Can FOP Make it Stick?

Need time off? The number is supposed to be 15%:
  • Elective time off is no longer going to be determined by an arbitrary number, nor will inconsistencies from watch to watch or District to District be allowed to continue.Requests for elective time off will now be based on 15% of the available manpower once non-discretionary personnel are removed from the equation. This will be common practice and done the same way on every day, in every District and on every watch.
That's from the latest FOP newsletter. We aren't sure what "non-discretionary personnel" means - beat cars? desk? lock-up?

We're cynical, so we'll bet management will take the most liberal definition they can think of and run with it, resulting in all sorts of skirmishes.

We'd also bet that any number of political hacks (lieutenants, XOs, Commanders) who never had to actually work under a Contract violate this one on a weekly if not daily basis. We already have an e-mail forwarded to us from an Area North District Commander that states in no uncertain terms no more than 9% of manpower will be allowed time off, and that is to include furloughs, IOD and Medical Roll.

Getting the city to commit to a minimum staffing level has been an impossibility forever, so this would fall under the "good job" if implemented without issues.

Commander Lott ran time off when she was in 018 and she was a bit stingy. I could see her giving little consideration to the contract.

From Police Magazine Online...

"Three retired judges will join a task force and review 3,000 past arrests as part of a probe involving 14 San Francisco city police officers linked to racist and homophobic text messages, a prosecutor said Thursday.

The judges have experience in civil rights and criminal justice reform and will determine if bias led to wrongful prosecutions, District Attorney George Gascón said in a statement.

If one person was wrongly imprisoned because of bias by the officers, "that's one too many,'' Gascón said.

Last month Police Chief Greg Suhr said he had asked a police oversight committee to approve firing seven officers. Six others face disciplinary actions that include reassignment to positions that don't have contact with the public. Another officer tied to the investigation has resigned, the Associated Press reports. "

Wrong. This is actually worse for the beat cop. In our district it went from about 7 possible off per day (which could usually be extended higher if needed) to a max of 5 now with no wiggle room at all, per downtown. Out of everyone working a given car that day, only 15% can be off. So if u have 33 cops working that day, you get 15% of them off, which equals only 5 cops off. No exceptions. No last minute call ins. Nothing. This is closely monitored by downtown. No more discretion allowed by dss, Lt., xo.

Come on, u think 35th would do something to benefit officers? In our district, and every other district I've talked to, this has led to less officers being able to take a day off. In ours it's about 2-3 less per day.

This means 15% of available manpower. So it doesn't include furloughs, iod, medical, rod, etc.
This sounds good, but actually works out to less people allowed off in most districts.

Key words are "political hacks." You know, the "merit" people who bounce from cushy job to cushy job, never once reading or applying the Contract to their work, just a "Yes Boss!" and a "How high Boss?" and then one day they show up in a District and start making all sorts of demands and get offended when you tell them, "You can't do that - there's a Contract in effect."

They genuinely have no clue.

Ask around. We've covered this before newbie.

15% off is not shit, it is rounded down, do the math... it is the percentage of people working that day... so if you have 20 people working 2nd watch, only 3 people off

Here in 011 the commander included people on furlough extension so basically nobody can get CU, hell they even denied personal days on mothers day. I sense some summer IOD's you can bet the farm on that.

Is it ok for the watch secretary to take home documents like furlo slips? I have a 6A and went inquiring as to why I had yet to receive my slip and it appears that it was given to the watch secretary but it can't be found since she has been off since last week... just asking

This is not a positive for most districts. This is going to results in less people off on watches in districts that have been reduced to minimal staffing. Look at places like 016, 017, 022, their manpower's is horrible. less officer will be able to take time off now then before this in those districts. Now ghetto districts with twice the manpower then these places like 007, 010, 011, 015 this could mean possibly a few more people off but no guarantee.

Work in a shit district for 10 years then you are able to bid out to a possible hover place and will not be able to take time off. People with 2-3 years on in 011 will be getting days/weekends off during the summer when you we be denied all summer long.

Just like furlough by watch, another thing this FOP board has fucked up. thanks

This time due diabolical is nothing new, your the boss's guy or girl you're taken care of, if you expected to get time off with police ranks being depleted due to not hiring and many retirements, you have to be Kidding! The contract is worthless with manpower issues, wait till summer when thugs get more emboldened time off will be few if any,expect mandatory working your days off!

You northsiders are soft as shit PO's.You work in 020 have you never been informed when a new commander arrives he or she is allowed to clean house.Bid to the desk or lockup and they won't be allowed to move you.If you have time then bid to the watch you want next year and if you don't then you didn't belong behind a desk to begin with.

All I have got to say is this: I am so glad I started my own biz years ago. I am fast approaching 18 years with 2 years of military time purchased. I can go in under 2 months. I just might do that. Good luck with being a Sgt Billay! You can have this CPD job my friends.

Having been assigned to desk duties at various times during my career, I guarantee you that you would be begging to be put back on the street after just a few days of the BS that the desk crew endures during a watch.
