Divvy Bike Scandal

The Department came out with guidelines on how to determine if a Divvy bike is stolen and how to properly document, arrest and write up a arrest for the theft. Crime in Wrigleyville and Boystown has done some good reporting on it all:
  • It has been less than two weeks since CWBChicago broke the news about a massive theft problem that is affecting Chicago’s Divvy bike-sharing program. Thieves have learned a technique that will release bikes from the system’s docking stations without paying, we reported.

    Now, a local TV station has aired footage of the technique. We can confirm that what you will see in the video is the same general method used by two Divvy thieves that our staff personally saw in action during late June and early July.

    The ever-present blue bikes are the property of Chicago taxpayers, not Divvy. So, every bike that is stolen comes out of your pocket, not the company’s.
That last paragraph is particularly galling - taxpayer own the bikes? Then why weren't we all consulted about where to put the docking stations? Because we'll tell you right now we have a problem with where about half of these stations ended up being placed - in fact, we pointed it out here years ago when the stations started appearing all over the ghetto....what the fuck did Rahm and Divvy think was going to happen?

Now you have some other company wanting to put actual free bikes out all over the place - no docking station at all, and another outfit who thinks some sort of "scooter sharing program" will be the next big thing. These people are morons, but some politico (or dumbass mayor) will see a chance to spend more tax payer money irresponsibly without any input from the people footing the bill.

There are people in the ghetto work for a living, they pay rent, car notes and need to go grocery shopping. Put a damn alarm on the rack so it cannot be fucking removed. And make it a severe offense if you are caught stealing a damn bike.

Ari Emmanuel and his carpet bagging brother, Rahm, are shareholders in this "enterprise." So fuck 'em!! Let the bikes get stolen. Personally, I think they are a nuisance. They take up precious parking spaces in the neighborhoods and the idiots who ride them either can't read (it says right there on the fork, you can't ride on the sidewalk, yet they do) or have never ridden a bike before in their life and they ride like 🤡. Just get rid of the program all together!!

Oh well...we can’t just stop someone and do an investigation because they’re riding a Divy bike. Sorry but they can ride right past us on a stolen bike no matter what our hunch is. That wouldn’t fly on the ISR.

I’m retired and recently moved to Indiana.The motorized scooter sharing just stared here in Indianapolis last month. There were some initial admin, problems but seems to be going well.
I don’t see that type of program happening in Shitcago for obvious reasons.

How come this problem isn't on the news.. That citizens are on the hook for stolen bikes and NOT DIVVY? Maybe the protestors are slowly stealing them 1 by 1 so they wont have to walk the drive, they can bike the drive like the rest of us!

I've seen no less than 3 green bikes just propped up against light poles along 103rd St. and against the fence of Ridge Country Club in the last week. What is this? Just grab the bike, ride it and dump it wherever?

I live in the ghetto and can tell you ridership went through the god damned roof once the kids got the message on how to steal the bikes. Things I love about Divvy:

1.) Poor people can already join the program for $5 per year - but stealing is more cool.
2.) Community activists complained there were not enough stations in The ‘Hood - equal opportunity for thievery.
3.) Divvys in Austin are “legitimately” checked out only every other day - compare that with bikes being check out dozens of times a day in the Loop and on the north side. Thanks for the bike, Rahm!

Lime bike is privately funded though. It has been pretty successful other places. The bikes end up mostly sorting themselves out as the people using them just leave them where they end up and someone else takes it from there. It seems like a recipe for stolen bikes but the theft rate is low enough they can turn a profit.

the kids rock the bike back and forth about 10 time and it pops out.

I notice Divy bike at drugspots in 010 and 011. for hours. No police report No Bike recovery.

Let the company make a police report with the serial numbers entered in LEADS.

Hell i barely recover stolen cars not in LEADS!

I'm a Divvy rider (also, capped out with the max as a Trump donor, so fuck you with this "liberal hippie" shit I see on here.) If I lose/have it stolen, a bike is $1200. Also, I do believe the Divvy contract stipulates that if Divvy (their parent company is Motivate, who was just bought by Lyft) is that the city pays for any financial losses (nice gig if you can get it.) And my cost went up $20 a year, presumably to pay for those people who are on assistance getting the membership for $5 a year (and those who steal the bikes.) Great job, Rahm.

The order that came out was decent, but it doesn't say how to fill out complaints on this.. Who signs? Us? Also spoke with one of the Divvy people who told us that the arrests are being made and charges are being immediately dropped by ASAs. This is good PC for a dope or gun pinch on the west side though, as they're all using the bikes to run the dope back and forth.. But then again, why even bother at this point?

And what would be the reason to randomly stop someone riding a Divy bike on the street legally? Sorry but I’m not violating someone’s rights or lie on the ISR. I’m going by the law and department guidelines for investigatory stops and being able to articulate reasonable suspicion. Just because it’s been reported that the bikes are being stolen by certain people doesn’t mean you can stop them. The haters will be all over you.
