Former Commander to Reveal All?

This might be a very large problem and ties into everything that has been said for years about one set of rules for the clouted and one for the peons:
  • Three weeks after two police officers sued the Chicago Police Department, claiming they were outed by superiors even as they conducted an investigation of police corruption, a veteran investigator from the department’s internal affairs division came forward Tuesday, backing their story.

    That investigator, a former IAD commander who asked that NBC Chicago withhold his identity, said he had direct knowledge of the investigation by officers Shannon Spalding and Daniel Echeverria, which led to the arrest of fellow officers Ronald Watts and Kalatt Mohammed.


    Watts and Mohammed were accused of shaking down drug dealers, but Spalding and Echeverria said the investigation was compromised before its conclusion, as their identities were revealed and they were virtually blackballed within the department.


    Asked if he believed the investigation would have led to evidence of wrongdoing by more officers, the former IAD official left no doubt.


    "Absolutely. I’ve seen the pictures," he said.
Pictures? Code of Silence? Blackballed?

How does this department earn its' way back to responsibility, respectability and public trust when it has completely destroyed itself? The lack of competent leadership, government officials that treat the honest, hard working officers as though they were chattel, a minute number of criminal blue shirts,criminal line and supervisory personnel and morale amongst the membership the lowest I've encountered in the 26 years I've been a Chicago Police officer makes me believe that a complete reorganization is long overdue. Federal intervention is not warranted but It is going to be a long, hard road back and many of us will be long retired before it happens. How much worse can it get before we really clean house? Where do we begin? More to the point-WHEN do we begin?

"Commander?" We've had ADS's and now Chiefs but there have been only two Commanders in IAD and one is still with us. It is more likely the anonymous source was either a CO of a section or a Sergeant. It will be interesting to see how this plays out.

But you must ask yourself why would a former clouted one become a person who has a soul and wants to speak out.

Just take a look at who just became a Superintendent at street and sanitation (garbage guys).

The clouted are given primo spots to keep their mouths shut and it has nothing to do with there amazing skills of killing crime stats...

Dont think those white shirts you hardly see are your friends they are climbing a ladder/

Well, this is easy to deduct.

Klimas is the only Commander in the history of IAD. It wasn't him.

Barb West was a Lt that would have known about this because she was Chief Tina Skahill's go to person...God only knows why.

Keith Calloway knew about it as the Lt before Barb West.

So it's either Barb West or Keith Calloway. Regardless of the reporter using the word "he" I'm placing my bets on Barb because I believe that her and Skahill are not named on the lawsuit even though they are the ones who promised these two goofs promotions.

And really, all it did was confirm that there was an active joint investigation with IAD and FBI That had gone on for years before these two found out about it. So I'm not sure this is really much of a bombshell at all. The case got stalled when the Wells Housing Projects got taken down as that was Watt's hunting grounds.

I still maintain, much ado about nothing.

Does being put under Federal oversight mean we would also reap the benefits of better vision, dental and healthcare plans?

What'd be killer would be getting that awesome Fed pension, as I don't believe I've heard a peep about diminishing anything on their end. Would we fall under that umbrella also? Talk about The Law of Unintended Consequences!

All kidding aside, I'd prefer to do without Fed oversight, but I AM a big fan of watching a handful of the "Untouchables" go down in grand fashion.

Those with any kind of time on the job always knew there existed multiple levels of discipline. The clouted, blessed and those of particular bloodlines always seem to land on their feet and move up the CPD foodchain. Same goes for the sword swallowers, human pin cushions and the occasional Gold Star secretary that decides to let the bun deposited by her married supervisor bake completely. Meanwhile, the nobodies are made sacrificial lambs, oftentimes led to career, character and financial slaughter without due process, all to perpetuate the charade and illusion that the CPD can police it's own.

If I were the gambling type, I'd lay a handsome wager on some expedited retirements in the very near future. Bossholes thay may have been waffling over the big decision will have magically acquired newfound clarity in their choice to pull the pin. Funny how shit like this works.

Pull up a chair and gather 'round. This is gonna be epic.

