Big Reward Money

In light of the lawsuit filed against the Department regarding the treatment of an alleged cop killer, we'd like to think that this would get more front-page coverage:
  • CLTV reports that there has been an increase in the reward offer leading to the killer of an off-duty Chicago police officer and his female companion.
That's the entire CLTV report - kind of amazing any reporting ever gets done in this city. There's also a 45 second video attached to the story.

The reward site is sotorewardfund.com and has a $35,000 dollar reward posted for information along with the contact numbers for Area 4 and the Patrolmen's Credit Union for donations. Whoever the anonymous donor is who put up $25,000 of the $35,000, we'd like to buy them a very expensive beer one day.

Channel 7 mentions the reward fund at the bottom of the lawsuit piece.

With retirements, firings and resignations, the department is down 250 officers and could be down more than 400 officers by the end of the year, said Mark Donahue, president of the Fraternal Order of Police, the union representing patrol officers. The department has lost about 375 officers and hired only 125 since the beginning of the year, Donahue said.

SCC,
this is what happened to sgt. tim kelly (tk). tim was working the desk on days. ON A BID! and roy decided he did not like him, so roy decided to send him for a fitness for duty. (tim had diabetes and his back was hunched.) tim failed his fitness for duty with the department's doctor and was put on light duty. since tim was deemed light duty, it was the commander's discretion to move him to midnights. (So tim was fit to work the desk on midnights, but not days) i believe he was the #1 seniority sgt in our district. when the commander went on furlogh, tim got released full duty by his own doctor and got back on days. when roy came back from furlough, roy made a phone call and tim was switched back to light duty and launched back to midnights. tim has been making appointments with the medical section and trying to figure out what they needed exactly from his doctor to be released full duty. exactly what he needed that the commander could not have him switched again! it was a process. tim was frustrated and stressed (and pissed.) tim was getting tired. tim died of a massive heart attack.

Off Topic

When the late Officer Harts had his auto accident the driver of the other auto was given tickets for DUI. The state would NOT go for Reckless Homicide pending toxicology on Officer Harts. The toxicology test came back and his BAC was over the limit. The state then declined to charge the other party with Reckless Homicide.

I worked with Officer Hart at that time and responded to the scene that early Sunday morning.
The Police Officer from 019 is getting shafted.

Notice how FOP President Donahue only quotes attrition and numbers for 2008 in his press statement; and not the past 7 years when the numbers have steadily declined.

Figures lie and liars figure.

The City Hall apologists will be loading this blog with there version of numbers very shortly, but we know the truth.

The Mayor is livid that this issue has made the press and is on the AP Wire.

Channel 7 ABC News coverage:

Chicago Police having trouble hiring more officers

CHICAGO -- With more violent crimes being committed in Chicago, the police department can't get approval from City Hall to hire enough officers to keep up with the number of officers who are leaving.
Like other city agencies and departments, the police department is caught up in budget problems facing the city. Mayor Richard Daley has said the city must cut personnel costs but hasn't said where those cuts can be made.
The Fraternal Order of Police says that because of firings and retirements the department is down 250 officers and says it could be down by 400 by the end of the year.

Alderman Ike Carothers(Police & Fire Council Chairman) is attempting to put the manpower shortage/lack of hiring blame on the Federally appointed hiring monitor.
SPIN BABY,SPIN!

Ald. Isaac Carothers (29th), a staunch Daley ally and chairman of the City Council's Police and Fire Committee, said police officials told him last week that they had a plan to fill vacancies. Carothers said the officials blamed delays on the Human Resources Department. Daley appointed a new commissioner in June.

"They told me they didn't add them because of problems with HR—the new commissioner, the [federal court-appointed] hiring monitor," Carothers said. "Nobody indicated that this is a budgetary issue.

This leaves one to believe that JFed has asked for the additional hiring of more officers to bring the ranks up to budgeted strength but was rejected by City Hall.

Does anyone have better insight into what is going on here?

NYPD officers approve new contract

New York City police union officials say officers have overwhelmingly approved a contract that gives them a 17 percent raise over four years and increases starting pay for rookies. Top pay will go from $59,588 to $65,382.

It's the first deal between the city and the police officers' union since 1994 that didn't have to be decided by a state arbitration panel. Members of the Patrolmen's Benevolent Association approved the contract by 94 percent.

Under the agreement, which covers 23,000 officers, starting annual pay for rookies goes from $36,000 to more than $40,000. The officers' contract is retroactive to Aug. 1, 2006, and runs to July 31, 2010.

The PBA is the nation's largest municipal police union

No arbitration necessary, Mayor Bloomberg appreciates his PD.

To 1:49 comment; weird how u should bring up Tim Harts. If I am not mistaken he came out of the same class as P.O. Massas who died this wknd. Also if I remember correctly 2 years ago on 3 Sept, the driver of the car that hit him was also under age. So we had a driver who was not old enough to drink who had been drinking. I have always wondered what the deceased alcohol level had to do with the alcohol level of the driver at fault. But just like everything else, we will never know and the worst thing about it is nothing will bring him back!

The pot is boiling over in the Philadelphia P.D. in the aftermath of the murder of P.O. Patrick McDonald in North Philly's 22nd Dist. His shooter was killed by responding units with another officer shot in the thigh.

PPD officers are demanding that Commissioner Charles (aka "Howdy Doody", "Freckles") Ramsay permanently implement two man cars around the clock. For now, all PPD patrol units are 2-man.

Im yet another display of the class of our brotherhood, a NYPD helicopter flew Pat's sister down from NYC to Temple University Hospital where he expired. The wounded officer who killed the savage will be okay.

For details, go to the PPD blog:

May our brothers Bob Soto and Pat McDonald rest in peace.

On component of the officer manpower shortage that is left out are the 600 to 800 officers on the medical each and every day. Now kick in another 50 each month leaving and a bunch more dumped to call back who won't ever hit the streets again.

There, I just gave you a thousand officers that help the shortage grow.

What Roy did to Kelly was horrible. He wasn't bothering anybody. He was the day desk Sgt. and the 2nd watch Cpt. had no problem with him. He was the desk Sgt. on 2nd watch since killacky was the commander. Then Roy just started screwing with him. He forced him to get a physical (which by GO is the watch commander's call. I heard Roy tried to get the 2nd watch cpt to do it but he wouldn't). After the physical, he was put on light duty. Now, per the contract, Roy could dump him to 1st watch. On 1st watch, he's the desk Sgt. Why couldn't he stay on days. He was the senior sgt. in the district. Sgt. Kelly's doctor said he was fit for duty and the medical section took him off of light duty while the commander was on furlough. The acting just happened to be the 2nd watch captain, who promptly put Kelly back on days, like he should have. Soon as roy got off furlough, he called the medical section, had him put back to light duty and dumped back to 1sst watch. The 2nd watch captain hasn't been the acting since then, even though he's the senior captain and he's on days. Roy is a colosal prick. RIP Tim. you didn't deserve the stress that man put you through.
