  • Chicago police officials this week said more civilian investigators will join the department’s bureau of internal affairs as the office works to finish investigations more quickly and decrease its backlog of pending cases.

    “Those investigations have to be done timely and they have to be taken seriously across the board,” Chicago Police Department Superintendent Larry Snelling said during a Tuesday status hearing on the city’s ongoing federal consent decree. “When we’re doing these investigations, we want to get them done as quickly as possible because if there’s a sustained finding (of misconduct), we want to be able to apply training or discipline as quickly as possible.”

    Hastened internal affairs investigations would bolster both complainants’ and officers’ faith in the discipline process, Snelling said.

When has "hastened...investigations" ever instilled confidence in any finding? For years, all we heard coming out of the Detective Division was "continuing investigation" which (during the Crimesha years) was more a method of never appropriately charging felons. And if we ever got to Court, everything hinged on a "thorough" investigation, which wasn't accomplished in short order - it took time.

Civilian investigators lack the training, understanding and experience to properly and adequately investigate most police matters. We recall the giant stink about COPA not being authorized to investigate /officer Involved Shootings - are these civilians (A) legally authorized to investigate sworn personnel and (B) violating Contract protections?

Unless they’re retired detectives who KNOW how to do a proper investigation, it might be time to secure legal counsel outside the FlOP.
It might be expensive up front, but after a lawsuit against the department for an improper investigation, it might be worth it

They need to dump every person in BIA and bring the State Police or the Feds. The BIA unit doesn’t do proper investigation. They don’t have integrity or trust of anyone. Most of the investigations have predetermined outcomes and are done in a very shady way!

I had a few log numbers/ CR numbers and I found the process to be lacking any real investigation or integrity. If the Superintendent created some new system I wouldn’t trust it. When I was trained at the academy they said CR numbers show your working. Don’t believe the BS. They will haunt you later. Don’t get any numbers.

The connected walk, the Lt on your Watch dislikes an officer. Easy fix , 20 days for insubordination. It’s all about controlling the outcome. The cases are fixed.

The entire Bureau should be replaced by civilians. There is no reason non criminal complaints can’t be investigated by civilian staff. Keep detectives and a small number of sergeants and PO’s for confidential investigations only.

Records Section, Intake and Analytical, Medical Investigations, Advocate Section, Administration, Special Investigations, General Investigations, and Consent Decree and Compliance can all be civilian positions. That would put about 100 officers back on patrol where they’re actually needed.

Most complaints are policy violations, not crimes. Anything criminal should go straight to Confidential and get assigned to a detective. Records is basically like working for FedEx: copy, scan, print, track, and move paperwork. Administration is paperwork that any competent civilian can handle. Consent Decree and Advocate work should also be civilian. There’s no real reason sworn officers need to be sitting in those seats.

Most IAD investigators do not have experience when they get there. It is training in progress with minimal coordination and poor supervision.
Many cases have a drag factor attached due to the type of incident and which boss, supervisor or clouted politician has a connection.
This is where the drag occurs when upper management slow
walks an investigation. Or tries to hide the outcome.
Like PPP cases of the connected masses.

I was able to review the investigative file from my last CR Number. The investigation was so incredibly bad that I was able to recommend at least ten investigative steps (witnesses to interview, documents to review, etc) that should have been taken, but never were. I heard the IAD sergeant broke down and cried. I encourage everyone to review any investigation that involves them, even if it means a FOIA request.

Walker and Talley who was the former chief of BIA both lied publicly and committed multiple rule 14’s at the Chicago Police Public Safety & Budget Committee hearings and they weren’t demoted nor at the very least reassigned or disciplined?

That confusion continued during the Feb. 22 hearing, with Deputy Chief Traci Walker also erroneously telling the committee there was “no evidence” that Bakker made a false statement to investigators, despite the fact that the inspector general’s report documented exactly that. In response, Witzburg read her office’s report out loud.
Officers who lie can be terminated under departmental policy.

Walker and now Tim Moore who is beholden to Waller for all of his promotions and now double dipping civilian chief’s job and need to go. If not, watch both Hilliard’s kid and Waller’s kid both get disciplined with a soft 10 day suspension for all their criminal shit and quietly returned to a low key spot.

Bottom line, Waller needs to go and everyone he promoted as well. The blatant stench of corruption reeks throughout just about every bureau and unit with all of Waller’s corrupt brass appointments he made a month before Snelling took over and while he was Chief. The department needs a complete overhaul otherwise it will be business as usual.

