D'oh!

Prisoner escapes custody. Channel 2, Channel 5, Channel 7, Sun Times, Tribune.

Not only are we looking at long suspensions here, we're looking at killing more trees with the amount of paper that's going to be generated over this. How soon until we see refresher orders on how to secure a subject and a squadrol? Anyone have info on this?

From what I heard the 4th district wagon was transporting a mental prisoner to central det. When they arrived they found the prisoner who was handcuffed to have escaped the wagon through the roof vent. They weren't sure at which point along the route they took that he fled.

The guy was cuffed and secured in the wagon, when they left the district. So my to-from would read something about "a catastrophic equipment failure" (Shitty wagon)being responsible for the arrestee's escape.

Maybe only take a day then, if one can minimize it through paper!

The offender was cuffed and broke out through the roof of the wagon. No way for the wagon crew to see him crawl onto the roof and jump. The city was aware of this problem as this is not the first prisoner to get out of a wagon this way. They might get suspended but will win on the grievance as the city has not fixed this problem.

Same thing happened in 003 about 4 months ago. The guys were at a light and saw the mutt run off. They called tru,sos ETC and found the mutt 1 hour later. An info report was done and I thought a order came down that all transports of major offenders MUST also include ankle shakles. Don't know if this guy had them.. but like I said, SAME THING happened B4.

You're right about ankle cuffs. It's in our infamous General Orders. Personally, I'd like to see the ankle cuffs used with a large truck tire attached to them.

Well, shouldn't have one of the officers rode in back with the offender? You know, to put his arm around him and tell him everythings going to be okay. Then give him good advice on how to get his life straight? Isn't that what we're supposed to do now? I think I saw a G.O. about that somewhere.

best way is to use one of those belts. cuff his hands to the belt and ancle shackel him. only way he's gettin away is if someone carries him off.
when they catch this guy he will probably give details on his escape.

4th district does have a lockup, the guy was going to Central Detention. When I heard this thing unfold I couldnt imagine these guys were being totally honest. I voiced my doubt and our watch commander said it happened previously in his last district.

We must have one of the P.O.s on the wagon ride in back with the prisoners unarmed. He can watch them while the other drives. They do have radios to talk to each other.

Yes we know those wagon guys probably stopped for donuts on the way down. Someone walked by opened the door and the prisoner walked. Most of those wagon guys are just fatso bustout cops. They just broke the hatch to cover themselves.

yes i questioned amongst one of my peers about the chances someone cufffed from behind and able to squeeze through an air vent...dont kid yourself im sure you have had doubts at one time or another about someones explanation about what happened. this was a couple of guys sitting around as this unfolded b.s.ing with each other. if you have never done this before then i suppose you are about the most righteous person on the job and i'd be honored to work with you.

The Deputy on the scene said it has happened at least 5 times with the new wagons. The Deputy also said the won't do a day it's a faulty design. But for future references you better watch them more carefully.

They had one a few years ago on Milwaukee Ave where the 016 District wagon is driving in to the station with a prisoner and a beat car passes them by flashing headlights and honking the air horn so the wagon guys waved back. The beat car ended up chasing the wagon to tell them their prisoner was in the process of climbing out onto the roof as they were passing the beat car on the street. So it does actually happen!!!

Reporting officer was transporting a prisoner to Mens Central Detention for an outstanding foreign warrant. During this transport, R/O was stopped by a large gun weilding Possum. Said Possum was grey in color and brandished a semi-automatic pistol. As R/O and his partner were held at gunpoint, several coyotes and a small raccoon opened the side door of our patrol wagon allowing the prisoner to escape. Subject was last seen running through the Hegewisch neighborhood towards Wolf Lake.

Ride in the back with the prisoner? Who are you crapping! We have been ordered NOT to ride in the back with a prisoner when it might have been appropriate so forget that one. Leg shackles? Only available in the lockup unless you buy your own. Anyone notice very few wagons even have handcuffs any more? We were told the city isn't replacing handcuffs. The FOP has safety greviences in but the city says "who cares, stuff your safety grevience." Nothing else the FOP can do except sue. It isn't much of a stretch to find a prisoner with a cuff key to release his cuffs and shackles. How about a metal grate over the opening?

As for the goof who calls most wagon men "just fatso bustout cops" well, eat shit, you future wagon man you. Everyone knows that fatso bust out cops were once young hot heads, just like you.

First of all 'rook,' that order was written when we had wagons with a window in the cab that was supposed to allow viewing into the [single compartment] 'box-in-the back.'
2006=DNA
Next you'll be saying that the inspectors SHOULD write up every car on 4-12 and mids as the Less Serious Transgressions (rules) indicate "lounging" as ...TWO or MORE OFFICERS dining at the same lunch location. That order was written when [believe it or not] in the 60's & 70's, when you had a two man car, EACH officer had to eat seperately, dropping off one person and picking him up in 1/2 hour. It was common to hear..."10-99 squad, my partner's at lunch."
So today we can eat together and no longer view into the back of the wagon.[Aaaaaaaah, progress!]
Next thing you know the're gonna make us take off the white stripe on our pants and wear a damn checkerboard on our hats!
That escape HAS occurred previously by properly handcuffed prisoners under the retraining bar through the LOCKED top hatch.
YES, it is in fact a hatch to afford egress in the event that the vehicle overturns and winds up on it's side. CTA and school buses have similar second exit doors/hatches for this reason.
Again, it's a design flaw that will become public [police] knowledge soon, either via a Dept. notice or here on SCC at the appropriate time.
In the mean time...STAY SAFE.

Ever see the vertical bar welded across the rear windows of SFPD cage cars? If a prisoner managed to kick out a rear window, he's still not going anywhere.

Do the same with CPD squadrol roofs.

I BELIEVE THE MALE PRISONERS SHOULD HAVE THE WAGON DOOR CLOSED ON THEIR PENIS,THEREFORE THEY WOULD BE FORCED TO RUN ALONGSIDE THE WAGON IF THEY WANTED TO ESCAPE THEY'D HAVE TO LEAVE SOMTHING NEAR AND DEAR TO THEM BEHIND,AS FOR FEMALE PRISONERS JUST PUT A TRAILOR HITCH ON THE WAGON AND STICK THEM TO THE BALL!