Funny thing is we all have known that there are different rules for different people on the CPD for a long time. This isn't anything new. The connected can get away with everything while the average Joe gets the full punishment. This still takes place now. The special people are also most likely in the "merit crowd."

Methinks someone is trying to save his own skin by making a deal with the Feds, albeit kind of too late in the game. Maybe just trying to minimize the reaming he's gone get. Regardless, I sincerely hope this investigation and revelation takes down a ton of arrogant clout heavy asshole bosses. No doubt a lot of people are frantic right now, calling attorneys, hiding assets etc. This show is gonna be better than Barnum & Baileys greatest show on earth. The identity of the "Commander" won't be secret for long. Did anyone notice that the chair Phil Rogers was sitting in when he interviewed the "Commander" has the same brown print as the chairs Herbert and his co-counsel are sitting in? The interview of the "commander" therefore took place at Herbert's office. As a lawyer, Herbert will have to reveal the name of the "commander" as a witness. So much for the secrecy. I Can't wait to find out who it is.

I am in agreement, asking the Feds. May back fire for a lot of good cops. Yeah, some investigation is needed. But the feds will come in and could suspend all or parts of all labor contracts. Which would hurt all the good honest cops that are working! This guy is right, be careful what you ask for!

Federal oversight does not suspend labor contracts.That is against federal law. I am not sure of all that it might encompass, but personnel decisions and internal investigations does come under their authority. They appoint a manager that must approve many administrative actions. I would love for some former exempts to come forward and discuss the inner workings of the department, from merit promotions,how exempt members are picked, to assignments, to ghost workers ( seen more then one in my day), to IAD investigations, to under the table perks given exempt members from free tickets to vacations . It would be enlightening . What could be worse? It would not hurt the little guy pushing the beat car around every day.

in case none of you know but we have been under "federal oversight" since 2008. Its not official because daley did everything in his power to make sure there was not federal oversight... the last person wanting the feds monitoring a city department was daley. After SOS, abatte and the punk drunk coppers at Jefferson park etc the feds went to daley and gave him his options... do what we say and avoid official oversight from the feds or have the feds step in. That is why we got Jody Weis. Then Jody got rid of almost the entire "old school" command staff to cut the head off of the old way of doing things. He then replaced them with younger unknowns and timid yes men... after he did that he then replaced many of them which created more of a gap of the old way of doing things which in turn changed the department to be more straight. Then McCarthy got put in and not someone from the inside. Its not a coincidence that we have not had a supt promoted from within the dept... This is a plan that is set into place from the feds. If you dont think that the feds are not overseeing things unofficially then ive got a bridge to sell you. Be careful what you do... They are here and they are aware of whats going on...Its just not official. They did the same thing to Los Angeles before official federal oversight happened. They had the feds pulling the strings for about 3 years before they officially stepped in.

Nice..the feds will be running the CPD and with the state workers going on strike as Quinn attacks their union we could end up with the National Guard running the prisons.

The fiscal cliff fear drama that we're all going die is being played up for all it's worth in an effort to win the so called hearts and minds of the taxpayers and to maintain social order when the austerity cuts come down on social security and pensions.

All that and more..

The state is broke and now we have to waste even more money to hold a election for the JJJ's vacant position as the politicians fall over one another to grab that seat.

I wouldn't be surprised if JJJ's wife gets it and then we'll have to hold yet another election to replace her alder-person seat.

Just take the money out of the pensions and up the health care co pays to pay for it.

What the hell the taxpayers are rolling in dough. Property tax increases, water bill, parking, CTA fares up 55% along with increased license and city sticker cost. Oh and then the hidden tax on our electric bills as the public voted to allow the city to negotiate our electricity rates for us and to keep the change.

Hey BTW, did you know that Spain, because of their financial situation is offering residency status to anyone that buys property of around $200K. You can get a good size mansion for that price. Cost of living is a lot lower there. I'm just sayin' Hola amigo!

Former boss is Cmdr. Joe Curtin. Cousin of Sgt Jim Higgins from Public Transportation Section. Both related to Ald. Ed Burke. That is how Higgins' ex-wife became a judge. She's not that intelligent. Couldn't get husband outta the bar but smart enough to get a seat on the BENCH! Yea know Joe passed but Burke still around. That's how Sgt. Higgins became Lt. Higgins.

