Do You Know Who I Am?
The comments sections are buzzing about the incident in 019 this weekend. Seems the son of a high ranking exempt was arrested with a pistol. We've read the comments and this much seems certain:
- An unregistered pistol was inventoried and an RD# generated
- CR's were issued
- A car found with an illegal weapon in it was returned improperly (has the media been contacted?)
Everything else is unsubstantiated at this time. This isn't to say it shouldn't be talked about - talk! Post! Let's get some facts out there. Crap like this only serves to further undermine morale and confidence in the Department (of course, morale is already in the shitter and we aren't sure if we ever had confidence in our "leaders" anyway.) We also heard that every exempt in the city has been ordered to address roll calls in regard to the incident in 015 during which racial slurs allegedly were exchanged and we had some blue-on-blue violence.
Does anyone else think that these two incidents might be connected in some distant way? Bosses (and their families) who act like this commander is alleged to act contribute nothing to the confidence of the organization and in fact, harm and degrade the organization as a whole. If racial invective was exchanged in the 015, doesn't that harm the Department, obstruct the mission and destroy the "team" concept that any large, diverse organization needs to succeed in it's mission?
Discipline in both these incidents should be fairly meted out as soon as investigations are complete. But it probably won't be. Officers and Sergeants in the 015 incident will take time, MASSIVE amounts of time. 30 days and more we think. Everyone else will suffer, too, as we see an upswing in Cultural Sensitivity training and Biased Based Policing videos. The 019 incident will be harder to call. What should happen is massive suspension time for any Sworn members who attempted to interfere with lawful actions of the 019 District and demotion for any exempt that behaved inappropriately to their station (including any ADS that tried to steer other Sworn Officers from exercising their contractual and legal rights).
The trouble is everyone knows that there are two sets of rules on this job, maybe even three: One for blues; One for white shirts; One for politically connected individuals - look at the Department about to hire back the former ADS/Lieutenant who was repeatedly accused of stalking, telephone harassment, and (on this site) selling bad corn from his elote cart. And even a demotion still means you're a Lieutenant of Police earning something like $100,000 a year - not really much punishment for the amount of damage you did to the Department.

I was on the City Dept of Revenew site last night. Now keep in mind the the Dept of Revenew is used to collect all sorts of revenew for the city. This includes tickets, towing and fines. They aslo collect all other unpaid or delinquent monies owed the City.
There is a banner on the site where the mayor is boasting about his new progarm to hire convicted criminal offenders to do the collections in an effort to give them a second chance.
Now in order to do collections they will have access to the accounts of every one who lives in the city, including all city employees. Your accout includes information like youe address, phone number, birth date and yes your social security number.
Does any one else see a ploblem with this new progam??? What the hell is Richie thinking???
Richie if you want to give them a second chance, send them out into the neighbor hoods and pay them to clean the place up and cut down some of these weeds. MORON!

I do know, not speculation, the commander went hands on with a po and he wasn't locked up for battery. The car issue is a fact direct order from the ADS to return the keys to the watch commander.

Here is an idea, make sure the media finds out how an exempt member-leader of men and women-tried to use his position to get his kid out of trouble. How he used his position to illegally obtain his vehicle which was to be impounded. How he used his position to bully lesser rank officers in to doing his bidding. I believe that that is a rule violation. Something like "Bringing discredit upon the Department". This piece of shit should not only be demoted, but get thirty-pending for his behavior. He is supposed to be an example of what to act like, not the other way around.

And if you aren't one of the arresting officers, desk seergeants, watch commanders or police agents at IAD investigating the entire incident, you are going to be in a world of shit. I don't get these bosses. Why do they insist on showing their true colors. How about we have another box on the arrest report that deals with an arrestee's vehicle, something like this: vehicle subject to impoundment per city ordinance, but released because arrestee cited connection to/is related to ________ (fill in the blank, i.e., Commander so and so, Sgt. so and so, etc.)

ADS Sandra D should also be demoted. If she is on-duty then she is acting as the Superintendent (in absentia). Are the direct orders she gave the officers to return the keys (in violation of existing department orders and against the philosophy of the department) what Phil whould have done IF HE WERE THERE? I wasnt drunk but my friends and I were a little loud.
I also knew that if I told my father Id been arrested for acting the fool, a cell in the 009 dist would be safer than anywhere close enough for him to get his hands on me
The responding Officer whos name I will never forget gaciously allowed me to return from whence I came, which I did and in a hurry.
This type of parenting is why I was able to be a success at life, winning the police game, and making it safely to the retirement board.

