Inflated Pensions

After reading this chart, it should be quite obvious to those that don't know any better, that the inflated pensions of the politically connected need to be reformed gutted:


The most obvious change that needs to take place is the highest pension must be capped at the highest promotable rank. You shouldn't be getting extra tens of thousands because you are connected to some crooked politician.

The second reform that should be passed (but never will be) is that if you didn't pass an exam to get the higher position in rank order, then you get only the pension to which you would otherwise be entitled.

  • for example, if you spent most of your career at the Academy chasing tail, and never once passed a promotional exam high enough to get promoted, then you retire at the Patrolman's rate.

But that would be completely out of the realm of possibility, right? Who would promote someone like that?

One of those superintendents retired, she gets something like $300K/yr or more... and to top it off, she went out and started her own recruiting firm for superintendents and principals... Fucking ripoff.

I know people that have made merit because of.... their merits. They were actually great POs. That's what's it's meant to be. Now, a good deal are political favors. Promotions based solely off a part 2 test isn't the best answer either. I worked in 001 and the first class of Sgts that came to 001 was a secretary as a PO, and the other was over 300 lbs. The latter Sgt couldn't even tie her shoes. I don't say it to be mean but how can you be on the street 99 and have 0 tactical ability.

Doesn't the Chicago Police Memorial Fund CEO get around _175,000 for that position as well as his pension from CPD as a former Superintendent ? You would think the service to the Memorial Fund would be almost of a volunteer status but that's not the way Chicago operates.

Been saying to anyone who will listen that gold braid pensions have to go. It’s an unnecessary drain on our pension system.

A Lts pension should be the cap….its a comfortable pension trust me.

And dump that unnecessary useless captain rank. Any sergeant or patrolman can do what a captain does.

Just my 2 cents.

Those salaries and pensions are highway robbery. The current exempts have failed miserably at implementing and executing strategies to make the city safe. Uncontrolled crime. Murders, shootings, robberies, you name it. Horrible clearance rate. If “executive” compensation was tied to performance these cats would be pulling less than a patrolman.

What about all of the 150+ on Brandon’s detail many are security specialist, commanders, lieutenants pay. They will get that as a pension, bonus offer kissing his ass. This is even more ridiculousness unlimited overtime plus all the extra cash just to be a political clown getting him, his coffee, doing valet work, maybe even doing his hair shiny his shoes.

SCC, I like your suggestion about leaving a person's pension at the last rank that they passed an exam for, but it would never work. As the lie-tenet exam proved the connected would / do get the answers to the promotional exams and therefore would "pass" the exams. It has been going on like this forever.

On a side note, is it not amazing that the people who do the least get the most!

To top it off he spends most of the winter in Fort Myers flying back every so often for CPMF events. Not only that there’s another former exempt making big money too. that's why the command positions are shuffled every three to four years so all the hacks get that pension. i suggest that if you want to collect a gold braid pension you have to hold that position for ten years before being allowed to retire and collect

Phil Cline, also has quite a significant salary drawn from the charity he runs. Allegedly over 125 K per anum.

I would never contribute a dime to his personal slush fund...

This is absolutely OUTRAGEOUS! Talk about robbing the bank! Friends promoting friends is all that is. There’s a lot more missing from that list. Eddie Johnson and crew. Lt should be the highest pension. That’s a very good pension. These big bosses spent the majority of their careers not having to pay for a vehicle and gas. They had free company cars. All while making $200,000 plus a year.

Underfunding is the problem, not the higher pensions. The bosess pensions are a drop in the bucket compared to the amount of POs pulling from it. Even if you eliminated the higher pensions, there would still be an issue. Focus on the real problem.

If they pay into the fund at their exempt pay rate they're entitled to it. Don't forget, they've also paid into the fund their entire career up to becoming exempt. Let's face it, only the highest of egomaniacs would take an exempt spot without bumping their pension. Exempts spots suck now and wouldn't be worth it without the bump. You work 14-16hr days, no ot, no duty avail, no quarterly, only get furlough a week at a time (upon approval) most of your subordinates make more money than you working less hours. Sorry, you can keep an exempt job nowadays.

I agree with what most are saying. Get rid of the gold braid pension. It’s a drain. Most of those same people go on to suburban chief or private sector executive jobs for years afterwards. Even the civil servant rank captains, lieutenants pension (many merit) have gone on to retire and come back as a civilian head in CPD. I can think of a captain. I know one guy who retired as a captain (stole big money in OT the years before). He went right on to a university job, easily These people are easily taking home 400k to 500k in salaries & pensions.

Maybe you should get a new job and pay into SS if you don't like our pension system. It is not the P.O fault that they collect a pension but maybe blame the mayor or aldercreatures for not fixing the system that is paying out to these over price merit hacks who would still be blue shirts if they were not connected.

Taxpayer here, not a cop. Long time fan of SCC. Even bigger fan of every police officer who works the streets keeping us safe. If it were up to me, we would increase your pay for beat cops. Thank you for your service.

That said, taxpayers are stretched and so money must be used wisely. I think any pension over the median family income is excessive. That's about $72k in Chicago or $6k per month. That's not going to pay for the second home or boat but it's not bad for retirement. It's about 3.5 times the median social sec benefit.

Don't even get me started on teacher pay for CPS, they fail to deliver on their only task of educating the kids, yet they constantly demand more. Again, if it were up to me, it would be vouchers to everyone and find your own school, schools would have to prove they are doing the job.

Again, thank you to every police officer.

