Armed Security Guards

From an anonymous cop (we've summarized a few of his ramblings to get to the highlights):
  • I was discussing the "20 CR/12 TRR" rule that the department is thinking of instituting with a buddy of mine. The department has already been doing it's damnedest to make patrol an undesirable spot for working cops. Quotas, missions to solely generate BS arrest numbers, etc., is taking the actual policing out of police work
  • What this city wants is armed security guards, and if they could disarm us, they'd do that too. Proactive police work is doomed in this city. The city wants to beat the aggressive work ethic out of the department.
  • The road this department is traveling down due to political pressures is depressing. I used to think I'd do the job until they mandatoried me off. Now? I don't know if I'll stay past 25. The day of the 35 year lifer is dead and gone.
We've been reading the comments over the past few days with great interest. So has this guy and a number of others who have written to us lately. This attitude of the Department "dying" from within seems to be becoming more and more prevalent. We always heard the stories about the job becoming less "fun" with the passing of time, but nowadays it seems the fun is literally being sucked out of the job.

Can this tread be reversed? Can the Department be saved from itself? Should it be?

Maybe off topic but it's armed security.

The city billed the Board of Education ($4000,000)
for uniformed school patrol officers assigned for 8 hrs a day, which covers 73 schools and 1 special school.

(2) Officer teams at designated High Schools.

District Sgt's. designated as Laisons to the Bureau of Safety and Security?

From Jan. 01 06 - to June 30 06

20 Guns recovered

5,508 Physical arrests in and around the schools

27,899 school absentee's slips

Grand total of officers
(207) operating 33 cars.

Now the way it's broken down it does not discuss off duty but did say Uniformed , off duty are not uniformed or at least they were not? It appears off duty is rolled in to the figure under uniformed.

Next thing you know they'll tell the detectives to stop beating confessions out of people. Unbelievable. Just because we paid out a million last week for someone who had a confession beat out of him and no punishment to the detectives who did it, now they're probably gonna say no more beating confessions out of people.

We have rocketed to this level since Daley took over. Needed Revenue and stats are all that's wanted. More so now then before.

Step 11, 30 years is gone, step 10, at 25 and a day makes it. I understand the hope of some and or the choice to go mandatory but at this rate it's harder to last. There's just too many pit falls and obstacles. The best you can do is to do simply try to do your job but it's become a slow nerve wracking grind and a difficult feat. Quota's alive and thriving in the open.

The thrill/joy and pride is being forced out and a lot feel that way. Maybe a change in leadership would alter it, since changing of the guard brings about change. I think we already know what the next Mayoral election has in store for us. With that sense for me, just doin my time. Does anyone else think maybe the city would prefer us to go at 20 with the 52.5% instead of seeing out 25 at 75%, sure feels that way.

At the rate the city is going they act as though Police presence is a luxury and not a necessity to the community at large.

I have only been out of the academy for a short time, but for a number of years before that i was a surburban copper, the reason i left the suburbs was so that could actually be the police. In the time since i hit the streets this attitude has become all to apparent. Moral has to be at an all time low, and from the little experiance i have thus far it is not hard to see why.
Every time a decision had to be made it seems that those who are in charge have their heads so far up their asses that a decent decision is impossible. The department needs a jumbo enima to say the least.

This job is no fun at all anymore. The bosses don't back you up at all. You bring in an armed robber offender and the captain says "why is your black vest over your sweater?" Instead of great pinch. I swear, i'm just doing the bare minimum to get by until i can find another job, where the employer actually appreciates the work you do.
Guys that work out there all day are complete idiots!!!

This job has become all about numbers. I think they forgot that we are supposed to be out there trying to weed out the bad citizens. They don't let us do that anymore. The people on the street have no respect for us and most have OPS on speed dial. There is no way you can be a proactive policeman anymore, just impossible. Unless you want to get yourself fired and/or sued. This department sucks so bad. The merit crap and ball less brass F'ing ruined one of the best jobs in the world. F them. The old timers gotta be screaming from their graves.