90 PERCENT or BETTER of these exempts NEVER once kicked in a door of a bad guy, never lumped up a police fighter and mosty hardly ever made arrests.
They are the elite friend's of the powerful who have no idea what police work truly is but sure as hell know what free meals and perks are.

Yes, the Cmdr. involved is the same former Sgt John Matthews from 018 and then Personnel Division.
Only know for sure of CR obtained on the 005 Cmdr for pushing desk sgt and cussing out whole desk crew as "racist" for doing their job, that is, arresting a four corner hustler (DC's son) and processing same according to law.
ADS was Sandra Day
felony charges were approved in this matter. The p/o's did an excellent job. And, I might add, the on duty w/c was not one of the run of the mill "no balls" bosses that are typically found in 019.
The boss from 005 arrived in 019 after being called and told that his kid was being locked up there.
It's being said that when the boss requested to see his kid, he was told by a desk Sgt. that he would not be able to. The boss did so anyway, and it's alleged that the boss made "physical contact" with
several officers as he went to check on his kid, who had apparently taken some kind of a tune up during/after arrest (NOT CLEAR ON HOW THAT HAPPENED). Heated words were exchanged.
The kid was taken to a hospital and treated, and charged with his UUW. The car was released to the boss as a courtesy (and we've ALL done this for other coppers).
No threats of bodily harm were made. No one ever suggested that charges be dropped, or that anyone be released. No one seemed to know at the time all this went down as to WHO tuned up the kid, or WHY. I think 019 could have handled this a little better. Maybe the W/C could have stepped out and spoken to the boss, instead of a DESK SGT? Maybe the kid could have been taken to a hospital first, and then brought over to 019, since they knew whose kid they had? A little coutesy and respect goes a long way. The boss was understandably upset about the condition of the kid, and things were said in the heat of the moment, things everybody involved probably wish they could take back. But the truth is, black bosses are rarely treated with the same respect as their white brethren once they are on the north side of Chicago. It ain't pretty, but it's true.

CO of 005 calls CO 0f 019. CO 0f 019 goes to his district, investigates, asks for favors politely and takes care of all involved. The blue wall goes up and our filthy dirty laundry stays in the hamper where it belongs.
If the arresting POs are hard headed or their egos are larger than their single digit IQs, than he calls the CO of 005 and explains.
The case is taken care of in court (if you have the clout to become a CO, you can get to a judge or ASA). And the single digit IQ POs, well they will eventually transfer to someplace else.
Most of us who have been around for awhile are able to check our monumental egos after the incident has quieted down. This job is all about favors- not just clout. The favor done today is paid back in the future. That is courtesy and it is professional. It is not necessarily right or wrong.
Oh yeah, and I would bet that all those screaming for a rope and a tree here would be the same ones who would barge into a WC's office screaming WTF if it was their kid.

As far as the comments about rowdy and out of control kids deserving a kick in the backside goes: Discipline of a heavy handed kind is deserved, but we all know that you hit a kid...even think to raise a hand, and you will find oneself in front of a a Juvenile Court Judge faster than you can blink, thanks to the nanny state.
When those of us who are grown now had gotten our hides tanned, and if we ever said something to another adult about it....the first question asked was "What did you do to deserve it?"

I posted about this a month or two back, it was in the paper. Just insane!! Now you'll have to do more paper on ID theft, because it's gonna happen!! I mean, I wouldn't let my 3 year old just stand around in a toy store and think he's not gonna jump right into that!!
I dunoooooo. When I was a patrolman in 018 awhile back, Matthews was a Sgt. Couldn't have met a nicer guy. A real gentlemen and would go out of the way to help you out. With your sound logic, the a/o's seem to be in the right and the exempt, totally wrong. The issue is that, A. Offender allegedly fought with the police. B. He was allegedly in possession of a handgun. C. Affected exempt member alledgedly went way beyond the call of duty and 1. Allegedly commited at least four aggravated batteries 2. Allegedly used his influence as a Commander of police to allegedly get his vehicle back which should have been impounded. 3. Allegedly accused the on duty officers of racism.
Oh yeah, for all of you who want to say that's because he's (this race fill in the blank) and got the short end of the stick, allegedly this commander lives in 019.
So allegedly stay safe and allegedly back each other up.

