Slowdown Talk

At last count, something like one hundred news organizations picked up the AP Wire story about the Chicago Police Department "rebelling" against J-Fed. There's also a growing movement among some commentators to advocate rash action. We'd like to remind people of the following:
  • ARTICLE 5 NO STRIKE
    Section 5.1 — No Strike Commitment.
    Neither the Lodge nor any officer will call, institute, authorize, participate in, sanction, encourage, or ratify any strike, work stoppage, or other concerted refusal to perform duties by any officer or officer group, or the concerted interference with, in whole or in part, the full, faithful and proper performance of the duties of employment with the Employer. Neither the Lodge nor any officer shall refuse to cross any picket line, by whomever established.
And this:
  • Section 5.4 — Discipline of Strikers.
    Any officer who violates the provisions of Section 5.1 of this Article shall be subject to immediate discharge. Any action taken by the Employer against any officer who participates in action prohibited by Section 5.1 above shall not be considered as a violation of this Agreement and shall not be subject to the provisions of the grievance procedure; except that the issue whether an officer in fact participated in a prohibited action shall be subject to the grievance and arbitration procedure.
Commenting on an anonymous blog is one thing. Talk at roll call, in front of god knows who, in this political climate is something to be wary of and might open up a can of worms. If you go through the archives, you will not find one instance of SCC advocating a strike, slowdown, stoppage or similar job action. Guess why?

Now, there isn't anything in the contract that we've ever seen that would prohibit advocating the "proper performance of the duties" of a Chicago Police Officer. The "proper performance of duties" might include the following:
  • Enforcement of any and all parking restrictions in the vicinity of churches, synagogues, or other such houses of worship. Pros - We are doing our job enforcing the duly enacted ordinances of the City Council. So-called "parking courtesy" is a political move that allows storefront churches to exist without providing adequate parking for their congregation. Cons - Commanders aren't going to be happy with all the phone calls and non-suiting of tickets they'll have to do. There's a good chance of retaliation.
  • Enforcement of any and all moving violations against media trucks, cars, and such. Pros - Again, we're doing the job, enforcing the law. Delivery trucks aren't special just because it's 3-in-the-morning. The media gets annoyed, but they aren't doing us any favors lately, so who gives a fuck? Cons - No free papers, but that's a no-no under strict interpretation of the Rules and Regs anyway - a fifty-cent paper to avoid a $100 moving violation? Sounds like a J-Fed referral to a Federal Grand Jury is a step away.
  • The next holiday (13 October), everyone check the Money Box. No one take the 12 hours, just take the money. Pros - It's legal, it's contractually protected, it's a simple way of costing Shortshanks a bunch of money upfront instead of in a few years when we retire. Cons - none that we can see. Christmas is coming anyway and the kids need new sleds.
  • This is a big one and would take a concerted effort on a few levels. Every job, and we mean every single job, gets a response. Not just the gun calls, robbery calls and in-progress stuff that no one was slowing down on in the first place, but the dope calls, the noise disturbances, the cigarette sellers, every single damn call. O.W. Wilson believed that if a citizen cared enough to call, then they deserved a response. It was the basis for motorizing the entire Department. No supervisor coding old jobs, no Tact teams stacking the jobs and going off to do their own surveillance, no one claiming they'll get to it. Everyone goes. Within three hours, the Department would grind to a halt. Pros - this would highlight the manpower shortage in ways normal counting can conceal. Of course, political spots (read Captain) would probably be ordered to code jobs from behind the desks and OEMC would be ordered to quash jobs, but can you imagine if the media ever did some followup? They won't because we wrote them all tickets in second bullet point above. Cons - Anyone? And don't say "we'd have to answer all those jobs." We're supposed to do that anyway, but the blanket codes only exacerbate the "do more with less" attitude that is burning everyone out.
Each and every one of these is a way to make a statement. Each and every one also DOES NOT run afoul of Section 5 of the Contract the way some of the other wilder proposals do. Whatever is happening at this moment in time is getting the attention of downtown, City Hall and the national media. More eyeballs on Shortshanks is a good thing.