To clear up any confusion over your post..I believe step 10 is 25 years as you stated. However, maxing out @ 75% is 29 and a day, NOT 25 and a day as you wrote!

When crime especially violent crime escalates out of control because we are hamstrung by being reactive instead of proactive,the pendulum will again swing the other way. But when it does,(and it will.)We have to be SMART about how we deal with the criminals AND the public at large. CR numbers are unavoidable in police work. CR numbers obtained because of stupidity and/or ignorance are.

A fellow retired P/O called me the other day and told me he received a check from the City for the amount of $12.95 for being overcharged for health insurance. The case of overcharged health insurance since 2003 that the FOP handled is a disgrace. The amount overcharged claimed was approximately 20 million dollars by the FOP. The City says 15 million dollars. There are, lets say, 12,000 P/O's for the sake of argument. 12,000 into 20 million is a lot more than $12.95. You do the math. Where in God's name did all that money go??? There should be another investigation by Federal Prosecutor Fitzgerald added to all the corrupt city investigations that are ongoing. Someone please investigate this matter. We can't let Daley get away with this. As far as you young P/O's go, your primary attention should be focused on retirees benefits in future contract negotiations because your going to need it wen it comes your turn to retire.

The department listed a 2007 10 hr day schedule on the automated directives right under the 2007 normal schedule. Are they bringing it back or is there a secret squirrel unit still working 10hr days and no one knows about it?

one tact LT said that all he wanted was bs arrests on the DOC. any arrests outside of the DOC means nothing-no matter what the arrest is for. so thats what our elite tact teams have been doing and will continue doing-arresting bust-outs for drinking and pissing. so if ur a criminal find out where the DOC is and commit your crimes outside of the DOC, you'll more than likely get away with it. also i'd like to know when 022 will make bt 2211 part of the DOC that way we'll see police cars over here other than when they're at lunch

Fox News just did a report re: the LAPD, and how gang members and others are using their system of filing complaints to get officers off of the streets (and in their system, complaints can also hamper an officer's chances for promotion). One woman in LA has filed more than 100 complaints against the LAPD, according to the report. How long before that strategy gets here?

The State Police tried, a few years ago, to fool the public by putting store dummies in their marked cars dressed in ISP uniforms. CPD has been doing it for many years, both by hiring and promoting all too many real dummies, and, in the name of ALL HALLOWED "DIVERSITY", hiring and promoting all too many persons who are either mentally,emotionally, or physically incapable of being the Real Police, or handling the difficult and multifaceted situations that the Real Police must handle many times daily. We have become a department of "Smurf Police". We are infested with maladjusted personalities, gang-bangers pretending to be cops, drug users pretending to be cops,
persons with confused sexual identities pretending to be cops,
lazy slugs pretending to be cops,
cowards pretending to be cops,
ignoramuses pretending to be cops,
thieves pretending to be cops, clout babies pretending to be cops, and an overabundance of just plain ASSHOLES pretending to be cops.
Too many from each of the above categories have been promoted up thru the ranks to the point where the CPD has become saturated with
the woefully inadequate. After 32 1/2 years I had enough of it & retired.
But I thank GOD for the hard working and honest Real Police that are still out there, "DOING THE RIGHT THING"!!! The "Thin Blue Line" is getting way thinner.

I just read the Slum-Times article regarding the patronage hacks who are raping the City with the help of Carothers, Burke, Reyes, and the other Aldercreatures.

All these A@@holes should be in prison.

I took a fall years ago..f'd-up my shoulder and neck for real(while chasing an offender). I was back in less than 3 months, surgery and all!

Some asswipe in the newspaper article takes an "alleged" fall while getting out of a vehicle and claims "numbness in my side" and gets a 6 month vacation, all the while doing all sorts of manual labor around the vacation home, with pay!

Then he acts insulted when the reporter asks him about it!

