We Are Shorthanded (Phil Told Us)
Duh. Now read the first line of Fran's article - we'll even quote it here:

If Fran seriously thinks that Phil Cline has power to create "two Chicagos," let alone any power that the political apparatus hasn't allowed him to exercise, she needs to be medically evaluated. Now. This isn't reporting - it's deflecting attention from a HUGE problem - manpower shortages. Read this quote from Fran's article:

Isn't that what we (and our readers) have been saying for MONTHS! Ten Percent? Ten percent is probably an average. What about the nights, up until this morning, that a Beat Car was sent out of the districts AND the gang/tact teams that never see the Districts they are assigned to? Here's a HILARIOUS quote from aldercreature Lyle:

Ms. Lyle? What about the undermanned north and south side wards that are losing police protection to cover other short Districts? Property crime is skyrocketing there. I guess it's okay if they happen to be "the sacrificial lambs" because ...why exactly? We'd really like to know.

A final question: Would anyone have the makeup of Beaver's "ethnically balanced" staff? We're just mildly curious.

HOSTILITY STAGE - 3rd thru 5th year
They now show up for work about 2 minutes before their shift, and
they
are hiding out about 30 minutes before end of shift, writing reports
so
they can just throw them in the sergeant's in-box and leave ASAP - They
have to get to their second job to earn money to pay for the divorce
that is pending - Their spouse is no longer interested in hearing
about
all the gore and heartache - They get the "you spend more time with the
cops than you do with me" speech - They now know how the lieutenant got
that white shirt - They consider the FOP, the city, and all brass to be
assholes - They gripe about everything, drink excessively, chase
broads,
and hate the public, politicians, media, etc. - They feel they have
more in
common with the hookers, thieves, dopers, etc.. but hate them too.

This is when cops are at their best - They have survived changes in
administration - They know how the political game is played, both

and outside of the department - They know who they can trust and who

can't - They select their friends from within the department, and

the legal system, the judges, prosecutors, defense attorneys, etc. -

sensitive operation that needs to be done right - These cops are

physically fit and can handle themselves on the street - They will stay
around the station when needed, but have other commitments; such as a
second job, a second spouse, a second

friends outside of Law Enforcement.

Now the cops have a single objective, retirement and pension -
Nothing
is going to come between them and their monthly check - Fuck the boss,

the city (or State, or county), fuck the idiots around the station, and
fuck the assholes on the street, because they could come between

The dynamic that I can't stand is how the press blames inanimate objects (mostly buildings) as the most important factor for crime in areas that are high crime. I remember a few years ago a judge was stabbed on his way to work by some gangbanger and the local citizens all cried about how "the building" where the gangbanger lived (the judge had been walking by the house that morning) was a drug house and needed to be torn down. The reporter never dug any deeper as to exactly who was living there, their criminal histories and to what gang affiliations they claimed. The reporter determined that "if the building came down, everything would be fine." The same could be said of the Projects - everyone was always so quick to blame the high crime rates on how close the apartment units were together and how the buildings were run-down, graffiti filled and without working elevators. Shaw is an ass. A couple of years ago they were retiring one of our fallen fellow officers stars at headquarters and he was the only one who was not quite during the moment of silence. I believe he was talking on his phone.

What do you hear almost daily on the news. Some scumbag doing 60 in a 30 runs down a kid or a grandmother and takes off. And heres the traffic story. 8 years ago there were about 65 traffic radar guys. Besides their usual beats on LSD and the Skyway there were numerous locations thruout the city ,school zones etc where radar cars were sent to write speeders. These were called interior missions. DC's could also request a radar car for a 28 day mission in a hot spot on any watch. Today there are less than 20 radar officers in traffic, total, all watches. Average working radars per watch is 3-4. But this is also smoke. For more than a year now the 3rd watch radar cars are sent to DOC areas for 4hrs a tour to make traffic stops. One man cars with no dividers on a CW frequency to stop bangers in DOC areas. This is known by the scary name of wolfpack. This "wolfpack" is usually 2-3 cars. A bad thing waiting to happen. Meanwhile, who is handling the crashes and such on LSD? Not traffic, it all goes to 24, 23, 19, 18, 1, 21 etc. Clines goal is to eliminate traffic altogether. The second largest PD in the country does not need a traffic division. And before all you heroes start badmouthing traffic, it's a job that needs to be done. A CPD traffic guy writes more movers in 2 days than State trooper writes in a month. So the citizens scream about crazed drivers and hit and runs and nobody cares.
While I agree that traffic should be a priority, I'm shocked to hear that there were 65 workers 8 years ago. I remember somewhere between 3 and 5 on LSD on all three watches, but that was only 15 working, with 6 RDO and maybe 9 more on furlough, medical and what-have-you.

I'm talking before the city took responsibility back for parts of the expressways of course. Is your 65 number from sometime after that happened?
Anyway, the city will explain that the traffic cameras are the answer. I keep up with the issues in DC (mostly bad, some good), and the movable traffic monitors seem like one of the best. There are days or weeks where they can set one up in response to complaints and obtain images of 200-300 plates on speeding cars. The biggest downside is that people don't get the "warning, slow down, or quit lending out your car to speeders" aspect of it until they receive a notice in the mail months later.
There is not really a good cure-all for it.
Anyway, what happened to the people who aren't there anymore? Retired? Re-assigned out of the unit? Seems pretty strange.
I'm not in Chicago anymore. Where I'm at, I see guys on foot with radars at least twice a week by schools etc. They just step into the road and hold their hand up to indicate that an oncoming car needs to pull over and receive a ticket.
Can't remember ever seeing that in 30 years in Chicago.
On another note, and as a traffic safety question, or pointer, or whatever, where I'm at I uniformly see traffic stops made where the officer pulls the cruiser over so that the front left part of the car is pulled to the left (towards the traffic lane).
I'll try and do this as a diagram. T is "Traffic lanes". O is "Offender's vehicle". P is Police vehicle. D is the "Driver" of the police vehicle, after exiting his vehicle.

Catch my drift? When the officer steps out of the car, the front left part shields him from the unknown offender.
I'd guess something happened for this area to adopt this traffic, and the point is fairly-well moot for two-man units (shield the driver, but expose the passenger).
Anyone know the various issues involved in training some departments to pull traffic stops this way (when riding '99), and not others?
Out here, the state police and about 40 local jurisdictions all do traffic stops the same way (shown above).
(I hope any reformatting does not kill the point of the lettered diagram)

Thanks for the heads up. I did misspell that word because before coming to SCC's site this morning, I was over at a French blog tearing them a new A**hole en français.
