Your comment shows how little that you really know, only what you think you know. Yes, gang members do attend school and they do work. Not all of them for sure, but many of them. People are afraid of becoming a witness and that is understandable. The police cannot protect them for long. It used to be the tactic of prosecutors to move people out of the community when they became witnesses in serious cases. Not sure if they do that anymore. I am 74 years old and a walk with two canes. When I close my door on my way to town I don't look behind me or sideways thinking about muggers. When I go shopping people and young people are very happy to help me with my packages or to open the door without me asking for help. I always remark it is so refreshing to live in a civilized place. What normal person wants to live with savage sociopathic brain dead idiots. The Chicago I grew up in was a different place, I would go downtown by myself at age 9. My uncle was a reporter (in reality a infamous bagman) whose beat was the County Courts, I would visit him in the pressroom of the country building. When I was 16 I worked for Richard J. doing his daily press clippings (same bagman uncle owned the press clipping company) I would deliver the clipping every afternoon around 4:00 PM.I would take the El almost every week day and I never worried about getting mugged on the train, The CPD had decoy cops on the trains and on the platforms, they dressed and looked like piss bums. This band of heroes made it safe for the people of Chicago to take public transportation. We lived in Rogers Park, back in the late 50's and early 60's we would spend all night on Farwell Pier fishing and enjoying summer without ever fearing for our safety. Chicago was a great city, my point is that, Chicago of my youth does not exist anymore.

Realize also that the cops being allowed to do their job is just one part of the equation - the prosecutors, jail wardens, and judges need to do their jobs too. When they abdicate their responsibilities - things get really messy.
