Old Timers

Back in the day, before probable cause, racial profiling and such, we remember a few old coppers telling us when they did traffic stops, they used to ask the drivers a bunch of questions and then toss in off the wall stuff just to see what people would say. Then they'd sell them a pencil and send them on their way.

One of the best exchanges went something like this:
  • Where are you going? Where are you coming from?
  • What were you doing? With who?
  • Was Donald Duck the mouse or the dog?
  • Who killed Abraham Lincoln?
We finally solved at least one of those questions.

Going to celebrate getting our "compression raise" tomorrow?

Think again boys and girls. Once again your public school education has failed you.

THERE IS NO COMPRESSION RAISE.

The city pulled a fast one and the FOP and arbitrator fell for it.

It's not easy to explain but I'll try.

The only one benefitting is the city. They just eliminated the top pay scale. Those presently at the 30yr rate get a 3.5% raise along with everyone else. However, starting tomorrow, no one else can get into that club. When they (the 30 year club) all eventually retire, that rate is eliminated.

A true compression would have been where the amount of the last step was spread out among the others in addition to the normal raise. That's not what happened. All we got was 3.5% in January instead of the usual 2% in Jan and 2% in July. Nothing more. Take away the term "compression" and it's a typical raise without the potential of making the 30yr rate.

One more thing. We lose money in July when the new insurance rate kicks in. They just took away part of our 3.5% raise.

This is why the city was so willing to offer the compression raise in negotiations. It actually saves them money in the long run.

And we fell for it.

Anyone actually do the math for the step increases? For the 01Jul06 to 01Jan06 step 10 increase...should be a 3.5% difference...right? My math shows it to only be 2.8%? Am I just screwing this up? $76476-74328=2148 (2148/76476)*100=2.8%?
There is about a 450.00 difference per year on that total. Anybody know why? There are other places that it seems screwy too. Must be that new Chicago math.

Memo on ticket quotas stirs cop union protest

Move called off amid union protest

In an apparent violation of Police Department and union rules, Chicago
police commanders imposed quotas for writing tickets and other police
work on a small group of officers who patrol the Northwest Side,
according to a memo written by a Shakespeare District captain.

The memo drew protest from the police union, and department officials
have rescinded the quotas.

The memo, titled "Mandatory Minimum Activity Plan," was written by
Shakespeare District Capt. David Sobczyk and approved by both district
Cmdr. Salvador Avila and Grand Central Area Deputy Chief of Patrol
Maria Maher, said police spokesman David Bayless.

Quotas for officers are against department policy and a violation of
the Fraternal Order of Police contract. FOP Vice President Gregory
Bella said he has admonished the Police Department over the memo. "The
department cannot impose quotas on officers," Bella said.

The memo was given to officers on the afternoon shift during the week
of Oct. 18-22, and begins, "The following activity will be accomplished
every working day." It goes on to list the number of citations that
must be written every day. For example, "Five (5) Parkers; One (1)
Mover. ..."

The memo also states that at least one additional action must be taken
from a second list of six options, including an arrest, a gang
dispersal or additional traffic or parking tickets. The memo threatens
disciplinary action against officers who do not submit "daily
checklists" complying with the quota.

Sobczyk was trying to motivate a few officers, about five, who he
thought were not productive enough, Bayless said. The department has
rescinded the quota, Bayless said, but will continue to demand the
officers in question give daily written accounts of productivity.

The memo "was given to these officers because they had been not
showing much activity at all," Bayless said. "While we applaud the
efforts of the watch commander to motivate officers who are less than
productive, we don't approve of any measure that has the appearance
that officers are required to generate specific patrol activity."

Bayless said the quotas were not extreme and pointed out that the
directive was constructed in a way that did not demand an arrest be
made every day. Officers could choose from another infraction to meet
the quota.

Civil-liberties experts said quotas create an environment that can
lead officers to abuse citizens. "It creates pressure to engage in
activity, really, that the officers might not engage in, from
conducting warrantless searches to stopping people without any cause,"
said Ed Yohnka of the American Civil Liberties Union.

Pack of Angry Chihuahuas Attacks Officer

FREMONT, Calif. -- A pack of angry Chihuahuas attacked a police officer who was escorting a teenager home after a traffic stop, authorities said.

The officer suffered minor injuries, including bites to his ankle, Detective Bill Veteran said.

The five Chihuahuas escaped the 17-year-old boy's home and rushed the officer in the doorway Thursday, authorities said. The teenager had been detained after the traffic incident.

The officer was treated at a hospital and returned to work less than two hours later.

If anyone remembers seeing the postings about a law suit involving overtime and it should include uniform allowance and duty availability in the hourly rate please posr which topic thread it is under. I believe several other departments were involved.

If you are prepositioned to shoot back somewhere in the jets from a "bunker" spot then that is one thing. Same Po-Po neighbors that do an hour long fireworks show every 4th of July with more ordinance than the Iraqi army had!

I guess Laws only apply to certain folks an not others. Especially laws of common sense, like "what goes up, must come down"!!!
