No Outrage?
Can you imagine if the Chicago Police Department managed to kill 53 people over 7 years through sheer incompetence? We're not talking justified shootings. We're talking about 53 people dying through lock-up negligence, running them over with cars, willful neglect, not following the rules, etc.
There would be outrage. There would be marches in the streets. There would be Federal oversight so tight on this Department that they would be sticking GPS up everyone's ass to keep track of you 24/7 and each officer would have their very own Federal Monitor to oversee all decisions.
So where is the outrage, especially in the minority communities, about the 53 dead kids over the past 7 years that are directly attributable to DCFS negligence, incompetence and rule breaking?

The deaths of 53 children from September 1998 to January 2005 involved errors by state caseworkers, investigators, supervisors or contracted private workers -- and the failure of those players to properly gauge danger to the children, the Belleville News-Democrat reported Sunday.
The newspaper said the deaths involved children being beaten, burned, smothered, shaken and starved.
The entire Sun Times article covers 7 paragraphs TOTAL. For 53 dead kids. How many paragraphs have been written so far about the California girl who flew all the way to Chicago for a job in the sex industry and ended up taking a flight out of a 7th story window? She's still alive and may end up costing the City MILLIONS in a settlement. But no one is outraged about 53 dead kids? WTF?

My image of DCFS comes from an incident in the 17th District about 10 years ago.
One winter evening, mama's boyfriend kills her infant son by slamming him into the wall because he would not stop crying. The only witness is mama's 2-3 year old daughter. This asshole bugs out and the crime is discovered when mama comes home from work. We put out the dragnet for the bad guy and posted a car at the apartment which now had several more family members there. This guy had a history of violence and resisting arrest so we were keeping a close watch there.
About 3 A.M., the car there is involved inb a disturbance. It seems that DCFS was crashing into the apartment, with some Y.O.s, to remove the daughter.
It was 3 o'clock in the morning and these fools wanted to yank this child from her crib and take her to a "facility". It was very strongly suggested that they come back when the kid was awake. No they were going to take her now! Oh, and they were NOT going to let a mama, or any other family member come with her. They were also not going to tell anyone what "facility" they were going to.
Now let's get this straight, the kid has been witness to something terrible, and in the middle of the night you are going to rip her from the only security she knows, put her in the hands of strangers who are going to do who knows what, and this is the best thing for her!?!

ATLANTA (Nov. 22) - The niece of a 92-year-old woman shot to death by police said her aunt likely had reason to shoot three narcotics investigators as they stormed her house.
Police insisted the officers did everything right before entering the home Tuesday evening, despite suggestions from the woman's neighbors and relatives that it was a case of mistaken identity.
The woman, Kathryn Johnston, was the only resident in the house at the time and had lived there for about 17 years, Assistant Chief Alan Dreher said. The officers had a legal warrant, "knocked and announced" before they forced open the door and were justified in shooting once fired upon, he said.
Sarah Dozier, the niece, told WAGA-TV that there were never drugs at the house.
"My aunt was in good health. I'm sure she panicked when they kicked that door down," Dozier said. "There was no reason they had to go in there and shoot her down like a dog."
As the plainclothes Atlanta police officers approached the house about 7 p.m., a woman inside started shooting, striking each of them, said Officer Joe Cobb, a police spokesman.
One was hit in the arm, another in a thigh and the third in a shoulder. The officers were taken to a hospital for treatment, and all three were conscious and alert, police said.
Rev. Markel Hutchins, a civil rights leader, said Johnston's family deserves an apology.
"Of the police brutality cases we've had, this is the most egregious because of the woman's age," Hutchins said.
Hutchins said he would try to meet with Atlanta Police Chief Richard Pennington and would also meet with lawyers.

