Anyone Hear About This?

We got a letter today from a copper who works on the west side. Everyone who reads this site knows about the recent news story regarding RAP's and slow response times, allegedly based on a nefarious plot by evil white policemen and politicians to short minority communities of police service.

Of course, it's a load of bullshit.

According to the letter, after a certain Deputy Superintendent put the onus for poor response times on OEMC and dispatchers, the staff at 9-1-1 has been playing everything by the book. This led to a number of hurt feelings so the Deputy Superintendent made an appearance and told the dispatch roll calls that he had been misunderstood and misquoted. It WASN'T the dispatchers fault at all - it was all the fault of the Field Sergeants who couldn't supervise adequately enough.

For our money, we're still sticking with the manpower shortage theory, but what do we know?

We'd love to see the boys and girls over at Chicago Dispatchers or the LetsTalkChiTown blogs let us know what was actually said at this roll call. And we would REALLY like to see what SecondCitySarge has to say about all this. Are Sergeants truly the source of all RAP's and evil within the Department?

Do you really believe they'd blame anyone else but the sgt.'s. We all know the problem. To many people working inside period. To many redundant missions. Heck, it's getting that you need an event # to take a leak, "squad can I have an event #, I gotta hit the can" or "squad, I'm gonna roll down my window, can I have an event#". Way to many specialized units. Way to many people working in the front offices of districts. Someone explain this to me? You're paying a Street Deputy, A Captain, A Lt. and multiple sgt.'s to supervise the officers, but you still pay an inspector to just drive around aimlessly, to also watch the troops. But sad to say,this will never change. Take it day by day and back each other up. Remember, we're supposed to be paperless; remember, technology is supposed to help us reduce crime, when was the last time anyone heard the dispatcher telling us a camera just heard a gunshot, lol, as if we needed a machine to tell us this, and how much do these cameras cost? Even, if someone at the desk saw something on them, you don't have the manpower to actually send someone to check it out because of the street shortages. "Squad I can't go right now because I'm on a seatbelt mission". Why doesn't the media actually look into the silly units that actually exist, or how long some officers and sgt's have been inside their whole or most of their careers. Heck, some have been working on projects as long as I've been on the job. Or, Or...the medical abuse. We have civilians and sworn officers working on the same projects. It doesn't take a genius to see the redundancy here. I just love how someone who works inside, can blame the problem(s) on sgt.'s or officers who go to work everyday, and deal with the problems in the community that these inside folks are shielded from. Stay in your cubicle, read your paper,play on the internet,and keep pretending your the police. And I'm not talking about the officers who earned an inside spot, (i.e.,the legit IOD's or an old timer who earned that inside spot). Leave the working police alone.

All I know at this time, is when a car is being held down on a detail,
that wasn't created for the detail
such as H-henry cars for housing, we have to print a copy of the event up and send to w/c office, so Williams can make a phone call every night and have a tally given to him.
Also heard how the sgts in the field are going to have to decide what cars to pull off of assigned jobs so they unit can handle 1a job during a rap.

This is just typical media bullshit. Instead of doing any real investigative journalism, they just play the race card and say that, "The Chicago Police Department doesn't care about black people."

If they did any real research, they would know that manpower is at an all-time low, most coppers don't have working equipment, there are only so many stupid missions you can fit into an eight hour day, most sgts aren't listening to the radio because they're too busy bullshitting with other sgts (because that's the only people that will talk to them), you have cars that are down for the tour on bullshit robbery missions (when was the last time the robbery car came in with a robbery pinch? NEVER!), etc., etc.

I could go on for hours.

P.S. I know you Sgts like to come on this site to see if you see your name every day. That's wonderful. But do me a favor. Keep your opinions to yourself. We don't give a shit. This site is for us. Go bloviate on secondcitysuckhole.blogspot.com!!!

