Where's the Police?
- The owner and founder of a luxury consignment shop in Chicago's Lincoln Park neighborhood had a pointed question after thousands of dollars worth of handbags were swiped from the store Wednesday: "Where is our police protection?"
Corri McFadden was visibly frustrated in recounting how repeated calls to 911 went unanswered after three men -- two of them dressed as women -- ran off with bags from Louis Vuitton, Celine and Givenchy from the eDrop-Off store on the 2100 block of Halsted Street.
"This is a problem," she said.
It's been a problem ma'am. For years now. We've been pointing it out for a long time. 9-1-1 is notoriously understaffed, given their overtime budget-busters year after year. And as for the "Where is our police protection?" question, people in the affluent neighborhoods have been wondering that for a long time. You just haven't been paying attention.
- Security cameras recorded the latest incident. Receptionist Mary Kate Farley said she felt uneasy immediately after she buzzed the three men through the locked entry.
"You get a gut feeling the second that happened," she said.
Yeah, just ignore that intuition and sixth-sense. It's racist!
- The thieves got away, and while there was a noticeable police presence in the area after the incident, McFadden and her staff all claim the response was severely delayed. Further, she said what one officer told her will stick in her mind as long as the crime itself.
"One officer looked me in the eye and said, 'You need to get your conceal and carry,'" she recalled.
That's just bad advice there and whoever gave it ought to take some remedial Academy time. You're going to get this store owner in trouble.

We'll bet money that when the call came in, it was a robbery-in-progress, because the store owners aren't usually hung up on legal terminology. That should have gotten a decent response. The lack of weapons wasn't verified until later and the owner chased them for a few blocks, which also should have generated a heavy response, too.
But if, as we suspect, there just weren't any officers to send, it being afternoon and either (A) shift time and/or (B) school dismissal time, then guess what? The police aren't coming anytime near soon enough and you better think about investing in a man-trap door, on-scene security, chaining the merchandise down or voting for someone who isn't slashing the police numbers in your neighborhood.

I primarily blame the store owner for lack of good store security. The police cannot be just outside every store, and is it the police's job to protect the stores merchandise.

What the store owner doesn't realize is that some of the district personel were probably being held down in boxes and zones( thank McNutty for that) and that the staffing in her district is critically low due to the overstaffing of Engjewood, West Side districts etc.
Yes it's true Miss Store Owner the ghetto gets the overwhelming majority of our police resources with larger numbers of officers assigned, VRI etc.
Lastly take comfort in the fact that your mayor and police Supt. keep saying that crime is down and that we have enough police officers.

It's funny, SCC. The call—once it went to a dispatcher—came across as a robbery just occurred and responding officers immediately made the connection to another call in the same area within the past day.
The officers even remembered that there was a plate number and the dispatcher was able to call up the digits quickly.
Of course, since no one was injured and no offenders were on scene and no major property damage was done, the victim had to call six times over the course of 30 minutes before actual police officers were told about the incident.
this is very typical....the zone 4 dispatchers said the other day that a shoplifter just fled the store and direction of flight! the dispatcher went on to say just see if you can code it and refer them to ARP in other words have them call 311 for a report!
what actually happen a preliminary investigation was conducted per general order and in fact the offender returned nearby the scene where bystander pointed him out as just fleeing the store. the proceeds of the retail theft were recovered and returned to the store, and complaint signed for retail theft!

This happens with Burglaries too. The morons at 911 do their best to make all crimes past tense. The other day I fielded a call from a 90 year old victim who said her garage had been burglarized a second time in 3 months and there may be prints and definitely had foot prints. I instructed her to call 911 who transferred her to 311. She was then ERRONEOUSLY told no ETs can be sent out because the police did not respond. How convenient!

