This is Rahm's Position

  • Upcoming negotiations with city unions need to result in overall savings for taxpayers to help “solidify” the city’s improving financial condition, Mayor Rahm Emanuel said Wednesday.

    Emanuel's remarks, in a speech to the Chicago Investors Conference, which includes some of the city’s largest investors, signaled the mayor's willingness take Inspector General Joseph Ferguson's advice and use the expiration of the contracts to negotiate a new deal designed to reduce costs and improve services.
Notice how workers are the ones expected to assist in improving the city's "situation." Not a word about slashing spending or cutting patronage or reforming crooked contracting or perhaps consolidating aldercreatures or any of a dozen efforts that might endanger the politically connected.

Everyone on the Department knows that 35th Street is currently interviewing potential captains with an eye toward promoting 44 by fall to run district watches. It will certainly be interesting to see which politically connected persons get a 100% "merit" promotion - a promotion that is going to cost taxpayers an additional $10-to-15,000-plus in salaries, a department vehicle, and countless millions in pensions if they happen to serve four years in rank.

But you little people, well, you owe it to the taxpayers to "solidify" the city's position so that Rahm can afford to promote another 44 hacks into inflated salaries and pensions.

The rank and file must enter a no confidence vote on the mayor and the executive leadership of CPD
The department is too top heavy and a drain on our pension. This is why no one above Captian should get a pension higher than captain so exempts, deputy and above get pension based on capt or LT only

The FOP should give the city a list of cost cutting measures for the department as part of their proposal. Include things like:
-Pensions top out at last tested rank.
-Getting those little radios they sell on Amazon for $25 instead of the bulky and expensive Motorolas.
-Fighting bullshit lawsuits.
-Eliminating the useless layers of leadership at the top of the department.
This would show the FOP is trying to be a good partner in negotiations.
Then the FOP should ask for a "modest" raise only equal to the cost of our increased taxes: (since we can't move to a more tax-friendly area)
-sewer tax
-garbage tax
-property tax
-beverage tax
-state income tax
I'm sure I am missing a few more taxes, but you get my drift. That raise would be way more than the 1-2 percent the FOP negotiates for.

If you make captains watch commanders again we'll be the only police Dept in the country to do so. Everywhere is else it's a lieutenant. Keep the captains where they are and Lts as the WC. Save the money and the pension fund. Eddie will turn out to be a worse Supt than Weis or McCarthy. And then we'll get Barb West, who can't spell lieutenant.

Yes Lieutenant you WILL be a merit hack if you make captain. If you had been promoted meritoriously before this you would simply be a multiple merit hack. I hope that clears it up.

Simple solution to come to a quick contract solution. Our union president sends a letter that says no one will volunteer to work overtime until a new contract is agreed to and a specific number of officers are hired. Most will comply and the department that only works because of an influx of ot officers will crumble. No union protection for those who work of. Let's see whose interests you really care about Prez

Captain is a civil service rank, as such there should be a test and rank order promotion based on the results. Competitive testing should be administered now in lieu of merit.

I always wondered why any merit gets a taste of the pension.

If the Mayor is putting a person in for any spot shouldn't all the benefits come out of the mayors staff budget.

Let say the Supe spot. If any LT. wanted to be a Supe they would resign from from their current spot and locked in at that pension rate.

Now with all these Captains soaking up pension funds and it is all by clout it should be out of the pension. Unless the mayor wants to negotiate and give up spot with a fair test.

FOP needs to think big


May be FOP should look at that since RAHMBELLINA wants to cut and save.

I'm willing to help give back to the city that has been very generous to me. Our next contract should mirror the aldermanic benefits including pay, insurance and pension. I figure that if they're making such sacrifices to aid in the city becoming fiscally responsible then so can we. Just think of the cost savings of having to renegotiate the current contract and it's a win win all around.

How's this for Improving services:
like taxing the +$250k homeowner, getting a surplus and instituting a new City Immigrant ID Card system with a full staff.
Then there's the promo-hiring, only for Diversification Purposes that always stunk of cheating and clout.

Feral Chicago is an expensive venture without risk and nobody makes more money than Rahm's Friends.
This city could default on every loan and debt and those select investors would still be afloat.