After 24 years on the job, 13 in a blue shirt pushing a beat car and all the rest except for the last two years on the street I can say I speak from experience. Sergeants can make or break a unit or district. They are the key stone. You can have the best POs in the world but if they do not have the Sgts. to support them and run interference they won't get anything done. If they don't have the Sgt that will hold a slip they will burn out. If they don't have a Sgt who will conduct a CR investigation properly they are screwed. Sergeants set the pace for the unit. They lead. If they don't the unit will suck no matter how many great coppers you have. So if you want to blame the Sergeants I suppose you can. Remember the best SGTs have big shoulders and can handle it. The worst Sgts will be crushed. I am not a sergeant any longer but I know I couldn't get anything done without good sergeants. My hat is off to them. Thank you and have a Merry Christmas.

I work in 006 and I can tell you we are working with 0 to 2 rapids a night. only beat cars with 1 P.P.O. on each we had to split up partners because we have too many P.P.O.'s. Now the P.O.'s are bidding out so the can work with their partners again. We are in a RAP usually from start to finish on the third watch. Second watch has put Tact and Gangs on beat cars. Something is going to have to give SOS and TRU are around sometimes but they don't take jobs. and when several beat cars go down on arrests we are in trouble. Put SOS & TRU back in the ditricts so we can run things like they are supposed to. Remember back in the day when you had a full crew of sector cars plus enough to put up incident cars. Enough is Enough before someone gets hurt, start keeping copies of your Daily work sheets.

As a Sergeant, I know we have a secret plot to deny the city police service. I make sure no cars are available for the first an last hour of the tour. It makes my job so much easier...answering calls, going to requests about waiting for police service, etc.
How about the truth,Dana? Tell 'em the city is budgeted for hundreds of more officers but uses that money to pay the salaries of all the extra exempt members (like yourself) in this top-heavy, political joke of a department.
How about canceling seatbelt missions, doc missions and out door roll calls? That would fre up cars for service.

seatbelt missions are suppose to b used to supress crime and gather information, protocol syas you need at least two two man cars and a sgt, however in 005 CW and KR expect you to do it with one car, I say dont do it-let them beef, cause its a safety issue, they do it just to get an event number, let KR do his own with his stupid i-bond book that he carries and he loves going to traffic court, they then let specific cars down on bs personals, schools missions, talks, tvbs, someone is going to get hurt out there, and they chase all our good sgts away or put them in the hospital, please look at their bs down times, come n c the wc for bs complaints, just once I like to see them two work a car together, hell they couldnt do the paper work, be safe and do as little as possible

Why have watch 06 cars on days and thrid watch when we have tact teams?

Our leadership cannot make command decisions concerning manpower because of local department politics interferes.

Properly man marked cars for officer safety and manpower needs.

people who don't have regular zones that they work, have you ever noticed that cops from north side districts seem to be more polite, in general? We're not saying they're better cops by any means, we realize that politeness doesn't equate with "good police work." But we have heard from many a dispatcher who works a north side zone and is amazed by the differences in etiquette when working south side zones, and many a dispatcher who works a south side zone and is amazed by the differences in etiquette when working a north side zone.

BOO HOO, I'm getting really Misty Eyed for the Sgt.'s. They reap what they sew.Pick& choose when the want to speak up regarding RAP or Backlogs. They are real silent when the early cars are out& they give you a P/I accident w/ 5mins left in their shift, then pitch a bitch when you go into overtime. Suck holes the lot of them...

Years ago the Capts ran the stations and an LT ran the watch

There are too many clout people who are given good ( Capt and above) jobs

Way too many exempts! They keep creating more and more exempt clout positions to keep the machine strong. It's a huge waste of money that could be spent on better equipment and more police. And those SILLY cameras. WHAT A JOKE OF A WASTE! The gangbangers laugh at them. I wonder what friend of the Mayor owns the company that got that contract? Remember to go the extra mile for this city because they will fo you!!

they give an order the other day about everyone to work closed market means all house cats have to work street how about putting all on the street even thr "honeys" from 35th street and then putting civilians inside to do paperwork? Where is the media looking at the shortage of Police in Chicago?

