We Are Shorthanded (Phil Told Us)

Duh. Now read the first line of Fran's article - we'll even quote it here:
  • Chicago Police Supt. Phil Cline was accused Wednesday of creating "two Chicagos" -- by failing to match police resources to the migration of poor people that followed the dismantling of CHA high-rises.
If Fran seriously thinks that Phil Cline has power to create "two Chicagos," let alone any power that the political apparatus hasn't allowed him to exercise, she needs to be medically evaluated. Now. This isn't reporting - it's deflecting attention from a HUGE problem - manpower shortages. Read this quote from Fran's article:
  • [Cline] Acknowledged only two of the city's 25 police districts, Marquette and Grand Central, are at full strength and that some districts are down as much as 10 percent from their budgeted contingent of officers. (emphasis added - SCC)
Isn't that what we (and our readers) have been saying for MONTHS! Ten Percent? Ten percent is probably an average. What about the nights, up until this morning, that a Beat Car was sent out of the districts AND the gang/tact teams that never see the Districts they are assigned to? Here's a HILARIOUS quote from aldercreature Lyle:
  • While a drop in Chicago homicides has helped drive down crime nationwide, Ald. Freddrenna Lyle (6th) said her South Side ward is going in the opposite direction. I had 13 murders this summer. I've got people selling their homes. They can't stay there anymore. . . . They're holding these press conferences saying, 'Crime down. Crime down.' Not at the expense of my community. We're not gonna be the sacrificial lambs to this great [CHA] experiment," Lyle said. (emphasis added - SCC)
Ms. Lyle? What about the undermanned north and south side wards that are losing police protection to cover other short Districts? Property crime is skyrocketing there. I guess it's okay if they happen to be "the sacrificial lambs" because ...why exactly? We'd really like to know.

And finally, Aldercreature Beavers:
  • [Cline] Got a warning from Budget Committee Chairman William Beavers (7th) about the shortage of African Americans in the Police Department's upper echelon.
A few clues for people reading this:
  • As much as it may please the aldercreatures to pretend (and Fran to erroneously report), Cline is not responsible for hiring police officers - he merely works with what the city gives him and how the political masters tell him to do it.
  • Aldercreatures get to choose the commander that runs their districts. We fail to see where that's Cline's problem or Cline's fault for not maintaining an "ethnically" balanced command staff. The superintendent might get to pick a few spots for the upper echelons, but the rest go to the mayor and aldercreatures.
A final question: Would anyone have the makeup of Beaver's "ethnically balanced" staff? We're just mildly curious.

This is ridiculous, the housing was being demolished since 2000 thats when those animals decided to leave there cages, and venture into working peoples neighborhoods. i guess the working black folk cant even stand there own degenerate project dwellers. in 1994 President Clinton came to CHA the robert taylor projects and gave a speech stating the feds budgeted to tear down all the jets over a ten year period. it was then left in the hands of CHA (the mayor)to find alternate living.

They were forced out by Daley and rich, white power brokers that saw the growing emergence of the African-American upper middle class and decided to take advantage of it. This was done at the expense of some African-American neighborhoods.

If you are a cop, live with a cop, or are close to a cop, you know

FASCINATION STAGE - 1st thru 3rd year of Law Enforcement

For most, this is their first time outside of their middle class
- They have never seen a dead body, never dealt with a family
- Everything is new to them - You can ID them by number of weapons
carry (usually fancy stocks and grips, fancy holsters - back-ass, leg
tie-down at thigh) - They went to Radio Shack and bought the scanner
listen to all the calls (hard to do these days) - They love it, showing
early for their shift -They work way past the end of their shift and
around on their days off - They believe rank within the department is
only on ability and those in the upper
ranks got there by knowledge and skill in police work only - When
finally go home to their spouse, they tell their significant other
everything they did and saw, they are wired up.

