If 9 people within three blocks of us suddenly came down with cancer, you can bet that the Centers for Disease Control would be out testing the air, the water, the dirt, everything. Because 9 people don't come down with cancer for no apparent reason. It's statistically impossible that some outside influence didn't affect those people.
Which brings us to the 011th District situation. As we stated before, it is possible that 5 or 9 or even 20 cops registered the same score citywide. In a pool of 4,500 test takers, there are going to be ties - that's why seniority is the tiebreaker. But of those 4,500, the odds of 9 people associated with a single district Tact/Gang team ALL scoring high enough to get promoted in the first class are damn near incalculable. We don't care if they studied together, bought the same books, attended the Robert's study group AND took the Berstein course together. The chances of 9 individuals associated with ONE location (by working there, used to work there or a relative there) with all of the foibles and idiosyncrasies of human beings in general, CANNOT be clustered like this.
And if it does happen, there needs to be an investigation. Period. INVESTIGATE. The city already gets 20% of the promotions for "merit" (30% for supervisors). ANY hanky panky means that the city isn't getting 20% - it means they're getting their 20% IN ADDITION TO whatever else they can get. They are cheating US. We aren't competing for 8 spots out of 10. We're trying for maybe 7 or even 6 spots out of 10. Maybe 5?

Its time to tear down the new list and bring back the old list!
Untill you take the Det's test and they hand you your score and a copy of exam w/ correct answers there will be NO LEGITIMATE DET. TEST RESULTS.
Good question, don't have an answer. Without having any inside information, I'm inclined to believe most if not all of the new 011 dicks made it based on their scores. Would be hard to justify a slew of merit promotions from one unit.
Remember the 1994 sergeant's class? They went right down the line with that one, and Mayor Daley wasn't too pleased. Seems there were only a handful of minority candidates made. Nothing else the department could do since there was no merit promotions then, and they went in rank order.
I don't have an answer, but 10:39 is correct - you should score the test immediately and walk out knowing your score. The closest the city has been to doing that was the 1989 dicks test, when you were allowed to keep the test booklet.
So, why at least can't the written portion be scored immediately?
I agree with the original post 100%. I studied with 9 other officers. We all took the same prep class (Bernstein) and all had the same material. I am in this first class. The other 9 officers range from 150ish-900. That is reality. NO, these people are not the smartest, hardest working, whatever. They had information the rest of us didn't. Period. If this department can write me up for not having my daily bulletin they damn well need to take the time to investigate this. Several thousand non-cheating cops deserve it.

At least this exam didn\'t have any of Maurer\'s bootlickers as #1. He was an SSME (SENIOR Subject Matter Expert), and this role allowed him to have access to ALL of the exam content. Like magic, Sgt. Chris Kennedy (his admin. sgt) scored #1 on the Lt\'s test by a wide margin. And then, PO Kevin Hannigan scored #1 on the Sgt\'s exam, and he\'s no genius. He lied and said he was #42. Why did he hide it? BECAUSE HE HAD SOMETHING TO HIDE!!! It now looks like Sgt. Jimmy \"High Pitch\" Fiducia might have to make Lt. legit, unless Maurer can still get all of the answers from his buddies at Jeanerette and Associates.
The FEDS should sit down with Sgt. Hannigan. He is so shaky that they would have to slap him to shut him up!

Not all felony review is a telephone job. So when you call it in yourself and the ASA says they are coming out to interview all involved you can stutter your way out of it.
kennedy and hannigan are together again at TRU. Two test-taking absolute geniuses on the same team! It is like having einstein and hawking in the same room. TRU is very blessed, and i am sure that it is just a coincidence.

Noelle Brennan has been given authority by federal decree to approve all city hiring and promotions. She needs to investigate this before this class begins on Monday. FOP should on behalf of all the test takers, including the ones who made it from 011, ask Brennan to obtain an injunction on the city to halt the training of this class, and investigate this exam. If the guys from 011 got it legit they should welcome an investigation for it would clear their names. This mess is the city's fault. The whole promotion process is under a cloud, and it will undermine all promotions.
I did well on the test took the Bernstien classand actually put in some work studying, no Im not in the firtst class and probably wont be in the second but everyone I studied with is within 100 spots of each other so getting placed with people you study with isnt uncommon there was 6 of us.

This job has never been fair or legit. I cant believe everyone is so bent out of shape about test results. The promotional process has allways been crooked from the get go. If you want fair, you work for the wrong entity. Anyone with more than 10 years on knows that.

