More Questions About the Memorial

Just a point or two from the comments:
  • Really This dept has raised Millions yet the land was free. Once again we are fools.

    Are they bringing in that much money that they can have a paid position to manage the park? I mean don't get me wrong if they are paying Phil lets say 20 grand a year but he can bring in 100 grand in donations thru his connections then its well worth the money. They have a hole list of people on the honorary committee but that doesn't mean they are actually managing anything just a name on a plaque. They need someone to run the day to day operation.
The Park itself is paid for. Didn't the City donate the land? So there is no note and we're pretty sure there are no taxes on a park.

The Memorial is built. Every bit of concrete, mortar, steel and marble belongs to the Memorial.

Maintenance involves what? Cutting the grass weekly? Paying the water bill every month for the fountain? Spring cleaning? We know they don't spend money on security as taggers proved earlier.

Even if none of this is covered by the Park District which maintains the entire lake front, how much could this be? There is no "day-to-day" operation of a Memorial.

Now does everyone see why there are questions arising? Why an accounting is being demanded? Why resentment is building? There ought to be an endowment of some sort for maintenance and then wrap up the Memorial organization. Anything further in the way of fundraising for disabled coppers ought to be brought to the members of the Department and presented as a new mission instead of twisting this one into something it never was.

Why is everything a fucking conspiracy on this board? Everyone talks this great game. 'This is a brotherhood' most of us say. Then we cry that we were strong-armed out of $1-10 from our checks. If this is truly a brotherhood we should have given without question. The problem is that it's all about 'me.' Why not 'me?' Brotherhood my ass! Why isn't there a financial statement or an Annual report available just like annual reports that companies distribute to their stockholders?

Even Wal-Mart, one of the biggest companies in the world has an annual report yearly complete with financial statements, salaries of all Members of the board, expenses and all other pertinent financial data! It's even on-line for public viewing on the shareholder website!!! Check it out sometime!!

This is all mandated by the Federal Government and audited by an indepedent accounting agency to help prevent FRAUD and WASTE!

It is seems to me that there is alot going on behind the scenes of this Memorial Fund that we as members who have an interest and really care about should know about!

Hell, even the Pension fund puts out an annual report for all to see! I read it all of the time because it affects me and my future!

Would you put money in a bank without checking out the balance? I believe the answer would be NO!

What's wrong with getting an annual report from and about the CPD Memorial fund?

Why because they are hiding certain activites and taking care of certain people that's why!!!!

Think about that the next time you contribute to a fundraiser of any kind for this department and this city!!!!!

SMELLS FISHY and it ain't LAKE MICHIGAN FISH!!

I don't understand all the complaining and finger pointing - It took over a hundred years to get a memorial honoring men and women who gave their lives for the city. It seems more and more people could care less if a cop dies but instead they're out there looking for an easy buck in some lawsuit. The man who spearheaded the same memorial deserves a vacation and a lot more but instead of some jerk cops - THAT WERE OFF DUTY - he no longer serves at the PLEASURE of the mayor. Too bad people just don't get it. I hope the same people are not hypocrites and have the cell phone of some gange banger - instead of calling a cop, call them.

The memorial is a fitting and honorable tribute to our fallen officers. It is a thing of beauty in an otherwise dreary career. I am a firm supporter of the memorial and this organization. Have you ever tried and raise money and commit to an endeavor even remotely as complex as this one? I have and I can tell you from personal experience it is a full time job. Researching, working at getting continued support, maintainence, etc.. How many "volunteers" did we have working on this project for the past few years? The NLEOM in D.C. has several full-time employees and a gift shop that is staffed and open year round. So quite your bitching that the guy who created the plan and put into motion is now getting a job out of the deal after he was railroaded out of the headhoncho spot. If you wanted the job you should have applied for it!
Additionally, this will likely be my last post. I have determined that the few hundred guys that post here on a regular basis are nothing more than the infamous 10% that you always hear about. The guys that whine and complain about the way things are but will take no action to try and change things for the better. To be honest I would rather you just shut the F&*k up and got out of the way so the rest of us who want to be here can do our jobs. If you hate the job and the bosses that badly just leave. This isn't the military, you are not bound by a contractual obligation. You can leave anytime you so choose. So my suggestion is this, when you see the front door open for you to leave, step through and don't let it hit you in the ass on your way out!!! Goodbye and good riddance!!

