So in the grand tradition of CPD exempts looking for post-Chicago employment, this guy is trying for Police Chief in Des Moines, Iowa:
The city of Des Moines has announced the two finalists for the chief of police position.
The search started earlier this year after current Des Moines Police Chief Dana Wingert announced his retirement.
The city says the two finalists are Maj. Michael McTaggart of the DMPD's operations division and Joshua Wallace, a commander at the Chicago Police Department.
That was from last week.
This broke less than twelve hours ago:
- One of two finalists to become Des Moines' next chief of police, overseeing an $85.6 million budget, is $840,000 in debt and filed for bankruptcy earlier this year

The Lodge has been in contact with Labor Relations regarding the disqualification of many of our members due to unknown indebtedness to the city.
Commander Rowling and her team contacted us late today with great news to those affected by this issue. The department has already sent an email to those members via department email, we are just sending out a backup notification.
If you were sent a disqualification to sit for the test because of indebtedness, you have until noon tomorrow, 03 Oct 24, to either pay it off or set up a payment plan with the city. This is a one-time exception, and you will have to provide proof of your current payment plan or paid-in total receipts. Please email the proof to HRAdmin@chicagopolice.org.
The Lodge would like to thank Commander Rowling, Labor Relations, and Superintendent Snelling for looking out for our members. Good luck to all who are taking this test!

At the federal level, 20 plus years ago, a short sale of a home or a bankruptcy was a red flag for your security chance. If you had these events in your past, your chances of being hired for a job in federal law enforcement were zero. If you were in federal law enforcement your clearance would be placed under much greater scrutiny at the five year reinvestigation period. It was a good rule and it weeded out a lot of idiots. That all changed with the financial crisis in 2008. I bet if you look back at people in financial distress you will find a lot of dumb behavior in their background that goes beyond financial illiteracy....federal, state or local.
That city/ department is already in a bad position. Josh Wallace is going to finish them off.

I live in Des Moines and it isn't a surprise that this clown got this far in the process. The local government here may not be as corrupt as some but being anything like 'competent' is not something we see in out local politicians.

What someone should do is a list of every current exempt who has financial troubles and scammed the system. All the bosses with fraudulent PPP loans that went uninvestigated beginning with the head of BIA.
This department is truly an embarrassment to Law enforcement. Any other agency would have launched any of these bosses. Most would never have gotten promoted to begin with.
A credit check should be done at every level when being promoted and then every 3 years after that. This Wallace is at the height of total incompetency to be a boss anywhere. From the info in the video it sounds like this scammer tried scamming the CPD diploma mills. For those that don’t know, the diploma mills allow or used to allow officers to pay tuition once they received the reimbursement check. So I’m gonna guess ol’ Josh used the tuition reimbursement money for something else and was then forced to take student loans to cover the outstanding tuition.

Wallace is not the only CPD exempt to be exposed. Fortunately they found out before he could damage Des Moines PD. Looks like the northshore had to learn the hard way. Former CPD exempt Kennedy was asked to resign from his Chief of Northbrook PD according to the tribune.
