FOP Meeting

Just got some information from a source that attended the FOP Meeting this afternoon. It seems that the FOP is conducting a survey of officers regarding how certain judges are handling cases where the PO is the victim. The survey has been up for about 8 months and they've received a grand total of 4 comments. 8 months - 4 comments. That's kind of sad. It does partly explain why voter turnout for the recent pension board election was an anemic 20% or so for the active guys.

So we've decided to have a little "booster drive" as it were. If you have a story about how a certain judge treated you in a courtroom recently, hop over to this link here and tell the FOP about it for their survey. Let's see if we can give them a couple dozen or even a couple hundred comments. We only ask for a small favor:

In the comments section, start with the line, "I was referred to your survey by secondcitycop.blogspot.com." That's all. We're just looking to get noticed more.

Other interesting info -
  • DON'T go to dope court without a lab report because if it's negative, you won't get paid. Call the State Police Crime Lab to get a report.
  • No Affidavit = No CR#. IAD will be notifying supervisors of this by fax and by their newsletter.
  • Cameras in the squad cars! Coming soon to 005, 016 and Traffic. The city has budgeted ZERO dollars for cameras, so they are getting 15 different companies to donate 2 cameras each for a pilot program. Be aware of the cameras and what the capabilities are of each. Some activate when you turn on the mars lights, some run constantly, some are manual activation. Watch yourselves - literally
  • GPS. It's coming. In fact, it's already in some of the cars being used for CTA Special (look for the little "donut"). The park district has been using this for some time and supervisors can pull up reports on where you were and when. These boxes are "smart" and will tell the control stations exactly what time and place attempts were made to disconnect it, so don't screw around with the machines.

I heard there was a delay on the 2006 FOP handbooks, because Mark Donahue agreed with Mayor Daley to implant GPS chips in the books and assign them to each member, so now little richie can tell where all his police officers are at. Big Brother is here!!!!

About GPS:

If you aren't in another District robbing dope dealers ( HELLO S.O.S. ) then who cares? It can't be used against you if you are doing what you are supposed to be doing...and if you are not, then shame on you! Supervisors aren't going to be able to use it real-time to find your sleeping hole, so relax. Literally.

SCC, surely someone who champions the Patriot Act wouldn't be alarmed by GPS on a City vehicle?

Maybe the reason that there were only 4 responses is because they never mentioned anything about it.

I noticed awhile back but that is only because I check the FOP site about once a week. I do not ever recall anything being brought up in a news letter about it so how is a majority of the memebers going to know anyhting about it?

I got screwed over by a judge back in 1983. But he went to jail during Greylord so I figure I'm ahead.

The judge that handled those two wenches from Minnesota (sorry, I forgot their names and the judge) should be top on the hit list for retention. If nothing else those girls should have been convicted of CDTP. Motion to fix your honor!

Definetely the judge who cut loose the Hatch sisters should be put out to pasture. Not only did she not believe the employees at the bar and the police officers, she totally disregarded the physical evidence (broken rear window of squad). Can her ass!

I know its off subject - but I would like to clear the air before the snowballing of a rumor that a team of 18th district P/O's, beat up a Sober, Angelic 08th district "p/O"
-------- - having read the police report, etc the 8th districts "cop's" version was that he was walking out and a MARKED car stopped and 2 UNIFORMED P/O's went up to him and for no reason punched him in the face, tackled him to the ground handcuffed him, put him in a car took him to a parking lot where they were met by several cars and a "white shirt" Doesnt know car # or beat for anyone. --according to the police report,it wasnt anyone from the bar that said he's "one of you guys" =it was the 8th district "p/O's" brother who as the on duty guys are on the ground with this "cop" that is allegedly making the statement. ===Real story is as the 018th district guys are there on an unrelated disturbance they are called by the doorguys from crobar. As they approached,they see a guy being escorted out. The subject in front of the 018th district p/o's turns around and takes a swing, punching the bouncer dead in the mouth. 018th district guys go to grab the guy. The subject, decides to take a swing at the 2 approaching 018th district UNIFORMED guys and the struggle is on, the subject is taken to the ground,hancuffed and placed in the squad car.It is at this point he begans to mutter "8th district --police" well he is taken away from the scene and a supervisor is called. Once its established knucled head is the "police", it is then a different supervisor goes to the bouncer and a crobar manager and smooths things out so this drunk "cop" will avoid an arrest and subsequent CR. So yes after all this the 8th district 2 year wonder is released on the street. As a thank you for saving his ass wonder boy gets a CR and an 8th district sgt makes out a case report. (well genius you dont make out case reports for incidents like this that involve ON DUTY cops)(Oh before you "know it all say you do"-ask the 8th district commander)So before you start being critical of what rumors you hear, at least try and listen to both sides. Yes the 018th district screwed up and the way this department works they might get time from the p/o's on up.But the reason they screwed up, is giving the off-duty guy a play and not doing their job. What they should have done is locked the guy up - A supvervisor should have made him blow--and let the courts and IAD do their job. But I guess this would have made the 18th district guys jagoffs as well.Stop acting like civilians who don't know any better. You hear all kinds of stories from P/O's who come to 018 to drink and then get treated like shit from the the "018th district pussies." Well having worked in 18 early in my career I can tell you, you only hear one side of the story. Hey! drunk moron if you get called to their attention you fucked up! Shut UP,and listen to the ON-Duty guys. They are in charge, not you! They Don't care if you are the real police cause you work in 11,15,25 or any "tough guy" district or unit. Once again, THEY ARE "ON DUTY" SO THEY ARE IN CHARGE.! The ass they save may be your own

