Oh Shit, It's the Feds!

  • The U.S. attorney's office has joined the ongoing criminal probe of an elite squad of the Chicago Police Department, working with Cook County prosecutors to investigate why police officials did not stop rogue officers who allegedly robbed and kidnapped civilians over at least four years, sources familiar with the investigation said.

    The move raises the stakes for the Special Operations Section officers who now face the specter of harsher federal punishment and also signals that more cops could be swept up in the probe as law enforcement authorities reach back at least a decade for evidence of criminal conduct.
Federal prosecution means the possibility of RICO charges and that means asset seizures.

SOS is finished and probably won't last out the year at this rate. People are bailing left and right and no one is getting in.

Above is from the article in the Tribune. Does that mean they have immunity from FEDERAL PROSECUTION? Or is that just from state issues? How many more will be thrown under the bus? WOW,

In addition, federal prosecutors have more options for charging crimes, such as racketeering and civil rights violations. The racketeering statute allows federal prosecutors to search for crimes committed as many as 10 years ago or longer.

SCC, I agree with you that SOS is done. I have predicted several times that one of the first things the new SUP will do is disband SOS. However it will not be for the other reason you said. SOS is getting applications by the truckload. SOS is getting 300 apps a month from every 3 year wonder on the job trying to get off of midnites.

I'm sure SOS is already disbanded just not officially. The brass has to figure out where they are going to send the officers (1 or 2 new TRU platoons seems likely). The brass has to figure out what they are going to do with SWAT. A big reoraganization is going to happen after we get a new SUP. The dust will settle, tons of retirements, and promotions.

This dust settling could be a great thing for the dept but it won't. The clout babies will find new do nothing spots. New management spots will be created at 35th st for the cowards who refuse to take responsibility for anyones actions and the world of CPD will be at peace again for the taken care of.

SOS happened because Hillard appointed a undisciplined slob, Darling, as it's Commander.

Darling showed contempt for the disciplinary process but he had the 19th Ward behind him.

Hillard and then Cline both had no use for either IAD or OPS and appointed weaklings that they could control and ignore as the leaders of those units.

Those actions will come to haunt us for years to come.

SOS is not an "elite" unit as you keep proclaiming. I am not saying most of the PO's aren't hard workers.

I am simply saying, with the exception of SWAT, they haven't gone through all this specialized training. Let's not make them out to be Navy SEALs. They are PO's, no more, no less.

But I guess it sells more papers when you sell it your way.

Retiring next year. If I was a young officer on this job in this political climate I would be looking for another career. It is amazing how fast this job has deteriorated in 20 years. Granted it has always changed, but there was always fun to be had. Now with the missions, deployment, cameras and bosses that only look out for themselves it is a mess. I would like to think that it is this bad in other large cities, but it can't possibly be. You are the police twenty four hours a day and even standing in your own yard, if you get into a verbal argument let alone a physical one you will be left hanging in the wind. When did a bar fight between two adults escalate into aggravted battery charges? We used to drink in police bars and we policed our own. Now everyone goes to "clubs" where I think if you say you are the police dollar signs glow in peoples eyes wondering how much money they can make and take a beating over.
Be careful and don't be sucked into what I believe will be an attempt by others to get you fired and get some money from this city.

I would presume that any chance of Debi Kirby becoming the new Superintendent is gone.

The IAD failed to properly investigate the complaints registered against the members of SOS and this failure rests on her shoulders.

Ive always thought if you've done done nothing wrong you've got nothing to worry about.

With a Federal investigation comes the pucker effect that will reverberate up the chain. IMO That only means that the lower level street enforcement will take all the heat, and maybe a sacrificial Lamb in the form of some LT may get burned in all of this, BUT the numbers driven DEP SUP's & Commanders will go untouched.

But I concur with SCC's assessment that $0$'s days are numbered. That will clear the way for an additional company to added to TRU.

My neighbor works in the US at's office and tells me that Tobias is now listed as a person of interest.
They will work him till he goes to the federal joint. His better days are all behind him!!
It's a shame too, as he is really a nice guy.
He has done a lot for our latin community and helped advance latin officers to better spots. He has been a major advocate for the undocumented workers and spanish newcomers to our country.

As opposed to most of today's pro gangbangers, I mean athletes, Steve McMichael has been a big supporter of the police and police benefits, so I'm inclined to listen to their side of the story.

He issued a statement calling the media to task for sensationalizing the arrest. Says she wasn't smoking and even though she offered to do a field sobriety test, the cops didn't think she needed one. If you caught the coverage, the cop spokesman was contradicting himself about whether of not she'd been smoking in his comments. Must have gone to the same spokesperson school as our own Monique Bond.

The asshole Director (Ruiz?) in typical Chicago fashion say's something to the effect of, IF I COULD FIRE THEM I WOULD HAVE..I WANTED TO..BUT COLLECTIVE BARGAINING PREVENTS blah,blah,blah...

What there weren't any supervisors that were partially culpable here? Yeah, just throw the lowest person under the bus..AS USUAL!

