Budget Hassle

Larry hasn't even named a First Deputy yet, but he's getting tongue baths from the Tribune, having to re-live adjudicated scandals from the Slum Times and now, SeeBS Channel 2 is looking to hassle mayor BJ over the police budget, possibly hamstringing Larry before he gets started:

  • When Brandon Johnson was running for mayor, much of the campaign focused on what changes he would make to the police department which has been operating under a consent decree since 2019, and has lost more than 1,000 officers during the pandemic.

    As mayor, Johnson's proposed $16.6 billion budget did not reduce the police department "by one penny," as he promised in March. The overall police budget actually increases from $1.9 to $1.99 billion. 

    And while newly appointed Supt. Larry Snelling can spool up new units and reorganize parts of the department, Johnson's proposed budget shows some modest, but noteworthy changes.

Changes? What kind of changes?

  • The new budget increases the ranks of middle management, calling for 100 more sergeants, 20 more lieutenants, 10 more captains and three more commanders. The budget also makes good on the promise of adding 100 more detectives. The overall headcount of personnel actually increases slightly from about 13,976 in 2023 to a budgeted 14,072 full time positions next year.

What the media doesn't seem to realize - and the Department counts on them not realizing - is that 100 Detectives have to come from somewhere. They aren't just wished into existence. They're taken from the Officer ranks and trained up as Detectives, meaning 100 Detectives equals 100 Officers gone.

It's almost the same for Sergeants, but in a class of 100 Sergeants, about 40 come from the ranks of Detectives and 60 from Patrol Officers, meaning 100 other vacancies at those levels.

Then there's the retirements. If you wanted to retire in 2024, you have to declare by Autumn 2023 (unless you're sixty). We don't have the actual numbers in front of us, but we know a few dozen leaving in our circle and predictions were something over 400. We expect 500 or more due to the DNC.

The rest of the article is full of numbers, breakdowns of those numbers, and a surprising amount of errors, some quite large. Detectives (who have their own Bureau) are under Patrol? Typical media ignorance.

400-500 retiring before the DNC. Which means they’ll all have to take furloughs before August. Gonna be lots of OT for the taking and even more crying as a result of mandatory OT. The self-centered, no life experience, anxiety riddled Gen Z’ers are in for a very rude awakening. Ain’t gonna be any extended lunches in the Quiet Room or Safe Spaces to do breathing exercises for a few weeks, kiddies - plan accordingly.

Prediction: 200-300 more people will quit as a result of ‘PTSD’ they’ll claim to have gotten in the DNC trenches.

When you are in a rush to grab a candidate who checks the appropriate boxes and your number 1 priority is someone who can be a good lapdog and carry water- you never get the best possible candidate.
And typically you have to overlook a few red flags.

Shouldn’t it be a bit concerning that the issue of his civil rights violation, official misconduct (and potential rule 14) didn’t become a topic of conversation until AFTER the city council approved him?

And there was no mention of his 5 day suspension for associating with felons.
Can’t wait for his domestic issues come to the forefront, he’s trying to rival EJ in terms of embarrassment.

We have a supe who as an instructor at the academy but didn’t know the content being taught at the academy well enough to pass a promotional exam at least once in his career.

And he also had a sustained Use of Force beef, yet he is considered a “Use of Force” expert, and taught how many recruits Use of Force at the academy.

Remember 2 things.

1: Just because you ADD 100 detectives, doesn’t mean you have to FILL those positions.

2: It’s not how many you promote to detective- it’s WHO you promote to detective.

You don’t have to request to retire in the fall of 2023 for a 2024 retirement if you are under 55. Just put in a PAR form 45 days prior.

Patrolmen assigned as detectives so your not really a detective just not wearing a uniform,oh and bitching you have to work 1 day a week maybe in a district and not hanging around playing on your phones! When the crime occurs the taglines "detectives/police are investigating!" Move that file over suspended and your done great pay benefits! Whatever happened to punching in and out you know like the other depts do that coppers want to go to and then beg to come back here?

you want to save money?? the CPD is buying 2 new helicopters just for the carjacking crisis we have here now. great for the CPD, we like new toys that fly, but imagine if the the states attorney for once just held these little thug criminal liable........are you with me still??? we wouldn't be spending more money on LPR's for all patrol, helicopters that really are not going to do shit accept give a location where the stolen car is going and heading towards....honestly, DEMOCRATS are really stupid. and you can't fix that!!

Time to downsize the number of white shirts. Too many bosses and hide inside officers. Get rid of the CPD marine unit, CFD has it covered. Horses? Why do we still have horses? The pony show is outdated The mayors detail should be cut to 20 or at most 30 officers.

The whole reason Johnson agreed to give us a raise was to ensure less cops would retire before the DNC. It’s something to dangle in front of cops, because we all know, cops are addicted to extra money. A few extra grand shouldnt keep those that can retire, but unfortunately we know it will.

Add one to that total. Maybe a separate thread can be started to get an unofficial and not too accurate count of how many people are retiring or quitting this year and next year. I suspect that the number is incredibly high.

What does the number of people who took the test have to do with anything. What if 100,000 took the test. Changes nothing. It’s about how many were hired and how many are still working

The "bonus" is payable at the completion of Q1, which is the end of March 2024. I think those who planned on retiring before the DNC are still going to do so, myself included.

Why do they all have to take furlough before they retire? Many, myself included, will be selling back my furlough, BFD's and PD's and still retiring before August 15.

In 1998 there were 13 classes of recruits. Most classes had 100 recruits. The last two that year only had 50 recruits total.
