More Proof of Manpower Crisis

Besides the post we put up over the weekend about the massive discrepancy between the number of applications the administration says it's received as opposed to what certain people in Personnel (who actually process the applications) are telling our readers ... AND the Superintendent admitting that 92% of his districts are undermanned ... AND the fact that cops all over the city can't get time off when requested ... AND ... the declining number of checks cut for Title Code 9161 ... AND god knows how many threads we've written here decrying the shift of scheduled manpower from one area to the next, we have additional information that the manpower number is reaching low levels:

CHA Special Employment is now open citywide and they're paying time and a half. We saw in the CO Book that it came out Thursday last week and someone mentioned it in a comments section somewhere. We remember it being pointed out that it was only Housing getting the opportunity to work extra days for overtime, but now it's open season. This brings to three (?) the number of initiatives to work for time and half on your days off - TARA, CHA and the other thing for 50 people working the DOC areas on Fridays and Saturdays.

A couple of observations:
  • Can we make any of this money pensionable? Would we want to? At least two of these are funded by Federal money.
  • Why anyone would work CTA for straight time anymore is beyond us. Stop going and maybe they'll make it time and a half too.
  • How about making ALL initiatives like this time and a half? Imagine the attendance numbers for Closed Market operations! Or even the details for 3 July, Billiken, PR Fest, Cinco de Mayo, or South Side Irish Parade?
Make the people running the event PAY for coverage instead of giving them free security. We recall some kind of program being pushed by the FOP to make Bears games and such Special Employment for time and a half - you'd have NO shortage of volunteers and the city wouldn't be pulling people out of already short districts to cover what is a FOR PROFIT endeavor. Now would seem to be the time to really start some sort of publicity push to force the issue. How can we take advantage of it?

actually, some great ideas: 1) make the organizers of the various fests/parades (SS Irish, PR fest, etc.) pay for their security, at time and a half; no pay, no permit; 2) no question that the CPD is undermanned; how about a complete, honest, accurate, and independently verified personnel audit of the entire dept. (how many and where everyone is actually working (no details in or out), also taking into account avg. per day on the medical, etc.). Eyebrows raised by the public?

It is still cheaper for the department to hire back ODPO's at time and 1/2 then it is to hire new. none the less, 4 classes of recruits in the academy right now. New class of dicks is in. Sgts go in late January. Other ranks to follow?
They probably won't start hiring off the Jan 05 test list until summer. Maybe after summer, should they need to do more "physical improvements"...
We will be short for a long time.

And dont count on the overtime, they will pull it as soon as the year changes, and they no longer have to press the 0110 numbers.

Yea, the already high taxpaying citizens of Beverly and Mt. Greenwood are going to PAY for police to do their jobs on the SS Irish parade.

Now, I agree with you on the PR parade, and the fag parade.

Besides, we're saving our money for a huge Irish flag to span over 103rd and Western just like those Pork Chops have up in 014.

Seriously though -- The citizens of this city deserve parades to celebrate their ethnicities. As much as I always hated working the PR, Gay, Billiken, and even the SS Irish parade, it is our fucking job.

And I also disagree with our host's idea to "Stop going" to CTA special because it's not time and a half. When the department pulls the plug on these programs for T.5, which they will ---

(remember the airport sweet deal? How long do you think there will be anymore Housing? In 5 years, there won't be anymore fucking projects !)

-- you'll all be lining up at special again.

That is unless your socialistic asses ruin it by boycotting it and they start giving it to the fucking meter maids or privatize it.

If they made special(CTA) time and a half, the average person who relys on the income of CTA will never get it, it will be the usual, corrupt hire back process, it will be rigged just like the airport and all other details. Besides, do you really think the CTA will pay time and a half to a DET. or PO with 20-25 yrs on the job when they can pay a PO with less than 5 years on the job a much cheaper salary? CTA is all about the budget, they will never do it. If it ever goes to time and a half, it will be ruined, a group of greedy PO's will find a way to ruin it, and they will run out of money.

What about all the PO's that work for the security company that does the security for the Park District, wasnt the FOP going to ban anyone who works this from the FOP. Its all run by CPD bosses, they work for even less $ than CTA, they are the scabs.

Mark$$ and CO brought a couple of coppers up, on charges for working at the bears games last year and then quietly dropped the charges because Mark$$ knew he was full of shit. Stop coppers from making extra money then offer them nothing in return but empty promises. We sent $$Fallon to Boston a couple of times all expenses paid to steal their system of only using off duty cops for any event WHERE IS THAT PROMISE NOW.

Just so you guys are aware. The TARA, CHA, and Violence Reduction Overtime are all being done by seniority. The new computer program they are using only allows them to pick by seniority. It sucks for the youngsters on the job but gives the veterans their rights as senior officers to work first. Sure, there are the limits of 2 days a month for TARA/CHA but that gives an opportunity to spread it around a little more. If you are a senior officer with the inclination, you could actually pull down 4 days a month at time and 1/2. 2 CHA and 2 TARA, I don't know about you guys but take advantage while the program is running.