I mean there have been a shitload of lawsuits filed already and as usual the retard spokespeople say the "WRONG THING" to ensure that the 100% politically connected law firms reap HUGE REWARDS from fast eddie and his all powerful finance committee VIA the inept defense provided by corporation counsel's office!

the numbers don't lie eh? Ok, super cop, how many paper jobs, seat belt missions, domestics,calls for service did you repond to while getting the guns? If all I had to do was drive aimlessly around, it wouldn't be that hard to find a weapon, especially for a member of an "elite" unit.

Rather than be divisive,we should all realize every unit/has it's good and bad. We all have our jobs to do, we should focus more on unity rather than tearing away the cohesiveness which bounds us all.

Although I take issue with your assumption that district officers "are jealous and not doing their jobs", I still thank you and anyone officer for getting that weapon off the street. You probably saved a life and made the street much safer for all of us to work.

SOS and TRU are needed in the busy districts because the beat coppers working there are too busy running from job to job to do many stops. Fully man the districts and this need will diminish, but not go away. The little time district beat cars have in between ghetto nonsense is spent making stops and taking well deserved breaks. Yes there are dogs who do no stops, milk and blow off jobs in the ghetto, but most there are good guys. Yes there are dogs in SOS and TRU, but most there are good guys.

Most coppers in SOS and TRU are hard working guys who always back up each other and the district beat cars. SOS and TRU have good numbers because they dont have to answer jobs, period. SOS's problem was obvious. They thought they were invulnerable. Certainly not every one of them but we all know that that unit had more then it's share of "Fonzerellis" who were too cool for school and we all know where that attitude will get you. TRU's current problem is that you could cut the unit down by half and, you guessed it, return the cut half to the districts where they are sorely needed. How bad do we really need contact cards?

Please stop slagging each other lads. I know it sounds corny but if we stood together we could accomplish so much. When we pick and bicker it is truly pathetic.

Be safe, its been a hell of a summer and it looks like it most likely will get worse before it gets better.

Just read the online version of the Tribune story. Unless they left a bunch of their web site, I see the Feds invstigating IAD, but no where did I read about the RICO act or any of the other stuff that SCC put up. I think a little sensationalizing for the purpose of the BLOG is on this one. I could be wrong, but it appears that this post is blown way out of proportion.

Did you read the whole article or just what mommy told you? Here's the fourth paragraph:

See how the phrase "the entire SOS unit" is in quotes? That means the reporter is getting an answer right from the feds. SOS is history as soon as these trials start. See the other phrase "as well as"? That means the investigation is getting bigger.

And as the feds don't have an "official misconduct" statute on the books, the only reason they'd want to run this case is because of the RICO convictions that will pad the resumes of a whole bunch of younger guys who will be the new generation of SAC's nationwide.

This SOS scandal is going to make a lot of careers, on the federal side. SCC is just pointing out the obvious conclusions.

Even in it's best year, SOS took in 1,200 guns or so. SOS was always 9 to 12% of the guns taken off the street, never anywhere near 20%. They even tried to get a Unit Commendation for the numbers.

With all the recent transfer orders in sos, there have to be individuals here that the Feds are already keying on or using?
Believe this sportsfans, there are a lot of older sos guys who will not give the time of day to these new transfers. Many believe that they were placed here. Conspiracy? Paranoia? You be the judge.
Before you criticize my opinion, ask yourself why are there guys in the unit who came over by themselves? Just look at the transfer orders. History has always shown that the majority of officers bring a partner or know someone here already to work with. I tell you--I don't trust anyone new if they came over unattended. You follow me? A few of these new guys have no background if you know what I mean? Sure, we hear they are a "good guy" or so and so came from "that district" or "that team"...I am not buying into it! Anybody can say that. No...I smell a snitch. Don't talk to them. We older guys don't. Neither should you!

Yes, SOS did do some good work. But they didn't get any radio calls. They had the run of the city. And they could home invade with no fear of any accountability. If a district sergeant determined that accused officers in a CR were from SOS, he could not send the investigation to SOS. SOS would just invent a reason to send it back. That explains why the SOS officers have all the problems they now have.

Do you have no clue about what is going on around the city? We don't don't need SOS we need you all back in the Districts where you belong. Crime can't possibly be down. Not with the number of calls my district has been getting. The case reports are endless. SOS isn't what it used to be. When I came on 14 years ago SOS was what I would consider "elite". It was the best of the best and had some BAD ASS COPPERS who knew what they were doing. I was always happy to see them on my jobs. On a hot job in a busy district you used to have to give a slow down multiple times. The only job you rode alone on was a paper job. Now forget it. You are on your own. Working 99, you are REALLY on your own. Sos isn't much use to us in some districts. I for one have NEVER seen them, not even on a detail in my district for the past 6 years. NOT ONCE EVER!!!!
IMO, SOS went to shit once they got federal money to add people to the unit. They needed bodies, so they took ANYONE. They didn't care how qualified you were.
Also, it's funny how the years ago SOS guys knew more than anyone out there yet didn't walk around with inflated egos. I don't give a crap if you are TRU or SOS now, it doesn't automatically get you respect. So don't let your head get too big. And no, I don't want to be there, never applied, so don't think I am bitter about being rejected.
I think those of us that have been on the job long enough know. The great coppers don't walk around talking about how great they are. They just are. The ones who feel the need to tell war stories and how great they are.....just aren't.
SOS. Hope you are gone by the end of the year. We sure could use the help in the districts. TRU too. Useless in my opinion.