I am a civilian. Many years ago, a young man moved into our N Side apt building. Lots of "interesting" mid-day foot traffic followed.

So one day, I hear POUND POUND POUND on the young man's door: "Give me the $25 you owe me, m*****f*****."

Naive person that I was, I exercised my 1st & 2nd amendment rights, went into the stairwell and told the thug, "I'm calling the police."

Answer: "I *am* the police." Indeed, 911 confirmed officer was on the scene: another officer had driven him there.

So shaking drug dealers down has been going on in CPD for awhile. Few of you would dream of such a thing, but protecting the criminals in your midst is dereliction of your duty.

McCaresAlot is Flipping out today. Expect some major and possibly long over due, changes at IAD before the end of the year.

My previous thoughts on who this person was are off base. This anonymous person was the C/O of General Investigations up until he left for a District, very disgruntled with Juan Rivera. The voice may be changed, but the cadence is his.

Could also be a Sergeant that just retired from General. In either case, neither of them would have any information about an investigation going on in Confidential, and if they did, that means someone there was talking to them.

It is not Charlie Williams. Charlie spent 16 years in IAD but never had command there.

Charlie definitely has intimate knowledge of coverups and internal corruption.

Charlie replaced Ernie Brown as the Public Housing Commander during the Reign of Terror Robbery Saga at Ida B Wells.

It is not hard to see how Charlie Williams ended up back on the public trough at Streets and San.

Will Charlie remain complicit when the rest of the scandals become public knowledge?

This will be devastating!

Jody did rid the department of a majority of the "crooked" bosses but many remained. Jody failed to reform IAD and to clean house there.

Don't expect Garry to even know what to do.

It will take a concerted effort by the Federal government to cleanup the mess that is now the CPD.

Dont know what good the feds would do. On the TV segment, when the reporter asked for a comment from the CPD, they were told it was a joint investigation with the FBI and the FBI decided no further charges or co defendants would be involved So much for the feds
So one might ask if the IAD or CPD was covering up, the FBI had to go along with it

These Investigator Sergeants should be of high moral character, unblemished record, high intelligence, credit worthy, 30+yoa, Bacheor's degree or higher, minimum of six years of career service.


Applications should be forwarded to the Office of Superintendent for consideration. Polygraph testing will be conducted upon selection and prior to final interview for position.

you start a purge and any one who ever did anything out of line can get caught up in it. it may be the only way to clean things up though.

Same goes for the sword swallowers, human pin cushions and the occasional Gold Star secretary that decides to let the bun deposited by her married supervisor bake completely. Meanwhile, the nobodies are made sacrificial lambs, oftentimes led to career, character and financial slaughter without due process, all to perpetuate the charade and illusion that the CPD can police it's own.

If I were the gambling type, I'd lay a handsome wager on some expedited retirements in the very near future. Bossholes thay may have been waffling over the big decision will have magically acquired newfound clarity in their choice to pull the pin. Funny how shit like this works.

Pull up a chair and gather 'round. This is gonna be epic.

No way do you want a Fed pension compared to CPDs existing plan. 35%, thats it.

Two things that would go a long way to making our pension safe:

1. 50 alderman reduced to 10
2. Limit City liability to 500,000 like in Texas (see law below)

Look at the Sgt. from SWAT who just went on permanent disability. No investigation, no CR# issued. He walked around for the past two years saying that he was retiring, yet he didn't have the time nor a job to find. His bullshit, show-up laughable college degrees could find a job. So, what does he do? He injures himself picking up equipment - that's right, picking something up. His injury is so bad, he needs permanent disability. It's not possible. But nobody raises a question, no one investigates the clear, gross violation of tax payers $$, why? He was a merit sergeant (thanks Deputy Chief W.G. for putting him in. He was a joke, now he is a thief on the city's dollars.

IAD and the medical section is a joke. I pray for the Federal oversight.