Getting a CCL seems like good advice to me, but she doesn't need that to arm herself in her own business. The officer suggesting it might get in trouble with McCarthy though, and he can forget about getting a big promotion for suggesting things that the politicians in charge don't believe in. Off topic -- a big thank you to the racist undercover unit that gave my 83 year old mother and sister a hard time when they were trying to drop off their recycles goods yesterday at Devon and ravenswood in 024th district. I asked my sister and mom why they didn't tell the officers that I was cop and they said they were afraid they would make the situation worse. The cops made my mom and sister pick up the recycle they put neatly next to the full recycle can back in their car. My sister is not from Chicago and my mom. Is very old and only went with to show my sister where to drop off the recycled goods. The officer looked at my mother and sister said, "next time they were going to lock them up". I asked my mom why he would say this to them. She said, that the recucle can was full and so my sister went inside and asked a worker where to put the recycle and the worker directed my mom and sister to put the items next to the can. My mom and sister are law biding citizens not illegals trying to cause trouble at the recycle drop off. Be careful how you treat people because you never know who you come into contact with. I wish they asked for names and star number and I would say something myself to these officers.

Retail theft is a major crime as if enough of it happens stores will move out and you will have no property tax and sales tax money to support an urban environment. Crime is a major concern for retailers for liability and profitability issues.

I worked in 019 for most of the 1990s. When crime victims would ask me how to protect themselves I went through the usual spiel of stronger doors, locks, alarms,etc. I would then always add: get a gun, learn how and when to use it, join the NRA and most importantly, vote republican. One attractive young lady replied that she couldn't believe a Chicago police officer would tell someone not to vote democratic (no comment on the gun part). Like most persons of a liberal bent she had odd notions. On the other hand, I did get many favorable responses. It was like these urbanites had been hearing one story their whole lives and a light clicked when they heard advice which might lead to actual solutions rather than the usual bilge water ladled out by the democratic party and their ball polishers in the media.

Blame the dept. Oemc follows police policy and when a caller describes a theft that just occurred, offenders not on scene, no injuries, it goes to call back. That's written police dispatch policy. The first few calls went to arp like they were supposed to until she called back and dropped the r word. It was coded out as a retail theft.

If the incident happened between 9am and 2pm, a good number of 018's vehicles are trolling around for street cleaning tickets. Between 4p and 6pm they are looking to write Rush Hour. Between 2 and 4pm there are 2 directing traffic at the Francis Parker school on Clark. Or they are driving around Larabee, Mohawk, Cleveland and North Ave writing parkers.
Or walking a beat, checking meters in the Gold Coast.
Can't remember the last time I saw a beat car in my area of the 43rd Ward. Leave the parkers to the revenuers from 7am to 7pm.

As to the comments that you can't shoot people for shoplifting, that is true. However, what starts out as a minor crime can quickly develop into a deadly crime, due to the offenders actions. Better to have the gun and not need it rather than need and not have. How many times have the police been criticized for shooting someone over what starts out as something trivial? You stop someone for a minor offense and end up being attacked and have to use deadly force. The media, politicians and the uninformed majority of our population will cry that a minor offense shouldn't come with a death penalty. They overlook the fact that in the vast majority of deadly force encounters with the police, the police are simply reacting to the actions of the offenders. If the bad guys weren't bad there would be no need for police.
When people have asked me what they can do about crime I always tell them to move out of the city.

In the real world, let's keep it real::::: Say the cops got there really quickly for this call and saw the offenders running down the street. The moment any interaction occurred between the cops and offenders, it would be a media field day that the bad evil white policeman "assaulted" the poor transgendered african american teen who was simply "trying to make ends meet" by stealing Gucci purses. The officer/s would be stripped of police powers, eventually be suspended with no evidence, with a mere accusation due to him being a white officer. This stuff is so real, its sickening. And even if the suspect/s were arrested, Cook County Sheriff Dart and President Preckwinkle would say what a tragedy to incarcerate a "person of color" for a "non-violent" crime and give them a $100 bond (if that!) and when it went to court despite their 5 page Rap sheet, would be given a six month supervision sentence that would keep their record clean after doing 8 hours fraudulent community service at the Center on Halsted where they go for free services while terrorizing the Lakeview community while shouting into their Free Government cell phone while prancing down the street allowing people several blocks away to hear their "private" phone conversation, 'cause they are so respectful and peaceful, at the same time "expressing" themselves by Vogue-ing on top of a parked car. I wish they asked for names and star number and I would say something myself to these officers

Here in Texas, if someone comes into your home, onto your property, your place of business and steals your property, you can shoot him/her in order to defend your property. What is wrong with that? SCC, I think the point is about getting a cc is this could happen again and the outcome could be a lot worse next time. Regarding this occurance, if she has her cc, then should would have gone through the class time and they pound into our head as to when and when you are NOT able to use your weapon. I think concealed, or even open carry is great, but people really should learn to defend themselves barehanded. I would highly suggest studying a martial art like Judo or Jujitsu, but that's not practical for everyone.

