Shorthanded - at the jail

And it seems Chicago isn't the only law enforcement agency operating at below recommended strength. From the Sun-Times:
  • The report by MGT of America concluded that 3,589 correctional officers are needed to properly oversee jail operations. The jail has a roster of 2,791 officers -- 798 fewer than necessary
And how did they arrive at this figure? From a 1996 Federal Consent Decree as a result of a lawsuit filed by inmates who claimed the staffing levels were too low for the number of detainees. So the inmates really are running the asylum over at County.

CPD officers that came on in the 1970's and 80's don't give a shit. They were if you ask them the "real police" and people that worked for CCDOC were just "jail guards." Their Chests would swell up as they demeaned a CO as "just a guard" and handed him/her his/her copy of a personal service citation.

There are now MANY CPD Officers that once worked for CCDOC! I don't think as many officers now demean CCDOC officers like they did when parts of CCDOC was the City of Chicago House of Corrections."

A lot of problems stemmed from that merger with CCDOC because of the friction between CPD and the House of Correction.

Personally, I think it's number 2. It's a shit job working in the jail with nothing but a star and radio. They don't even have a club. You try the job for a while, then tell me if they deserve any respect or not. And no, I'm not a correctional officer, I'm on the job here in Chicago.

When I worked for CCDOC, I filled out a form from the IL Local Governmental Law Enforcement Officers Training Board which asked if we had "full police powers." Take a guess which box we checked!

The last time I checked Full Police Powers meant power of Arrest. Go read up on the law or maybe study harder for the Detective's Exam 'Cause Brother, you don't have the skills!

Goofy Sheriff Elrod deputized them long ago. I think Elrod was brain damaged worse then we thought when he tried to tackle Weatherman, Brian Flanigan and missed. What a mistake!

I have no problem letting law abiding citizens including jail guards carry concealed weapons.

Giving jail guards police powers is another issue. If jail guards want to be cops then they shouldleave the jail, qualify and become cops.

Jail guards are not cops. The term correctional officer was created to improve the poor self image of jail guards. Remember jail guards spend at least a third of their lives in jail. Theyre really just glorified jail birds.

The Cook County Sheriff's Police are just that, police. They are trained as cops and work as cops.

The Deputies on the other hand are process servers, bailiffs, and court security people. Paid less with fewer qualifications. Sometimes some deputies and even jail guards are assigned to work on assignments other than patrol with the real Sheriff's police

The jail guards are baby sitters. The only halfway good assignment at the jail is in prisoner transportation which used to be handled by the Sheriff's Police and some deputies. The jail guards do come out with their wagons for emergencies and assist the real police.

Not all jail guards or deputies are dopes. Many of them are though.

The dream of the deputies and jail guards is some sheriff will come in and make them all equal. Ha Ha!

I used to work at ccdoc. It was a rotten job. Over 3 years of being locked up with the animals. The deputized correctional officers deserve respect. Alot of the pussies on this job would be scared to go walk a tier. They have their rotten apples just like we do in CPD.

Now getting to SCC's question. The inmates sued to get more correctional officers so they can have more movement. Less officers means more lockdowns, less yard, less recroom, etc, etc. More officers means more activities.

The inmates could care less about the officers trying to control them. The jail is just like the police dept. Your not allowed to do your job anymore. Tuneing up a bigmouth or a policer fighter is a thing of the past. They see dollar signs while they r in county. Try to pick a fight with a sheriff and await a payday when he hits back.

I attended the cook county metro police academy at triton college when i was a suburban copper. 7 or 8 guys were jail guards and 1 guy was a court services deputy. Two of the guys were normal guys, the rest were fucking retards, but all were clout heavy.

The one thing I remember was that the cook county instructors (both in-house and visitors) used every opportunity to bad mouth and criticize chicago police officers. To this day I believe it was a BIG inferiority complex. Jealousy. Hating. Whatever.

When I attended CPD's academy, the word "Cook County" rarely came up, and recruits that had been jail guards were glad to be gone. I never heard them demanding respect.

I'll still look out for the sheriff's police, because they are police, but that complex IS there. It doesn't help the matter when we have so many CPD coppers that belittle them, but hey fair is fair.

There are police powers well outside of a citizen's arrest that only peace officers have. Obtaining and serving search warrants is the best example.

We could really solve a lot of nonsense just by giving the law abiding the power to carry a gun without handing over police powers too.

There are many thousands of deputy sheriffs and deputy coroners in the state of Illinois simply to get around really bad gun laws. This creates a lot of confusion trying to figure out just who is the real police.

Im sorry but i will not put them down. I will give my opinion on their arrest powers. Their power of arrest are the same of any citizen in cook county. They can place a person under arrest(citizen)and to help them out they have a star and pistol,but they would have to sign a complaint like every other citizen and the real police would have to process the arrest and give the correction officer the court date,location and time to appear just like any other CITIZEN. When they get their own court key, arrest reports, court branch, holding facility,etc.. will I see them as the police. Sorry guys think what you want, prove me wrong go affect a arrest and handle the whole process without getting cpd or any other police dept. involved in the arrest.