The big Obama rally in Wisconsin had 6,000 persons in attendance, Sarah Palin's last rally had almost 60,000. Obama is finished and the national news media is just looking for more dirt from Chicago to expose the corruption in his hometown.

My source at HQ says that index numbers are way down. Some to the tune of -65%. My source says that those who cry loudest about "The Blog" are those who are double and triple merit promoted.

My source stated that he doesnt believe that a "Job Action" is taken place. The source makes the arguement that the typical beat car is chasing radio calls from roll call to check off. Citing that if you were to look at the amount of money spent over the last few years at wash facilities has decreased steadily. Arguing that if the cars are not being washed it is because they are too busy chasing the radio. Funny my sources ideas make sense to me.

HMMMM....I asked if the AVL technology will substanciate this theory? Replied with only time will tell. Supposedly any exempt can pull a "snapshot" of a vehicles movement during a tour with about 3 mouse clicks. The snapshot looks like jigsaw puzzle. Also this technology has been tested in every district in the form of a pool car secretly wired up with the AVL technology.


As of this post the 1st watch in my district of assignment is running 6 one-"man" cars, and the wagon is 10-4. The desk has one Male, and 4 females.

The king maker after Obama is elected will put the screws to the police. Our contract will be completed within the year because of the Olympic date Oct 2009 all contracts must be in place for all unions. Then he will take the gloves off and really pound the police. He never has respected the police. He still yells out his back door at his 24 Hr Police detail and tells them to get him some HoHos and cup cakes just like when he was Prince Richie!!!!!!

Actually there is no "money box" to check on holidays. You either get the 4 hours pay or you do a slip to convert the money to 4 hours time, "Comp time option".

As for me, I’m doing my job, NO MORE, NO LESS. I get a call, I’m going to it. Want someone arrested? Noooo problem buddy, just sign right here, and here, on the bottom of this complaint. Got your ass kicked? Here’s your report. Robbed? Here’s your report. Car accident? Here’s your report. The occasional parker, and I’m all good. At this point, I’d hate to “Violate somebody’s Civil Rights”. I did “Proactive” type policing for going on a decade and a half, and it got me bullshit CR’s ( I loved the “Search without a Warrant” ones we got while doing a Search Warrant!) , Sued a handful of times, Behavioral Intervention for over a year, and a whole lot more bull shit and stress than I want to remember. Looking for trouble got me trouble! However, I also had big time fun! I loved being the “police”. I still get a good feeling when I lock up a bad guy that needs to go to jail. I knew I had a few good partners, and Sgts/Lts/W.C.s . More important, I felt that I had the Departments support. I trusted people on this job, I loved this job.

Now, not so much! I still trust my partners, and some of the Sgts, not many beyond that. As for Supt. Weis; NOT A FUCKING CHANCE! I, professionally, don’t trust him! That’s me; you go make your own decisions about him. I know this Department could give a fuck less about me, you, and any other individual out there, regardless of rank. I have seen too many cops get tossed to the wolves in the past year or so. Lately, depending upon your “Juice”, the connected have been getting fucked with too! We, as a Department have too many bosses that have never been the “Police”. Too many house cats in the upper ranks trying to re-invent police work that they have never done! Too many officers that are needed out on the street are sitting in some do-nothing job, kissing ass for the next promotion. A Supt that has been in Law Enforcement, but never has been the “Police”, or has made attempts to. (And NO, one day with the other fed, and “Tiny Tina” in 003 on a domestic/Man w-a gun don’t count, but it DID give him an eye opener on our CR process!) He has had more than a few opportunities to show that he “Has our backs”. Ok, you have me: M-4’s are a good start, but are being held up due to budget problems. Different work schedules are looking good, and I’m willing to “Wait and see”. Oh, now you lost me: 15 months suspension for armed robbery because you are connected? Dictate what we do legally off duty (Side jobs/drinking)? Real incentive to be an FTO right about now too! Seek federal charges on an officer who had already served his punishment, but not seek federal charges of some of these bad-guys (i.e. the “alleged” shithead that killed the O.D.P.O & friend).

