If your that tired, take time due,, if unable then hit the medical. A dog is a dog. I'm sure this isn't the first or only time he does this. Every district has its share of this type of activity. I for one am glad the public is watching us for that reason alone. I hope it helps brings back the old "an honest day's work for an honest day's pay". For those of you willing to defend this type of action, hope this isn't the person who has to come to your assistance if you need help, or this is the person designated to respond to or prevent a crime against your family.

I want to chime in on the video and this will be a little long so I apologize in advance but hopefully worth the read. Like so many politicians would do, we can’t let this opportunity go to waste. President Angelo feel free to take any of these thoughts and run with them as you see fit and Officer I don’t know you or the circumstances that lead to your being caught on that video, and thank God that’s all that happened that day, so please don’t take any of this as passing judgement on you, we’ve all been there.
First and foremost, get in front of this, the sooner the better. Start with an FOP press conference with the officer and in no particular order, the officer needs to apologize and I mean a sincere apology, not the type that starts with, “I’m sorry if”… If it were me I’d say something to the effect of, “I’m sorry for having fallen asleep while I should have been doing my job. There are plenty of reasons but no excuse for what happened that day. I had worked voluntary special employment overtime the (night, 2 nights, however long before) or my side job, etc… (This next part if true can be indicated) and I requested time off but it was denied. Regardless of that being part of it or not, then go on to outline the number of days in a row you have to work and/or are denied additional time off.
This next part will take the wind out of the sails of the videographer for lack of a better word. “I want to thank the individual who captured that video and brought to my attention the danger I placed myself, the community and my fellow officers in. Had a person with ill intentions wanted to take advantage of that situation I might not be here to talk to you today. While I know there will be some sort of discipline in this matter, I trust it will be in line with what occurred” (Rahm was practically foaming at the mouth at his press conference where he said he doesn’t want to skew the investigation by talking about the video so you know he’s asking for the most punishment possible to make a point.)

Now is when Dean steps in and stands strongly to address the bigger picture and what leads to many officers working exhausted and what steps we will be taking and the city needs to take. “We are nowhere near our budgeted strength and until the city takes steps to achieve that this trend will continue and here is why. A) Officers are continually denied additional time off that they have earned because there are not enough officers remaining to fill the beats and it doesn’t matter how many days in a row they worked, their supervisors stand their ground on this issue time and time again. B) Due to the shortages the city offers many special voluntary work opportunities knowing that officers cannot afford to not work them, thereby having officers work between 6 and 7 days per week.”
Solution: Hire the number of officers that will bring us to the budgeted amount. This will eliminate the need for these overtime initiatives thereby ending the $95 Million in overtime expenses, making part of that money available toward the looming pension obligation. At the same time you will increase the number of personnel contributing towards their pensions again shoring up the money in those funds. This will also free up a day or two per month for these officers to get the rest they need to be effective in their jobs increasing the safety for everyone in the city.
What we will be doing: We have consulted with our attorneys and since this is a VOLUNTARY work opportunity, this will not be a job action, and in fact is going to be informational picketing so everyone can learn the danger of the current trend. The first Friday or Saturday (or pick any day) of each month we will not have any officers working these voluntary work opportunities, instead we will have informational picketing at the locations where they would have reported for roll call, including Mass Transit, Public Housing and VRI. Once the public sees the number of officers required to backfill these vacant positions and sees the number of vehicles sitting idle rather than patrolling perhaps they will be able to pressure the politicians into hiring the officers they have been paying for in their taxes. Now Dean this will require chutzpah on your part and I’d suggest you get the Sgt’s and Lt’s unions on board because with no supervisors even any scabs couldn’t work it. The added bonus of the informational picketers being in place is anyone that thinks they might seize the opportunity to get a day of special their seniority wouldn’t normally afford them would literally have to cross the line. The union will have to offer busses to the locations to have any chance of this working.
Next, (Oh this part will bring out the whiners big time) I am asking every member of the CPD to contribute $1, no more, no less to a special fund we are going to maintain for officer X to get the allotted amount he would’ve gotten at the voluntary work opportunities over the next several months. We will distribute to him $X per month to offset the lost wages he would’ve earned to make sure his family doesn’t suffer any more time away from him and he gets the proper rest he needs. ( No, we’re not rewarding him or giving him a play, we’re displaying solidarity!)
Okay, I know this is all a pipe dream, but man, wouldn’t it be nice if it could come together this way?
It happens. He won't lose his job. He should only get a reprimand but now it's a big deal they will make him a quick offer of 5-7 days. Hey, enjoy the time off. It will hurt for one paycheck but who cares... After all is said and done you will still have a job.

Mediate it quickly for a five day hit and let it go away. The department can announce by Monday that he was suspended without pay for one week. done!!!

The NTSB said it was the CTA's fault that happened because of bad scheduling which didn't give her enough time off to rest. So she will collect $$$$.

