Burge Report Fallout

There is none.

Ok, maybe not "none," but damn little for anyone who really reads this thing to hang their hat on. Yes, Burge led a group of rogue detective who put the hurt on a number of bad people. But all in all? There was no widespread torture throughout the system that would indicate a policy of abuse. It was isolated to a small segment of Area 2. Anyone who claims it was "routine" or other such nonsense is blowing smoke. If you haven't read the report cover to cover, here's how you can tell in an instant that it contains almost nothing of substance:
  • The mayor apologizing and taking "some" responsibility
  • Jesse is quiet.
That's all you need to know. The mayor stepping up and the reverend keeping quiet means there isn't much there. Had the mayor shut up and the reverend was raising the rafters isn't necessarily an indication of wrongdoing, but rather an indication that settlement money could be located to keep the lawyers happy. Junior is making noises about how the mayor's explanation isn't "enough," but he's running a shadow campaign to counter an alleged Gutierrez campaign and has to say something.

We have a locker in the 8th district that has all kinds of torture weapons. Say a prisoner is giving you shit, you just go upstairs to locker #145 and you have a plethora of stuff to choose from. My favorite is the "1 crack rock drop" followed by the "Phone book drop to the balls" Man I love framing and beating innocent people! P.S. who ever used the last drop gun and bag of weed please replace it.

Thank God there were coppers like Burge and Co. who were willingly to go the extra-mile to get cop killers off the streets. Personally, they shoulda just whacked em before they got to the station, but Burge was a fair man. He allowed them to live. I'm pleased that he is doing great and living large in Florida! Andrews pretends to be a detective almost as much as he pretends that he is straight. "The ultimate leader is one who is willing to develop people to the point that they eventually surpass him or her in knowledge and ability."

It use to be that the Detective Division relied on its experience from seasoned Detectives, Sergeants, Lieutenants and Commanders to train the up and coming. When you have a Commander that does not have that experience and consistently overrides the decision of his managers the system beaks down. The Detectives have stopped trying to do more because they are tired of being slapped down by Dean. The Lieutenants and Sergeants have been rendered ineffective because the men they manage know that their decision doesn’t matter and that the decision will always be up to Dean and no one else. The supervisors lack the intestinal fortitude to stand up to Dean for what they believe in fear of losing their precious spot or being dumped to midnights. Dean dumps supervisors and detectives with no expectation and no regard for their work, experience, or the personal hardship it may cause; for some personnel this was too much to bear. Dean makes his management decisions based on personal reasons and how it affects only Dean, regardless what it best for the Division or the police officers they serve.

Andrews is not a leader, he expects people to listen and follow because he wears a gold star and not because he has earned their respect for the position he holds. The difference between a good Commander and Dean is; Dean says, Go! – a true boss says, Let’s go!
Andrews cannot expect to hold the loyalty of his detectives when he speaks to them as if they are insignificant. Andrews its time to look and the mirror and see the person you have become and not the god you think you are!

You hit it right on the head. I do not work for Andrews but you could replace his name with a lot of our exempt members on this dept and what you said rings true. We have always had clout on the Dept but the difference is that before the clout people, Dist commanders and above were never seen. They stayed away and got drunk on duty. I'm not saying its right but the Sgt and to a lesser extent the Lt's were left to run things. When I came on you never spoke with the DC and hardly ever saw the WC. They had clout, they knew it but stayed away. Now these exempts for the most part were at one time or another meritoriously promoted then made exempts. They now believe they know better then those under them. the Det division is a perfect example of this. there are people with many years experience there who are being told how to do their jobs by Merits with less time and no experience in the unit. This is why Officers and Dets do not try as hard. It sucks going into a test already 30 percent down because you have no clout. I could go on and on but I know I'm preaching to the choir. Everybody be safe and don't let these idiot exempts put you in harms way.

OCD is exactly yhr same.
From the Deputy down to the Sgt.'s
Yes, someone needs to sponsor you to get you in OCD, but it is not that big of a deal.
Most of the recent P.O. who have gone to OCD did some work in the districts. Not like the old days.
99% clout, 1% talent.
Now 50/50.
The Sgt.s are the worst. Merit Sgt. gets brought back to OCD in4 - 6 months after graduating.
They actually believe they deserve it.
I can name at least 18 merit Sgt. who work in OCD.
None of them are strong enough to admit they received a huge gift. They all believe they earned it.
Then when Lt. exam is announced, they are already thinking of Merit.
Should be in the G.O.'s - ONLY ONE MERIT PROMOTION IN ONE'S CAREER.

That will put an end to Merit Sgt - Lt. Commander - D.C. - ADS - Chief - Assistant Deputy Supt - First Deputy - Super!

By the By: How about all this testing to get to special units - Marine, Mounted, Canine, FingerPrint, Bomb and Arson.
How do they make these test?
Bomb and Arson seems screwed up.
You have to be a D2A to take the exam. And I think that is how you get to be an Explosives Tech. I,II,III.
Do you think maybe there is one P.O. on this job who has indepth training in explosives and chemicals that may be better qualified than a Detective?
Easy there D2A! No disresepct. Just a thought.

Now look at what we have and what we lost. We used to have great plans which were part of our compensation package.

How much a paycheck do the mayor and the aldermen contribute for medical insurance? What plans do they get now and what do they get at retirement?

If i remember rightly this was the contract where they just basically starved us out. it was a take it or leave it, after we rejected it once the city stopped bargaining and we sat at an impasse for 3 yrs.Alot of harm was done during that dispute and as usual King Richard got his way not saying right or wrong I just want the younger to know that many fought the good fight and were threatened with firing for partaking in a job action during this dispute. Those that forget history are doomed to repeat it

Since we were allowed to have a contract and since FOP, Fool Our Police, has been the so called union, we have not gained one thing. We have lost. Sure our pay has risen, but only slightly. Sure we get time and a half.

We used to have free medical and dental. FOP gave it away. We used to have bosses who took care of us. FOP saw to it that it is us against them. We used to have a host of benefits for free. FOP gave the kit and kaboodle away.

They are not and never have been a union. The only time they may be useful is if you shoot someone. Franlky, I'd rather have a good detective than FOP helping me.

Oh yeah. Ever since they have been our so called union, some of us have always asked how come all units are not bid. Their answer, "that's the way the city wants it and you should have clout to get into a unit."

They have given us the ignoblke title of losers.
