Report Hiring Abuse!
The Federal Monitor, Noelle Brennan, has set up a website for people to anonymously report illegal and political hiring (and as pointed out to us, Promotions and Transfers too) done by the city.
Now, not that we are encouraging any sort of abuse of this system, but we'd like to see everyone who reads this site drop off an anonymous tip for 100% of the recently made Captains and 30% of the recent Lieutenants. We're not doing this to be jagoffs, but to encourage the city to be more forthcoming in revealing it's criteria by which they make "merit" promotions.
Because an open process is a fair process.

You know, if you beef to these people about everything, they are going to pay attention to nothing. You better have facts if you are going to send them an e-mail.
FACT:
The vast majority of sergeants and above transferred into the Detective Division have no prior experience therein. Meanwhile, our most seasoned and accomplished veterans, now assigned to district patrol, are arbitrarily denied the opportunity to return. WHY?
We all know the answer, don't we?
So does Ms. Brennan and Mr. Shakman.

I have confirmed that despite media emphasis on "hiring", the Shakman Monitor is making patronage ("clout") violations of (CPD) PROMOTION and TRANSFER practices and policies a PRIORITY.
If you or anyone else wants me to post the verbatim text of the certified letter from the "9171 Committee" (an ad hoc committee representing over 93% of the 652 victimized white, black, Hispanic and Asian-American victimized sergeants) to the then newly-elected Mayor Richard M. Daley regarding incontrovertible and damning evidence of EXAMSCAM, I will do so as time permits.
Psychometricians calculated that there was less than one chance in 13.8 TRILLION that EXAMSCAM was NOT rigged.
While EXAMSCAM was conceived by then Area 4 Deputy Chief of Patrol LeRoy Martin under the administration of the late Mayor Harold Washington, the Daley administration actively participated in the COVER-UP of the worst police promotion scandal in U.S. history. Documented PROOF still exists.

That's a good place for Brennan to start. The "pool" of candidates. How exactly were they picked. Shouldn't be too hard to sort through the short list of applicants we have now that we only get a few thousand at a time.
Just like the last Lieutenant's test, if everyone passes, why have a test at all???? Just make them sign their names and give them the second part.

To assure fairness and integrity without patronage ("clout"), the resumes, credentials, recommendations and/or test scores of candidates for any promotion, transfer to specialized units, requests to attend the FBI Academy, the Northwestern Traffic Institute or any similar training programs must be documented and open to public scrutiny. This should include a proviso of a prosecutable criminal and civil penalty for perjury as well as sanctions and municipal liability.
In addition, all candidates must execute a sworn affidavit identifying their relationship by blood and/or marriage to politicians and/or CPD members, active, retired or deceased. Under no circumstances will such relationship(s) alone be the basis for possible disqualification.
In addition, both the instruments and results of any examination process must be open to the scrutiny of all CPD members and the public, in general. Instant computer scanning should be used in scoring any multiple choice exams. A mandatory challenge process should be implemented for inappropriate test items.
An open paper trail is essential.
In view of what we now know, can you believe that City Corporation Counsel Mara Georges had the unmitigated chutzpah to move the federal court to VACATE the Shakman Decrees as "unnecessary"?

The major accident test a few months ago had 2 parts. The first part was multiple choice and the second part was a oral interview. I though the city go rid of the oral interview because of the Shakman thing?

why can't we keep a copy of the promotional exams? you notice how they ask a question "choose the BEST answer" not the correct answer. The city does this then they see how the test results end up and then they throw out certain questions so certain groups get a better score. Example "since a majority of LAPA members answered question #42 wrong, we will go ahead and throw out that question from the test. This then changes the overall results when you consider how many questions their are.
How about the fact that the city won't release the rank order of Lieutenant's exam results so you'll know who's getting promoted in front of the rank order. That is the most outrageous thing to me. That list should available through Freedom of Information wouldn't you think? I mean it's a promotional exam paid for with tax dollars. That should be looked into.
I should add that it's equally outrageous at the other ranks as well. Additionally, it's ridiculous that there's a resume / interview process for captain instead of a test. If the testing process was legit (no secret study groups with the answers and immediate scoring) the process would be much more legit. Sorry for stating the obvious...it just boggles the mind that this stuff is allowed with minimal protest.