Looks like a case of undiagnosed sleep apnea to me. Thank goodness this incident has alerted him to his illness so that he may now seek treatment for his previously undiagnosed and unknown condition and his disease can be managed with a cpap machine.
He should be reasonably accommodated under the ADA by being allowed to receive his treatment and not be punished for exhibiting symptoms of his undiagnosed medical condition while at work.
I saw a young man who did not have his feet propped up, had sunglasses on his face during the daytime (most reasonable), did not have any pillows or other supportive device that would be indicative of an individual who intended to take a nap, and who's body was otherwise erect, hence he was overcome by his illness.
The man's symptoms reared their head during working hours and now that he is aware of them, he should be allowed to seek treatment in peace.
Get well officer. Sleep apnea is a very dangerous condition if left untreated.
Thank you to the citizen for making you aware of the symptoms of your illness so that you may now receive the treatment you need.

I think this is unfair of the press and another example of police bashing. Police represent the "community." As such we have the same human trials and tribulations that everyone else does. Nights we can't get to sleep worrying about bills or the kids grades, working OT, babies crying in the middle of the night, etc. Everyone has times they have nodded off at work, including reporters. The thing for police is that this type of thing can be dangerous. There are people who would love to hurt or kill a police officer. So, this is dangerous behavior for the police officer. IF, McJerk really cared about us, what he would do is ask the officer if everything was ok at home and elsewhere, and if not have the officer talk to EAP. Maybe he was sick and came in anyway. If everything is ok, remind how dangerous it is to be out there by yourself in a target asleep. Discipline is used to change a persons behavior. I think this officer gets it, I would given him a written reprimand and that's it.
I couldn't tell he was sleeping in that video. It looked like he was just ignoring a typical annoying shit head from the hood.
The mayor even commented, this is nothing more than a verbal reprimand but you know with the "war on police" from the government media complex, and how the bosses treat us they could make it something more! Not defending the officer, but lets not rush to judgement. Maybe there is a medical condition(low blood sugar, drop in blood pressure, diabetes, or some other condition.) Just be glad that the person standing next to his squad car had a camera in is hand and not a gun. Be safe out there.

Sometime shit...or sleep... happens. I worked first watch for well more than half of my career. Sometimes you doze off at red lights and stop signs. Not intentional, just sometimes happens. Sleeping in a hole is another matter. Intentionally sleeping in public view, especially in the ghetto, is just plain stupid if not suicidal.

I seen worse scammers. Much worse: Medical abusers to the highest degree, Combine insurance scammers that hit the ER for everything so they could get "paid". IOD for 8 months for a very minor traffic crash. Disability for a sprained index finger.... the list goes on. This is minor stuff.

Way I heard it, she chose to use her available rest time to "play sports" (home plate?) instead of resting, then went back in to work. City's fault, of course.
Thank God she didn't do this during a heavy rush hour...

That's because pookie must make it harder than police do at being caught. Out in the open like that.....come on. There is no defense. Until police start cracking down on each other, don't moan about being over worked and short staffed. Call out the dogs and make them do their share. This will in part help alleviate the "shortage of manpower". Until then, quick defending and trying to explain this behavior. We all know this isn't the only type of abuse on this job. Medical abuse is part of our shortage problem. If this were the private sector, our work force would be cut in half and people would be held accountable.

Girl I dated, her dad was a retired CPD copper, she told me that him and his partner, when they were on the overnight shifts, would find out of the way places to catch a nap.
She said he told her it was some of the best sleep he ever got. Kind of like that last season of The Wire when McNulty and Freeman are looking for bodies to stage as fake homicides and they go through some old timer, who was introduced in the series when they walked up to his patrol car and woke him up. lol

Yeah most of the scammers are at 311. All the IOD dogs that never did an ounce of work while they were on the street and found an opportunity to get off the street. We have one queen on 1st watch down there that's an expert on medical usage and the art of staying IOD. She's constantly giving sage advice to anyone who'll listen. Disgusting!

I use to tell P.O.s on midnights how to safely (fill-in-the-blank) on that shift.
Don't be hidden in a deep dark hole. Be in the middle of an empty well lit parking lot with limited access and turn your car toward that access.
Sit straight up in your seat and turn up your radio. If possible let someone know where you are and watch your back. Practice moving your head back and forth and seem to be reading something in your lap. Do not put the interior lights on with the windows rolled up as you won’t be able to see outside.
Stay Safe. I always kept a couple of chocolate bars in my kit for quick energy. But that was in the days before these newfangled "energy tonics".
2 days Summary Punishment. Can't be grieved. No need for an investigation. There are bigger fish to fry.

There was a elderly judge in traffic court last year who would ROUTINELY fall asleep DURING TRIALS! Then he would rule on the trials. He was the head judge in traffic (can't think of his name). Nothing ever happened to him.

No one has ever said you have to stay in your car on these BS missions. How about getting out of the car and do the ol "walk n talk" - - it's in the middle of a business strip - most cops on these bs missions - both 1 and 2 man cars prefer to just sit in the car - Or he can always lock someone up - call for another car and go in w//arrest. Wow! Sounds like it was personal. Perhaps every time he wanted to log you it was the usual crickets on the radio. It's actually pretty simple be where you are suppose to be and answer up when they call you. Simple for some people, but so earth shattering for others.

Not necessarily...
As someone with Sleep Apnea who was married to someone with Sleep Apnea the snoring can be so absent or so quiet as to not be noticed. Sleep Apnea can take many forms and it could be a silent killer. It depends on airway obstructions, rhythms and no one here is an expert.
