Amazing how this just gets discovered:
- The head of the Chicago Teachers Union has claimed a home in South
Bend, Indiana as her primary residence for the past sixteen years,
according to documents reviewed by WGN Investigates.
Indiana officials tell WGN Investigates they are removing the homestead exemption and may seek back taxes.
In 2007, while she was a Chicago Public Schools teacher, Stacy Davis Gates requested a homestead property tax exemption in her hometown of South Bend that continues to this day.
Wait....so she was a CPS teacher....with a "primary residence" in Indiana? Isn't that a violation of CPS policy?
She was (and is) demanding that the "rich" pay their "fair share."
Chicago Teachers Union President Stacy Davis Gates owns a property in Indiana and receives a property tax deduction reserved for owners who actually occupy their homes, according to public records obtained by the Illinois Policy Institute.
Davis Gates would pay four times more in Indiana property taxes if she didn’t take the homestead deduction.
For someone who pushes for the wealthy to pay their “fair share,” it begs the question: Is the Chicago Teachers Union president paying her fair share?
She's got two houses. And she's paying FOUR TIMES LESS by declaring the Indiana house as her primary residence. Indiana authorities are considering a lawsuit to get the proper amount of taxes paid to their state coffers.
But now, we have questions about voter fraud:
In 2004, Davis Gates signed a “Sworn Residency Statement” with Chicago Public Schools, indicating she resided within the City of Chicago.
In 2014, Davis Gates registered to vote in Illinois, providing the South Bend address as her former registration address. She provided a Chicago address as her residence address.
Then in 2016, she was issued a traffic violation by the Chicago Police Department, with the court record showing she had an Indiana driver’s license at the time.
The lies in those three paragraphs alone justify a full fledged investigation into her voting practices.
Not that this would happen, but we can name more than a few teachers right now violating the City residency requirements without even breaking a sweat. If we broke a sweat, we could name thirty within a week.
BJ won't do it because he's owned by the CTU. The Inspector General won't do it because they answer to the guy owned by the CTU. The media.....well, they're next to useless. But you can bet that all of our property taxes will be raised by the maximum allowable by these thieves.

Well,even if BJ, IG, and the media stay silent, you can bet Indiana revenue investigators won't lol. If they sue and it goes to trial, it'll be interesting if she commits perjury (in trying to double talk and explain her way out of it).
And yet, there are still plenty who will show up, armed to the max, to evict you from your property should you not pay those taxes, in full.
And all that is ever done is to demand that the slicksters who cheat on this get penalized for doing so.
As for that 'market value' basis of said property taxes?
What the fuck does the theoretical, at best, estimated market value have to do with anything other than to increase your taxes?
If you don't sell your property, it's value is not but an imaginary number.
If you don't borrow on that imaginary number, ditto for no benefit to you.
So, what is the reason for this being our property tax system's basis?
Greed.
The honest basis for taxing property is:
Original purchase cost, which is the only honest, accurate market value.
Plus any additional monies borrowed on the then current appraised market value.
That's it.
You benifit from increased market value only when you sell, or borrow, on your property.
Remove greed motive from this dishonest taxation of property.

7. A nonresident who becomes a resident of this State, may for a period of the first 90 days of residence in Illinois operate any motor vehicle which he was qualified or licensed to drive by his home state or country so long as he has in his possession, a valid and current license issued to him by his home state or country. Upon expiration of such 90 day period, such new resident must comply with the provisions of this Act and apply for an Illinois license or permit.
So SDG claimed Chicago residency in 2004 but still had Indiana DL 12 yrs later!? As they say in the streets The Math Ain't Mathin'.

So what address does she use when she pays her car insurance? Indiana has cheaper rates than Pritzker land. Does the union provide her with a free car? Does she report it as taxable income as required by federal law? Driving an employer owned vehicle to and from work is taxable. That could be a lot of miles and cash.

Also a few weeks ago I read that Senator Tammy Duckworth moved her family to the State of Virgina near DC. Now it’s common for Congressmen to have an apartment, a house while Congress is in session. Some share apartments with each other or some live in their offices while in session. But if you move your family there that’s scamming.