The pension should be no higher than Lt. just like the fire dept. This would also stop those bosses that are such kissasses that they will throw their own mother under the bus to get a promotion. If there was no extra money to be had I'm sure some wouldn't want the higher position. Look at who Johnson promoted? Some complete morons that were his friends just to get the bump in pension pay. That basically is the legal way of theft. We need to act now before the pension runs out and those of us who are at the bottom will still have a pension. Somebody needs to champion this cause before its too late.

This has been asked so many times. Here is the answer. You need to get the state legislature to vote to change the pension code to reflect a change such as this. The pension is completely regulated by state law. The board has no power to make changes. Do you really think that with all the clout involved in exempt promotions that this would ever have a chance? Then add the lawsuits after the change if this were ever to be enacted.
One ore thing. Keep in mind that the COLA for our pension is 3% simple, not compounded. The first COLA that you receive after you retire is the same amount year after year. Doesn't matter too much to the retired exempts, but will eventually make the average po pension worth a lot less over time.

The gold-braid is legally sanctioned theft. Not one of those thieves is worth a pension computed on any sworn position higher than the last rank achieved in rank order from a promotional exam.

But even if Talley and Skahill were making millions, it would not change the obvious.

Actually we have a lot less brass now than we used to have. There used to be as many as 45
Deputy chiefs….now we have only 18. There used to be a lot more commanders, almost 65 at one point now we have 44

But yes, pensions should be capped at no higher than a Lt. Only pay into the pension at the Lt step salary that the person is at if they are a Capt or higher.

If the pension fund were to conduct a referendum vote for such things, it would surely pass, as the gold braid pension only affects a small amount of people.

Haven’t donated in years. Not since I saw the writing on the wall with Matt and another one of his minions who was basically doing Police Memorial work on the clock after she took the detective promotion. Oh and “you mean I have to do OT on a stabbing on Valentines? I have dinner plans with my boyfriend.” I’ll donate directly when those things come up but not to keep feeding those greedy pigs.

I stopped many years ago when I saw the connected exempts with huge pensions getting hired at big salaries by fellow buddy Phil Cline. It’s no different than how they all took care of each other on the CPD. In my opinion the salaries are very very generous. That money could be better spent.

You all better Google cpmf tax records. Phil makes $158,000 salary plus $47,000 bonus for year 2022. Each year his pay goes up. Not to mention a free SUV, plus meals and hotels and misc expenses.

More importantly he is in Florida all winter. So cpmf is a part time job. Yet his tax records claim he works 40 hours a week????

How about junior clines best friend Matt's wife is office manager. Another part time job at $114,000 plus $10,000 bonus.

The man should have gone to federal prison in the 80s. He is clever enough to beat them at the game. And he's still getting away with it.

Like him or not, he wasn’t grazed, he took one in the lung and has to get it drained at least once a year, sometimes more.

Murders, shootings, robberies, you name it. Horrible clearance rate. If “executive” compensation was tied to performance these cats would be pulling less than a patrolman.

A list of wasted salaries, and we have to flirt with the idea of bringing former Exempts back to lead the troops through the DNC. Not one of the current Exempts have what it takes to stand in the forefront. Yet everyone is waiting for another bump.

Since the consent decree took effect on March 1, 2019, the monitoring team has billed Chicago taxpayers for more than $15 million through Aug. 31, according to bills analyzed by WTTW News. That team has unrestricted access to CPD officials, facilities and data as the team keeps tabs on efforts to remake the department.

Originally expected to be completed within five years, the consent decree will remain in effect for at least another three years, until 2027. The salary of Phil Cline is not paid by donations of officers to the memorial fund. It is payed by a corporate donation specifically for whoever is in charge. The vehicles are probably donated by the Marino family.

It's about whom that donation is going to...Phil's greed. Cline not only collects the largest pension in Chicago, he also sold back 10,000 stolen hours in overtime at that same supt salary. (Known fact) He certainly doesn't need the money.

Meaning Cline should be donating his time and services to his self created foundation, because that would be the honorable and respectful thing to do. Why not - everyone else donates their time and services to cpmf???

Then that $200,000 given by the corporate donation can go straight to police families in need.

The Illinois Supreme Court has ruled that your pension cannot be reduced. The police are the first in line if the city has serious financial problems. All city owned assets have to be sold to make payments if necessary.

The real question is why does he have his hands in everything? Training, orders, Caps, Eap, tread, everything now has his consent decree BS in it. Worked in the bureau, he is a vindictive micromanaging exempt dictator.

Bosses micromanage and f-ck with others when they don’t have the slightest idea of what’s really required of them. Screwing with others deflect the attention off of the fact that they are useless. It also helps them take the negative attention off of them and put it on others.

What are the strategies our department, any modern day department, has failed to implement and execute to make their urban residents safe?

News flash! There are none. There are no new strategies to implement.

As long as the "arrest them over there, but do not even think about putting a hand on me or my kid when we are in the wrong. And, when you arrest them over there, I will be a witness against you" mindset exists, added to a civilian mayor calling the shots and the police being investigated by an out of control civilian COPA, the uncontrolled crime, murders, shootings, robberies, and a horrible clearance rate are the new normal.

Further, you are correct about the bloated exempt salaries and pensions. They are unnecessary. Our organization is excessively top heavy, actually so very excessively top heavy it is ridiculous. Most exempts contribute very little for their bloated paychecks. Look at these mfers. They are no think tank or a conglomeration of intelligent, forward thinkers. They are managers, not creators or implementers. And most are not even good at managing. Even if one had a good idea, rare as that would be, the present department structure and the structure of city government would strangle it.

A captain in-charge, really in-charge, of each district reporting to a command structure of no more than 10, including the superintendent, with no need of a first deputy, should be the future. The old boy exempt network, along with the newer old girl exempt network, is unaffordable, always has been, and needs to go the way of the buggy whip.