Why do you think Snelling is leaving? Waller runs to the Mayor or Dana O’Malley (who’s another corrupt machine democratic fat slob) when he doesn’t get his way and trumps Snelling on decisions.

im confused... Exempts are investigated and SOMEBODY decides the investigation is a CONFIDENTIAL CASE? A confidential case has no record that shows who investigates it and does not show up in personal records. CONFIDENTIAL CASES violate the States FOIA request laws even after the matter is cleared (see cheating test scandal at HQ). The media and the mayor does even know who does CONFIDENTIAL because NO EMAILS are sent regarding these cases. (SEE BARZ promotions) . Now picture civilians from COPA applying and the SUPERINTENDANT decides to have a domestic with burning clothes on a bed??? YOU thnk a GYM teacher gonna let that happen?

It involves a PO who has a history of headbutting a PO in 018 a few years ago. Seems he got caught on BWC for an incident that was flagged for not having an event # attached to it. Exactly! I have nothing but fair experience with BIA. Few years back an LT wrote me up on a fireable offense. But his widely known JAGOFF reputation did not help his case and the BIA investigator basically tells me here’s 1 day suspension because LT won’t let it go. It would be a reprimand otherwise but the LT lost his shit when he was told it’s not going to be sustained. COPA loves to screw us, BIA is alright for the most part.

Hate to tell you but these investigations should be able to be done very quickly. Most times now the BWC and ICC tell the entire story anyways. The officers know better to try and be slick with a story if the BWC says something else. If the complainant wants to lie then kill it with the BWC and be done. Jump through the hoops, do all of your attachments and get it done. Day 1 when you watch the BWC as an investigator you have a good instinct about how the case and investigation is going to go. It’s not like before where you had all these questions to answer. Watch a few BWCs and you have most if not all of the story.

I love it when someone always calls for a lawsuit. I find it is someone who has never been involved in a lawsuit against a government body. You are in for a real long ride and a lot of aggravation. That is unless you are a minority where the cards are in your favor. No lawyer worth their salt will take a case on your behalf unless they think it is a winner and then it will be on contingency, but you will pay their expenses. If they are not confident on winning their fee, you will pay upfront , and it is expensive with some attorneys charging $1000 and up per hour.

Have you seen our Det Unit? You’re being generous; for every one good or great one, we have 10 or more slugs that play on their computers all day, take 2 hr lunches and suspend everything. If they get an in custody with a victim they do their best to talk them out of proceeding, telling them how many court appearances they’ll have to attend, and that the offender will see them, etc and kill that too. You’re not setting the bar very high.

There are no real investigative trainings in the D-Unit or the BIA. There has been a significant decline among investigators and effective training, resulting in what seems to be an overwhelming number of stalled investigations.

Regrettably, the senior detectives who possess essential hands-on experience are becoming increasingly rare, making it difficult to maintain effective investigative practices.

Moreover, there are a very few hardworking detectives left, but you can count them on one hand and most of them are fed up with the department’s nonsense, and are losing patience with the on-going issues that plague the department.

Internal Affairs Investigators with real investigative knowledge and the balls to stand up to pressure from bosses are long gone. There was a mass exodus years ago. This is the very reason there’s so many staggering investigations and lawsuits surrounding BIA. Several BIA Investigators left with facing the residual of Talley and Carter.

Many of the BIA sergeants/ investigators begin their interviews with the intention of protecting the chosen ones that out rank them. They are being told to clear investigations against bosses and other sergeants that they share union with, creating conflicts of interests.

On the other hand, the detectives that run to Detective Training Unit, at the academy, were all desk dollies with phone calls. They lack the field experience essential for detective work. They don’t process any hands-on experience in the field. They were union reps, that joined the union to get paid and to get time off for attending union meetings.

They became union reps. to hold grievances over detective commanders heads in exchange for leaving work early and maintaining their desk positions.

They kiss the Chief of Detective’s ass instead of making suggestions that will enhance the training program. They are taking advantage of the fact that the Chief of Detectives was never a detective and that she has no idea who actually works. They bullshit her enough to keep her quiet and to keep from being assigned cases.

The same is true for the detectives assigned to the morgue. The detectives assigned to the morgue aren’t doing half of the work that they are required to do. They get away with it because only a few people know what they should be doing. Try calling the detectives’ room at the morgue after 11 AM and see if you get an answer.

The BIA, on the other hand is full of unqualified individuals that no one in districts wanted to work with. They were racking up on CR’s in patrol, so they applied to work at the BIA to keep some boss off of their ass.

They join the BIA for their own selfish interests over the overall integrity of the department, in hopes of burying enough misconduct investigations in exchange for meritorious promotions.

The Superintendent is finding himself in federal court more and more from sitting on his hands and allowing Talley’s BIA to fuck over members. He’ll be attending court hearings long after he retires. I still can’t believe that he still rely on the BIA to debrief him on CR investigations.