Some of us may be dumb, but we aint stupid! We know the “squeaky wheel gets the grease”! I and a whole lot of other cops are just doing “Black and White” policing, no more “Grey” area stuff! And in today’s climate, why would you want to? But this is what the Department wanted; now they are complaining? As far as the saying "Doing nothing never got anyone fired" I can count three that I know of, two of them, including the Det that did NOTHING when informed of an armed robbery while shoping on duty, got back on the job! The third just got canned for running the other way during the armed confrontation on 71st St a few years ago.

I am very proud of all of us for not doing shit for this joke of a department and shit hole of a city. I use to not think like this but I am done with it. I understand we are obligated to respond to in progress calls but do it slowly and dont get yourselfs hurt. Responding to shots fired or man with a gun call, respond with your lights and sirens loud loud loud, let the offenders get away and call for an ambulance. Take care of your own neighborhoods and look after your families

It's just non stop all night long and legit shots fired calls all day. I used to think that place wasn't that bad, but holy shit, that place is terrible.
The topper though, is that whoever the captain is on 3rd watch holds down all the rapids the WHOLE tour on a gang supresion mission. Well let me tell you something.... IT AINT WORKIN!!!
Put those kids back on the street answering calls to help out.

There is no slow down.

We were put in a position where, we were told that if we do things the old way in which we had control of the streets, we would be hung out to dry.

Who the fuck wants to work for someone like that. You wanted to have your cake and eat it too.

Well, Now you can choke on it you assholes. Daly and the steal what you can public, who gets shit handed out to them because they feel it's their right not to work and have the state/taxpayers pay for their shit.

Thining the herd is what I call it. Chalkie is thining the herd and is doing a great job of it, except for the innocent kids. There is no excuse for that.

So, when ever someone brings up a slowdown, it's not.

It's called survival, you don't sandbag people for the numbers game and hope no one sues you for fasle arrest and a civil rights violation lawsuit were you are the named defendant. Go out and do a mini edge mission, how about go fuck yourself.

Fuck your numbers, fuck your activity from last year to this year. It was made very clear, that working hard and doing the right thing by taking care of business the way it should be, would land us in jail.

Proactivity was an extra from the PO's on the street. You don't want it and don't want to pay us for it and keep taking away our benefits and raising our taxes for a Olympics you don't have and are spending money like it's going out of style.

Well you got what you wanted, now deal with it and don't tell us that we need to, so we can have our time due, pricks. If I see some one commiting a crime, I'll lock them up.

But, I'm not going out of my way to grab someone for bullshit, anymore.

Brothers and sisters, we are our own keepers. No one else will help us, we have to take care of each other.

Food for thought:The City of Chicago claims that they have 13,500 Sworn Police Officers on the City of Chicago Budget/Line Item.Other sources are claiming that there are only 9,500 Sworn Police Officers.Do the math on this one.If there are only 9,500 Police Officers that works out that the City of Chicago(Mayor Daley)is stealing about 400 million dollars a year from the taxpayers.Where is money going too?Is going towards some Off-Shore bank account to hide it?Or is going towards to pay off construction costs to his Buddies/Cronies?Are you Feds are soo damn dumb you cant figure this one out?

Glad someone pointed out the obvious. We often read posts complaining about how the General Orders are written to discipline us in nearly every situation. Well, they are. But it's a double edged sword. We can use those same orders to our advantage in just the way you outlined.

Read your contract. Read your General Orders. There are more ways for us to take action by doing the "right thing" and doing it "by the book."

There is no slowdown. There's doing it exactly to the letter of the law. We all know that doing it this way will lead to next to no enforcement. The discretion of the officer is a powerful tool. Use it.

They feel a sense of power and control wielding those rules, but they only have that because most cops don't bother learning the rules. There's enough in there for us to stick it to them to make for some real interesting times.

No contract? No problem. No old school policing and the crime wave will make them sit down and negotiate. Stick to your guns and work together on this. That's what makes for a powerful union and that is also what they fear the most.

Essentially, I agree with SCC's warnings on this post. If the city can hang their hat on what they would claim as an act of INSUBORDINATION, they will probably go for separation.

When they were fucking with me about my truthful public statements on the documented fraud in ExamScam, I had a nearly overwhelming urge to respond to LeRoy Martin's hatchet men (Joseph Curtin, Toby Burton, et al.) with obscenities and even physical blows.

