He Doesn't Get It

That's the simplest explanation we could come up with. From the comments:
  • CONGRATULATIONS SCC, YOU'VE REACHED A NEW LOW!

    [Thanks? We weren't aware that anyone was keeping track.]

    SURE IT MAKES SENSE TO ASK QUESTIONS, BUT TO PUT SPIN IT THE WAY YOU HAVE DONE IS DEPLORABLE.

    [Spin? What spin? We started this series of posts stating that questions had been raised and we weren't sure how to approach the issue without offending some people]

    ALL MEMORIALS HAVE PAID POSITIONS, CHECK OUT THEIR WEBSITES. THE NATIONAL LAW ENFORCEMENT OFFICERS MEMORIAL FUNDS SPENDS OVER 1.3 MILLION A YEAR IN SALARIES.

    [Are those salaries paid for running things like the gift shop? We don't see one of those here. For fundraising expertise? Maintenance costs? As we stated, an endowment fund could take care of all of these trivial expenses in perpetuity]

    MOST MEMORIAL FOUNDATIONS GO BEYOND THE MEMORIAL AND TO DO THAT, THEY NEED DIRECTION AND MANAGEMENT; AND YES THESE PEOPLE SHOULD BE PAID FOR THEIR WORK.

    [Which was never how this was presented. This was supposed to be a straight up Memorial honoring the dead of the CPD. We don't recall any of the initial publicity material or videos or presentations ever mentioned a "mission beyond the memorial." We challenge your assertion that "most memorial foundations go beyond the memorial." Perhaps other organizations spring up afterwards, but they are presented and stand on their own.]

    THE MONEY FROM OUR MEMORIAL IS SLATED FOR MANY THINGS AND ALL OF IT IS FOR THE FAMILIES OF OUR FALLEN BROTHERS AND SISTERS AND THOSE CRITICALLY INJURED IN THE LINE OF DUTY. Ie. ONE TIME PAYOUTS TO THE FAMILIES OF FALLEN OFFICERS TO HELP OUT RIGHT AWAY; REGARDLESS IF THEY WERE MURDERED ON OR OFF DUTY, SCHOLARSHIP FUNDS FOR THE CHILDREN OF FALLEN OFFICERS (THE MORE WE RAISE, THE MORE THEY CAN PAY), AND WHO KNOWS WHAT OTHER ASSISTANCE THE MEMORIAL WILL BE ABLE TO OFFER AS MORE MONEY COMES IN.

    [You mean like the 100 Club? The Gold Star organization? Is the Memorial attempting to supplant or replace these organizations? Enhance? Why not work within the existing framework?]

    I AGREE THAT AN ANNUAL REPORT SHOULD BE PUBLISHED AND I’M SURE IT WILL, BUT YOU PEOPLE WILL ONLY BEEF THAT MUCH MORE WHEN YOU SEE THE NUMBERS. BECAUSE THAT’S WHAT YOU DO; YOU CRY AND CRY ABOUT EVERYTHING. LOOK AT THE NLEOMF AND SEE WHAT THEY SPEND EACH YEAR. http://www.nleomf.org/media/pdf/AnnualReport2006.pdf

    [See, we aren't sure it will ever be. It should have been done before we started receiving dozens of inquires. Asking for accountability isn't a crime and it isn't whining.]

    I HAVE NO DOUBT ABOUT THE SINCERITY OF EVERYONE I KNOW THAT HAS BEEN INVOLVED IN THE MEMORIAL. DONATIONS SHOULD HAVE BEEN VOLUNTARY AND IT’S RIDICULOUS THAT ANYONE HAD TO BE “STRONG-ARMED”. COPPERS WILL PISS AWAY HUNDREDS OF DOLLARS A MONTH ON BEER AND CIGARETTES, BUT GOD FORBID THEY FEEL A LITTLE PRESSURED TO GIVE UP 4 BUCKS A MONTH TO HELP THE FAMILIES OF OUR OWN FALLEN OFFICERS. 48 DOLLARS A YEAR FOR YOU IDIOTS THAT CAN’T DO THE MATH.

    [Still, it's our money to "piss away" as you put it. And we believe it's ridiculous that anyone had to be strong armed, too, but not for your reason. Yours appears to be feigned outrage that everyone didn't reach deep to contribute. Ours is that people were denied opportunities if they didn't play the game.]

