How many officers are we talking about?

  • Off topic.. The entire caps office in 012 failed to qualify with their primary weapons and are pending the 7 hr mandatory firearms refresher

Far too many cops fire thirty rounds, once-a-year, at qualification time. That isn't nearly enough to be even remotely proficient at using what is arguably the most important tool on your person.

Someone is going to argue, "How many times would a CAPS officer need to use their gun?" and the answer is, "If it's even once, you better be capable."

Ray Charles could pass our joke of qualification course. I never understood why the majority of coppers hated shooting and guns in general so much. It’s like a carpenter hating a hammer or a plumber hating a wrench. It’s a tool of the trade.

Do not confuse qualification with training. A yearly 30 round qualification course will not stand up in court in a shooting related lawsuit. Failure to train is a huge factor in deciding a payout.

The department has some of the blame. How many hours of training is blocked towards the fundamentals of basic shooting. None! The department wonders why they are paying out millions in lawsuits for officers not being able to hit what they’re shooting at. How many police shootings where officers missed shooting an armed assailant. The department doesn’t enforce the seriousness of carrying a firearm off duty. Even criminals go to the range or have frequent real life gun use. The department only yearly tests if you can put bullets on a paper target within a minimum reasonable amount of time. No refresher on basic fundamental skills. The officers in question don’t want nothing to do with gun play. That’s why they have an inside assignment. Today’s police officer wants nothing to do with a gun. Unfortunately everyone lives in Chicago where violence is random and a gun is necessary for survival. These officers will some how get through and one day make it to retirement. They will always be a safety risk to themselves and the people they work with. The reason every officer in the city has a gun on them escapes some officers. Your life and the lives of everyone within your area might depend on your ability to eliminate an aggressively violent person who is armed with a weapon. For some officers the duty weapon is a hassle they don’t want, how many officers don’t carry off duty. Some officers don’t seem to live in the real world. I have heard numerous and to many stories of officers going to qualify and their gun didn’t work. I have personally seen where officers are attempting to clean a gun, and not doing it correctly. If the department was serious they would get more involved with training officers. Other agencies do get more involved with officers gun cleaning and shooting skills.

Here's some of the issues. Look at the equipment. I've seen holsters held together with silver duct tape. I've seen slides that couldn't be moved due to lack of basic maintenance. I've seen rounds frozen in the cylinders of the revolvers. I know life get's in the way but when an officer waddles in, wearing a vest that looks more like a sports bra...c'mon! I know the range instructors 25+ years ago were very rough, I was a recruit back then. Guys and gals holding on to the Rugers, Berettas, DAO Smiths and Sigs. C'mon people. "But I'm retiring in 3 years and moving to..." That little thing called a "uniform check" is there to keep you safe with equipment that will keep you alive! And guys and gals, you now have to qualify...with people watching...LEGIT!! Don't show up on the range saying "well so and so used to qualify me..." throwing someone under the bus. You've had more than enough time to prepare. Those old DAO guns were the standard 25 years ago, now they're nostalgic. Anyone who know's me knows we want you to pass but guess what, YOU have to shoot...with people scoring you. If that 10 pound trigger gives you a failing score, time to improve your survival skills. Look in the mirror...are you honestly ready for Policing?!

Nice! Some officers only own one or two duty weapons. I heard two stories of officers carrying fake guns because they didn’t like the weight. I also heard a story of an officer who had an unloaded weapon because they didn’t want to get into a shooting. You’re on your own and in so many ways while working. The bosses are a joke and so are some of the officers you work with. Stay safe! The life you save could be your own.

So that means NO one is working CAPS in 012..You CANNOT go back to work until you qualify! How many will have to go back to the academy to retrain?? Too many on this job that cannot shoot..thats a big problem.

The range is doing an EXCELLENT job! The fact they’re actually saving Officers’ lives by scoring them correctly is definitely needed. I’m glad they’re holding them accountable to shooting accurately and not just passing these slugs. They’re the ones showing up to help us and god forbid it’s their shot that depends on saving or taking our life. Thanks range for calling out the most crucial skill needed on this job! Well done!!

No rumors. All true. Great bunch of Officers :) They just lack pew-pew skills with a gat. The CPD will issue them Glock-Full-Auto switches. Plan is to implement spray and pray strategies. Gatling gun solves problem (Glock switches)..

Very difficult to qualify...when you can't even load the magazines or operate the pistol's controls because of your long sssssparkly fingernails. And, those long fake lashes keep getting in the way of your sight picture.

Never met a caps office with real coppers. It’s just like the academy, real coppers would never apply to work there. Real coppers would never try to join the caps office. Now, if caps was filled with people 25+ years in that would be one thing but in 001 it’s women and feminine men with less than 10 years, some joined caps with 3 years on. But… would you want them on the street at all? Nope. So best place to hide them is caps. Sure it’s the same in every district.

It’s funny how all these people fail, then pass on the 2nd attempt after the other officers have left.
The ones that have to go to the weekend make up shoot miraculously pass, but then the next year fail again
Everyone knows they didn’t qualify in the academy but graduated anyway

Caps is something police officers do while driving around doing nothing and things are slow. We have made this a spot lol. "Sgt. Can I come in on my RDO for OT to do caps stuff? Sure says the Sgt, hes doing OT for caps stuff too. Cpd took a lesson from CPS.