That incident with the 008 copper seems to be par for the course.

Everyone complains about the "jagoffs" in 016 who won't help another copper out. Wonder how many of them could tell a similar story about how they tried to help a drunken know it all off duty PO and ended up getting burned!

The guys from 018, and supervisors will definitely take time for this...because they tried to "do the right thing". Maybe they'll make the next copper blow and take his 30 days, and not have to worry about anything except internet bitches whining about how unfair they are.

I would hope that bouncer at Cro-Bar has a change of heart concerning getting popped in the mouth by tough guy from 008 and gives OPS and a lawyer a call.

Anyone care to print the name of this no balls wannabe copper? I think this calls for a brick on him in every possible way for the rest of his career! Not to mention the genius sergeant who made out that case report!!!!

7:26....don't print the name of the copper here. Right or wrong, this matter is in OPS or IAD's hands, and they'll know who is who, don't go printing names here please.

I've read a couple of detailed accounts here, and assuming they are on the button, this is another example of a jagoff know it all. Assuming again that it went down the way it's being played here.

No matter who you work for, where you work, if you're the "real" police or not, the only police that matter during incidents like this are the ON-DUTY police who arrive. Any copper who middles the on-duty police deserves what he/she gets.

No matter how our 8th District copper spins this, he'll have a hard time doing so without putting his own shit in the fire.

It's obvious SOMEONE is full of shit here. Well, is it the bad ol' on duty police picking on some poor ol' off duty copper, or do we have an off duty copper who has his head in his ass? Any takers?

I would personally like to thank the 018th DIST guys for helping my ass out a few times! Yep, I like to drink, and sometimes 1 or 2 too many, and 018 even a few in 001 have looked out for me. But that is the way I thaught it was supposed to be, untill you become a "CLASS 'A' JAGOFF" like our above mentioned dickhead. To him, I would like to say:"Thanks ASSWIPE for fucking it up for the next guy, you ASSWIPE!"

Ref the cameras - Just know that alot of the ISP cars have them. If you see a little red or green light on behind the grill (in front of the radiator) tapes rollin.

I was told by a civ garage guy a year ago that there is GPS in MANY new CrnVics at the time. "R Men" have GPS. The snow plows have GPS.

The "donut" is for the iClear PDT's not GPS. The GPS can be shuved up into the dash with out you even being aware of it existance.

You are probably drive a GPS'ed car alreadya nd don't know about it.

And here is a thought your guy is on the same watch as the time the incident occured how about calling over , or sliding over for a meet to hear the other side. You were probably trying to help your boy out, but....Lets see hmmmm what if the bouncer realized he shouldnt let your inocent victim get away unpunished? He was "off-duty" so is subject to get named in a GOCR. So with that comes a Cr for the battery on the bouncer. Oh Yeah how about making a false official report? The bouncer being there saw what happened,so which story is going to pan out? Me thinks either you are inexperienced or have a "hard on" for getting Cr's--doesnt matter a phone call, visit to the 018th district might have help you guide your charge in a better course of action.

I got news for you....if there is a light on in the grill of an ISP car.....it is NOT from the camera....the cameras are in fact mounted "INSIDE" the cars....It seems like you who "knows a lot about the ISP cameras" doesn't really know anything....The cameras are activated by the copper himself and they have the option to turn the camera off all together and NOT run it at all if they so desire....not like CPD where it will be rigged up to turn on when the friggin key is in the ignition...or mars lights go on etc....they have an option.

I was injured on duty. Not only did the city jag me, but the mut was found not fit fot trial. Why? Because it was black on white.

