This was a Rough Watch

They released the body cam video of Officer Krystal Rivera's death at the hands of her partner and there's nothing easy about it.

We will refrain from comment at the moment aside from saying there is pretty much nothing redeeming about it at all - poor tactics, poor reactions, poor everything.

We're leaving comments open for the moment, but we might just shut it down depending on content and context.

Perhaps a revamp of all training. Tact teams, Units, to receive mandatory room clearance, shoot or don’t shoot, communication. And not taught by the robots in PTSC. Do legit live fire FBI training. Fire 90% of command staff. Put in working SGTS/LTs. No one above Captain should be running the department. Remove 90% of in service training, elearning. Replace with law, tactics, physical fitness. Lastly, my opinion doesn’t matter. Nothing will ever change.

Nothing seemed urgent. He did didn’t even look over the railing. No shots were fired and no offenders visible through open door. And where is was he dragging her? Its way worse then I thought.

Very unfortunate accident, and that’s what it was, an accident. CB had a split second decision to make when he was face to face with a man pointing a rifle at him. He moved for cover and inadvertently fired his pistol striking his partner. Before someone claims he delayed rendering aid, he didn’t know if the offender is aiming down that fatal funnel waiting to ambush him next. Shame on those who spread rumors that this incident was some elaborate set up, all character faults aside.

Dealing with just what was on video...tactics. As he runs up to the door, pistol was not in a safe direction. I know it's going to come back to training at the academy. Yes everyone get's the absolute LEAST amount required but it should come down to common sense. My first search warrant on a tact team one of my partners had her hand against my back so I thought. Turned out she had her muzzle pointed at my back. It's easy to Monday morning quarterback. Tachypsychia is an issue, etc all comes into play. The whole time he's shouting at the top of his lungs on the radio. It had to be hard to hear on the zone. He sat on the stairs and his partner drifted off. Very hard to watch and hear. Sadly these should be learning experiences.

Not intentional, I blame the academy for failing to prepare this individual for the street. Then the FTO program that gave the blessing that he was adequately prepared for the street. You need to look at the leadership of the academy. Tragic all the way around.

Sad, extremely sad. The officer didn’t do a good job and he messed up! Either he was ill prepared by the department, or he wasn’t cut out to be the police! Either way, the department is at fault! My heart goes out to the friends and family of the officer who passed away! Horrible tragedy!

That was initially presented as her stepping in front of him as he was shooting at the offender with a gun. She was behind him and he turned around and shot her. Hard to blame tunnel vision on that one.

First - I feel so sorry for Ms. Rivera's family and friends that endured this. Terrible! That bust-out was absolutely wrong in every way possible: not keeping the muzzle pointed in a safe direction, keeping his finger off the trigger until ready to shoot, and being sure of his target is only the tip of absolute and total failure. This is an example of everything NOT to do.

How can he be kept on the job after doing two egregious things. One, he negligently discharged his firearm killing someone. It doesn't even matter that someone was his partner because killing Anyone with a negligent discharge is grounds for dismissal. Two, he somehow didn't know he shot his own gun, which I think is worse than negligently discharging. You combine both of these, it isn't even a question of his status as a police officer, that status is over. He should resign, but if he refuses to resign, he should be fired.

Very rough watch. How did the offender get in the door from the sidewalk but couldn't get in the door inside the vestibule until the officers were eventually buzzed in? While the officers are outside, you can hear the offender shouting for someone to buzz him in. He gets let in just as the officers are buzzed in. Foot chase is on. Up the stairs. Offender closes apartment door. Hot pursuit. CB kicks open door. Offender jumps over couch. Second offender is pointing a firearm. I never saw a training scenario like this, but then again, what mind could dream up such a scenario? But, there were plenty of street scenarios that we weren't trained for specifically but we adapted. When CB sees the gun pointed at him, why didn't he fire? His gun was already out and pointed in that direction. If he wanted cover, why didn't he go to the left? Why did he turn all the way around with his line of fire crossing in front of the partner he knew was behind him?

This is difficult because the questions are about tactics (one handed pistol holding, no muzzle control). The main questions are the finger on the trigger when not justified to pull the trigger and intent.

When he had his firearm out in front of him with his finger on the trigger, why didn't he fire when he saw the second offender pointing a firearm back at him? Does the Academy now train us to seek cover when confronted with an armed offender pointing a gun at us? Not the academy I went to on Jackson Blvd in the 1990s. I do know from personal experience when confronted with an armed offender pointing a gun at you, you resort to training, which is to start firing because you are about to be killed. If the Academy will say this is what he was trained to do (to seek cover when confronted with someone pointing a firearm at him from 6-10 feet away), then it was an accident and a result of his training. Otherwise.... that is a scary thought.

After watching it and hearing all the rumors prior, this does not appear to be intentional at all. It was poor tactics, but as he attempted to enter the apartment someone popped out with a rifle pointed right at him, causing him to jerk back and flail his arms away and bc of bad tactics he had his finger on the trigger. I understood him not going to immediately help bc he thought the guy with the rifle shot his partner and thought if he goes down there he’ll get shot too. Very rough situation and thank the good lord I’ve never been put in that situation.

I agree with what you are proposing however what you are saying cost MONEY, MONEY, AND MORE MONEY. Your proposal does not take into account taking personal from the field for training. I was a supervisor in the Academy just before I retired. I suggested a shot don't shot trailer for this type of training. The then head of the academy told me to put the suggestion in writing. I am still waiting for the response.