Had I done that, the City would have grounds for separation and I would have blown both the job and my federal lawsuit, regardless of the righteousness of my cause. So I bit my lip and responded to the cocksuckers with "Yes, sir." I continued to "walk on eggshells", knowing that the evil Martin had set a trap hoping I would take the bait.

However, UNITY is another thing.

After a friend from 011, Kenny Kaner had his head blown off with a shotgun in 007 on midnights on June 19, 1970, the ENTIRE first and third watches disobeyed direct orders from both the district commander and the street deputy to man one-man cars.

It worked. Rather than suspend and fire all those brave men, the City wisely mandated that during the hours of darkness, all districts city-wide would be manned by two-man cars.

At the time, I handled 007 out of the old Area 3 Detective Division.

I will never forget the moral courage of those men which I witnessed first hand. I was so proud of their UNITY and RESOLVE.

I think I remember a story about some municipality in Tennessee where the cops, realizing they couldn't strike in a normal way during a particularly heated contract negotiation, decided to enforce laws that were on the books that fell to the wayside.

The first week, they enforced the town's blue laws. Needless to say, people were perturbed. The legislature responded remarkably well, the repealed the old law.

I forget what they enforced the next week, but seeing the writing on the wall, the council there caved.

I wonder what old laws could be enforced (like the parking) that would be particulalrly effective.

The Commander of TRU has not been seen in the unit since the passing of Officer Eddie Massas. No roll call briefing about the incident, no condolences, not even in the building to be seen for the past 48 hours. How does a Cmdr. of Police not show up at roll call after one of the men in his unit dies of a tragic accident?!? Peer support has been there both days. Both Lt.'s have addressed roll call but no sign of the Cmdr. anywhere. It is a sad, sad time in this department. They, read Exempts, have no regard for those of us still out there working the streets. Not one exempt member came by the unit to address the officers, not one. Not even our own Commander. Unbelievable!!! I obviously did not post this among the rest of the regards for Officer Massas because I did not want to put this among the condolences that are placed there, but I think this needs to get out to the rank and file. Yeah, they have our backs alright. The only ones that have our backs are the guys sitting next to us in roll call.

I have blogged here before and stated this in another way, its called malicious compliance. Obey all rules. Work all two man cars on the 3rd and 1st watch. That would kill the system right there. SO what yo work with someone you dont like for a while , Take your time on every call. Do a complete canvas for witnesses on all property crime and especially violent crime calls . Interview several people for information and list all their info. in your report to document your actions. ( just like you were taught in the academy right) All this information makes it much more involved for the detectives to follow up on. On missing tender ages. call a plan start with a plan 1 then work your way up. Remember we care about these little kids. Dont let any TVB go. Bring ALL drivers riding on a ticket into the station and write them another ticket. And most importantly everyone on the first watch especially on the weekends Find that DUI driver, dont lock his keys in the car, or call a friend to pick him up. Lock him up. Take that 2 hours to process the DUI. MAybe it will require a blood draw and take 4 hours. I guarantee you they will be out of beat cars in no time. ( Like they are not now) Follow the rules and General Orders to the letter of the la. No more shortcuts to ease the backlog. On the disturbance with teens on the corner calls go to the address ,park and get out
walk around the block. ( go down on foot investigating the call) you might also get some exercise) take whatever time you need to completely investigate the good citizens complaint. They deserve the service. The union cannot say anything one way of the other contractually or they will be in court and it will cast FOP money and lawyers fees. I think we should call this a re-policing not de-policing. The police are re-establishing relationships with the community through complete and through investigations. Might also get some chronic DUIs off the street, and make us all safer. Think the national media will pick up that action when some calls are 8hours old because the police are busy completing investigations of other calls. Maybe their is a shortage of manpower?

PS I was on the job in the 70s when the wives of then COP members got involved in the Engelwood job response to the refusal to work one man cars. That took some guts but it showed the power of unity. God Bless all you working officers still out there keeping the lid on the garbage can for the rest of us. No one has your back except each other. The Mayor and Superintendent obviously dont give a fuck about you. Al Daley cares about is the Olympics. More bad national press will sink that dream. If he wants a fair days work from the police pay us what we deserve, give us a contract and go after the BS beefers when their complaint is unfounded. You want us to work for you show us some appreciation not lip service. Oh Yeah get rid of that jack Ass J- Stooge who completely destroyed an already damaged Department.