I have a permanant injury to my leg and the mut will go free from the rubber ramada. The city released me right at the start of my furlo FOP fought hard stating. Theres nothing we can do.

So as read in aprior post. Dont make arrests. Dont do police work. And ya wont get fucked over.

Crime lab reports can be pulled off of the department intranet. I've had to do just that several times at traffic court, where the tracers never seem to arrive.
(from the E-track menu -> ISP)

The cars with "donuts" can be pinged, giving the same location abilities as we get with cell phone calls to OEC (yes, not very accurate, but still a problem if you're, lets say, assigned to A/5 burglary team and shopping at Old Orchard.)

I wasn't at the crobar that night, but I remember what it was like being a two year wonder. Obviously, a lot of you hard asses don't. We all thought we knew everything back then, probably drank too much, thought our dicks were bigger than they really are, figured all the hot broads wanted "us," and thought we could take on any 7 foot donkey on the street.

Did this 008th dist copper beef? Yes he did. I know. He's a dummy, but somebody probably suggested he do exactly that-exactly because he DOESN'T know ANYTHING. Hopefully someone that DOES know better talks some sense into this kid.

The 018th district coppers did the right thing. They manhandled a drunken idiot, then backed off when they found out he was one of ours.

This talk about fucking over one of ours is VERY disappointing. Most of us have fucked up while intoxicated (FUWI).
INTOXICATED!

If we can give some shithead a play once in a while for drunken stupidnes, we can give our own a play ALWAYS, for drunken stupidness. Obviously some scenarios are harder to smooth out than others, but I know I try my hardest to help my own.

For all you outside agencies that are taking the time to read this post-YES I've also done what I could to help YOU and I highly appreciate you giving me and my family a play & helping hand---especially if they were less than tolerable. Please pass it on to the other wonders that don't understand this concept

To you other guys that want to slam the ghetto coppers who work hard then party hard in your party districts...remember this: These coppers would go above and beyond to save YOUR asses from ANY threat. Not just some off-duty, stupid drunken bullshit.

I know some of y'all are probably thinking this is all bullshit, but if one copper sees my point, my lengthy post was worth it.

I worked in 018 for many years(retired). In all the bar fights involving off duty coppers that I,ve seen, it was ALWAYS a case of a two or three year wonder acting like a fool and us having to smooth things out and save his/her ass. We had a Lt. at the time who would take you in, put you in a cell and leave you there until you sobered up at which time MOST realized they were wrong and at least mumbled an apology as they were being released. Maybe 018 should think about going back to that way of handling these goofs. But then I guess guys like the 008 goof would probably sue for false arrest.
I say he should be outed for being the fag he is.

I agree with the last post. We need a policy of taking off duty dick heads in and holding them in the cooler till they say I'm sorry. No recruits go to slow districts anymore and as a result the busy districts are full of rookies. The slower districts are getting more and more full of vets. No paper needs to be invovled. You just sit there till you say "I'm sorry, I'll get help, I promise". If you can't do that after 8 hours then someone with a ski mask comes in and beats your dumb ass with a phone book for half an hour! It would save a lot of trouble and angst. It would probably save some guys their job. It definitely beats working at call back for 6 months and worrying about your job. For every episode you get thrown in the tank for the time in there gets doubled, but we divide by .2 the number of years you have on the job and we take 45 minutes off for each year you spent in a busy district (busy meaning- example "Sarge I spent 1 year in 013 dist in 1990 when all the Henry Horner homes were up"). Now that would be great.

I came from another department that had cameras in their cars -- at first, it scared me to know that every action I made was potentially going to be used against me in discipline hearings or in court. After working with them for a year or so I came to the realization that it forces otherwise non-legit officers to do things the right way (or at least force them to hide their shady acts a bit more) -- making all of our jobs a bit easier. For the most part, cameras will help normal working patrol officers. On the other hand, at this other department we had to have a tape recorder (which we kept in our shirt pocket) on any time we had contact with the public. If for some reason you forgot to turn it on and a beef came down the road later, you were already viewed at guilty for not following G.O. on the tape recorder issue. They would schedule polygraph exams for officers for discipline hearings on verbal "abuse" beefs (i.e. he cussed at me) and for vehicle damage issues (a scratch appeared on the squad car and no one is owning up to it). One of my colleagues took a day for his pronunciation of a street name... I kid you not. His pronunciation emphasized a portion of the streetname making it sound like a cuss word. Granted this was in the South, but I can tell you that we do not have it that bad here. Everyday the watch commander took “interested parties” into a private room after roll call everyday to pray – I was assured that there were no negative consequences for not attending, but for some reason the people that attended daily were the same individuals on their version of a tact team. All of this and a “Right to Work” state as well – no union to grieve. I have plenty of complaints about this place, but I assure you we have it pretty good.