Of course not, which speaks volumes, not only about the lack of intelligence, experience, and morality of many of those who occupy those positions, but of Cline, whose reputation rides on the backs of those who he appoints, whose character is first and foremost. According to officers on scene the commanders kid started acting the ass as soon as the traffic stop was initiated. Officers on scene went above and beyond trying to be as courteous as possible when asking him to exit the vehicle. He was pulled out only after he assaulted the po's. And to all you idiots spouting about professional courtesy, the kid acted like an asshole and he never once mentioned who his father was, therefore never giving the arresting officers any other options other then the actions taken. I know one thing.....When my late father, a P.O., picked me up from a station when I was 14,(minus any arrest report), he waited til' we got into the parking lot before he coldcocked me....I was laid out on the sidewalk. I'm serious.
At the time, the way I was headed, it was one of the most defining moments of my life.
I never got into any trouble again and would do the same for my kid.
Any parent that coddles their kid when he's getting police attention at 14 or 24......

The desk Sgt. and POs had to block the hallway, and they WERE physically pushed by the cmd. and his wife. The w/c came running out because the whole group was pushing down the hallway right past his office.
Don't make assumptions about how the 019 should have handled it, because it sounds like you weren't there...

Everytime I hear that phrase, I immediately ask the person, NO MATTER WHO THEY ARE, if they are OK and if they want medical attention or an ambulance. When they give me the idiot stare or moronically ask me what I mean, I very politely explain to them that they are evidently having some type of mental or physical crisis (stoke) affecting their memory that could require immediate medical attention.
If you have to ask me if I know who you are, it indicates that you either don't know who you are or forgot who you are.

Well I was not in 019 for the incident but generally when it was a coppers kid I locked up depending on the offense of the law breaker would determine the courtesy I would allow. Also, the demeanor of the arrestee or the family member trying to help out. However, if making an arrest and I had to fight or use any force what so ever, professional coutesy goes out the window.

Dept. just lost a good boss, who probably said a few things he regrets right now. And to the poster who made assumptions about my race, or need for an "ebonics" class, I'm not Black. But I'm a pretty fair judge of character, and Matthews is a decent guy. He'll probably retire now. 005 lost a good man in the middle of all this, and there's probably nothing his kid can do to make it up to his father. And it doesn't appear that ADS Day did anything to "cover up" this incident, as many have suggested here; after all, Matthews has been demoted.
Sounds to me like she did everything most of the posters here wanted done, or at least started the ball rolling in that direction. It's just sad to see so much racial hatred coming out of this blog over this. Everything appears to have been done to the letter. The only courtesy Matthews received appears to be the release of the car. And we've all done that out here in the real world. Sad to see how this turned out for the boss. He won't be the last to lose a gold star over a kid that refuses to do better with his life, that's for sure.

DON'T ASSUME that only black officers are upset about the recent change of events for Matthews. Lots of people, both black and white, like the guy, and you probably won't find anyone in the 005th District who was unhappy with his performance. For the record, Matthews lives in 019, and has for years. His reputation as a fair and decent guy goes further back than the time on the job of most of the posters here. It's unfortunate what happened, I wasn't there, and I'm sure there is plenty of blame to go around on both sides of this situation. I'm sure people on both sides probably wish they had handled the situation differently. I've seen bosses involved in far more serious incidents than this one walk away untouched, and even PROMOTED. Personally, I think the Job went a little too far on this one. No one ever said Matthews attempted to free his kid, or ask that the case be kicked under a rug. Some nasty words were said, by a few people. There had to be a better way to resolve this than to take a good boss down. I could even see giving him a few days off, but not a demotion.

He came into 019 armed, with family armed, with no ID's and never Identified himself! And why does he and his copper son need to have their weapons exposed anyway? It's amazing to me that an ADS fell for his pressure and violated dept. policy and did not impound the vehicle that was found to have a firearm. The guys in 019 used incredible restraint! Thoes coppers could have fought and arrested all of them and then went IOD! But, I'm sure they were fearfull, and rightly so, of the possibly back stabbing that can always happen from the exempts. Blame for the guys in 019? They should get an award for restraint! This Commander's son is a gang member with a gun! The same thing Sup. Cline talks about every day. The same reason we have DOC meetings every week. The same reason for Op. Safe Summer and many other Ops. Sup. Cline's every day is about Gangs, Guns and Drugs!! He tells us all the time!