O.K. I'll give you the truth on S.O.S. I was there 5 yrs., yes, it was a phone call. But it was a great 5 yrs., the guys were great, excellent teams, who produced great numbers. No, not always how other jerks think they got guns and dope! No matter where you are, there are always a few strokes, even SOS. Morale was great, just about everyone got along, we helped eachother out on and off duty! We did not feel superior to anyone else. Yah, we did have free reign of the city, one of those perks. But, we produced great numbers. I actually looked forward to going to work. The Lt. was under alot of pressure from the higher ups to produce. The rules were bent, but dude don't play fair on the street!
It was a good experience to go there, but, all good things come to an end. I did adjust to the beat car, and met a whole new group of guys. Don't knock these SOS and former SOS guys, they would back up anyone in a fuckn second, I know that to be a fact!!! Stick together, fuck all this B.S., these reverends and so-called ministers want us to fight among ourselves. Some bad apples, but we r being our own worst enemy right now! SCC, quit thriving on the B.S. and find a way for positive change among the blue shirts!!! Some of us have a long career left, BE SAFE, and quit hatn on one another!!!

Sorry bosss but you either work in a slow district and don't need support units or you are not a very good administrator to not want all the extra bodies TRU and SOS bring. Which is it? and don't say you don't want their problems and beefs because that comes with ramped up enforcement..

How about getting the people on the watch to actually work, we all no who I am talking about, the people who stay down on simple paper jobs, burglar alarms, type a accidents,standing around the desk bullshitting half the night,or the guy who gets a job and finds an unavoidable tvb and gets the job he just received re-assigned, etc etc etc, everyone else has to pick up there slack and handle their beat; how about ending all these details and missions everyone gets held down on all the time, nobody does anything but can't take jobs. How about ending the practice of sending a car and or a tac/gang team from your district to the west side every night? these are all viable solutions that would help with backlogs, we are too busy for seatbelt, curfew, traffic, community concern missions. It's not support units job to do these things, they come in , do zero tolerance enforcement, things we are too busy to do in the district.... just another opinion......

When i first came on the dept 10 years ago, I was trained by some pretty good guys in 007. From that I learned how to make good arrests and continued to do that for the next 9 years. When I first started though you heard about the dawgs and what they never did. Thinking that they were pieces of shit. You learn 10 years later that they were the smart ones. Cant get sued or a cr number if your not creating any activity, dont have to worry about fighting the city to pay for your IOD, don't have to worry about crashing into anybody if your not racing to bullshit calls. Unfortunately I work in 007 on a tact team for 6 years. I used to love doing police work and making arrests. I definitely have slowed down because of where this dept. has brought us. Through my years I have been around alot of talented PO's that work on the southside and heard of many from the west side. Could anyone imagine with all that talent that is in this dept, if they were allowed to do what they do best and produce numbers, the crime rate would probably be next to nothing. I still miss the thrill of chasing the beast as SGt Azlan says but I gotta think of my family first. Maybe by the time retirement comes we can be the police again.

Let me guess - you have 8 years on??? The reason SOS was ever called into a district is because there is no manpower in the districts. You should all be in the districts then the patrol division officers would have time to do something besides case reports, detox runs, premise checks, walkdowns, etc. Apparently you didn't do much time in patrol because you don't have a clue. Check the sheets in the districts when you are there. Often an entire sector is down because of low manpower. So, you are right, numbers don't lie!!

Well let us tell the truth the sheets do lie, the WC will put a officer who is working inside or the lockup on a Veh, when he isn't really on that veh. to show man power. I have worked in 6 different dist and they all did it. Now thats a lie along with BS.

It's very easy to get into SOS now. All you have to do is apply. You don't need a brain either. Clout don't matter anymore son. They will take any schmuck off the street. Qualifications don't mean shit in this unit. They don't interview like they used to. If the guy has a heartbeat, then he's in. There is no background run, so if the guy, MT from 009 you're blasting is a "mad dog", then nobody will know. He'll be another indicted asshole and we'll all be able to say you told us so. Thanks for the tip. The unit sucks now. Nobody wants to be there except for the new guys who don't know shit of how it used to be. It will benefit us when the higher ups send SOS officers back to the districts. Dump this retarded unit!

009 just isn't the same since the Crusher went to SOS. MT was the only guy in 009 that the savages truly feared. With that fear came the respect. That is no lie. Even now bangers on the street will ask where he went? It's funny, they'll say something like "Hey office, where'd that crazy cop who wore the sunglasses at night go? Ain't seen him for a minute? He ain't nothin nice!" I would have to agree. To them he was a nightmare! Truth is, while he was here the bangers didn't fear 009's b team or tac officers....they did however fear "Purple Shades" MT.