4:36 makes SOME sense, except that our off duty copper has carried it too far already to be forgiven. The chips will have to fall where they fall, and it's a shame he didn't have the sense that God gives to a lemon (with respects to Esther Rolle.)

The reason for so few people of color on the FOP Board is as follows:

:few people of color attend the FOP meetings, therefore few people of color are eligible to run for the FOP Board

:there were three or four people of color running with the citywide guys, but other people of color didn't vote, so the people of color running didn't get elected

Conclusion: If you participate and make an effort to participate you get the people of color who are interested in participating elected.

Up here in 016 Mr. Citizen calls in a DUI driver. As luck had it, a wagon crew stopped the vehicle and a p/o was on his way home. Doing the right thing, the wagon passenger drive's the off-duty home and his car is parked in front. Well Mr. Fuckhead citizen was following our guys and called IAD. Within 30 minutes the off-duty was forced to blow the box and both wagon guys ended up taking time.
Don't kid yourself. Yes we have our share of fuck-ups here, but for the most part we'll continue to help our own.

First of all son, I am no longer a patrolman on the watch. I NEVER had an interest to work with the mental midget tact teams that I have seen in action. The type of work they do makes me sick. For the most part more than half the tac-officers citywide are incompetent.

I’ll tell you what I have done. I have ratted out the scum that works 4 hours and gets paid for 8. And I will continue to do so. You badmouth city officials, alderman etc. for not acting ethically? What shouldn’t all of us. If the guy busting his ass making $5.50 an hour driving a 15 year old shit-box car has to work 8 for 8 to feed his kids, why can’t you? They complain about PO's drinking in "THEIR" district, so go work somewhere else! Thats like the coppers in 011 or 15 complaining about dealing with dope. These guys want to walk around all the night clubs at Rush and Division and act like hard asses to everyone. Coppers in 25, 15 still pull over drunk PO's along with off duty Firemen and PO's who are looking to pick up prostitutes and are acting the fool, its not just in 018. I know some good coppers in 018, just like in every district. Look at the steroid retard that is going to go to jail from 018. Here is a person who has never made a dope arrest in his life. He thinks he can sell 50 lbs of weed and no one will notice? Anyone who makes narcotic arrests knows that anyone who wants to buy or sell 50 lbs of weed is either a snitch, or is being watched by the G, ATF, or DEA. Does he think he leads a low profile by driving a Hummer and has put on 100lbs of mussle in the last year? Heres a retard that thought that because he was big (thanks to steroids)he was the real POLICE, when in fact all he did was give the police in 018 a bad name. Rather it be 007, 008, 011, it's the same anywhere. I spent 8 years in the Marines, and I took this job 1) because I always wanted to be a cop, and 2) I thought that there was a chance that I could see some of the same comradery that I experienced in the Marines. As time goes on though I see nothing but backstabbing, shit talking and a bunch of other bs. Coppers looking to gig other coppers. It's deplorable. I have half a mind to go back to the Marines and take my chances over in Iraq. At least there I know that I don't have to worry about the guy wearing the same uniform stabbing me in the back or not being there when I need him. Some of you assholes need to pull your high and all mighty heads out of your asses. You aren't better than anyone else. Sad to say this but being on a Tac Team today doesn't mean anything anymore. I don't wish to offend anyone but it just isn't what it used to be. Used to be that your very best Officers were called upon to work Tac. I know, I know, there was always the connected guy that got on Tac but the vast majority got on because they earned it and were good coppers. Not anymore. Now they take almost anybody. The real quality coppers jumped ship because thet got tired of the constant B/S details, the constant hour changes for B/S reasons etc, etc. They now work beat cars on the watches. Thats why the watches make better and more numerous pinches. Tac guys of old used to be trouble shooters for the D/C. Not anymore. They are just patrolmen that happen to work in plainclothes. The Tac guys of old used to hide the gun, the radio, the handcuffs. They didn't want ANYONE to know that they were the Police. Now, most Tac guys want EVERYONE to know that they ARE the Police. Guns hanging out, cuffs exposed, body armour, radio on loud. Like I said, I don't want to offend anyone, most of these kids on Tac today are good kids. It's not their fault, they do what their colleagues do and most of them are new and really don't have a clue as to what to do either. Perhaps the answer is to have a school of some sort that would train these new guys that want to work Tac, to show them what a Tac Team SHOULD be doing instead of what they are doing now. Like I said, years ago working Tac really meant something, Tac guys were impressive, you knew that odds were that they were the best in the District, for the most part. Tac guys used to be the first ones in and the last ones out. Nobody watched the clock. 8 sometimes 10 hour days were the norm. Now it's come in late, make a quick pinch and then duck. Now, guys are put on Tac because they can't get anybody else to work it. I've got no bone to pick with these Tac guys but I do feel sorry for them because if they knew what it was like and what it should still be today, perhaps they wouldn't be so quick to make the quick and easy pinch or to duck out at the first possible time. Perhaps they would do their part to regain the respect of those that do not work Tac and to bring Tac up to the level that it used to be.

