yourself silently, "Did we ever need that twerp from the FBI or this Bozo from the NYPD to run this Department."

It pisses everyone I know off that this is what will send, not lead us into the upcoming disaster.