WE NEED TO VOTE OUT DALEY AND "THE MACHINE" ASSHOLES..COME ON OFFICERS!

IDIOT: (12:36.01) Just because the city forks over money to pay claims against the police doesn't mean the claims had any merit.

The Corporation Counsel's office is staffed basically with "politically connected" lawyers with little or no actual experience. So they tend to "make it go away" rather than try to actually do their job and fight the cases in court.

Your post sounds suspiciously like you are probably one of the slime ball lawyers who benefit from the Corp. Con. incompetence.

I agree with the Mayor and for what his Police Chief's are doing. No more mean cops on the street to scare me. I do have OPS on speed dial and I will call. A gun and a badge does not make you Wyatt Earp.
We need more outstanding people like the Rev.Meeks to stick up for the citizens of Chicago. I do not know what TRR's are but will make sure I find out from OPS. 20 Crs will take care of those mean Tact guys out there.

Its not just the city, its everywhere. Would you walk in and tell a doctor, a bricklayer, or an accountant how to do their job? No, but for some reason everybody seems to know more about police work than officers because they watched Matlock or Magnum PI. Cincinatti started just doing what was required and crime skyrocketed. Believe or not, this city is on the verge of being out of control, and without us it would. The average person would S&^% if they knew all that goes on.

I worked for Mike McCotter in 012 when he was W/C on 1st watch. Now he was a BOSS. Always there when you needed him, backed the troops. Field Lt. Bill Derrig(ret), Sgt. Bob Stasch, Sgt. Duane Podborny, Sgt. Bill Dunn(all now lts. with Pod retired), retired Sgt. Richie Cervenka,Sgt. Brandon Carney. What a tight watch it was. I miss those days and will never see a crew like that again. That's when we WANTED to work. Now, fuck it. I always said I would stay til the end. It's 25 and out for me now.

Above is what's affected the dept.
as well there's way to much of it in these times. Notice the foul language and insult about lack of pride. Then comes the infamous crybaby comment, followed by insults to Fireman as well. Perfect example of the type of individuals and boss's were subjected to daily while simply trying to do our job.

When someone leads off about how thankful we should all be about the benefits provided, which are actually used to lure new employees to this very day. You know it's a call-out just to start throwing insults and trash the officer's. Individuals like the above have low self esteem and use rage to mask their inferiority complex.

I won't bother to address whether or not their the police because it doesnt matter, although it might be the police hater with OPS on speed dial.

We agree step 11 is gone? Since step 11 is gone and step 10 is 25, is that not now the final raise? I understand the 29 and a day. I'm missing the raise portion after 25. So it appears the final increase is at 25 but your still expected to hang till 29 an a day.

Can anyone clarify my confusion why one would need to work a full 4 extra years to max after the final raise appears to be at 25 step 10. Is there a void and you get another raise at 29 an a day but no step is involved. Does the 2.5 after 20 each yr. come into play in this equation? The compression format is perplexing, at least to me and I do think to other's as well.

Why did the city pay him a million dollars? Oh DNA evidence proved he couldn't have done the crime. He still confessed to the murder of his mother (he is mentally slow though). Anyone of you brave tough street working goof balls care to guess how much the city has paid for confessions that have been beaten out of people. Do any of you Einsteins really know why the credibility of this department is in the gutter. It's not because of OPS. It's not even because of the obviously dirty cops that have been caught (oh so easily, yet never by their supervisors).
It's all the people that have been put on death row for confessing to crimes they couldn't possibly have committed. It not's blue boys or tact guys getting these confessions. Oh no it the super duper detective division. The best in the nation. What a joke.