slips are passed out in the academy and its not a question of if you are going to donate to the fund, but how much every pay check. I never thought twice about donating, but if the money isn't being spent properly i'm going to have to reconsider.

Your absolutely right. If you check charitable organizations, ( Salvation Army, Purple Heart Veterans, United Way etc..) you will see that a small percent actuallly goes to the intented target. Their bureaucracy is huge. High paid CEO'S.
They can play fussy math with this one. I would rather see honest volunteered efforts achieve a smaller amount then paid persons bring in more.
Also the funding for the up keep of this Park should be totally separate. How did it orginally go from creating the Park to a host of other causes? The other causes might be honorable ones, but they should be separate. Otherwise, were does it end? This smells bad. The history of this city and department demands transparency on this important matter.
One other thing. People say Cline had a lot of connections that brought in money. Well, he's gone.
Now he's just an retired cop. No, real pull anymore. How many people that kissed his ass daily would even say HI to him if they passed him in a store now? Those ass kissers are seeking a new ass to latch their lips to.

I listen to what happens on Zone 4 everyday that I work. 001 has Beat, Foot and Bike officers pulling event numbers for the Globes, Viet Nam Memorial, and the Police Memorial. I figure that 001 does at least 20 premise checks for those locations on 2nd Watch daily. Those locations do need to be checked cause of those 24 HOMELESS people hanging about.

What I dont understand is why private locations (i.e. Threatres Cadillac, Goodman, Auditorium)get police held down for their customers/patrons?

Next thing you know 001 will get a staionary post at 24/7 at the Memorial. Guess that will happen after Philly gets his position or should I say "IF".

I thought being North of the River would be a fantastic place to be. 018 is busier than Zone 10.

WHO WOULD EVER THOUGHT BEING A GHETTO COPPER WAS THE BEST JOB IN THE CITY?

Why has our Fraternal Orginization kept silent about police shootings? How about a press conference where our elected President says something like "If you point a gun at the Police-no matter who you are- you should expect to be shot!"

I know the thread drifted here, and for that I am sorry. But in the BIG scheme of things nobody really cares that some dope-slinging gang banging piece of Human Debris got himself killed. When it becomes public in the stream media that Philly got himself a position with the Police Memorial Fund- people will just think its business as normal in the State/Kingdom of Chicago.

I agree with you SC--some coppers donated as much as $10.00 a month to this project. If every copper donated $1.00 a month that's $12,000 a month x's 12 months. The retired officers were hit for donatios and I'm sure they opened their wallets too. If the park is completed, the extra money should be banked for simple maintenance fees and God forbid the time that a new name must be added--hopefully never, but we know the perils of this job.Stay safe out there boys and girls.

It is my understanding that the money that continues to be raised is utilized for the "Mission Beyond the Memorial". (Please see the link on the official Memorial website).

I have no problem contributing money to assist my fellow officers in obtaining "quality of life" items that insurance does not cover. For example, according to the Memorial website, an officer was given funds to outfit his van to make it handicapped accessible and allow him to drive.

The Memorial Foundation is also about helping living police officers who have sustained catastrophic injuries. What I would like to see is a public accounting of how the funds were spent and who received money for what purpose.

Seeing these police officers makes me remember that "There but for the Grace of God go I".