    I’M WILLING TO BET THAT EVERY SINGLE OFFICER ON THIS JOB HAS PROBABLY COVERED 10 YEARS WORTH OF CONTRIBUTIONS IN ONE WAY OR ANOTHER WITHIN THEIR FIRST 2 YEARS ON THE JOB. Ie. MEDICAL ABUSE, COURT OT WHEN YOU WEREN’T NEEDED, MILKING OT, ETC.

    [Don't go there John. Seriously, don't go there. Do you really want everyone at Area 5 telling stories about you?]

    ALTHOUGH I USUALLY AVOID POSTING HERE, I WELCOME THE PUNISHMENT I AM ABOUT TO TAKE FOR THIS POSTING AND YES I AM SIGNING MY NAME TO IT.

    [Oh, believe us, you'll be getting some flack - we've already seen some popping up in the comments]

    THE MEMORIAL FOUNDATION IS AN OUTSTANDING ORGANIZATION AND ONE I AM PROUD TO BE A PART OF.

    [We like to ensure that it truly is an outstanding organization. That's why we question and demand accountability instead of blindly trusting to people who have proven themselves less than trustworthy.]

I certainly hope the good Sergeant was imbibing heavily, as he's been known to do, and only kidding around when he wrote that. If he was indeed the author, which might be hard to prove.

In any case, enjoy your new assignment John, somewhere in Area 2, I'd imagine. On midnights. Practice saying, "530, I'll ride on that domestic in the Gardens".

New regime, gentlemen, if only temporary. Drawing attention to yourself, while noble, is just plain silly. Silly silly silly.

Good luck on the south side, though! You owe me some flex time this week before you get dumped.

FORGET ALL ABOUT THE POLICE MEMORIAL FUND AND THE PROMISE OF BENEFITS GRANTED TO YOUR LOVED ONES.

STOP CONTRIBUTING,IT IS A WEAK EMOTIONAL PLOY TO ENRICH THE POCKETS OF PHAT PHIL AND HIS COHORTS.

IF YOU ARE CONCERNED ABOUT YOUR FAMILY'S OR YOUR WELFARE UPON DEATH OR SERIOUS INJURY TAKE THE MONEY YOU WERE GOING TO CONTRIBUTE AND PURCHASE AN AFLAC OR COMBINED INSURANCE DISABILITY POLICY AND PURCHASE A MILLION DOLLAR LIFE INSURANCE POLICY.

YOU WILL DISCOVER THAT YOU CAN PROVIDE YOUR OWN PIECE OF MIND THROUGH INSURANCE FOR LESS THAN YOU ARE CURRENTLY CONTRIBUTING TO THE THEFT/MEMORIAL FUND.

DO IT ON YOUR OWN WITH INSURANCE:

THERE WILL BE NO POLITICS OR BEING DENIED BENEFITS IF YOU ARE NOT A CLOUT BABY.

YOU WILL NOT BE FURTHER ENRICHING PHAT PHIL CLINE'S INSATIABLE LUST FOR MONEY AND POWER.

YOU WILL BE GUARANTEED BENEFITS IN WRITING SHOULD THE WORST OCCUR.

YOUR FAMILY WILL NOT LOSE ITS DIGNITY BY BEING WHORED OUT TO STRONGARM MORE MEMORIAL FUNDS OR BY BEING WHORED AS PUBLICISTS TO THE MEDIA WHORES.

THE CHOICE IS YOURS BUT IT IS A NO-BRAINER

BE SELF-SUFFICIENT AND OBTAIN PIECE OF MIND KNOWING YOU WILL RECEIVE REAL HELP AND BENEFITS.

SHAME ON PHAT PHIL AND ALL THE SPIN DOCTORS TRYING TO JUSTIFY THIS HUGE THEFT OF FUNDS AND APPOINTED ANNOINTED SPOTS FOR THE CHOSEN FEW.

ANYONE WHO GIVES A PENNY TO THIS HORRIBLE FACADE OF GREED IS A FOOL...

John,
I actually commend you for defending the Memorial. Members of this department need to stand up for something, anything. But why would a former superintendent, a 30 year veteran, the man behind the memorial, want to be paid for helping officers who are killed or hurt???? Bloated pension not enough to pay the bills?? He should be volunteering one minute for each minute he was Daleys puppet, then we'd have him free for years. Speaking loosely, half the brass in this department is partly responsible for a portion of officers being hurt in the LOD with their horrible management and training skills. Case in point, Interim Sup Dana "I gots a GED" Starks. Gimme a large fucking break. Lastly, don't think for one second we should donate because we milk a late arrest or stick at court, that goes right to the 1900 a month I pay for high school and grammar school educations, because there's not a public school fit for my children. So go fuck yourself, how much of your bullshit lying OT (and the detective division is the worst) have you donated? Send me a receipt for the donation of your first 2 years OT as a detective to the memorial, then they'll get my $48.