We haven't liked the last couple of pics and you know no matter what J-Fed is gone if he lasts his entire contract.

Remember the hundred's of working police officers are were placed on the behavioral intervention system. They made thousands of arrests and were punished. Many were told that it was a mistake and they are being taken off B.I.S. When you make meritorious promotions look at those officers. They are or were the working police. They are not the do nothings that have been promoted in the past.

Holy Federal Violations Batman!!!

The Dept should be more concerned about the civil rights violations going on right now with the arrest, contact card and ticket quotas demanded by commanding officers in the field. For example, TRU, and district tactical/gang teams. Most of these officers work under the expectation of arrest or ticket activity. Some commanders demand from their tactical and gang teams monthly search warrant quotas. All can be easily proven by looking at and analyzing the arrest and ticket data of these officers..

Ted O'Keefe's office is in the process of organizing a task force to develop employee performance measures based on what? How many widgets a police officer can make?

Unlike most occupations policing citizens and protecting their civil rights is a balancing act. Abstract concepts like using good judgment and reasonableness don't work hand in hand with arrest and ticket quotas.

In most instances, the proper POLICE Action is to do nothing at all. Even a "police presence" is on the use of force model. Just be there, being seen is a deterrent to crime. How do you measure that?

Quota requirements made by police managers is a major problem when it is used as a performance measure, individual officers start pushing themselves beyond those grey areas into highly questionable police work. What happened within SOS is an example, bogus arrests and false documentation is a direct result of police mismanagement.
Plain in simple, quota demands create corrupt policing practices cultivating rogue officer behavior. Officers start fudging the facts in order to get that probable cause to justify the arrest. If you don't keep up your numbers guess how long you keep your spot?

No supervisor or police manager should ever use a quota as a performance measure. Using common sense should be a performance measure not a quota.

To save money, the Suffolk County Police Department (one of the highest paid in the nation) is going to be replaced on some county highways with lesser paid sheriff's officers. Stop writing those parkers, and the city will just do what it's been doing-give that job to someone who will do it for less.

"But I don't go out of my way to stop someone on a hunch or if they look suspicious. I don't want to be accused of racial profiling and run afoul of this guy who we know won't back us up."

Isn't this the liberal idea of the Fourth Amendment anyway: no stop-and-frisks except on probable cause, narrowly defined. And now they're complaining about "de-policing." Amazing.

It has been my experience during difficult times that the more publicity the better. During last Dem convention we(sgts.lts.capts assoc) hired a mobile billboard to drive around convention venues declaring "Daley unfair to police spvsrs". Response was immediate outrage by Daley asskissers..press loved it. We made our point..many exemps very pissed..eventually we won collective bargaining rights.
Get as much publicity on lack of pro-active policing as possible..never never advocate slowdown etc,especially on police facilities(lockerroom,roll call etc)
squad car unsafe:bald tires,poor brakes etc...notify supervisor make report
stay safe

I am NOT required to write a ticket(parker or mover), nor any other type of activity other than 2 situations where arrest is REQUIRED. VOOP and domestic related when injuries are observed or I feel may be imminent. That and obviously SIGNED complaints by a REAL VICTIM or COMPLAINANT. I CANNOT be required to write tickets or generate cash for this shit city, which I WILL NOT DO!!! I have what is called officer discretion and can simply tell that person to drive safely sir and be careful. AHH DISCRETION is beautiful! I like the idea of boycotting awards ceremonies, but the awards come few and far between for those friends who deserve them and I'd hate to miss them. Boycotting the 'open meetings' isn't ecessary, because no one goes to them anymore.

But we CAN refuse to acknowledge the Superintendent at functions and meetings. NO APPLAUSE. No nodding of heads. No questions or responses. Cold shoulder. It will speak volumes to the media, when they're covering an event.

Glad someone pointed out the obvious. We often read posts complaining about how the General Orders are written to discipline us in nearly every situation. Well, they are. But it's a double edged sword. We can use those same orders to our advantage in just the way you outlined.