Where was I? I was on the sergeant's list hoping they would make a really big class and I'd be made. It didn't happen though. And if you know of "several" people who didn't score well enough and got made anyway, well, I'll say you're full of shit! That's right, I'm saying you're full of shit! Where were you? Did you take the 1993 sergeant or lieutenant's exam? Both were handled very well and people were promoted off those lists in rank order, no matter their ethnicity or sex. It caused quite a stir, but Daley had to let it go. In defense of the tests he even mentioned how he had to take the bar exam three times before passing.
Where was I? I was reading the newspaper when John Doty's picture appeared in the paper with his father after having been one of only a handful of minorities to have been promoted to sergeant, and newspaper accounts reflected the mayor's disappointment at the lack of miniority representation in the first class. Again though, that's the way it went....in rank order.
Where was I? I was in the sergeants class that was held back by a lawsuit filed by miniority members alleging discrimination in the test. And in that sergeant's class, there were miniority candidates who were also plaintiffs in the very suit seeking to strike the list that promoted them! Explain that one if you can.
Where was I? I was around when Lieutenant Dignan was made the poster boy for "merit promotions." Dignan was a fantastic copper with many awards, and he had not even taken the test. He was the perfect person to make "merit promotions" palatable to everyone. God knows if we should have merit promotions, he was a textbook example of what one should be.
Where was I? I was around when the last class of lieutenants and sergeants were made from the 1993 list and they were struck down, this in spite of the fact Daley had gone on record that they would make 500 sergeants and over 100 lieutenants. But Daley couldn't do that, he had to strike the list before more minorities were left out.
Clout works out here in the city, but there were no merit promotions in 1994. Name one person who was made merit...just one!
Just wait till the next couple of classes come out and you see all the people that made it from patrol division admin. (and their family members). SOOOOOOOOOOOOOPER SEEEEEEEEEEEEEEEECRET!

I have a guess for you. 500ish. It make take you 4 years to get promoted though. Don't forget you have to factor in the merits.

For "police" in Chicago:
Its okay to steal or receive stolen property;
Its okay to cheat on tests or receive the benefits of cheating;
Its okay to drink and drive;
Its okay to receive special treatment for promotions even if it prevents someone else from being legitimately promoted;
Its okay to start bar fights and motherfuck a responding sergeant and 10 officers, if you are a detective;
Anything can be 19-Pauled, particularly anything that names Daley, his cronies or their relateives as an offender.
First thing a new mayor should do is make everybody retake a test. Everbody. Seems quite a few of the apologist monkeys here would suddenly start seeing victims everywhere.

I love my job and work hard. I get paid to play. I don't own a trench coat. The only police I drink with my co-workers(people like you are a perfect example why). I don't pay child support. Things I learned from SCC: So long as your wife is smart and has a good job with perks and you make 6 figures and so long as you were in a busy district and are a hard worker and so long as clout could have gotten you a merit pick instead of the answers for you and 8 friends and until you can take the test with you and get a score right there, it doesn't matter that some people had the test before the test was administered. Also, any attempt by anyone else to complain about corruption is motivated by jealousy, as in you are a jealous, whiney pussy if you think there should be a fair system. Sgt. asks what she is doing, she replies "If I gonna be out here I'm at least going to get some sun". She spent 8 weeks at the arrival area breathing carbon monoxide.
Gets back to 23. Falls in love with a copper. Puts a Valentine ad in the paper telling the guy how much she loves him w/flowery roamntic thoughts. USES BOTH OF THEIR NAMES.
Tact. Lt. catches it, makes copies, she spends a week yelling at everyone. Was our fault.

The efforts of the nine people on the test directly influenced their scores, i.e. study more and you will score higher. How, exactly, does that compare to people contracting cancer? You are no better than all of the journalists that continuously slander the police on a daily basis. You took a situation, manipulated the facts to suit your agenda and then made up a host of lies to have a greater impact. You should get a job on the Channel 5 investigative team with Dave Savini. I took the dicks test in 1989...I studied hard (meaning the night before I tried to read some of the material) and I didn't pass.
The next test I took I studied hard (meaning I read G.O.'s and S.O.'s til my eyes saw nothing but black letters on blue and yellow} and this time around I passed and eventually got promoted.
I didn't whine and cry about not making detective, because I didn't put the effort into it. Some people who whine and cry now may have a beef because they think connected people got pushed ahead. Is that true? Doubtful, but then again, this is Chicago and anything is possible.

The premise of SCC's class was probability and statistics, or more accurately, improbability without a common cause and explanation to tie a *cluster* together. They offer probability and statistics as a course in some colleges.

Touchy touchy. He asked a question based on a very suspicious pattern. When you are a detective, hopefully you will be able to detect patterns. For example, 9 similar unexplained homicides. When you figure out the connection, you recognize the pattern and look for commonalities. In your case, we have a very improbable (impossible) and unexplained cluster (pattern).
This would be actually be a lot easier to believe if at least most of the people in 011 indicated that they studied diligently together. But if 9 clustered people say they studied entirely independently to score in, what, the top 1%, than they exponentiate already astronomical odds.
Some here are phrasing it as accusations. Some here are just asking a question. It all boils down to the same thing... what is the commonality here.
Think like a detective for a second. Would you accept an answer like the one you've given? Scratch that. Go ask a Catholic high school teacher. You suddenly get 10 National Merit Scholars at Mt. Carmel one year, you *know* the system was compromised.

I'd like to discuss their scores, their friends, their relatives, their bosses, their work histories. I'd like to bring in statisticians to discuss the odds of this concentration occuring legitimately. I'd like to discuss the testing process. I'd like to discuss Hanhardt, and the various bosses on the job today who "earned" their long-ago promotions during the tenure of the mob's man as chief of detectives in the CPD.

Your premise is faulty anyway. Cheating does not even mean that they had to have the answers beforehand. Someone could have hinted at the questions at roll call. Someone could have fucked around with the tests and people's answers after they were submitted.
