- Minutes after he was sentenced Wednesday to six months in prison on tax evasion charges, an unrepentant former Cook County Commissioner William Beavers stood in the lobby of the Dirksen U.S. Courthouse, flashed a grin and insisted life was good.
"Look, I'm retired. I shop. I go to the store. I golf," the 78-year-old Democratic stalwart said in his trademark gravelly voice. "I do anything and everything I want to do."
For Beavers — convicted in March of failing to pay taxes on hundreds of thousands of dollars he took out of his campaign fund and used for gambling and other personal expenses — it was a typical exchange with reporters, sprinkled with his mix of sharp wit, indignation and a few choice expletives.
So Beavers gets a 6 month vacation after pretty much stealing tens, maybe hundreds of thousands of dollars. We can't say we're surprised at the sentence. After all, we live in a city where "UUW by Felon" charges net you boot camp so you can go out and light up 13 other idiots in a park after dark.

Billions of dollars of IT contracts are wrapped inside the implementation of Obamacare, with federal tax dollars paying up to 90 percent of the cost for upgrading state Medicaid Management Information Systems (MMIS). These awards are some of the largest in state history.
Two weeks ago, Illinois Governor Patrick Quinn became national news for circumventing a three-year procurement process on up to $190 million in no-bid IT contracts. Last week, we found that one of the largest bid-contract awards outsources state jobs to H-1B contractors from India. This story led the nightly news covering the state capitol.
The Democratic governor awards $71.4 million contract to an outsourcing firm billing up to $256,160 per year per position -- plus $200,000 taxpayer financed "slush fund" for travel.
"Outsourced" at home in Illinois... at a higher cost
A $71.4 million IT contract was awarded to Cognizant Technology Solutions, which ranks in the top seven for procuring H-1B visa workers. As soon as the Illinois contract was signed, evidence shows the company has applied for more than 100 H-1B visas with the United States Department of Labor and Training Administration and is recruiting staff from India for the Illinois work.
According to myvisajobs.com, Cognizant filed federal applications for H-1B visas to fill more than 100 full-time positions for the Illinois work. The federal applications of Cognizant explicitly delineate that work locations are Springfield, Ill., and Lansing, Mich. (Illinois has admitted that the MMIS upgrade would occur in both Lansing, Mich., and Springfield, Ill., locations.)
Job listings in India offer further evidence of job outsourcing: Cognizant is in India recruiting consultants, coders, architects, MBAs and programmers with skills such as a "working knowledge of Medicaid and MMIS." In mid-July, Cognizant Technology Solutions India, Ltd., based in Chennai, held "open interviews" for applicants with the computer language skills needed for the Illinois work. Cognizant's recruiting agency posted jobs in India looking for medical billing specialists and system programmers with knowledge of Medicaid and the privacy HIPPA laws.
Even though the language in the state contract seems to prohibit off-shoring of the Illinois work, posted job descriptions show that once hired, the H-1B employees will work in Chennai and Bangalore, India. Does Illinois really know what its vendor is up to?
Cognizant's June 20, 2013, contract confirms figures found in the approved federal planning documents. Contracted fee schedules show that first-year charges of up to $109.28 per hour per position will increase on renewal to $128.08. Cognizant's consulting fees of up to $256,160 per person per year will replace senior state managers making $75 per hour or $150,000 per year, including pension and health insurance costs.
Adding to taxpayer cost, the Quinn administration lets Cognizant charge an additional $200,000 in first-year travel costs. It's a long way from India to Springfield, Ill.
Quinn Administration's Response
The Quinn administration responded to our first report with a blanket denial: "No state IT jobs will be eliminated for the MMIS project and that no state jobs are being outsourced to India." Furthermore, the administration called our report "entirely false, unfounded and misleading."
Quinn's rhetoric can't cover up the vendor's own H-1B visa applications to the Department of Labor, nor does it account for Cognizant's recruiting pitch taking place in India, and the high consulting fees and travel costs inside the contract.

My wife lost her job to you guessed it, to a company in India. She was doing accounting work for a real estate management company. I'd hate to say it, but if you don't have a skill set that is marketable then you are dead in the water. For years I told my wife to get her CPA and to advance her skill set. She didn't, so she lost and thus both of us lost. Thank God I have a stable job.
The Beav took it like a man. No whining, no sniveling, no tears, no faking "illness" or running off to Minnesota to some mojo treatment for bipolar horse manure.

