Water Bill for What?

We guess this is one way for Conehead to balance the budget:

  • A senior citizen's vacant home in the Back of the Yards neighborhood racked up a staggering $233,000 water bill, despite not having any plumbing for years.

    Diane Carli, 82, said the city of Chicago is threatening to garnish her pension, and she's looking for help because the Water Department isn't backing down on an outrageous bill she says is clearly an error.

    You don't need 20/20 vision to see this house in the Back of Yards neighborhood is abandoned.

The City contacted her and told her she needed a new water meter installed, even with no plumbing in the house, and then proceeded to bill her for half-a-million gallons of water that they claim the meter tracked over six months.

After repeated complaints, the City replaced the meter with a new one, which then registered ZERO gallons of water used. 

But the bill still stands.

They want the house.
The city of chicago is a bully. Since the house has been sitting abandoned they probably could have approached her with some other offer but they don't want to deal with honest people. Not that I know this person, there just seems to be a massive land grab going on in this city. Even in bad areas of the city the only people who can afford to buy land are the developers. I'm just a civilian but this has been my observation, no inside knowledge.

I know of instance of 10K water bill the city was fighting over with the owner of a house that he was rehabbing and has been vacant for years. He was fighting it but unfortunately passed away in the interim. I'm sure the city will go after the estate.

If the property taxes are being paid, any active utilities, aka electricity, natural gas, municiple water, etc., are being paid, then the occupancy or vacancy of any type of property is irrelevant.

Thus, the property, merely by being unoccupied, is not abandoned.

There is also a term, vacant and secured, that, if a property of any usage type is maintained in such a manner as to meet the standards of being 'vacant and secured', and the above billings are being paid, then those coveting said property must, if honest and honorable, seek to buy via honest and honorable means, aka, contact owner(s) and make an offer.

Those who covet, and are not honest, nor honorable, resort to intimidations most foul.

Another interesting point on those lusting to acquire property: as the market value of property as truly vacant, aka, bare land sans any structures, increases, so then does the assessed value, whence the basis of said property's minimum value tax billing is determined.

Thus, property with structures have their base value increased, plus the assessed value of said structures = more tax for county.

The property owner(s) in discussion here chose to agree to having a water meter installed, presuming the honesty and integrity of 'others' to result in a minimal billing. Were the property owner(s) to have not agreed to a water metering, they would be billed/dunned a noticiblely higher amount, yet nothing as higher as they have been.

Remember to not forget that governments are just people, and we know what stinkers people can choose to be.

Not as serious, but I know plenty of people who have tried to fight a parking ticket...The system is biased for the city to get their money. Always has been. I regret writing quite a few parking violations as a younger officer. Any large bill like that, I would immediately hire an attorney.

Have you ever inherited a home? Unless her husband had it all tied up in a nice neat package, there could be back & forth with husband’s other relatives & probate court or property liens. Likely, this water bill is definitely preventing it from being sold. I’ve seen one child pay all the bills on a parents property for decades, even before parent died. Then out of the woodwork, come the kids who never lifted a finger with their hands out for their share. It’s not unheard of for other family to fight inherited property and after it’s all said and done, tens of thousands in legal fees- everyone ends up with the same.

I installed a bypass valve on my meter after the city installed it. I gave them a few days each billing cycle so as to not draw too much attention. After that? Cranked the handle on the hidden petcock 90 degrees and voila. Fuck that city. I hit them for all that I could when I was there. Also made counterfeit city stickers for many years and never had an issue. After that, I registered all my vehicles to our summer place in another state. I always got over on the job and the city. The old-timers taught me very well. You just have to use your imagination and keep your mouth shut. Something 95% of the people on the job know nothing about.

PS - retirement is the cats ass.

It’s not always easy. I am in process of looking to find my next and hopefully final “home.” I don’t have a big family, so some of it’s dependent on staying in their orbit. I don’t just want to pick up and move to a place I feel like a stranger and have no connection. I grew up here. I’m 4th generation Chicagoan. My family drove horse and buggy delivery trucks, built actual homes where there were none, were cops long before a union existed,, steel mill and factory workers, fought in several wars & came home, watched expressways being built in their backyards and worked downtown in its heyday. I feel like an anomaly some days, a stranger in my own hometown, a lifetime Chicagoan who doesn’t feel like this is the same Chicago (not in a good way). I’ve been here so long I see the “Chicago” dialect dying out- neighborhoods losing their distinct characteristics. Sometimes, I’ll recall a place and the person I’m talking to has no clue what I’m talking about because it’s long gone. I feel more “Chicago” than neighbors I see move in and know will move out in a few years. Sometimes you’re a place and that place is you and it’s a struggle to sever the connection.

We had a Carli in a unit I was assigned to a while back. No one knew exactly what she really did. No one seemd to be able to figure out what her job responsibilities were. Carli did hover around the unit commander keeping busy with all things BS. She kept to herself and didnt socialize very much. It was kind of weird...

Any place, anywhere, can sink a well pipe, discretely, as far down as it takes to be well past the layers of earth, clay, etc., to glean potable water source.

An in-well pump, particulate filters and such, and all you require is a reliable source of electricity.

The shaft being only 4-6 inches in diameter, lined by lowering pvc pipe, it's basically an easy task to accomplish.

With the city providing sewer services, no septic field needed.

The longer you hold vacant property in the ghetto, the more likely you are to be stuck with a shit sandwich. Hassles and liabilities increase exponentially every month you keep something like that. Fires, dope fiends dying in your basement, kids getting injured, etc……And if you owned a property like that where I live now, with real people, in a real neighborhood, in AMERICA, you can bet your ass I wouldn’t mind my own business.