HOSTILITY STAGE - 3rd thru 5th year

They now show up for work about 2 minutes before their shift, and
are hiding out about 30 minutes before end of shift, writing reports
they can just throw them in the sergeant's in-box and leave ASAP - They
have to get to their second job to earn money to pay for the divorce
that is pending - Their spouse is no longer interested in hearing
all the gore and heartache - They get the "you spend more time with the
cops than you do with me" speech - They now know how the lieutenant got
that white shirt - They consider the FOP, the city, and all brass to be
assholes - They gripe about everything, drink excessively, chase
and hate the public, politicians, media, etc. - They feel they have
more in
common with the hookers, thieves, dopers, etc.. but hate them too.

SUPERIORITY STAGE - 6th thru 15th years

This is when cops are at their best - They have survived changes in
administration - They know how the political game is played, both
and outside of the department - They know who they can trust and who
can't - They select their friends from within the department, and
stay away, as best they can, from the nuts and ass-kissers - They
the legal system, the judges, prosecutors, defense attorneys, etc. -
know how to testify and put a good case together - They are usually the
ones that the brass turn to when there is some clandestine request or
sensitive operation that needs to be done right - These cops are
physically fit and can handle themselves on the street - They will stay
around the station when needed, but have other commitments; such as a
second job, a second spouse, a second
boyfriend/girlfriend (sometimes both), etc. They have most of their
friends outside of Law Enforcement.

> ACCEPTANCE STAGE - 15th to ????

Now the cops have a single objective, retirement and pension -
is going to come between them and their monthly check - Fuck the boss,
the city (or State, or county), fuck the idiots around the station, and
fuck the assholes on the street, because they could come between
> them and sitting on the beach - They will buy a Harley to reclaim
"youth."- These guys are usually sergeants, detectives, crime scene
technicians, station duty, or some other post where they will not be
endangered. They especially don't want some young stupid cop getting
sued, fired, or causing them to lose their beach time, for something
young cop did - These guys are usually hard to find when the shit hits
fan - They are 10-7 having coffee, hanging around the station, looking
brochures of things they want to do in retirement - Then the retired
usually dies within the first five years of
retirement, saving the city (or State, or county) a bunch of money!

If they want us to reduce crime further, let us do it the right way. The way we used to do it. Fear was a great tool. The street scum feared the police. Now, thanks to our courageous Aldermed, who have stood up to the Police and effectrively handcuffed us, we cannot do our jobs and t he criminals no longer fear us. They love us. We are potential dollar signs to them. They sue, the city pays, and Aldermen decry our methods.

If I was an alderman, God forbid, and the cops did what they were suppoosed to do and some community was in an uproar because some gangbanger honor student was shot, I would just say tough shit. Do not mess with our cops and they will not hurt you.

I love the irony, and every once in awhile tell them that the whites who previously lived in their home said the same thing when the blacks moved in. Back when it really was a nice neighborhood!

The 7:30 poster can say whatever he wants, this is still a free country and the 1st amendment ensures that we as adults can share our opinions and our views without censure. Save your "hate crime" bombast for websites that don't have the level of sofistication that this one does. We all know that that legislation was/is a joke and was just used to appease the Leftists who want to create a bigger, more intrusive government.

The dynamic that I can't stand is how the press blames inanimate objects (mostly buildings) as the most important factor for crime in areas that are high crime. I remember a few years ago a judge was stabbed on his way to work by some gangbanger and the local citizens all cried about how "the building" where the gangbanger lived (the judge had been walking by the house that morning) was a drug house and needed to be torn down. The reporter never dug any deeper as to exactly who was living there, their criminal histories and to what gang affiliations they claimed. The reporter determined that "if the building came down, everything would be fine." The same could be said of the Projects - everyone was always so quick to blame the high crime rates on how close the apartment units were together and how the buildings were run-down, graffiti filled and without working elevators. Nothing was said about how it was the people that lived there that were the cause of the crime. The unemployment, the high addiction rates, the thug-life idealization and the continuing victimhood mindset are elements that are, I think, more to the

If they were good people living in the ghetto - then they'll be good people living in Bucktown. The problem is that all of us have mutts in our family circle and sometimes the mutts set up house and bring their criminal friends with them. I know 016 is seeing alot of that ... MLDs, MKs and Cobras setting up 'safe houses' in decent areas where they can store their guns, drugs and where they can hide out with no one messing with them.