We'll get back to you later today with our point of view and why we seem like such hard-asses on the radio now. But yes, it's true, when the DS came to our roll call, he backpedalled and put the onus on the supervisors in the field, among other issues in the Patrol Division.

However, he didn't make mention of the severe manpower shortage.

I have worked in ghetto districts my whole career on the south side. most sgts suck because ther are only interested in sucking the captains ass and trying to make Lt. instead of being the real police. they only cover their own ass and want to move up the ranks.. FUCK THEM....PIMPS....

Your Deputy Superintendent only came to 1st & 3rd watch roll calls. I work 2nd watch , our roll call is at 0530 hrs, guess it's too early for him to speak at our watch. The only info passed along to us was , as you stated , he was misunderstood & misquoted and did apologize to the dispatchers!

Williams doesn't know how to respond to these questions of RAPS, what can he say? "well stats show that the areas that appear to have the longest waits for service also happen to be the area's that are mostly minority and due to the fact that these minorities are coddled and led to believe that they are not personally responsible for anything that happens in there lives from a young age they need other people to solve there problems for them, such as with their children (need police to wake up kid and tell them to go to school),rent (section 8) food (link) or there criminal actions (Mary Mitchell will write an article explaining how 'if it were a white person that did that...') so they call the police for everything from locked out of cars to arguments over furnature to my favorite "there is someone at the door asking to see someone who doesn't live here, please send a car."
Williams couldn't even say in the video that the reason is that these areas are affected by raps is because they are high crime areas, he trys to dance around it sounding foolish saying its because the area has "gang activity."
The fact is there are many reasons why these occur and it is not because of the sgt's or the dispatchers. For one we need more manpower, two we need to restructure the beats and districts and third we have to pray that maybe someday these savages out there will stop acting so fucking ignorant. Well I know two of these are possible. can you guess which?

It's time that the Police start refusing to answer public relation calls for service. We are Police to enforce laws not social workers!!

Did you know that a call-taker CANNOT refuse a call for service, no matter how stupid it is? Someone needs to rewrite that rule book!

The simple answer is MORE POLICE!!!! I also like the idea of a dispatcher being able to refuse calls for service for calls that really dont require police action. TRU/SOS is not going anywhere.....so just deal with it! If you want to disband them, then disband tact/gangs/sat teams/and mission teams because they all have the same purpose. The simple fact is that they make arrests because that is their purpose! beat cars answer calls, because that is their purpose!

Seems to be if I recall correctly it Williams who caused a huge increase in the backlogs in a lot of Districts in response to the gang (not worth repeating name of the gang) making threats against the police? He was requiring 2 2-man cars and a Sgt to respond to In-progress calls knowing full well that this would generate RAPS citywide

During an automated arrest, try to remember to press save each and everytime before going to the next step/page. More times than I can count, a glich in the system boots you off and if you didn't save all the data you typed, it will be lost forever and you'll have to do it all over again.

Hey SCC, what is the scuttle-but on this "Fusion Center" 35th Street wants? What the hell is a "Fusion Center"....a hair salon? Another hiding spot for the street challenged police doll? A replacement for Operations Command, since it has been usurped from one chain of command to another? It is allegedly going to "monitor crime in real time" and be a "hub for Homeland Security". Puleez. How are they gonna do that? They can't even monitor the "PODs". I really really want to retire soon. This is just gonna drain more personel from the understaffed districts.

Yes we can refuse the citizen! Those of us old timers (meaning 10 yrs + on the job) know how to handle the "not a police matter" calls and tell the citizens when it's a civil matter (ie, wants a refund at the store), the driveable accidents (sent into station), all the various reports handled by arp, or other depts. We sternly tell them "it's not a police matter, we are following the police policy". And those callers who whine and complain about lousy service,they pay taxes, not enought police, blah, blah , blah...... I tell them "call & complain to your alderman or call the mayor's office & tell him to hire more police".

Yes , I am taking a chance of getting a CI# (same as your CR) but I will continue taking that risk. It's the training methods the OEMC management is using now that is scaring the hell out of the new call takers & dispatchers about getting hit with CI's and suspension time that they will type an event on any and all types of calls.