Maybe the alderman has been receiving complaints about trash at that location and it's something they are asked to keep an eye out for. Regardless, they should have been treated with respect.

First learn how to spell, then look up the definition, then realize unless you were there you are wrong.
Many people rapidly dial for police service, doesn't matter if she called a dozen times. The offenders were in the store for less than 30 seconds and fled, it is now not a priority job! All those calls were after the crime of theft.
Besides, notice the news media, who do you think called them and put on the show? I'm sure there was probably a lot of police bashing. The tape was edited and channel 2 didn't really have her speaking much.

This is Corri the store owner who was robbed and cited in this post, I feel that there are a lot of things that were said that are not factual and I would like to just provide some clarification. I am not here to ruffle any feathers or start a debate yet to just simply state my side. I have been a business owner in Chicago for the past 10 years, I like to consider myself someone who is highly in tune to my surrounds and what has been going on in our city for years as it is in a downward spiral. As a business owner I have put several safety perimeters in place throughout the years including buzzer entry, employees break in pairs, never have anyone alone in the store, installed our front door lock up high so you never have to turn your back or bend down to close up in the evening, security cameras, self defense class for my employees taught by a CPD martial artist, equipped employees with The Life Line Security App., Hire off duty CPD for security if there has been any type of neighborhood scare and the list goes on. eDrop-off was robbed in broad daylight on Wednesday, May 27th at 3:56pm by three queens. We DID not buzz in three people, we buzzed in one person that appeared to be a female unknown to us the other two assailants were hiding around the corner and grabbed the door before it closed. The entire incident was 37 seconds, we lost several handbags and we were victims of a robbery. The week before Londo Mondo another retail store was robbed a knife point at 1pm and issues in Lincoln Park have been on the rise.Unfortunate Yes but that is NOT my issue. During this experience it shed light on a much LARGER issue in Chicago that many citizens are unaware of.
When my staff attempted to call 911 for help our call was transferred to 311 several times to make a non-emergency report since the assailants had already fled the scene. It's the city’s way to declassify crimes in which there was no injury to skew Chicago's outrageous crime statistics. It is a HUGE issue that crime has been on the rise month after month and we are being fed false crime stats along with our personal safety being sacrificed as it is in the hands of the 911 dispatcher if they "feel" you need police attention or not. After begging for them to send an officer and a personal call to a fellow officer they showed up at the scene approximately 30 minutes later, losing all valuable time in order to try to nab these thieves who fled in a vehicle that we had a description of.
Every police officer that day shared the exact same sentiment "WE NEED MORE COPS. THERE ARE NOT ENOUGH OF US, WE NEED HELP". They also expressed their frustration with the new dispatching system, but it is out of their control. One officer suggested to me that I should get my concealed carry permit. So the message I walked away with as a business owner and citizen of Chicago is that there are not enough police officers and I should get trained to carry a handgun because in Chicago, you have to protect yourself. Listen, I grew up in Kansas where you have open carry, my husband has his CCL , and I have spent many weekends at the range. I know that CCL is a good idea but in this incident it would not have done anything except land me in a WORLD OF TROUBLE if I was to shoot someone over a handbag. My issue is that Rahm is in over his head and our officers resources are underfunded, they are understaffed, overwhelmed and desperate need to have THEIR POWER in order to patrol and do their jobs efficiently. As a tax payer and business owner who has never needed to call 911 in need of real help it was extremely disheartening to know I was not able to get it and we had to beg for them to send someone.

The Chicago Police are not the problem! Our issue is Rahm Emanuel (our mayor). Do we need stricter gun laws Rahm, like you came calling for last weekend after there were over 60 shootings over Memorial Day weekend? Absolutely! But NOT what he is calling for, the problem is illegal guns! He needs to throw down laws that are drastic and shake the criminals to the core. Doesn't he know there is over a billion dollars in the TIF funds? Why should this money go to United Airlines, Boeing, Willis Tower and the rest? The Pritzkers etc. They used TIF money to redevelop the old Martha Washington Hospital property. Why was that? That land is prime. No need to shovel tax money to developers. #3 tip- if you are on IOD for a shoulder injury don't go to a law enforcement sponsored golf outing and golf 18 holes.