Hey, the Catholic Church does a lot of good, lets leave the priests alone. Who cares if they're pedophiles. This is obviously a stupid ststement no one would make.
Those of you saying the memorial is a good cause and we should just leave it be are saying the same thing though. " the memorial is good, who cares if Phil or any executive gets paid."

Yes, lots of charitable organizations have paid executives. They deal in much more money and usually operate nationally of internationally. They have also had big problems. Look at the United Way and the Red Cross. Just because they do it doesn't mean we have to. Our memorial is built and paid for. The maintainance is taken care of for a few years and their is extra moneyin bank to take care of injured officers. The job shouldn't be that hard that we need to pay someone to do.

Every dime possible needs to go toward our injured P.O.'s, not Phil's pocket. This looks like a reward for getting the memorial built and he should be ashamed to take money. Every dime he takes is one less that can be ditributed to our injured brothers and the families of those killed in the line of duty.

This is absolutely abysmal, how could Superintendent Phil Cline step so low?

The only thing left that he did right was the police memorial and now he is stealing from it. I am horrified,not one penny more,I want nothing to do with this injustice.

This explains the strong-arm tactics,the relocation of the St Jude March to the memorial and the lakefront. I will not attend that either,the real issue on St. Judes Day is going to Mass at Holy Name cathedral and saying a prayer for the fallen. Cline took that away too

These are the same small group of individuals that don't give a penny to any charity but the second they are in need will put their hand out looking for help, and you know what, God forbid something should happen to them on this job the Foundation will be there to help their families wether they gave or not.

This is all so painful to read. You can't really be serious. Have you all lived under a rock? Why are people so jealous and hateful??? It seems if you haven't received help getting anything in life....you are very resentful. NONE of you out there would pass up an offer of help promotion wise. So don't for a second ever kid yourself. If the new superintendant was to offer any of you a chance at better work and pay, you would no doubt jump all over it. People are driven by money...and always will be. And quit referring to the "Chicago Way." For those of you who haven't dealt with other cities and towns, they are all the same and will be forever. Who wouldn't want to surround themselves with people they trust, like, and want to help? If you aren't on the receiving end, it is only natural to be bitter. Instead of being hateful, you should be happy for people. The world is round and most good things happen at different stages in peoples' lives.

Everyone knows that the superintendant position is at the beck and call of the mayor. I don't care who is placed there or what there agenda is, it is always controlled. Each superintendant will have a cause and try to do as much as they can to accomplish it. Remember they are usually only there for a short time and are used as the scapeogoat for the police department and the city.

If a person is given a benefit on account of knowing the right person, they should by all means take advantage of that and do a great job. They should only be frowned upon if they do not. You all need to stop and think real hard....could any of you do a better job????? If so, you should try to obtain that goal of getting that job, and see exactly how easy NOT)it really is.

Not everyone out there is that organized or in a position to insure themselves or their families. Each and every one of us has diffent problems and issues. The Memorial Foundation is just trying to help those out. They may not be picture perfect, but then again who and what is???

The Memorial Park is a heart warming honor to all officers and their families. You all now have a place to call your own. You would be a fool to quit contributing out of animosity. The benefits far outway your negative feelings right now.

John,
Kudos for putting your name to something on the blog. I have no doubt that you're geared up for the response.

But, the point is clearly this: people have been intimidated into giving money to the memorial. And that's just plain wrong and indefensible. I know this as fact.

As for the promotion / assignment issue, I do not know that as fact, but it's an easy jump in logic that it has happened under the past regime.

And the "mission beyond the memorial" part was AFTER the original plan. In fact, that's the only part I do endorse. I don't need a park, and frankly, nobody besides the police cares about dead coppers. Motorola? You're kidding, right? I bet they've got their money for all the CFD radios sitting around gathering dust. And for a radio system the City didn't need.

OK, enough about my dislikes. Again, the point, John, is that this was created to be Phil's legacy from the beginning. I'd bet my next paycheck that this arrangement for him was in the works for a long time.

And, BTW, I do make a payroll contribution to the thing. So I can say that something stinks.