I agree the Y.O. and DCFS should not have come at 3 o'clock in the morning and yanked this kid form her bed as you put it.
You should have taken the child into protective custody and made the arrangements to turn her over to DCFS the second you arrived on the scene.
You should be looking at 30 days pending especially if you felt it was nessesary to sit on the house in case the offender retured.
Your first and foremost responsibility is the saftey of the surviving children. That includes taking them to a hospital to get them checked out and then turn them over to the responsible agency DCFS.
You fucked this one up big time.
If I was the Y.O. you would be looking at a CR.

If you been out there a while you are certain to know that you walk a tightrope in such a situation. Unless you're certain that the mom or auntie is not involved you err on the side of caution. The secure arms of who? You're kidding, right? If you worked in a high risk district you know there is little security in a parents arms.
When I got the two confessions aluded to above and informed the mother what her boyfrined confessed I was still the "lying motherfucker puttin da case on him" You don't give the Y/O'S and DCFS enough credit.
Most of the time the mother, or the family, will circle the the wagons to protect a murderer and impede an investigation.
So, what's it gonna be? Do you beleive the mom, leave the surviving siblings in the house where a brother or sister were murdered and not hurt her feelings, or pull the kids out until it's sorted out? I was the last person to ever PC a kid and openly fought with sergeants who wanted me to, but it's easier to do than it is listening to PICU doctor informing you that he's just waiting for ROBI to harvest organs before he disconnects the kid from the ventilator. But who said this job was easy?

whats with all of you guys hating on TRU. I went over there a few months ago and have met nothing but great policemen. I tried the good life (020) but the ghetto is where its at. I've only got two years but all you district guys know what happens when we show up, life shuts down for gangsters. We're out there every night doin' the job the way it should be done. TRU is a fucked up unit. most officers dont have any time on the job, are inexperienced, and/or have a phone call. i hate to say this, but im surprised only one TRU has been killed in the line of duty. with all of these young officers and alot of young female officers who weigh 90 pounds, im surprised that there havent been more serious injuries to TRU officers. i guess everyone forgot about ceriale. bottom line---if you dont have 5 yrs on the job working a beat car- you shouldnt be able to work TRU, tact/gangs, SOS, Narc, vice, Detective, or any other unit PERIOD!!

The murder occured during the day and discovered in the afternoon.
DCFS should have come out IMMEDIATELY and taken MAMA AND THE KID INTO CUSTODY.
This was a third watch investigation with Dicks and Youth the Crime Lab and the Deputy involved. Everyone got there except DCFS.
When the first watch takes over, everyone is home and asleep. We posted a guard and hunted for the bad guy. We did not make the decision to leave the kid there.
NOW at 3 A.M. DCFS shows up and wants to wake up the kid and take her screaming away from mama.
The point is that DCFS should have come out right away not wait until the news media heats them up.

You have no idea what you are talking about, the Sgts. pick their people, i've only seen one guy come over out of nowhere, nobody knew how he got there, he came from a south side district and a Sgt. had to take him, other than that, they pick who they want, SOS is all phone call(at least it was) the Sgts. had no control over who they got. There are small females everywhere on this job, look around the rollcall room.
The unit has had been involved in 14 0r 15 shootings since it started, everyone performed admirably.
Why can someone make det with three yrs but can't go to TRU, SOS, Narc, etc? i think three yrs. should be the standard for anything, tac, a unit etc. if you wait until someone has 5 yrs. they are more than likely confortable where they are and less likely to be interested. All this bashing boils down to onw thing- jealousy, it's the same things that have been said about all the other units, new people in every district(a 2yr wonder) we didn't set up how the system works on this job we just learn to work within it.

I'm not from 011, I'm from 025. 025 is one of the busiest districts in the city. I have seen more in the 2 years I have been there than most of you will see in a career. I heard 011 isn't shit anymore. Is it really slow or what?
The stats for last year came out a few months ago. 011 processed something like 25,000 prisoners last year, more than the next 3 districts combined and over double the next closest district. 008 might have a busier radio zone, but no one comes close to 011 in terms of raw numbers. It's barely controlled insanity.