We have a guy who claims he hurt his elbow by hitting it on the control box in the Tahoe after he hit a POT HOLE! Asshat has been off since last year and comes back for a day or two only after he runs out of medical time. Corri, sending the police is not based on our feelings, it's based on written dispatch policy that is given to us from cpd. We are not given discretion to send the police. If I sent over a theft just occurred for dispatch, a supervisor would cancel it and tell me to call you back and tell you to make a report over the phone. 99% of the calls we get have a written policy that we need to follow.
Sorry you had problems, but we have rules to follow, and supervisors here are given a lot of discretion on what they can discipline us for. I'm not getting written up for your purses being taken. Like I said, blame cpd policy, blame the mayor for not hiring police, or maybe we should all just blame the assholes that stole your stuff in the first place...but this is what they want, isn't it? I really like your letter and commend you for adding business value to Chicago. But this has been going on for Years and no one especially up on the North side has been bothered by the killings.
Just today a killing in Lakeview and the comments the usual. " This doesn't usually happen here", "it's usually quiet", "There was a killing here but there is no epidemic", blaah, blaah, blaah.

I saw your interview. It made me extremely angry that your calls were handled in this manner. Sounds like you have an excellent picture of what goes on in this city. More business owners should think ahead like you and take the precautions you have taken. I am sorry for you having to deal with what goes on with these ridiculous policies. We need more people like you owning businesses, however, these are the reasons business owners and citizens are leaving this city as fast as they can. The discussion about CCL I think is valid. Things keep getting worse and worse. Protect yourself in case of something even more serious. Thank God you and your employees were not injured.

One item to have while waiting for a CCW permit - or while on CTA once you get the permit: HORNET/WASP spray. Blast right into the eyes. Very effective & less "blowback" than pepper spray. A full can lasts longer for the wolf pack.

I used to work in the 18th District when we had a lot of police assigned there, the Cabrini-Green projects and watched the Near-North gentrify. We could drive one any shift and pass squad cars at any time and there was always help if you needed it.
Now on the rare occasion I go down to my old stomping grounds, like t the semi-annual reunions I could drive for hours and never see a CPD car.
The local citizens allowed this to happen, by voting for Rahm, letting him bring in McHatchetman and not taking notice of what was going on around them.
The same has gone on with the rest of the country and it is time to take it back.
Maybe the store owner, and other store owners in that area could try something like this. Have some signs printed and displayed on your front door that say "FOR THE SAFETY OR OUR EMPLOYEES AND CUSTOMERS CERTAIN MEMBERS OF OUR STAFF HAVE CONCEALED CARRY WEAPONS PERMITS". Those signs should be small and discrete.
Next to them should be some loud large signs with that business owners own words, "RAHM, WE NEED MORE POLICE!". Those signs up and down the street will probably get you a visit from the CAPS Sergeant. Tell the Sergeant that you are the only police you have seen and you want to see the Commander and have the DC bring the Daily Work Sheets.
There was a time when the taxpayers got some service in this city. We responded to calls like this and at least being there, in uniform, filling out a report, some diplomatic conversation, sending a flash message gave victims some sense that we were worth our pay. And when they got a follow up phone call or visit from a Detective, that was service.
As an Old Timer once said, "90% of this job is just showing up."

If she really wants to shake up Rahm and McHatchetman she should organize all her friends and business neighbors into Concealed Carry Permit class. I am sure the friendly folks at Article II Gun Store and Range would help you out. You can hold the classroom part here and the shooting part there.
Just let the media get hold of that story.
One more thing. Even retired, I am always discretely armed. Whenever I pull into a parking lot or walk into any store I am still scanning everyone and everything. This businesswoman, and every business in this town might realize that they have been stripped of their police protection because of what Rahm, the Daley Crime Family and unethical lawyers have done to the CPD. The small business community might do what they can in any way to try to encourage police officers and their families to patronize their businesses.