Ralph Scheu is the president of the One Hundred Club. He assisted my family decades ago in our time of need. He is truly a saint. He is a man of integrity and compassion. For years he has been going to our Christmas dinner held at the Drake Hotel. He always talks of how he is honored to serve us. A true class act. His motive is one of love.
The One Hundred Club began in the 50's. It was composed of businessman who wanted to assist the families of Policeman and Fireman who lost a loved one in the line of duty. They did not allow officers to be a part of it. They felt that they, ( citizens ) should financially be the only ones to give. They felt officers already give enough. Now officers can donate.
I ran into Ralph Scheu at the memorial last year and thanked him for his financial assistance he gave me for school years ago. His first words out of his mouth were, " DO YOU NEED MORE Money ".
Knowing the history of the 100 Club, I trust them 100%.
Knowing the history of this department ( Acosta), I trust them 0%. Full accountability is needed. We have had Sups who have mobsters as friends. Look at how the Unions get fleeced. Great idea, but the mob latched on, stealing hard earned money. Our cynicism comes from our lack of honest leadership. Don't blame us for what you created and fostered.

This is just great, send all of our resources into the ghetto to protect non tax paying people that hate us instead of the good law abiding people that deserve our help and actually WANT us in their neighborhoods. I don't know how much more of this i can take. Get rid of all these bullshit details and units and put them back into patrol to protect our own.

John, John, John, John,,,,what were you thinking?
As a civilian I have donated thousands of dollars in the last 20 yrs for various fund raisers, 10-1 parties, lost of limbs, life, memorial clubs, funds etc. even before I got on with the city. I'm 100 percent sure I'm standing amongst thousands of the same ilk.
There is absolutely no reason whatsoever to be drawing $48 off any working man or women's paycheck. I think your statement suggesting ot, court, medical usage(benefit!) as "thievery" was highly insulting to all. You may have been fortunate enough in life to never experience living paycheck to paycheck. You dismiss $48 bucks as if it was chump change. $48 is a full tank of gas, 16 gallons of milk, 2 outfits at Walmart for your 10 year old, almost covers your city sticker. Leave the donating to those of us who can this week give comfortably, make sure that every dime collected and spent is posted, and don't assume because you can afford to give to the dead that everyone else can. Honor is in the heart, soul and memories.
Luv ya, squad

While everyone is fighting about the memorial, here is some good news:

Bail set for 2 accused of vandalizing cop memorial
Tribune staff report

Bail was set today for two men charged with spray-painting a wall last month at a lakefront memorial honoring police officers who have died in the line of duty.

Prosecutors said Anthony Ortega, 24, of the 2600 block of West Touhy Avenue and Robert Ray, 26, of the 7100 block of West Foster Avenue spray-painted their "tagger" names—nicknames that graffiti artists often spray in high-visibility areas—on the Gold Star Families Memorial and Park, near Soldier Field.

They were arrested and charged with criminal damage to government property, a felony. Judge Raymond Myles set bail at $40,000 for Ortega and at $50,000 for Ray, a tax auditor who is on special probation for a case involving possession of a controlled substance.

The 5-acre memorial park opened in September 2006.

It’s funny that you say that every single officer on this job has abused the medical, court OT and milking other OT. You’ve been in the Detective Division and cush spots way too long to realize that WC’s send one partner home if you have a late arrest and give you major sh*t if you actually have something good and you both have to stay (God forbid).

I really think that you should look at the Detective division, because they are the reason why the Department put the clamps down on OT, so GFY you pompous dickhe*d. Your arrogance doesn’t surprise me because it is a prerequisite before becoming a detective.

Seriously, it's like you ride around all night in the squad car coming up with things to bitch about. If you're not goning to do police work then read a book or do something else that might be productive.

If you don't like what is going on with the Police Memorial then be a man (or a woman) and stop contributing. If a boss questions why you stopped contributing then tell him the truth about how you feel. If he holds it against you bid out. If you can't bid out, then quit, go find a job where you are 100% satisfied with every aspect of the way things are done. Good luck with that.

Better yet, why don't you get involved in YOUR memorial and change the way things are being done if you don't like them. Oh I forgot that takes time. Time other PO's and Sgt's put in to get the memorial up and running.

Please just stop hiding behind an anonymous blog to complain. I know that the same few people are probably responsible for 90% of this nonsense anyway, but it makes us all look like a bunch of cowards and idiots.

Thank you SCC for giving me my very own thread; this will be my last post. Thank you for editing the really bad stuff.

I also want to thank the numerous intelligent posts that had to do with my family, my reputation, and career thus far.