Who can afford these sky high awards to these so called victims who are neither psysically or mentally unstable as a result of assaults verbal or minor physical contact in nature. your a little too late for that.. the statute of limitaions for many of the things that happened during the SOS hayday have lapsed. The only thing that is still on the table when it would come to charging is a civil rights violation which for a boss does not apply and RICO... which does not apply either.. even if there was a possibility for rico among cops and bosses its too late and would be almost impossible to get. Well not almost impossible, but IMPOSSIBLE. would never and cant happen with the cluster f*ck of a case that the whole thing turned into. I know several feds who have talked to me about the SOS thing and they didnt even want to take the case on after they started peeling away the layers of it.. they said the case got weaker and weaker by the day so they ended up settling for crap. So in a nutshell no... they feds wouldnt do a thing for it because they cant anymore and wouldnt be able to effectively prove anything anymore.

I only have a few years to go. I come to work on time and I leave when I am done. I have seen officers I don't like and had to straighten a few out, but nothing that comes close to the sniveling here.

I don't envy others spot. I don't keep my head in the sand, but I don't pretend to know what their circumstances are. I still love the job and sleep well.

Hay schiller park , relax francis. first sorry if you didn't get the memo that if you don't have rank - you have no expectation of the outcome of any police action. as for the incident in question not all of us in the big windy city do not do dui's a select few really know the paper work and as you now know. don't let this incident sour you on windy city cops though, because once you go down that path of screw them karma has a bad way of coming around and besides were all in this together the best way to handle it is with professionalism and courtesy and if you happen to have another incounter with a ( PO KNOW NOTHING -DO NOTHING ) realize that you are a little better at your profession than he or she is !

Um, to 07:38:00 - That law is only in the case of a state court tort action, most of the suits are federal civil rights ( Section 1983 ) actions, and limits don't apply. And besides, in a 1983 case, the attorneys run up the billable hours regardless of damages awarded - it's not a contingency fee basis for the attorneys' fees.

Changes to your FSA have to be made through the city's benefits website. Health Hub only administers your account after you set it up through the city.

Federal oversight will lead to:
-Lots of training that you will hate. Topics will focus on developing reasonable suspicion and probable cause; how to conduct street stops in the acceptable federal fashion; documenting clear PC when conducting searches of vehicles on the street; how to write a complete report. In other words, you will follow the letter of the law and policy (old and new that they write) and be held accountable. You will document every move you make. You will be watched and if you disobey or just forget to do something, you will be punished. Your contract will be ineffective in protecting you from discipline to the extent that you now enjoy. You still have protections, but remember that the standard is preponderance of evidence, and that is a low standard to hold your feet to the fire.
-Did I mention paperwork??? I did and it needs to be restated. Buy extra pens and enhance your typing skills. You don't know what details are until the feds dictate policy.
-Integrity checks: get ready to be tested often.
-supervisors: you'll have it especially hard because you will be held to every word in the policy, old if they keep it and all the changes that come with oversight. You will be forced to nit-pick and you will be hated and hate yourselves. If you get caught off-base (even slightly) you will suffer more severe punishment.
-expect punishments for transgressions to increase. There will be more and longer time handed out. Expect to take time for administrative infractions like failing to document a street stop or not reporting vehicle damage you discovered at the beginning of your tour.

In other words, they will try to mold the department into what they envision a department should look like and how it should function.

Let me get this right, you either on viewed the accident or saw it just after it happened, in any case you were there soon enough to engage in a foot chase with the driver right? You catch the driver and arrest him right? The way I see it is you caught him and cuffed him while working and you wanted him DUI, you should have cleaned him. You are certified by the state of Illinois to make this arrest not Schiller park.

In reponse to Heath Hub question: You have to go to cityofchicagobenefits web site to re enroll in the flexible spending. You CANNOT do it through Health hub. On the city benefits page it will ask what the ANNUAL amount you want deducted is, then it will calculate how much per check will be deducted. Must do by Friday, so don't delay

when was the last time anyone got an award out of an IL state court for police misconduct? just does not happen and won't.

in any case, the recent lawsuits are federal and the state has no say in limiting the amount of the awards.

besides, how would you see this if a city worker was speeding down the road and crashed into your wife and daughter and put them both in a nursing home for life at $100 grand a year. the 500 grand runs out pretty fast.