Hey, northside....your reference to examscam brought back some unpleasant memories, as I also was examscammed, from an almost perfect score on the first two parts of the test (1987, wasn't it?)to a final placement of about 200, after the oral ("notify the watch commander", adjust the weights after the test, etc.). I'm wondering: a) the traditional exempts are shakman-exempt, but it seems to me that the number of shakman-exempt positions was capped at a certain number, which would exclude all of the present capt's; b) I'm told that the feds very recently went to 35th St. and sezied lt's promotions documemts from the last ten years; since the shakman decree predates that, you think they'll look farther back, and into all of the "merit" promotions?

Positions within the class of Captain are NOT career service positions. Rather, they are Senior Executive Service (SES)positions. As such, the city utilizes a Notice of Job Opportunity as opposed to an Examination Announcement to conduct selection processes. However, the Captains-SES are Shakman protected positions. Don't confuse career service status with Shakman protected status. (While all Career Service positions ARE Shakman protected not all Senior Executive Service positions are Shakman protected.) Got it? Good.

gotta problem with LAPA ? How would the people checking the tests know who was a LAPA member? Did you take the test? Dosen't sound like it. Probably use that and any other excuse you can not to take a test. Hey I don't mind. Less competition. Are there problems with promotions. Sure are. As far as LAPA is concerned, I appreciate the help they provide. Being hispanic wasn't a requirement for the study groups, as many of those that took the time to go were not hispanic. As far as results they were all over the place,from top 20 to in the thousands. They charged nothing to attend. Many thanks to LAPA, Lt. Mancha and Sgt. Negrette ( spl ) for THEIR time trying to help fellow coppers.

Mr. former det now in the patrol division as a Sergt. quit crying that you have to work for a living and can't eat in five star restaurants. Maybe those patrol sgts. going into the det division will break the handhart cycle.
Career Service/Senior Executive Service status is determined by the City Department of Personnel on the basis of Hay points assigned to positions. Basically, a Hay evaluation (the name is derived from the Hay Consulting Group) is a numerical factorization of a position's level of know-how, accountability, and problem-solving. Positions receiving 551 Hay points or more are considered Senior Executive Service status - positions receiving fewer than 551 points are primarily Career Service positions. (There is another category of Exempt Confidential positions but these are primarily Staff Assistant and Executive Secretary type positions.) Excluding the Exempt Command staff of the CPD and Captains-SES, all other SWORN positions are Career Service and Shakman protected. The City Department of Personnel should have a list of SES positons in the City. If you're in a union, you're career service... Hope this sheds some light on the subject.

It sounds like a bunch of HAY.....just kidding; anyway, about 1,000 positions in city employment (of 38,000) are shakman-exempt, meaning that political considerations can be used to hire/promote/demote/dismiss those (1000) employees. Whether CPD employees are classified as career service (formerly civil service) or SES (so what how its called, if it wasn't shakman-exempt by the original decree, then call it a cheeseburger, and maybe changing the classification from career service to SES was a subterfuge to try and end-run shakman), if their positions were not classified as shakman-exempt in the original 1983 (?) decree, then political considerations cannot be used in any hiring/promotional decisions, meaning....any current and future Capts, and any "merit" promotees to Lt and Sgt are subject to federal scrutiny as to any "political" basis supporting that promotion/assignment....no (?)
and while I'm on the subject...here's an idea: let's bring EVERY merit Sgt., EVERY merit Lt. and EVERY Capt. down to the federal building to testify before a federal grand jury to speak (under oath) about whatever political contacts they have, or do not have, and in what context those contacts may or may not exist in relationship to their promotion/assigment. In addition, while reviewing Dept. documentation re: promotion, a variety of Dept. exempt members could also share in the grand jury experience concerning their participation in the merit process, their political contacts, etc.....

SES is also a scam. Why don't they have a test for Capt.? Because there ain't enough spots to go around. A class of 25 and only 7-8 Merit.. No F'in way. That is why I respect the Lt.s on this job far more than most Capt.s. There is at least a 70% they might know what they are doing. Capt. is another clout spot.
