Just so everyone knows, the thing with Hein isn't a one-off. Check out this reporting from CWB regarding the 011 District incident the other day where the Border Patrol detained a suspect after a traffic crash:
Within a few seconds of the crash, a CPD officer monitoring a city surveillance camera quickly confirmed the crash occurred and that ICE agents were on the scene.
For a while, the local district had no officers to send because it was in a “backlog,” meaning dispatchers had a stack of calls for police service but didn’t have any cops available.
Nearly 30 minutes after the crash, as word spread about the heavy ICE presence, the first CPD officer to head to the scene was the local district commander — not exactly the guy who usually spends his day handling fender benders.
Once the commander, his aide, and a sergeant assessed the situation, they quickly established their priorities. Topping that list was ensuring that no one could claim CPD was helping the feds.
“The [crashed] car can sit in the middle of the street,” a supervisor said 45 minutes after the incident began. “As long as we’re not over there, it’s all that matters.”
As people have been pointing out, CPD isn't allowed to gauge their responses on a persons' race, age, religion, sexual orientation, or any one of a hundred other things.
But it seems we can deny / delay responses based on employment if a Republican is in Washington DC.

Start the appropriate documentation via the Complaint Register Number process.

I think part of the problem is cpd personnels i ability to interpret orders. Nowhere in the order does it say you are not to enforce the city ord laws and statutes of the city/state. If a crowd or individual is combating a LEO, that is enforceable, regardless of reason for their stop, "civil or criminal". Where in the f. Does it prohibit handling a traffic crash on the PW?! Just typical cpd stupidity on display.

This is bananas. None of us signed up to protect or accommodate foreigners (or US citizens) involved with child trafficking, drug dealing, welfare fraud and assault of federal agents. You should find a copy of the Order and the ordinance. It clearly states that we can assist , after a supervisor determines, that it’s not immigration enforcement.

It is not, I repeat not, unlawful to not assist a citizen. It is despicable and may even be a tort case, depending on the circumstances, but it is not "unlawful".

The Illinois TRUST Act (5 ILCS 805) and Chicago’s Welcoming City Ordinance (Chapter 2-173) prohibit local officers from assisting in civil immigration enforcement, such as detaining someone solely for immigration status.
ABSOLUTELY NOTHING in those laws prohibits officers from responding to an emergency, rendering medical aid, or protecting life and property.
In fact, under Illinois law (720 ILCS 5/7-15 and 5/7-16), every peace officer has a duty to render aid and a duty to intervene to prevent harm or injury when it is safe to do so.
To order officers to ignore a call for help from fellow law enforcement, any law enforcement, isn’t just a violation of basic ethics. It could be gross negligence, dereliction of duty, and possibly even criminal if harm resulted.
In my 32 years of service with the Chicago Police Department, I have never heard anything this egregious. No badge should ever be told to turn their back on another officer in distress. Period.

This has been done in the past. One example we all recall is an officer shopping on duty did not take action when a crime occurred right in front of her; and the officer fled the scene when the store employees asked her for help.

Reading news like this is really starting to piss me off. Time to apply to ICE. It's a 50% pay cut but I'm not taking stand down orders from a COWARD Chief of Patrol when other LEO's are in need of immediate help. Feds be safe out there because unfortunately CPD ain't coming to help. Orange man bad needs to bring in the the FBI inside dollies(our version of clouted house mice), and make them stand guarding ICE facilities. So the ICE agents can execute deportation operations. Remember having a chat with a veteran state trooper years back when I first got on. This trooper proudly tells me he was never worried working the city expressways because anytime he requested assistance the "BLUE WAVE" appeared immediately on the horizon. Really made me feel proud to be part of the Chicago Police Department and LE in general. But it seems those days are gone. This once proud and great department has fallen.