What do you hear almost daily on the news. Some scumbag doing 60 in a 30 runs down a kid or a grandmother and takes off. And heres the traffic story. 8 years ago there were about 65 traffic radar guys. Besides their usual beats on LSD and the Skyway there were numerous locations thruout the city ,school zones etc where radar cars were sent to write speeders. These were called interior missions. DC's could also request a radar car for a 28 day mission in a hot spot on any watch. Today there are less than 20 radar officers in traffic, total, all watches. Average working radars per watch is 3-4. But this is also smoke. For more than a year now the 3rd watch radar cars are sent to DOC areas for 4hrs a tour to make traffic stops. One man cars with no dividers on a CW frequency to stop bangers in DOC areas. This is known by the scary name of wolfpack. This "wolfpack" is usually 2-3 cars. A bad thing waiting to happen. Meanwhile, who is handling the crashes and such on LSD? Not traffic, it all goes to 24, 23, 19, 18, 1, 21 etc. Clines goal is to eliminate traffic altogether. The second largest PD in the country does not need a traffic division. And before all you heroes start badmouthing traffic, it's a job that needs to be done. A CPD traffic guy writes more movers in 2 days than State trooper writes in a month. So the citizens scream about crazed drivers and hit and runs and nobody cares.

While I agree that traffic should be a priority, I'm shocked to hear that there were 65 workers 8 years ago. I remember somewhere between 3 and 5 on LSD on all three watches, but that was only 15 working, with 6 RDO and maybe 9 more on furlough, medical and what-have-you.


I'm talking before the city took responsibility back for parts of the expressways of course. Is your 65 number from sometime after that happened?

Anyway, the city will explain that the traffic cameras are the answer. I keep up with the issues in DC (mostly bad, some good), and the movable traffic monitors seem like one of the best. There are days or weeks where they can set one up in response to complaints and obtain images of 200-300 plates on speeding cars. The biggest downside is that people don't get the "warning, slow down, or quit lending out your car to speeders" aspect of it until they receive a notice in the mail months later.

There is not really a good cure-all for it.

Anyway, what happened to the people who aren't there anymore? Retired? Re-assigned out of the unit? Seems pretty strange.

I'm not in Chicago anymore. Where I'm at, I see guys on foot with radars at least twice a week by schools etc. They just step into the road and hold their hand up to indicate that an oncoming car needs to pull over and receive a ticket.

Can't remember ever seeing that in 30 years in Chicago.

On another note, and as a traffic safety question, or pointer, or whatever, where I'm at I uniformly see traffic stops made where the officer pulls the cruiser over so that the front left part of the car is pulled to the left (towards the traffic lane).

I'll try and do this as a diagram. T is "Traffic lanes". O is "Offender's vehicle". P is Police vehicle. D is the "Driver" of the police vehicle, after exiting his vehicle.


Catch my drift? When the officer steps out of the car, the front left part shields him from the unknown offender.

I'd guess something happened for this area to adopt this traffic, and the point is fairly-well moot for two-man units (shield the driver, but expose the passenger).

Anyone know the various issues involved in training some departments to pull traffic stops this way (when riding '99), and not others?

Out here, the state police and about 40 local jurisdictions all do traffic stops the same way (shown above).

(I hope any reformatting does not kill the point of the lettered diagram)

Thanks for the heads up. I did misspell that word because before coming to SCC's site this morning, I was over at a French blog tearing them a new A**hole en fran├žais. Sometimes I get confused when jumping from English to Spanish and then to French....mon dieu! It's just my cross to bare. I certainly will be more careful in the future - being called ignorant for making a typo is just not cricket. :)