The murder occured during the day and discovered in the afternoon.
DCFS should have come out IMMEDIATELY and taken MAMA AND THE KID INTO CUSTODY.
This was a third watch investigation with Dicks and Youth the Crime Lab and the Deputy involved. Everyone got there except DCFS.
When the first watch takes over, everyone is home and asleep. We posted a guard and hunted for the bad guy. We did not make the decision to leave the kid there.
NOW at 3 A.M. DCFS shows up and wants to wake up the kid and take her screaming away from mama.
The point is that DCFS should have come out right away not wait until the news media heats them up.

First: DCFS does not take Mama into protective custody.
Second: DCFS is only mandated by law to respone sometime within 24 hours of the incident. DCFS Does not respond to crime scenes the Police do.
Third: You are the first responder, you are the person of authority. IT IS YOUR RESONSIBILITY TO SECURE THE SAFETY OF THAT CHILD. PERIOD!
The time of day or night the murder occurred and/or was discovered does not matter. If the child is placed into proctective custody by the Police, who cares how long it takes for DCFS to arrive, that child is safe. Who cares if the case is passed off to the next watch, the child is safe.
Who cares if the Dicks, Youth, Crime Lab or even the Army is involved in the investigation, the child is safe.
If a Situation like this occurres catching the offender is the last thing you should be worried about. Seperating the child from the mother is no big deal either, even if the child cries. Maybe the mother is the offender and is just blaming the boyfriend.

Sounds to me you did not have the stones to make any decision. By not removing the kid as you put, from a potentially violent or fatal enviroment, you did if fact make a decision to leave that child there.
I'll say it one more time. The saftey of the child is the only thing that matters. NOTHING ELSE!!!

This started as part of the outrage of how DCFS fucks kids up with too little, too little resources, too little training, too little common sense and always too late. This was not to bash cops who did the best they could with what they had.
Yes the safety of the child is most important thing of all; but it is not the only thing and we had to handle all these things.
There were a few details left out of my original blog response from my memory of maybe 10 years ago.
I talked to one of the other FIRST WATCH officers who was there and reminded me of a few things.
First off, the preliminary investigation was handled between the second and third watch. The kid was checked out at an emergency room and released, DCFS did not go there.
Pardon me for forgetting about this, the mother and kid were RELOCATED, to the grandparents apartment in the afternoon. I WILL ASSUME THAT THIS IS WHAT THE FAMILY WANTED AND WHERE THEY FELT SAFEST, with a marked beat car sitting outside. DCFS did not go there in the afternoon, they couldn't find anyone for over half a day. Were the beat cops supposed to sit withthe family in the station interview room all day and night.
A tact team was put inside the mother's apartment in case the offender came there.
A marked FIRST WATCH was posted outside the grandparents home. This was our assignment, to keep watch outside the darkened apartment while the family slept after this tragedy. Don't bash us for following orders, doing our best to keep the family safe and wanting to catch the asshole. What were we (FIRST WATCH BEAT COPS), supposed to do, barge in and wake everyone up at the start of our shift on just the basic briefing we were given?
When DCFS finally did show up, at 3 A.M., it was like the Ilian Gonzalez grab in Florida. A lot of screaming and tears, mama and the retraumatized by the system. Again, why didn't DCFS show up at the E.R., or at the home within a reasonable time. Showing up when they did, the way they did, wrenching the kid from the arms of her mother was sickening. Then taking her away with no family, talk about emotional trauma.
The FIRST WATCH beat cops did the best they could. The way you wrote makes me think you are not the police.

In the first post you made it sound like nothing was done but a car posted outside the offenders apartment.
The fact that the child was taken to a hospital and then removed to a relative house makes a big difference.
I am not defending the response by DCFS but they do have that 24 hour rule. And I think thats bullshit.

Trust me I am no fan of DCFS, but it sounded like you were placing blame on DCFS for something that is the responsibility of every Police officer.

It's also the area, where they process arrests from 010, 011, 012 and 013. All of the arrests aren't from 011.