Years ago an inspector caught two of the commanders dollies coming out of a bank (back in the pay check day) with out their hats. He then noted they had no guns. The told the inspector they work inside and didn't need to carry them because they work inside.

I am long retired but I never heard of anyone, to include all of the desk riders, failing to qualify with their primary weapon. The course is very easy. But, for one, the city is too cheap to supply ammo so the officers can shoot more than once a year. I recall back in the 90's they bought ammo from a manufacturer in Wisconsin who worked out of his garage. Filled with duds and low powder loads. An officer from a Northside district was shooting at someone in a car that was shooting at him. The officer's bullets bounced off of the car glass.

about 10 years ago went to qualify and just 2 other p/o's there, range instructor said ok, let's see who has the "dead man's gun". each one of us went to the gun clearing box, eject the magazine then eject the round in the chamber and the female dei hire had no bullet in the chamber, and she and her partner just laughed as me and the instructor just looked at each other in disbelief

I qualified next to an old timer with a revolver once, and he shot my target. The bullet hole was a different size than my own grouping. Another time I was leaving work and an old timer backed into my car. He apologized and told me that he just couldn't see very good anymore.

I remember years back. One of the old female desk officer in 025 couldn't get her revolver to eject the stuck casings in the cylinder.
She hadn't qualified in years. Had a friend at the range that would just pass her through.

Well said. However, you should know as well as anyone that even if the entire dept went to 4-pound trigger striker-fired handguns the percentage failing quals would remain about the same. The people they are hiring now have no intention of being an aggressive crimefighter or a tactically proficient shooter. That concept of policing was beaten out of us decades ago. (What percentage of CPD don't carry off-duty? I'm willing to bet around 40-50%.)
They are here for the six-figure salary, ability to abuse the medical and a chance at working a hidden inside spot and early retirement. At some point in the near future, live ammunition won't even be used for weapons quals.

If nothing else, bare minimum, spend 5-10 minutes a day dry firing when you know qualifying is coming around. Draw from your holster, dry fire, holster, repeat.

Great story from sergeant's school in 2000:

One day, a female in the 003rd district is standing at weapons inspection with her Ruger 9mm. It was brown in color. The LT asked why was it brown?
She said SHE PAINTED IT.
The LT complemented her on how pretty it was.
He then ordered her to get another gun after she told him she painted it 8 months earlier.

THE LESSON: There was no weapons inspection for 8 months. That is why you need to inspect the 30% of total MORONS at weapons inspection EVERY Wednesday.

I also never failed, only shot those 30 rounds a year, and also never failed in over 40 years and am still qualifying with both revolver and automatic with IROCC 18 years after retirement although it’s getting harder each year

In the 70s in 019 we had a guy nicknamed Doorbells at gun inspection with no ammo in gun. Told the WC he was non violent and sent him home. Next day he comes back to roll call with flowers in his holster and no gun. They then detail him to watch the Haymarket statue which was at Randolph and Kennedy xway on mid nights to guard the statue. He survived it and retired. Totally useless POS. Should have been fired.

Retired with nearly 33 years on. Started in 002, went to 007, a few districts and units, all by bids. When I try to explain to family that there are people I knew on this job who retired with never ONCE putting handcuffs on anyone they look at me like I'm crazy. New superintendent Garry McCarthy wanted to know about our high ranking Gold Stars and asked them to submit resumes. A female First Deputy submitted hers and McCarthy called her and told her she forgot to put her arrest records on the resume. She replied that she didn't forget, SHE DIDN'T HAVE ANY. NOT ONE ARREST DID SHE EVER INITIATE. NEVER WAS IN BOX ONE. Heres a related funny story though. I worked in a unit where a bunch of us would get breakfast after roll call. The guys were at the White Palace Grill on Roosevelt eating on the morning there was some 10k run for breast cancer going on. They were quite loud in their joking about the First Deputy from the account above. An older woman, wearing a pink t-shirt which was passed out to those running walked up to their table, pulled out a gold star and said " I'm First Deputy ______and if you guys are gonna crack jokes about me could you keep it down cause I'm trying to have breakfast with my grandkids.." They couldn't get out of there fast enough. What was her name? I'll let someone else give that up...

Their mindsets are that they will not be doing any police work and certainly never get into a gun fight. And while tremendous effort is expended by many to avoid both, sometimes a gunfight comes to you. You're saving your own life by training.

Ticket Price was a joke… Last Christmas Party in 012 was a big DUH! The place was cold that they had to ask one of the workers to turn the heat up. Food was cold,Dessert table was a joke, Liquor was water down, me and the fellows hope they don’t have it there again. Time to move on and find another place. How much of that ticket money actually went to all that garbage that was served?

Here’s a way to solve two problems at once . Put the caps people in the CTA stations. They could convert the closets into CAPS offices. They can meet & greet the people as they are coming and going everyday. The sergeants can ride the trains up and down logging the officers in. Just think anyone needing a police report can get one at the CTA/CAPS desk.

Lasers aren’t what you think. They show you where the gun is pointed but when you start pulling the trigger it moves. Most people think you hit where the dot is but it’s always moved and sometimes off target if you jerk enough