Your actions will determine whether you are a hack or not. Most buy into the bullshit when the get promoted. These are the same guys and gals who criticized and were outspoken about the bullshit. The do nothings and house mouses that now after hiding inside want everyone else to be the police

I've earned two tested positions in my short career and licked the boots of many old timers rightfully so In all my positions and it would be an honor to one day supervise young guys and treat veterans with the respect they deserve...but as far as the gold braid pension its over if you came on the job after 2010...the most pension you can collect is 106k no matter if you make supt! But good luck to all the interviewees and hopefully no cheaters make it through!

How about Ferguson looks at every fricken dime that has been given away on private projects like the DePaul stadium. Why do we have to squeeze moneys from city workers and their benefits. How about we shrink city government, how the hell do we need 50 alderman??? How about we sell off all of the city owned property that's shuttered. You have schools firehouses police stations that are used for storage or minimum staff. Sell these properties to the highest bidder on the open market. Start marketing the parks and lakefront to business for advertising dollars. "Under Armour Beach." "Trek Bike Path." "Vienna Beef Park." Stop with taxing the middle class to death or for god sakes lift residency. You can't just say "sorry we're broke no raises and contribute more to insurance and pensions." And oh yeah you still can't leave the city for a lower cost of living. Or quit and we'll replace you with cheaper manpower.

No other major city went before the Illinois Supreme Court who would ultimately decide the case. Most of the cases won were thru contract negotiations

Wednesday’s hearing was a pretty frustrating experience. We presented five issues, on which we felt fairly confident.

1. Our renewed motion for Class Certification.

2. The judge’s choice of orders to enter for the March hearing at which he ordered audit and reconciliation of the 2013 to 2016 years.

3. The City’s assertion that he lacks jurisdiction over the post-2013 reconciliations.

4. The Funds’ report on the actions to fulfill their obligations to provide health care coverage for the annuitants for 2018.

5. The City’s report on the progress in the audit and reconciliation process.

After about two hours of hearing, attended by perhaps 40 of you, Judge Cohen finally ruled that he instead has no jurisdiction over the post-2013 reconciliations, yet he has set September 14 as the next status for the city to report on the 2014-2016 reconciliation process timetable.

Denied class certification again, preferring to await rulings on the merits if the Supreme Court takes our appeal. The transcript should be out by the end of the week, we hope, and we’ll post it.

But I do not believe that we can expect judge Cohen to follow through on actually ordering the city or the Funds to comply with any of their obligations, unless he is ordered to do so by the appellate court.

Accordingly, we will put our efforts into our Petition to the Illinois Supreme Court, which is due September 7, and we may try to get the class certification and jurisdiction issues up there as well.

It will be a challenging but important month ahead. Your contributions are invited and welcome.

Finally, after I presented to the Firefighters union last week seeking their assistance, they instead have sent their counsel to intervene in our case. As I advised their lawyer, if they are here to help, we welcome them. But their actual purpose remains to be seen.

The FOP should go to arbitration as soon as the city fails to bargain in good faith. Although arbitration can be a loser remember it is the only way to take the process away from the city. There is a no strike clause and job actions are illegal therefore arbitration, good or bad, is the only reasonable solution where-in the bargaining unit has any control.

Does Pritzker have the Dem nomination sewn up? If so, let's see some of the others decide to run against Rahm instead. Rahm should NOT be re-elected at any time.

The biggest problem now in chicago is that Rahm controls the media completely. I've been in Chicago for years and followed politics. The media now , both papers and the tv is totally in the pro democratic anti cop pro Rahm agenda. Channel 9 with its diversity kick may bevthe most divisive of all now. And Rahm also controls the so called inspector general joe Ferguson. He has never had a real investigation. The old us attorney Fardon was also in Rahm's pocket as he never did a real political investigation either. Rahm snowed him with gangs and guns. The acting us attorney Levins old firm donated to Rahm. So where is the justice? Not with Rahm. He must be defeated.

Not that I expect to get promoted - but I have to ask, just for shits and giggles...if I somehow slip through the cracks and get made a captain, although I earned three different positions on this department by rank score, am I still considered a "hack"?