I agree with Schiller Park. On other departments DUI is not optional, it is part of your job. On CPD it is "oh, I don't do DUI".

Police elsewhere do the whole gamut of police work, arrest, fingerprint, photo, booking, the whole thing. Get caught blowing off a DUI elsewhere and look out. Here police work is optional, if officer is competent and if officer wants to and if officer is not busy on court day.

Schiller Park, next time have your boss call for copy of paperwork on DUI so your officer can go to court. Listen to the sputter and watch the tap dancing. And if it is a cop, forget it. Not a chance of enforcement but listen to them cry for an end to the corruption.

your a little too late for that.. the statute of limitaions for many of the things that happened during the SOS hayday have lapsed. The only thing that is still on the table when it would come to charging is a civil rights violation which for a boss does not apply and RICO... which does not apply either.. even if there was a possibility for rico among cops and bosses its too late and would be almost impossible to get. Well not almost impossible, but IMPOSSIBLE. would never and cant happen with the cluster f*ck of a case that the whole thing turned into. I know several feds who have talked to me about the SOS thing and they didnt even want to take the case on after they started peeling away the layers of it.. they said the case got weaker and weaker by the day so they ended up settling for crap. So in a nutshell no... they feds wouldnt do a thing for it because they cant anymore and wouldnt be able to effectively prove anything anymore.

Hey, Schiller Park. Please allow me to explain what happened there. The big mouthed asshole is most likely politically connected to the democratic machine. He pawned that off on you because he has no fucking idea HOW to do a DUI. He covered up his ignorance with his bullshit democrat attitude. The rest of us here are stuck with him and his ilk.

I would no more screw you over for the assholes you have on your department than you should screw the MAJORITY of us over for this prick that we ALL despise.

Not sure what really happened Shiller Park, but to go after all cops because of it is the wrong thing to do. Most of society hates us so we need to stand together. Part of the problem with O'hare is CPD headquarters won't put any younger guys there that will work and it's mostly staffed by old timers on their way out. It usually takes 27 years on the job to get the bid spot there if they even allow any bid spots. Sorry for the hassle but don't hate.

These two officers who blew the whistle on this sgt and his team were not the first two... several other officers from the 002nd district and outside units had run ins with this sgt and beefed about him saying he was dirty... it was ignored and those officers were also disciplined... when did that happen you ask??? on EBs watch... Nice try ernie, but your miserable attempt to get the spot light on you just magnified it... Us who know are not fooled by your choir boy story.

You know what, you are right on the money. A few years ago EB was on the iad and fed co-investigative spotlight and supposedly the feds had to put him and others on hold due to the Blago case taking precedence. Been away from those sources now for a while and forgot all about this til reading your post just now. One can only hope that EB will be taken away in cuffs from his Darien chief of police office.

Rosemary Higgins is an Associate Judge, not elected. Re - appointed to a second 4 year term in July of 2011. So there goes your theory. Do your homework

Cops don't screw with other cops, period. If you have a desire to take out your frustrations on other cops, and this goes for both of you, you should go into another line of work- you are both tools. Higgins wife is an outstanding judge. GOD bless whoever used any clout to get that woman her judgeship. You can't be a cop that goes to court because cops are her biggest fans.

McCaresAlot is Flipping out today. Expect some major and possibly long over due, changes at IAD before the end of the year.

My previous thoughts on who this person was are off base. This anonymous person was the C/O of General Investigations up until he left for a District, very disgruntled with Juan Rivera. The voice may be changed, but the cadence is his.

Could also be a Sergeant that just retired from General. In either case, neither of them would have any information about an investigation going on in Confidential, and if they did, that means someone there was talking to them.

Housecleaning, 5th floor please...

you know there as usual ALOT of bitching and moaning about corruption,clout and unfairness in the upper ranks....so instead of just bitching on a keyboard call the police board, put your name on the list to speak at the public monthly meeting, and then call McCarthy or Wiesenger out in person and name names in a public forum. and before the bashing starts...yes I have put my money where my mouth is and will continue to but a few single voices matter little to these arrogant people so mass numbers get attention.
