What is Starks Smoking?
- Gulliford, who took over SOS two years ago after the probe began, was not transferred for his performance, but because Starks wanted to put a black commander in charge of the elite unit, which was perceived to be preying on poor, minority communities, a source said.
So, because SOS patrolled high crime violence prone areas of the city, they're what now? All racists? We think we can all agree agree SOS had it's problems with some out of control coppers, but to paint everyone with this brush is just goofy and panders to the worst sort of expectations people have about cops in general.
How about Starks says "We put in a qualified individual"? Oh wait, that'd be a lie evidently, since there seems to be a shortage of "qualified" individuals amongst the exempts lately.

Wait till you see the new patrol car concept vehicle that fleet has planned for you. About $100K each so you can guess how many of those the city will buy. Nobody said a white person should be made commander of the 015th District after a group of black officers lead by the infamous "Pacman" Jackson were all convicted of robberies. The 006th District commanders spot remained a black position after the convictions of 5 or 6 black officers back in the late 90's. It's just a dumb, ignorant thing to say.

Correct me if I am wrong, but wasn't Gulliford a lieutenant in SOS when Tobias was commander? If so, he should have known things wern't right. He may be the fall guy, but don't shed too many tears for him. He still is an exempt with a take home car and all the other perks that go with it. Other people were much more culpable than him, such as Radke, Dugan, Tobias and to a lesser extent Darling. Probably the most culpable was Radke, who protected and took care of both Finnigan and Medzianowski. Makes you wonder doesn't it?

You might have the 3rd biggest district but you also have a huge wasteland with no population. Just because your district is big doesn't mean you get more police. You need people living in these areas to get police. The 4th district is no different than any other southside district.