You mean like about 15 years ago when I came on and was literally forced to sign up for the United Negro College Fund immediately after taking the Power Test? Then, after my probation, I filled out the forms to cancel all donations. Several years later, I needed to get my stats to apply for a Unit ( I know, I know...shut up, I didn't have a phone call and no, I never got there ) the District Secretary handed me my "file" and told me to make the copies myself...inside that file was the now 3 year old form canceling my charitable donations! I'm not saying it stayed in there, but I was shocked to see it there in the first place!

I asked where the $1.25 per check goes years ago and was told it goes to "police benefit." But no one knew who to call or where it actually goes. For laughs I wanted to bow out, keep my $1.25 per check but said I couldn't bow out of it, that I signed up when I came on the job?? Does anyone out there have a REAL answer where this money goes, who REALLY benefits??? Do the math and that's a lot of money.

Here is a good idea that will never come to pass. If you are a municipal employee who retires to take another job with the city, you would not be able to pull a pension from the first municipal job until you retire from the second municipal job. This should include political jobs as well as civil service. I can think of at least 10 recent retirees from the Police and Fire Depts that have done this and it makes me sick. We had to take Ethics training and tests. What about these guys?

Let me get this right, I should feel sorry for Phil Cline who has a questionable past at best.(Marquette 10)When Cline became supt he immediately started promoting his friends or the connected without regard to qualifications, Cline then depleted the Patrol Division placing officers in danger without proper backup. I refused to donate through payroll deduction. The next month the Reg vehicle I was on was taken away and I had my hours changed. this occurred two years ago. Understand I had Giving my share Via check. Once this dept starts demanding I knew something was up.

I have no problem contributing money to assist my fellow officers in obtaining "quality of life" items that insurance does not cover. For example, according to the Memorial website, an officer was given funds to outfit his van to make it handicapped accessible and allow him to drive.


However, Will all the disabled officers be treated equal? I hate to say it, yet I don't think so.

Those of us ,aking donations, having money deducted from our checks, and buying thier stuff have the absolute right to know where our money is going. It is not Phil's memorial. I know Gold Star family members have family listed at the memorial. I too have my brothers listed there. Officers I worked with, partyed with, faced a lot of shit with. It is OUR memorial.

The maximum amount of money possible should go to those injured officers and their families. Not into Phil's or anyone elses pockets.

I want to know where the money is going, or I'm stopping my donations.

Well I have an idea. Becauase you all feel your being "strong-armed"; I say each and every one of our officers donates one hour a week cleaning, fundraising, and maintaining OUR memorial on their own time.
This way there will be no conspiricies, no ploitical strong arming, no intentions but pure love.
Now please send an on-line petition to the fop to support this idea, because this is the only way its going to be done right, according to you all.

OFF TOPIC: 002nd DISTRICT SGT STABBED. Tact Sgt MK in 002 was stabbed in the neck and top on the shoulder around 1600 hours on Tuesday. Occurred at 56th and Prairie. He went to Christ hospital. He will be held over night, but should make a full recovery. Got stabbed by some lunatic with a pair of scissors who flagged him down. The guy just attacked the Sgt for no reason as he was getting out of his car according to numerous civilian witnesses and the Sgt. Bad guy was arrested. Charges pending at this time. Be careful out there.

I think there is plenty of $ already around for LOD deaths. (Federal and State, 100 club etc. as well as the fundraisers held all the time, scholarships to high school and college for the kids - you don't have to have too many tag sales for the families, however some attention and recognition would be nice) The IOD injured guys have some problems getting their bills paid, but eventually they are paid- although I agree they could use some financial help, but mostly they could use some attention - in other words, don't forget about them and their sacrifice too.
I always knew there was a "mission beyond the memorial" which I thought was to help the families of officers who needed help and didn't qualify for help from other areas, like the guy who suddenly gets killed on a fishing trip, commits suicide, has a catastrophic illness etc. There are no provisions to help these guys and their families, and they need both attention and $ to survive.

That is a generalization of the funds raised and spent since the inception.