I have heard this argument before and it does not hold water, My neighbor who is an Attorney say's you have no leg to stand on with those orders. simply because the orders are by interpolation that means that only the department can tell you want they say (period). and if you disagree too bad so sad.

A Chicago Police officer accused of killing two Cicero men in a Thanksgiving Day auto accident was indicted on charges of reckless homicide and drunk driving, authorities said today.

Officer John Ardelean, 34, faces two counts of reckless homicide and four counts of aggravated DUI, according to a press release from the Cook County State's Atty's office.

This is the second time Ardelean has been charged in connection with the Nov. 22 deaths of Miguel Flores, 22, and Erick Lagunas, 21. In January, he was hit with felony DUI charges, but a Cook County Judge ruled prosecutors could not prove the officer was drunk when the accident occured and the case was thrown out.

SCC, I agree with you about 90% of the time. However, writing tix at churches is a bad move. Sure it will cause phone calls to be made but in the end it will turn good people against us. I have never written one, in front of ANY house of worship. Protsetant,Catholic, Jewish, Buddhist and Muslim - they all get a pass during services.

I do agree 100% that every citizen deserves police service if they call. Go to every job and do the paper. Every citizen deserves an RD # at least once a day. I don't understand why young guys who post here are obsessed with "clearing jobs". Thats the game they want you to play and justifies they're lack of manpower in all Districts. The citizens lose and we lose by blowing things off.

beware of third district evening bicyle team. i pulled off lakeshore drive at 63rd, because my car was making a strange noise. i was not properly parked and was immediately approached by a tall african american officer with dreads or braids on bicycle. i identified myself as an officer and told him i would park properly. he said "i don't care who you are, i give everyone a ticket." It worked. Rather than suspend and fire all those brave men, the City wisely mandated that during the hours of darkness, all districts city-wide would be manned by two-man cars.

At the time, I handled 007 out of the old Area 3 Detective Division.

I will never forget the moral courage of those men which I witnessed first hand. I was so proud of their UNITY and RESOLVE.

I was driving south on Cumberland (first Ave) and observed a honorary street sign at Oak Street and First Ave that was designated Fred Hampton Way. WTF is that bullshit. I know that it’s in Maywood, but I thought our readers should know this POS has a street named after him there. I was wondering if Moprah lives on that street and she asked for it because I wouldn’t be surprised.

There will be a slowdown this winter when you have no cars available to drive. It is 85 degrees now, and no pool cars are available in our area. Third watch early cars wait for 0900 cars to come in, and drive maybe 5 hours during their tour. When the winter comes, and the two year wonders get in accidents... you will have the slowdown. The department won't get this fleet through the winter. Last winter I drove a car with so much front end damage I could only turn right,right, right, to go left. I won't drive that car this winter.
Seriously, our early car personnel wait in the station for two hours to get a car.

I think there too much nonsense about slow downs,i have only 7 years on but lets call it what it is,those of us who try to do a decent job have realised that the dept and everyboby else will not back you,back in the day they accepted the grey area policing if it got the desired results,now it has to be by the book.No one would admit a few short years ago we were encouraged to cut corners and use other tools that today will get you indicted.I refuse to let good court dates go to waste but now more than ever it is the hypes that are the target of my attention,the dealers are smart,and have pvt attorneys,the result is i am still making pinches,because i need the OT.No slowdown here ,but lets be honest i am not making any difference,but at least my pension is ok for now.Remember for us to be appreciated things will have to swing the other way, and as a veteran once told me this too shall pass.Stay safe and back each other up.

This brings to mind the post that Jfed drives with SWAT in unmarked squads in front/back, and marked squads in front/back of SWAT...WHY? would a CPD superintendent need such heavy armed protection when only law enforcement and criminals carry guns, is it that he is:

a. paranoid of his own troops.
b. his taste of chicago's mean
streets has instilled terror.
c. a terrorist expert and knows
about an 'impending event'
soon to happen.

Cline after his announcement of retirement had continued to work the streets, would hear him on zone 10 assisting coppers on their street stops, even searching cars for them.