Once the event is generated from the call taker & sent to the zone, we dispatchers cannot make it go away...it must get dispatched.

Please understand and believe me when I say we are in agreement with you about all the bullshit nonsense calls that should never make it to the zone.

SCC, that Boss isn't all wrong. The fact is, many Sgts. drop the frigging ball out there, neglecting to glance at those PDT screens they make sure they have in THEIR cars. When things aren't monitored, it's easy to see why people are getting away with 40 minute burglar alarms, 50 minute to an hour "suspicious persons" with no arrests, and rarely even a field contact card submitted.
Many Sgts. really don't want to supervise their troops, or even ask themselves how much time it reasonably takes to complete many routine tasks. And as long as so many Sgts. resist calling the dogs out when they have stretched such an assignment waaaay longer than needed, this only fuels the dogs to take it even further the next time...and the next. I hear stuff on various radio zones throughout the city that make me shake my head every day...Sgts. "going in on reports" when there is not one single car available in the entire district...people going out of the district for "uniform adjustments" with no ackowledgement or approval from the supervisor. "Messenger runs" that never originated from the desk, or the front office. And everyone pretends they never hear the screwoffs pull this crap day after day. Lunches that last an hour, with no one saying a word.
TVB's that last well over an hour.
Sometimes with no tickets written by the officer who went down on the TVB. No one knows, and no one asks for proof of anything. How can an officer go down regularly on TVB'S when that same copper has NO MOVING VIOLATION ACTIVITY ON FILE?? No one wants to hold anyone accountable. Filling every beat and rapid car won't change anything until supervision as it's conducted today changes. Gotta make sure everybody out there is holding up their end of things. All the supervisors have to be on the same page. And I don't know if that's possible.

How about hiring retired cops to be dispatchers, that is the true response. Now who knows better at how to address manpower, the lack of it, job assignment, effective policing and safety but one of our own. Get rid of the damn civilian dispatchers! One almost got me killed. Is Stan the Man from zone 10 still on the air?

The reason for the back logs is re-districting. That is a dirty word that has been bantered about for over 20 years. The pols on the sw and nw sides would go nuts everytime it was mentioned.
It has happened and they are none the wiser. They have stripped the slower districts to beef up the inner city districts. TRU , SOS and the Gang Team nonsense: THEY REDISTRICTED WITHOUT THE NEGATIVE PRESS.
Everyone is beefing on everyother unit, can't you see what they have done. Re-deployed hundreds of police officers without the political fallout.

Dispatcher can be really shitty, Zone 10 3rd watch dispatcher kept ignoring a 99 car who was trying to request assistance for a stop, dispatcher kept cutting the PO out to give out B.S. calls like disturbances. All they care about it clearing their board. It's ridiculous.

You are the same people that EVERYONE on your watch wants nothing to do with because all you do is WHINE all day. Please post up, and tell everyone how you've NEVER taken a 30 minute personal, or an hour lunch, or 45 minute trip for gas. Tell everyone about how you've NEVER been granted favors by Sgt's. Then tell everyone how the backlog is the fault of the Sgt, and that you do everything in a timely and efficient manner. Do what you always do, and blame everyone but yourself, then throw in a few cowardly anonymous remarks about your opinion on Sgts. Everyone that reads these posts, (everyone but you), knows where the blame lies.

How about if we quit creating civilian spots for the good ol' boys an gals after they retire? Use that money to put some officers on the street. You know the people I'm talking about...They retire today as an exempt or whatever and tomorrow they're hired as a civilian doing the same thing. Hmmmmmm

How about you study for the Sergeants test, make Sergeant and then make a difference. I've been a Sgt. for 10 years now and it is the worst job I ever had. I didn't make it until my 19th year so I needed a boost in my pension. I have to deal with stupid P.O.'s stupd Lts., stupid inspectors and stupid citizens that have been mislead as to what police are here for.