When I was invited onto the tac team, the lieutenant asked me "how would you like to get out of midnights next period?"

When we went around the clock every period, working days and afternoons beat the hell out of the alternative. And I didn't even mind the details, because they started and ended from the district. When you were on the watch and got sent to a ball game, you had to drive your own car to the game, park it on the corner, and then go home. With the tac details, you drove a company car from the district to the detail and didn't have to burn your own gas.

Now with straight watches, what is the incentive to working tac? Plain clothes? Maybe, but details and switching shifts don't cut it with some of our new people who are already on a straight watch and have things settled with their personal lives.

Some tac guys are a ball of fire, working as hard if not harder than detectives. Some tac guys get their small time pinches and that's it.

Just for the record, don't beef about one bag pinches too much. It's not like you're going to give the douchebag his dope back. I made a lot of small dope pinches when I was a tac officer, as well as a lot of part I's, big dope pinches, guns and all that shit.

I worked Tact/Gangs and can tell you it was the best time of my life on this job. Our team was like a bunch of freaks u see at the Carnival, but we ALL were on the same page. Come to work when we want, go get heads and leave early to go home/tavern. Thats all it was about. You were the Commanders guys who took care of the porblems he was getting heat over. NO ONE questioned when you started or why are you leaving. We got real good arrest's and some bullshit arrest's. Like the saying goes "no CB is too small" or "with quantity comes quality" or "points are points." The only thing that mattered is how many heads for the week/period. We actually had guys from the other teams wanting to come onto our team and they had good sgt's. We had holiday schedule, also at the end of the year I still had all my BFDS and PD's even though I used them all by the end of the year. It was a great ride but the non police personell have taken over this job and now its about seat belt missions, contact cards, outdoor roll calls. I feel sorry for the new guys coming on.

Boy, how this job has changed! Seemed like if you were a working copper, and (on the watch or not) you were able to take care of problems, or do some decent work, you got rewarded! (A.K.A.- "Heres your slip back", or one of my favorites- "Gun -n- gone") Now, individulas EXPECT something for nothing. As I stated : INDIVIDUALS . There are a ton of great cops out there that do great work, on Beat Cars, on Tact/Gang teams, in the Units (maby even in TRU), and in the Det Division. There are always that 10% that fuck things up for the rest of us, as in the case of the above mentioned asswipe! Out of lazy, envy, stupitidy, greed or the hundreds of other reasons some Individual seems to fuck up a good thing for the rest of us. 1 baggers, yep, I've done them, because sometimes its the numbers game, but sometimes you also have to give your W/C a handfull of parkers/curfews if you want 4 on the end friday night! 90% of the time its Quality over Quantity. I'll make a bet to the above mentioned asswipe: #1- take the pole out of your ass.
#2- Make a decent arrest once and a while (Dist got a Burg. problem, try locking one of them up, get a gun once and a while, Agg Bat Offender, Robber, EVEN A DECENT AMMOUNT OF DOPE WILL DO...)
and I bet someone holds your slip for a while, or, if your boss is old-school, they might even give you a few extra on the slip! GET OFF OF YOUR HIGH HORSE! And for the working coppers, try to look at it this way; the less they do, the better we look.

As far as points go Disorderly arrests were only 5 pts ea. You needed 100 pts per period.

I would never want anyone to get the impression that the chicago Police Department would want people locked up for anything just to build up "points" because that would sound very "incriminating" (hint, hint, hint). I also remember some coppers loading up on the "small cb's" at the beginning of the month. Would you like to explain that or should I? You are correct that I was not in gang crimes at that time but I never said that I was. Just because you are not in a unit doesn't mean that you don't know/see what is going on. Eighty percent of the police department laughs at us for working. I'm done with this topic besides eighty percent of the police department laughs at us for working or taking pride in our work.