Maybe Jfed knows something we don't, you learn by observation, it has me thinking that maybe preparing for a possible disaster for your own family is not too far off, ie: buying extra weapons/ammo, stocking on food/water, candles, generator etc.

I hate to be a fly in the ointment, but I would put a word of caution to all FOP members. Daley has been playing this game for a long time and he knows what he is doing. If Obama wins the election, he won't face any threats to his power or any threat for indictment from federal prosecutors. He will have carte blanche to harrass officers and undermine the union. It isn't hard. Cameras, recordings, employment reviews are typical forms of harrassement by management. He'll drive a wedge between officers and the union, which has little political power against him. He can break this union and any collective movement within the department. Slow downs won't hurt him, nor will the decrease in revenues by decreased ticket writing. He's got far more leverage than most people realize. The union knows this and that is why they have been so silent the last few months. Daley is setting his sights on his brother winning governor in the next election, not worrying about how the police department is functioning. That means he will control the city, the county and the state with the fifth highest electoral votes in the country. He can bring this department to its knees and will. He doesn't have to worry about crime rates or revenues. Who is going to challenge him in an election? Who? The best thing cops can do is stand by the union and work harder at each worksite, i.e. each district to enforce the contract and the rights of the cops. A battle is looming and the odds are against the FOP members. It may already be lost. If it weren't, why would the FOP be so quiet about things?

Go to FOP General meetings, get involved, ask to volunteer somehow. Learn the issues, discover what they really do and what the issues really are and how it is to really deal with management from the city. It is a lot different from the typical police station locker room rant.

012 just got the camera antennae installed on the old ass building that was set to be replaced, then canceled. our beat cars are beginning to see the installation of cameras. we don't have any of the newer pdt's and the old ones we do have are held together with scotch tape and bubble gum - and we can only equip about half our cars with working old pdts. Our wagon is using a cageless pool car. there's standing water in the basement locker room at all times. commander of 017's daughter is assigned to the desk on days with about 2 years on the job.

I know I'm not dealing with the stress of the far south or west, but this little bullshit is starting to wear on everyone citywide.

You will, rest assured, hit a wall and this is the year we hit that wall. Plus some of the bosses will not back you up when you a sitting at the Corp. Counsel's office being sued for "false arrest."

Keep a note book. Enter all complaints, which are really veiled threats, from the bosses. Any supervisor that tells you that you will be denied this or that for a lack of activity, put it in the book.

Any time you are ordered to do something, document it. Put it on the radio or in any report(s) generated.

Remember, it is a two way street.
Ride on your jobs promptly, act professionally; come clear when you have completed the job. If you witness something, robbery, battery, etc. requiring police service, take action. The key word here is witness.

Get your lunch in, along with your personals. Drive the speed limit, stop at all signals, park legally.

Most of all, stay safe and back each other up!

This is not about Beat 820, Sgt Mike Mulligan. When he was a Sgt in 010, a long, long time ago, he was my hero. I drank with him many times on Blue Island. I too have a white shirt now & it is almost as old & stained as Mike’s.
While in 011, 1st watch he would routinely code out the backlog of anonymous jobs. Many supervisors citywide do the same. Dispatchers loved them.

Why should he or any Sgt take such risk? Will the city protect them in a “no service complaint?” I doubt it. Dept policy is to answer each 911 call with a police car. If the city cannot support this policy that is the city’s problem. Let the city eat the backlog, no cars available. In a “police emergency” or citizen’s “in progress call” the beat cars will usually respond telling the dispatcher that they didn’t get to the anonymous jobs, but the beat cars should not code out jobs with a lie to help the Department’s problems. The anonymous jobs must be responded to by Department Orders.

Am I ball-less? I don’t think so. Each 911 call requires a police response by the Departments Orders. Why should we violate Dept procedures by lying to “help” the Dept.? Will the Department support us when we are caught in a lie? Obviously not.
I am NOT in favor of a strike, slow down, work stoppage, or de-police-ing. I support all officers doing their job, as they were trained, following all the laws, orders, rules, regulations and procedures. You will be suspended, stripped, fired, and prosecuted by IPRA, IAD, ASA or Feds for any violations. Why lie to help them?????