Although too many to respond to, here you go:

I’ve never received a merit promotion;

I’ve never worked in the 10th district;

feel free check my medical record (very thin folder);

Cline did not put me in Narcotics;

my retired father may have some involvement in a dive bar (shitty but great for parties);

yes, I was nearly killed near Belmont and Austin;

yes, I did meet my wife on the job;

yes, I only posted here to get in good with the bosses (I have to keep my spot you know) and

yes I love to kiss ass (can’t help myself).

I will also say that no offense was meant to the hard working police officers of this department in regard to the examples used to cover donations. I was not calling anyone a medical abuser or a thief. I simply meant that ONE WAY OR ANOTHER just about everyone on this job may have beaten the system in a way that puts them ahead of the game as far as making a $2 per check contribution goes; INCLUDING MYSELF.

Of course this is a generalization and probably doesn’t apply to “EVERY” officer on the job, but I’ll bet it applies to many; if not most.

I also find it funny that anyone would base their decision to contribute on the post of one person on this blog. To punish the families of officers killed in the line of duty because of something I said makes no sense to me, but whatever.

There is a representative of the memorial foundation assigned to every unit and district.
If you have questions about the foundation, ask them. They should each be able to explain the mission beyond the memorial and its goals.

I have given plenty to the memorial in time and money as have many of you. I indicated in my post that there should be an annual report and maybe it should be more detailed than the one they put out now. This is still a new organization and I’m sure there will be growing pains.

For those of you who are waiting to donate until you see how much I’ve donated, come on up to Area 5 on 2nd watch and I can show you how much I’ve donated. Every donation helps and if that’s all it will take to get you to donate, stop by anytime.

Finally, to the posters who think I’m telling anyone to do anything; you’re wrong. I strongly believe in the memorial foundation and I support its goals. I also believe every officer should contribute, if they can; it’s for us and our families if, God forbid, they need it.

The city doesn’t run it (Seizer does) and there has been no evidence of any improprieties to date. But if you want to be stubborn and not contribute, then don’t.

I just posted my opinion here, just like all of you.

Sincerely,

“JOHN GARRIDO the SELF RIGHTEOUS ARROGANT CLOUT BABY SILVER SPOON”

I have to be honest here, I GIVE 5 dollars a paycheck since they started collecting for the Memorial. If 3 dollars of that goes towards helping officers and their families, I m FINE with it. I know that a couple of dollars of everything goes towards running it. I also don t have a problem with questioning where all the money goes too.
How much money have we given to benefits and 10 1 S over the years. I know that someof the money goes towards booze and food. And you know, we re all going to keep giving to these things to help the people less fortunAte in their times of needs. And if you don t give, whether your in a Unit or patrol, FUCK YOU.
And unfort. I know John Garrido. And I also know that he wasn t merit anything. How he got to units is a different story. I do have one suggestion though, stop asking us every month. That is strong arming.

Wrong, you should not lump us all in that catagory. There are police officers who take pride in not milking the system.

any truth to an off duty 018 caps officer attempting to assist 2523 chasing a bicyle thief and instead of stopping him w/vehicle, kind of ran him down?

8/15/2007 08:51:00 PM

That OD 018 guy was the biggest pussy douche on the planet. Left beat 2513 holding the bag after he got his licks in breaking the guys jaw and leg. Total fuck-wad.

I have to deal with this fuck from Area 5 almost everyday, he's a brown nose jack ass. He's clueless as a supervisor and as the police, for gayrito to spew on and on about how people should spend their money fits his arrogance like a glove.

Sgt John! Why don't you take the high road and apologize, Yet you can't even do that. your indifference makes me sick because you still don't get it.

t’s for us and our families if, God forbid, they need it.

The city doesn’t run it (Seizer does) and there has been no evidence of any improprieties to date. But if you want to be stubborn and not contribute, then don’t.

My own Family will get nothing from this dept, as in the past they got nothing.I wont go in to that. enough said. If nothing is wrong, NO improprieties why the resistance. again do not call me names if I don't give I'm not Stubborn could be I'm not a fool. I smell a big fat rat.

I once asked an intelligent girl why she wouldn't take the test to come on the job. Her answer was:
"All the real nerds I knew in high school became cops; now they're just nerds with guns." She must have known an awful lot of them, if this blog is any indication. No shortage of malignant psyches here!
Jealousy, backbiting, self-loathing, hatred of other cops, false braggadocio, these are the traits most commonly displayed here. We used to have psychological and other screening that weeded out some of this scum, but now we just hire anybody. Must be that they did heavy recruiting on Wilson Avenue for the last 20yrs.