There was a Chicago copper on the scene of an arrest....and you know what he did? He took the arrestees cash and credit cards, then went shopping. He bought gift cards with the credit card and then spent them. And now he's locked up!

How about the Englewood coppers from the begginning of the year? They're in shit now because they protected dope peddlers and sold dope themselves!

Thank You to the last few posts. Every dept has jagoffs. The CCDOC had more than their fair share when I worked there. That being said there r good people who work there. We should give respect to those who give it.

Its not like any of us haven't pulled over one of our own who was drunk and beligerent. I pulled over a guy from my own dist when I was on midnites. He Mother Fu#*ed me and tried to drive away. No outside agency has ever tried that with me.

I worked for CCDOC and never once did I tell anyone I was the police or claim to be. Same freakin thing as if a Deputy/Corrections Officer did.

You would handle the paperwork if assigned. Whoever handles the paperwork does not a peace officer make.

I worked for CCDOC and never once did I tell anyone I was the police or claim to be. I have to ask because of your obviously high opinion of CCDOC and the broadbrush you cast about the personnel.

There are good and bad in all jobs and I knew PLENTY of good people that work at CCDOC. People that I would be honored to work with out on the street.

Yes, a lot of the people that worked at CCDOC have a HUGE inferiority complex but that is because they are constantly berated by people like some on this blog.

That job is thankless and it sucks!

Most people that work there are NOT gangbangers.

Most are people just trying to make a living like you & me.

A Peace Officer may make arrests, but a Police Officer handles everything.

If a Deputy Sheriff or Correctional Officer makes an arrest, they need a POLICe officer to process the arrest. A Sheriff's Police Officer may handle everything themselves.

Should a Chicago Police Officer make an arrest outside of the city, they have to rely on the town of jurisdiction, or the Cook County Sheriff's POLICE to handle the paperwork.

But all that bullshit aside, I reiterate my previous statements. Prima Donnas go fuck yourselves! Everyone else, Merry Christmas.

Hello to the haters of the Sheriff's. Especially to the CPD members who dislike Cook County Correctional Officers. Do you realize that the Chicago Police Department Utilizes the Cook County Sheriff’s Office “CCDOC” Gang intelligence unit to gather information and sometimes overt possible violence before it starts? Do you realize that the CCDOC is an untapped resource of not only information but outstanding Officers who know more law and ways to make the law work for them than a Chicago Police Officer? Do you know that the majority of Gang intelligence information that is used by our department is received from members of the CCDOC. I wish you could understand that all Departments utilize the CCDOC to gather information on ongoing criminal narcotics/ gang conspiracies committed throughout the City of Chicago and the outlying suburbs as well as the United States. I am a former member of the CCDOC and am currently a CPD Criminal Gang investigator. I along with many veteran Officers have utilized the resources and intelligence supplied by members of the CCDOC. This information has yielded numerous arrests and incitements of active criminal gang members throughout the city and county. I can only hope you do not use the false pretense of Law Enforcement Officers title to disclude them from their true potential as allies against the fight against the criminal element. I can understand your belief that all Correctional Officers/Deputy Sheriffs are patronage lackeys, but the majority of these Officers are doing the job of Law Enforcement and in fact are not political at all. Do I need I remind you of how many CPD Officers are currently locked up in CCDOC or Federal Institutions? Don’t forget about the CPD personnel that are awaiting investigation, be it administrative or criminal. The majority of my brothers who are stuck waiting to be hired by our great institution (CPD), but for unknown reasons they seem to be “passed over” because of the hierarchy that chooses to select the “Chosen Ones” over the “Well Qualified Ones”. Hey, doesn’t that sound like political influence here? Could that mean that we have some lackeys on CPD as well as controlling the selection process? As a former CCDOC Member, I have never come across a Sheriff’s Employee electing for favoritism, due to his employment, but I have encountered numerous Sheriff Employees who have voluntarily gave information or assistance to CPD in the spirit of “catching the bad guy” Oh, by the way, if you are a “REAL COPPER” you would understand that off duty Sheriff’s Employees are not able to complete CPD arrest reports or case reports, because they are “OFF DUTY” and are not required to complete City reports, just as Off Duty CPD are not required to complete reports outside the City Of Chicago. Think about that. CPD Coppers off duty i.e.: working a second job, have the on duty POLICE do their paperwork. I hope you are not that negative or SCARED that another agency is doing your job for you on your beat. Do you realize that guys off duty are saving you and the rest of the department from solving crimes? This is just the tip of the iceberg. My Opinions here are just that…..mine. What we should focus upon is teamwork and professionalism between agencies rather that having animosity toward each other. I know of many CPD Officers who won’t even step near the Jail (this goes back years too). You have to realize during my tenure as a CCDOC employee I have observed many falsely accused CPD Officers incarcerated and sent to jail. All were given the professional courtesy needed to keep them safeguarded away from the animals. Only those who have been placed in that position will only know the true professional courtesy they received. And as my final thought……I seem to prefer to work with someone who came from the CCDOC rather than some liberal who knows it all right out of the academy. Call me an ex-Jail Guard if you want, but I know I made more real felony arrests than you can ever know. I hope one day you can be educated enough out of the true spirit of Law Enforcement………WE ARE ALL BROTHERS AND SISTERS IN BLUE.