Personally I have working in many places districts like 7,10,8 and I have been in a unit since 2005, I like the coppers I work with the bosses leave us alone,plenty of overtime so why leave! Now if your pushing a beat car another story!

I agree. I regularly comment on the many things this blog is turning into(some gets posted, some doesn't *shrugs*, thats neither here nor there). Me & my little brother(who is 17) often play basketball at night and often see families wuth their children at the playground, as well as places like Grant Park at night. It's not uncommon and not just a ghetto thing, just parents letting their kids ware them selves out. If the police are around patrolling, they might tell us to leave the park because its closing/closed, or they'll let us finish our game and make sure we are gone when they come back around because like I said, its not uncommon. Its not the kids nor parents fault that a tragedy like a shooting may occur because they are out having a good time and dumb ghetto gangbangers decide to shoot indiscriminanetly on to a basketball court-- reports have stated it was gang related, but we don't even know if anyone on the court was a gang member.

If you haven't heard Mike was brought up on charges for violating the FOP by-laws by not sending the city the retro letter. There was an emergency FOP board meeting today. Shields picked Denis Doherty, John Lipka and Mike Underwood to hear the charges against him. Members argued shields can't pick the panel that hears his case and he said the by laws and constitution are silent on the issue. The argument was made that when the by laws and constitution are silent Roberts rules of order apply. They state the board must pick the panel. Shields overruled them and the board voted 14-11 in favor of shields.

I am sickened by the actions of Mike Shields and the FOP Board of Directors today. What's worse is they don't see anything wrong with Shields appointing the panel to hear the charges lodged against him. Shields is charged with telling a lie to the Board about sending the letter to the city. How about letting the State FOP hear the case. This is the guy who pledged transperancy. LIAR

The Illinois Legislature won their grievance they are getting back pay tomorrow. To bad we aren't represented by their union.
I think this sentence is an absolute disgrace! Mr. Beavers has obviously been railroaded by "the Man!" After all, didn't he tell us when he was charged that that was the case? They framed him because he wouldn't roll on John, Shortshanks and the rest of his clan and buddies?

Also, the "in a park after dark" deserves a rest. It was 10:30 pm. Not 2 am. My friends and I REGULARLY shot hoops in the park after dark. It was a much safer neighborhood of Chicago in beat 811. We were not "idiots". Kids want to be out doing something. It sucks for them that their neighborhood is a war zone. This does not make them idiots.

I agree. I regularly comment on the many things this blog is turning into(some gets posted, some doesn't *shrugs*, thats neither here nor there). Me & my little brother(who is 17) often play basketball at night and often see families wuth their children at the playground, as well as places like Grant Park at night. It's not uncommon and not just a ghetto thing, just parents letting their kids ware them selves out. If the police are around patrolling, they might tell us to leave the park because its closing/closed, or they'll let us finish our game and make sure we are gone when they come back around because like I said, its not uncommon. Its not the kids nor parents fault that a tragedy like a shooting may occur because they are out having a good time and dumb ghetto gangbangers decide to shoot indiscriminanetly on to a basketball court-- reports have stated it was gang related, but we don't even know if anyone on the court was a gang member.

No, what does that tell you about the trust people have in the CPD protecting them after the cooperation from they want so badly? IDK why people forget that even though you get an offender for a crime like this and get some one to testify, the victim/witness is STILL not safe just because you caught the offender. After Prentiss Marshall interceded in police promotions, the city instituted a sergeant's test which had three parts. The final part being a candidate's appearance before a 3 member oral board. This part was conducted at Daley Jr. College. Bill Beavers had a brother who was a lieutenant and sat on several boards. He was abrasive, unfair, and insulting, especially if you were white. He had been 'taken care of' and promoted beyond is ability. Big Bill continues to take care of business.....and walks with 6 months. Could Zagel have been weary of more publicity?

It's easy to think of them all as thugs or ghetto rats or oxygen stealers; many are, but some aren't. As for people having the right to express themselves here, SCC has the choice to publish or ignore posts. The fact that he/she lets opinions through that seemingly clash with his/her values, demonstrates a level of respect that one should have for their co-workers. If you hold so fast to your world views that you have to constantly scream at the top of your lungs to drown out other perspectives from entering in, you might have a problem.