In the Sun Times today was an article showing a Commissioner with some balls. Fire COmmissioner Ray Oroszco is on record defending the driver of the car that struck and killed a women on South Chicago Ave. the other night. Commissioner Oroszco stood behind his guy in spite of the "COMMUNITY" (oh how I hate that bullshit term) claiming the driver was speeding and disregarded the safety of a pedestrian. That's a bunch of bull as we all know. The family is looking for a little cash from the City, that's all. Imagine what Phil would have done under similar circumstances. He would have gone to the women's church and gave praise along with the Reverend and his flock. He would address the congregation and promise the officer responsible for this horrible deed would be punished. He'd promise a training program to ensure the Police don't run over little old ladies ever again. That's whats wrong with this Department. Bosses who are capons who only worry about what Little Mayor Diddie Di Dee thinks. It still amazes me to this day that a boss like John Townsend had any thing to do with this little fool.

This job is not here in order to provide you with amusement and "fun". If you want fun go to Great America. That does not mean you can't enjoy your job, but that is up to the individual. If you want to come to work depressed and bitching about everything you can't control you will be a miserable prick. If you come to work, do the best you can, have a good attitude with you co-workers, collect a paycheck twice a month and know you are here to support your family and self you will miraculously discover that this is not a bad way to make a living. Believe it or not, if you hate this job so much it is probably because you have just given up on trying to do anything productive in your personal or professional life.

Been on this job for over 25 years and I still enjoy it—even if it does not provide me with a whole lot of “fun”. If you can’t tell the difference you life is going to be miserable as long as you wear that badge.

As a 20 year officer with the last few in the detective division I feel this department is doing all it can to make sure no one does anything. It is such a shame this department has become the way it is. When I first came on the job the old timers would say how much this job has changed and looking back now I know what they mean. I feel bad for the beat guts who get no credit for anything they do but get fucked with by the inspectors and any boss who forgets where he once came from. I laugh 'cause actually not a lot has changed when I came on in the '80's. While working in the 11th dist (when it was fun and a lot of good people working togther on the watch) I remember bringing in a good felony pinch and brought the paper in for the watch cmdr to sign and he stared at me for a good 10 seconds and asked me what color of earrings were in my ears.

All the union dues you paid out is not helping one iota. A group of us are currently talking to a big time private out of state attorney to sue. and we mean sue for hundred of millions of dollars. Just to let some of you know that this situation is as bad or worse then discrimination done to women in the movie, "North Country". It might take a while, but justice is around the corner in form of a class action suit. Shame on the FOP for the cowardice it has shown so far. We know FOP is not a solution (christ, they endorsed Blago knowing full well the feelings of the rank and file).
We have an election comming up. I plan on standing in the middle of a busy intersection, in a conservative suburb, in full uniform, next to a sign that reads "please vote, don't let my boss be yours".
Every ticket I write gets handed to the offender with the statement "courtesy of the mayor".
Every parker I hand to a person is only written because "the alderman called on your car, I had to write it".

I hate politics more then anything, but if I have to stoop to that level to save this job, I will.

I worked for Mike McCotter in 012 when he was W/C on 1st watch. Now he was a BOSS. Always there when you needed him, backed the troops. Field Lt. Bill Derrig(ret), Sgt. Bob Stasch, Sgt. Duane Podborny, Sgt. Bill Dunn(all now lts. with Pod retired), retired Sgt. Richie Cervenka,Sgt. Brandon Carney. What a tight watch it was. I miss those days and will never see a crew like that again. That's when we WANTED to work. Now, fuck it. I always said I would stay til the end. It's 25 and out.

Don't forget no-bread Fred Ulleweit(ret), Tom karnick, now Capt, Eli Voulgaris(now Commander)Kevin Reppen, Lt. Jimmy Devereaux(ret)Gene Roy, (now Commander). An excellent crew of bosses, also great coppers, alot moved on, got promoted, too many to list, anyone else that was on that watch, feel free.... that was a hell of a breakfast club at Iras.........