TARA is paid for by Homeland Security grants that will last for 2 years unless we suddenly decide to invade another country. CHA is paid for by CHA. They have been paying for the program for the last 4 - 5 years so it should continue unless they suddenly get a change of heart.

As far as getting the organizers to pay for their police coverage, it ain't gonna happen folks, even though it is happening in every jurisdiction across the country. There are too many polically connected people throwing parties and festivals. Heck, the city can't even get them to pay for TCA's who are far cheaper than getting our butts out there.

Thats's nothing, it's only winter in 011; Sgts. were handling jobs all night on afternoons in the summer when it was really rockin there, people left, got promoted went to units, that includes Sgts. and p.os. still a bunch of ppos tho......

NEW YORK (CNN) -- More than 7 million passengers in New York City are having to find a new way of getting to work, do their holiday shopping and run their everyday errands.

For the first time in 25 years, New York's transit workers went on strike early Tuesday, shutting down the nation's largest public transportation system days ahead of Christmas.

The strike brings to a grinding halt Metropolitan Transit Authority buses and subways throughout all five boroughs.

"I think they all should get fired," Eddie Goncalves, a doorman trying to get home after his overnight shift, told The Associated Press. He said he'll likely spend an extra $30 per day in cab and train fares, according to the AP.

City officials have said a transit strike could cost the city as much as $400 million a day. (Read about the economic impact)

"Transit workers are tired of being underappreciated and disrespected," said Roger Toussaint, president of Local 100 of the Transport Workers Union.

The strike defies the Taylor Law, which forbids public employees from walking off the job. The law imposes a fine of two days' pay for each day of an illegal strike.

If our off duty copper went to his district and made the allegation that he was battered by on duty police, a case report would have to be made, naming the coppers as offenders, and a C.R. number obtained. Doesn't matter if anyone believes him at his own district, an allegation was made so this shit needs to be done. Since there is a beating alleged, this will be OPS' problem

Reading all these accounts, I'm inclined to believe the 018 coppers who are on duty over the off duty copper who says he got beat up.

I've been a copper over 20 years and I've never seen a cop tune someone up without some kind of reason. It may be a bad reason, but a reason is always there. So our off duty copper was beaten for no reason? Naaaa, I ain't buying that. And since the story starts as a stinker, I bet it remains a stinker.

If this copper is acting like an asshole now, imagine what kind of asshole he was before he came on the job. Once an asshole, always, and sometimes worse.

It is cheaper for the the city to hire off duty P.O.s at time and one-half than to just hire more P.O.s to begin with.

That's because they only need to pay them when they need them. They don't have to pay to train them, pay benefits packages and the o.t. is not pensionable.

If overtime, and out-of-grade pay were pensionalbe,
like in NYC, old timers would become born again supercops in the last year. Padding their pensions by racking up late arrests and court time. The city also saves a lot of money paying out-of-grade to people. If acting FTOs, Desk Sgts. and W.C.s got their pension upgraded along with the salary, the city would appoint more FTOs and promote more Sergeants and Captains.

Not going to retire for a long time, you should be able to reclaim your contribution, just as if you dropped being a detective or FTO and went back to being a P.O.

Making O.T. and especially out-of-grade pay pensionable should be high priority pension legislation.

9:54 - Sorry to disagree, but a case report is not made out 99 % of the time, when an On Duty copper is involved and his actions are in question. Thats what OPS is for, can you imagine the amount of case reports filed for the alleged beatings and thefts, that less than reputable individuals place on coppers to get even? Especially in this mutts case an RD should have never been pulled.

Wrong Wrong Wrong!

You do not get an RD# for on duty conduct unless an arrest is imminent. This case DOES NOT Qualify! If a case report is needed it will be generated AFTER AN INVESTIGATION has taken place and an arrest in imminent.

Proof:

AMFN Message# 043379 Dated 30-JUN-04 from the ADS of Internal Affairs. You can find this on the IAD Website under Bureau Sites on the Intranet. Go to Facsimiles.

In summary this states that RD#'s will not be obtained for On Duty Conduct unless the arrest of the member is imminent. A Complaint Register Number will be obtained.

Off duty conduct that is criminal requires an RD# AND a CR#.

I was just trying to clarify the proper procedure before your sarcastic response to me that was wrong (i.e. "Not when a crime is being alleged. They teach that in sergant's [sic] school too." If you are going to be sarcastic at least be right like I was. LOL!

I never had the occasion to have to do that, and I never jammed up some innocent copper. And if a case report is generated for nothing, it will be killed when it gets to the area.

OPS/IAD will handle the investigation on our asshole (pick which one, the on duty 018 coppers or our off duty one....one of them has to be the asshole) and they'll get whats coming to him.