Tactics depend on the situation. There are seldom “ Black—or—White”/ Yes or No/ Pass or Fail Tactical decisions. There are Principles, but few hard and fast Rules
Weapons Handling, on the other hand, is an absolute Safe or Unsafe/ Right or Wrong matter. There are Rules.
With the caveat that I never fired my Revolver ( old days) or Pistol “ For Real”, even under extreme stress, I do not see how one cannot feel the recoil, hear the noise, and see the muzzle flash ( two flashes with a Revolver— Muzzle and Flash Gap between Cylinder and Barrel).

I was never in law enforcement. It does seem like many comments here are meant for the jury pool of a civil suit against the department /city. But I don't think he followed the training he was given; to me that's on him, not the CPD. Also, was CB connected /protected, that he is still drawing a paycheck?

More practice is needed for everyone not these e learnings that no mother F is doing but we’re downing cars reducing service time due to consent decree common sense e learnings that tax payers have no idea about they’re too long and no one has time to read and absorb them! CB should not have still been on the job (let alone on a tact team) to be in the position to kill his partner. That said, the dept. trains us to be so afraid of doors that I'm actually not surprised that a newer officer with scant experience was more focused on what might still be behind/through the door (which turned out to be nothing/no one) than rendering aid to his partner. The fact that he tried dragging her off of the landing when he finally came down the stairs rather than rendering aid suggests that he was still so terrified about what/who might still be behind the door/in the room (that he didn't bother to clear, that no one was in) that he wasn't thinking straight. He even kept calling for SWAT, like it was a SWAT situation. It wasn't. He shot his partner, through inexcusable recklessness and failure to follow training, then left her to die because he was afraid of a door (which was his training). Officer safety is critical, obviously. And doors/"fatal funnels" aren't nonesense. But wtf. Sometimes we have to just walk past a door to do the right thing and save a life (especially one of our own). Yet CPD is currently doing a 2-day in-service training on fatal funnels...

All it proves is some people on this job are not cut out to be the ghetto police. Having spent majority of my career on west/south sides and spending a few years up north, I have gained a great appreciation and respect for ghetto officers. Those fortunate enough to evade the ghetto in their careers will never understand what it takes day in and day out to work under those conditions. When you there, you don’t recognize the true danger until you leave. After you leave, it is difficult to regain that mindset. No officer’s life is worth this ghetto nonsense. This incident could be blamed on many different things, but it does teach us that it takes a special kind of officer to work tact in the hood. Let’s not forget that.

I really don't understand why at a minimum monthly shooting on duty isn't required by this job. Yes, we should all do it off duty as its a vital part of our job, but if it is and it is the one that can result in the greatest error and loss- why is regular on duty training mandatory? Let's get something straight, this horrible incident comes down to training (yes I get CB is a goof). I don't blame CPD specifically. This is a an Illinois Democrat problem. I just sat through pure torture for 8 hours last week at some Community, Gender, Sex whatever training at the academy. I felt bad for the instructors, 90% of the class was looking at their phones the entire time. Why did we have this training???? Because Illinois said we had to have it!!!! Over a decade ago I had training for a whole week on room entry. You got shot with paint bullets that actually hurt (I have a scar on my arm where the paint bullet ripped through my shirt). You did this training with your TACT, Gang, Narcotics team. You actually learned something!!!! I don't want to hear there is no money. That's total BS!!!! The department can get money for training for anything by applying for it!!! They ask for suggestions all the time. The training wouldn't be city wide. KR and CB were on a Tact Team. They should have had more training. Training like that should be yearly. Yes once again CB shouldn't have been on a team. Yes we have way too many kids with no experience on TACT again. Nothing will change. Remember the department from top to bottom is pushing search warrants again. Just wait to see what that brings, what could wrong??????

It's true. Some early reports said she stepped in front of him. The truth is he turned around and faced her. My question is, where did that early, false narrative come from? The only probable answer is Baker himself provided that early on in the investigation, blaming Krystal for stepping in front of him. This makes sense because he was probably asked, "how did your bullet end up in her?" The video shows that she never stepped in front of him. He was in front the whole time, except for the moment he spun around across her path, instead of not firing at the threat.

In all sincerity, hope you are enjoying retirement. I don't think they have the felony murder rule anymore in Illinois. I would agree with you that this was an accident but for so many more circumstances involved. Obviously the amount of comments here shows there's interest in whether or not it was an accident. The fact that the department was so quick to rule it an accident, that Baker had friends in high places at HQ, that phone calls were made to get him on tact after initially being denied tact, his off-duty shenanigans, and that he was accompanied to HQ for his interview by a clouted supervisor, his ridiculous social media, his known philandering especially with the deceased partner, all have created doubt in people's minds, especially the working police don't want the death of a colleague to be seemingly swept under the rug.

That is not misinformation. If poor tactics result in someone getting killed unnecessarily, they sure do get fired. COPA might add excessive force, there's usually a whole bunch of add-on charges. I agree some are using the "benefit of hindsight" but not to suggest a better way to do it. The video is giving us a type of hindsight in that we are watching in real time one perspective of what happened, not to suggest better tactics but to analyze if a fellow officer was killed accidentally, negligently, or hopefully not intentionally (the worst case scenario). But as cops, as investigators, you go where the evidence takes you. And in this case, only a few believe it was an accident.