Big Butt Stacy SHOULD be in trouble for violating the CPS Residency Policy as (1) she wasn't grandfathered-in with the old residency policy (hired before 11-20-1996) and could live wherever she "damn well pleases" and (2) she was hired by CPS in 2004 with the new CPS Residency Policy in place and she never attained or was she eligible for a residency waiver for working in a special need basis area as her subject area of Social Science isn't one of the special need areas.
Residency Waivers can be attained by individuals at the time of their CPS hire date that plan to work in a need basis subject area and reside outside Chicago. Once they stop working in a need basis subject area they're SUPPOSED to find a Chicago residence.
A CPS employee can't be hired initially as a Chicago resident and then move outside of Chicago and apply for a residency waiver. This is seen as circumventing the policy.
(Many of the current CPS Residency violators lie and say they live in Chicago but have homes outside of Chicago. And a majority of these violators receive Homeowners Exemptions on their primary non-Chicago residents. So, like Big Butt Stacy, they're either committing residency or Homeowners Exemption fraud.)
Also, Big Butt Stacy SHOULD be terminated by CPS and given a DNH designation by CPS for violating the CPS residency policy as many violators have suffered this fate. These two things SHOULD happen even if she's on LOA and on loan to the CTU and has been collecting pension credits on her $296K salaries.
Now, here's why Big Butt Stacy will not get busted for violating the CPS Residency Polucy...his name is Svelyn William Fletcher and he's the current CPS OIG. Svelyn (he hates that name) rarely goes after residency violators as CPS OIG and when he was the Chicago Park District's IG. His OIG- and IG-led offices go after a handful or less of residency violators a year.
In comparison, and one of the reasons he was forced out as CPS OIG, former CPD detective Nicholas Schuler nailed between 25-30 CPS Residency violators per year in his role as CPS OIG.
Under Svelyn, the now machine-connected CPS OIG's Office uses the Residency Policy as a way to rid CPS of malcontents and unfavorable employees not liked by CPS principals or the higher-ups.
Svelyn's CPS OIG's Office has maintained a list of 45 legit CPS Residency Violators since he took over the office and his office hasn't investigated one of the violators on that list. That list includes an English teacher (Brett Murphy) at North Grand HS that lives in Wilmette with his wife Karen. Karen is the Chief Financial Officer (CFO) of the Chicago Bears. And the list includes up to 24 Residency violators that worked at Steinmetz College Prep HS since the 2015-16 school year and before that.
Currently, there's 12 residency violators still working at Steinmetz. This includes their International Baccalaureate (IB) coordinator Rachel Rezny (lives in Oak Park), English teacher/dept chair Elizabeth Nickels Perez (Oak Park), and Counseling dept chair Perla Ocampo Del Valle (River Grove).
Ocampo Del Valle sends her kids to an Elmwood Park school and in violation of their residency policy as she lives in River Grove and a block away from another Steinmetz residency violator in Zulma Rivera. Rivera had been in violation for 18+ years and the CPS OIG knows too.
Svelyn's CPS OIG will make excuses and instead go after PPP fraudsters and that's out his offices' jurisdiction Andrew make the excuse his offices is too busy to get to residency violators. What did Svelyn's office nailed the PPP fraudsters on? Not attaining secondary employment approval to work in their fraudulent businesses or legit businesses they over-reported income on.
Here's the rub, the last 7 CPS Residency violators his office did nail were all reported after all the none of the employees on the list of 45 employees violating the residency policy.
That is one helluva commute.

I think that this is a good reason to start turning in teachers, and especially their union leadership, for residency violations; you know damn well there are many of them AND if you criticize them, they sure as Hell would snitch you out for a residency violation as a way of silencing you and others into submission.
Violation of residency, not only in CPD but a vast majority of police departments, is still a SERIOUS issue that can often kill or derail an otherwise good career, so be sure to get your house in order on this issue, too!

I used to work for cook county department of corrections. I hate this city thats why I always call off from work. The stress from working lockup is hard. Especially when you have to call a 10/1 when the prisoner plops himself on floor. Thats why I go to my trailer park down south. While I see your frustration unfortunately the cost of services go up over time. Let’s say you bought a house 20 years ago and at the time were paying $3,000 a year in taxes. Fast forward 20 years the cost of services police, fire, schools goes up. Therefore your taxes has e to go up to cover the increased taxes. Only seniors on low fixed income qualify for a property tax freeze.

As for the CTU Prez she should be more worried about why this is all coming out now. My personal guess is Feds are focusing on some squirrelly things involving CTU and "expenditures"--mostly of the campaign variety. Feds are slow though. Could take years, but I fully expect some CTU higher ups and middle ranking players to be indicted at some point for various frauds.

In Indiana, in order to file for a Homestead Exemption, you must show proof that you own the home (Closing Documents) and the property address must match the address shown on the Indiana Driver's License. You have to file by December 31 of the year you purchase in order to get it. They also ask for additional documents upon application such as copies of utility, water or insurance bills with the owners name on it. If she attempted to hide her ownership behind a land trust, she would still have to provide her true ownership status to the County Auditor's office.
Indiana takes this very seriously. The local county prosecutor along with the assessor where the property is located (in her case St.Joseph County) take the lead in investigating homestead exemption fraud. This is very prevalent with investors who own rental houses. After purchase they try to commit fraud by applying for homestead exemptions, thus resulting in a lower assessed value and lower property taxes while charging a higher rent. Another big issue is people who own two homes, say in Indiana and Florida and then try to claim exemptions in both states or keep their Indiana exemption while living 6 months and 1 day in Florida.
A non-homestead property is assessed in Indiana at the same rate as a commercial property. She could be on the hook for all of the years the erroneous exemption was in place plus penalty. She no doubt will lawyer up.
I'm sure she traveled the Chicago Skyway and Indiana Toll Road from South Bend to Chicago back and forth. All investigators would need to do is subpoena her IPASS or EZ-pass transponder records and they could quickly determine dates and frequency of her travel.

Retired Indiana LE here. On of the best memories I have from working as a detective was sitting across the table from an "offender" from the City, and telling them "you know, this ain't Cook County"! The reactions were priceless! Just a guess, but I suspect that the State of Indiana will have that same conversation soon.

I highly doubt she still lives in South Bend. I lived in Indiana before coming on the job. I owned a home, that I lived in, and had to move back to the city, which I did. I kept the Indiana home as a rental but never removed the homestead exemption. I was young and didn't know I had to. I also had a homestead exemption on my home here, which is how it was discovered. Can't have two homestead exemptions. I had to pay 3 years of back taxes (6 if they feel it was fraudulent). My guess is the Indiana home is a rental and she will pay 3 years of back taxes.