I agree with Sgt. Kane. While I try to not be negative or wallow in self pity, one must admit that this job has changed for the worse and it's only going to get worse. Sgt. Kane was right about the type of people that are being hired. Look around buddy and tell me what you see. Midgets, people confused about what sex they are, black militants, white militants, suburbanites who have never been inside the City of Chicago except when they were partying on Rush St. or Lincoln Park, lazy do nothing dogs who only took this job because they couldn't find another one, mentally handicapped individuals, liberals, obese people, people that can't grasp the concept that this job is a calling, a way of life, a career not just a job, cowards who are afaid of people a little darker than themselves, academics who do not have an ounce of street smarts, the list goes on and on. Now not all of the people that have been hired lately fall into any of these catagories, I still see some outstanding new Officers, but it sure seems that many do.

1) Your pension check is determined by taking the AVERAGE SALARY of your BEST FOUR YEARS out of your LAST TEN YEARS on the job. Anyway, that figure is multiplied by whatever PERCENTAGE you get (based on your TIME ON THE JOB). Why not use simply your LAST FOUR YEARS? Probably so bosses who are demoted, but have to work here anyway, can still pension out at there highest rank. Re-cap: BEST FOUR YEARS OF LAST TEN (TIMES) PERCENTAGE. With me so far?

2) In order for your BEST FOUR YEARS to be as high as possible, they have to be the four years AFTER you reach your highest pay rate. You reach your highest pay rate at 25 years. If you only work one month after you get the 25 year raise, then only one month of your best four years will be at the highest pay rate for calculating your pension. The rest will be at your lower, 20 year step. So, if you work at the highest pay rate for the four years following you getting your highest pay, you will have the highest possible salary number for the calculation. Unless of course you are the aforementioned boss who has been demoted, then you are probably just staying to reach a higher percentage because you reached boss way before you were old enough to retire or up the percentage by staying on until you reached 29 years.

3) You reach your highest percentage by staying until 29 and a day to retire. (You start out at 50% at 20 years, and add 2.5% for each year after that [just beginning that extra year gets you that extra 2.5%, so it would be hard to retire at exactly 50%, because you think you'd stay one extra day to get an extra 2.5% percent], which reaches the cap of 75% at 29 and a day.

4) 25 plus 4 years. 29 and a day. They meet up so that your highest base salary for pension calculation purposes arrives at the same time that you reach the maximum percentage pension that you collect. Therefore, to get your highest possible pension check, you stay until 29 and a day. (Unless of course you have the boss thing working, or you got hired before the age of 31, and you need to stick around for the health care coverage until you reach medicare age.)

Anyway, that's pretty much how it works. It would be easier with graphs, but this is really a text-only way of communicating.

When you have a Union, sorry Fraternal Organization; that attempts to represent you, while working within the parameters of clout (Try playing the World Series of Poker with one-eyed jacks and Dueces Wild); this is what you get.
When you have a disiplenary process that is routinely bastardized for the scion of bosses. Examples to be offered if really needed; this is what you get.

I interviewed a guy in 011 today, a beat guy. He did a search warrant that I was interested in and was writing another search warrant when I arrived. I have 33 yrs and was impressed with this guy, he's the "real deal" doing "police"work. A real organized, street smart pro. Glad to see that there are some still out there. I asked him how he found time to do search warrants assigned to a beat car and he said "great bosses!" So I guess all is not lost.

There is alot of anger and frustration out there I see it in the writing and on the faces of the officers in street. I am a sixteen year veteran who has never been promoted, and has seen some idiots get white shirts, because of the buddy system. We as officers need to be together on certin things,like the way these promotional tests are given, and how we are never given what are the right answers, or what are answers they are looking for on these tests.
Our order (union) has let us all down in some respects. I will not defend them either. We must make the changes ourselves, we must unite and rise to the challenges in front of us. Enough is enough, this city, this system, has done nothing more than trample our rights, and kill our morale.
All you people who say you will not vote for Daley, do you think Jesse Jr., "Shakedowns" baby, would be any better. "The devil that you know my friends."
Let's get the fat cats out of our representation, let's elect some people who know how to do business for all of us, not just for themselves.
More importantly we need to look out for one another starting right now. For the police.