Hey slick, I passed the Entrance exam AND passed the Detective's Exam, AND passed the Sergeant's Exam...Shall I go on.

Geeze Dude, Take a chill pill. I think you are jealous of some of those "Jail Guards". I was a Jail Guard" 10 years before I came to the Police Department. Some of those guys are my best friends. I don't know what all the hostility is about. So there are a few bad apples. We have them too. Put your hostility toward something else, like Police work.

And Ill tell ya this. I see it all the time. You the big mouth "REAL POLICE" little guy probably picked a fight with a "Jail Guard" and probably got your ass beat. And you being your arrogant self called the beat car and cried foul and tried to have him locked up because your feelings were hurt.

You put a guy/Girl down because of the scope of their employment?

We need to get along with every department and treat everything on a case by case basis. That’s pert of the reason we have such a hard time in Wisconsin and Ohio and now Schaumburg.

If the off duty guy/girl is an asshole……..fuck ‘em. If they are cool, use some discretion. Ya never know when the professional courtesy train will make a stop by your house.

Oh and by the way…..85% of the Sheriff’s Police came from the Jail.

No, CCDOC officers are not police, they are peace officers. Speaking for myself, that doesn't mean anything derogatory.

Also in my opinion, those who say they are the "real police" are assholes. That means they are better than those who are not the "real police" i.e. the wrong unit, wrong district, wrong suburban department, wrong sheriff's department, wrong state police.

If you do the job, you're the real thing and you don't need to explain yourself to any "real police" asshole. Another name for "real police" is prima donna, and prima donnas can go fuck themselves.

Just to set the record straight. There is a difference between the Correctional Officers/Deputy Sheriff's and the Sheriff's Police. To be a Correctional Officer or Deputy you need a High School Diploma/GED and after the academy your a State of Illinois certified Correctional Officer. There is no Deputy Sheriff certification in Illinois. To become a Sheriff's Police Officer you have to be a Correctional Officer or a Deputy for atleast (1) year and have an Associates Degree to take a PROMOTIONAL exam. Then you attend a POLICE academy that certifies you as a LAW ENFORCEMENT officer. I'm tired of all the Deputies/Jail guards pretending to be the police because they are definitely not. The gang information that is provided to the Chicago Police from the CCDOC comes from the SHERIFFS POLICE OFFICERS assigned to the gang team inside the jail. NOT THE JAIL GUARDS. The reason POLICE OFFICERS in Chicago do not give jail guards breaks is due to their mouths. Just because the Sheriff decided to provide you with a handgun does not make you the POLICE. Jail Guards in Will County do not carry. Your right to carry depends on the Sheriff. So hopefully Tom Dart will take that away. Tired of Jail Guards and Bailiffs shooting at one another. Just face it your a jail guard and your peace powers are limited. How many of you jail guards/bailiffs would know what to do if you had someone in custody. The Deputies/Jail guards are assigned to certain units like electronic monitoring and serve warrants. Thats only due to the fact the Sheriff takes care of his political hacks that cant pass the police test. FYI the Deputy Sheriff's in other Counties are state certified LAW ENFORCEMENT Officers (POLICE). In Cook County the Police Department is separated by Law due to the size of the Jail/court services.

A Sheriff's Police Officer's badge says Sheriff's Police on it. Anything that doesn't say Sheriff's Police are wanna-be POLICE OFFICERS.

You are well informed (10:39). Yes, the Cook County Sheriff is divided into three branches. This was brought about under Richard Ogilvie. Any county with a population over one million (read Cook) has to have three branches.

Most of the smaller counties only have deputy sheriffs. A deputy can work in the courts, jail or the street, but all are the same.

And YES, there are a lot of correctional offices who are assholes. But I've posted here before, not all of them. When you paint them all with the same brush, you're no differant than the assholes who say all Chicago cops are crooks and thieves because of that asshole in 013, the assholes in 007, shit, the assholes we have everywhere.

I will continue to treat CCDOC and all members of the sheriff's department as professionals. I wouldn't want to be in the courts all day or work the jail. Assholes get treated like assholes, but I don't assume anyone is an asshole just because they work for the sheriff.

Did you work in the jail before you wound up wherever you are now? I obviously don't know, but your posting has all the airs of a jagoff who got his and now wants to forget where he came from. IF that is the case, you're a jagoff.

IF that is not the case, then you're just an asshole. But then, all of us are assholes from time to time.
