Why any police officer would want to be an FTO under these miserable circumstances is beyond me. Jody Weis stood up at his bullshit town meetings with Officers and said in plain English that he would revamp the FTO program to make it better and to attract Officers to it.
Supt. Weis instead has done the exact opposite. He has made an already bad program worse and ensured that many of the existing FTO's resign.
Congratulations Supt. Weis. another huge blunder on your part in an unbroken string of blunders since you rode into town.

Woke up this morning and saw in the Sarasota (Florida) Herald-Tribune (yep, I'm retired and loving it!) an article on J-Fed and "de-policing". His incompetence has gone national. My heart goes out to the troops. Hang it there. It can't be long now. Shortshanks won't take being embarassed nationally.

Every other Police Department treats it's FTOs like gods and gives them perks over and above other POs. For many departments FTO is a prerequisite for promotion to any rank.
Our department treats and historically treated the FTOs like shit and it is a disgrace.
Patrol Specialists and FTOs have been fucked with for well over 30 years since they invented the rank here and it shows in how well things are.
I loved being a Patrol Specialist and FTO and I hate how the FTOs as a group have been treated.

They should stop sending PPO's to the non-training districts. The last time around a hand full of PPO's went to 022? Why? This is a district that is busy on afternoons, but after that it's quiet and should be left for the older and most senior PO's on the job.
I wish they would announce an entrance exam already! Geez!

Donahue said increased violence in general may be linked to officers thinking that their hands are tied.

Loved reading the articles about us "De-policing". Yes it is true. However, there are some things about our illustrious Superintendant that needs to be pointed out.
1. You can't blame him for us not having a contract. We didn't have one before he took over and we don't have one now. He isn't even part of the process. He can tell Mayor Shortshanks (love that name) it would help morale, but it would be on deaf ears.
2. You can't blame him for getting rid of ALL the top brass and replacing them with ill-trained patronage bosses. He didn't know any of them when he took over and just listened to Shortshanks and others to make the decisions. He really didn't know any better and now it's too late.
3. You can't blame him for wanting to get rid of corruption on this job. That NEEDED to go. This included the idiot officer who used her badge (and gun) to get free coffee from Starbucks, the ofc's who got kickbacks from the towing scandals in 025, etc.
4. You can't blame him for the camera's in the car. Yes the dept will try to hurt you if you are caught on tape doing something illegal or stupid. Don't do it. Use it to your advantage. Besides, they make good video's (see COPS!!!)
Now, YOU CAN BLAME OUR IDIOT SUPT FOR:
1. Killing any semblence of wanting to work for him for what he did to Cozzi. Yes Cozzi was wrong (although I probably would have done the same thing) but he did his punishment. Taking a second bite of the apple is akin to stabbing us all in the back.
2. His idea of the town hall meetings would have been great if he didn't use it to screw over people. Having Simpson dumped from the Academy for arguing something where he was clearly right showed us "in person" he wants to screw with us.
3. It has become obvious from Day #1 that his agenda has been to please the mayor/"reverands"/media by screwing with the police. He can talk all he wants about how he backs us up but it is clear he doesn't really do it. He couldn't care less about real crime to the public because the "reverands" aren't up in arms over it. There is no outcry from them when someone gets shot or killed unless the police are the ones shooting or killing those honor roll students!!!!
4. His STUPID idea to have felony review notified every time a P.O. gets arrested was rescinded shortly thereafter. His STUPID idea to have the W/C and Deputy Chief notified any time a P.O. is observed drinking on or off duty was also rescinded shortly thereafter. There is a whole slew of STUPID ideas he has come up with. Are any of these designed to reduce crime or kill morale?
5. Putting GPS in all the cars in clearly designed to find out which officer isn't working each and every minute of his/her shift and when to screw them when they are out of the district. If you can tell me one decent place to eat in 011, 015, 007, etc during midnights then I wouldn't have to leave the damn district.
6. Telling us we can only get M-4's if we pass the power test. Sure, it would be great if all officers used Steroids and Botox like J-Fraud does, but in reality we do not. We would all like to be in shape and most are, but to tell us that we are not allowed to defend ourselves properly because we can't pass the power test anymore is akin to saying he couldn't care less if we get killed by a piece of shit gangbanger. Then again, if we do defend ourselves we will probably get indicted.
Didn't want to make this TOO long but there are way too many reasons why our morale sucks and why we do minimal work. In any case, be safe, back each other up, and please learn to spell when you write you own posts!!!
The end of caps i 3,7,10,and 15? seems like some of the pilot districts are going to have trouble filling caps positions, why ? all the house mice are going to bid or more likely management their way to the 10 hour day. which means don't expect any jobs to get cleared or any back up from rapids in 3,7,10,15

The fact is half of these so called FTO's really shouldn't be FTO's to begin with and are in need of one themselves. Is it at all possible that maybe J-Fed is weeding out these people by doing this? After all if you really feel the calling to be an FTO, you're going to stay one and change districts. Maybe this is a blessing in disguise?

Where have you been? Chalkie makes a regular appearance up there. You can rip other districts, but the coppers in 024 on 3rd and 1st watch earn their keep.
You know J-fed is not concerned about the national media.. He thinks all this coverage means that he is doing a good job of scaring us into submission...He thinks they see him as a "tough" administrator cleaning up a dirty department...
Area three should not have any training districts!

The problem is the FTO program is a disaster and most the exempts haven't a clue about training...Many FTO's may not like this but they should all be assigned to the training division. There needs to be enough of them that they spend 6 months at the academy, not just teaching but researching and updating the training material..This way what they teach is current and consistent..Then the remaining six months of their year they spend in a district...The numbers could be played with, it could be three groups rotating, working four in the academy and eight in the district...
Training is supposed to be very fluid and always developing..This is not the case..
Finally, many FTO's are not the best officers out there and they have little or no idea how to actually train someone..They need to revamp the exam which is so easy it's ridiculous. Then they also need to have real FTO sergeants and Lieutenants..These supervisors then need to ensure the FTO's are really doing their jobs and they also need to develop in-service training for the FTO's while they're in the field.
Jody, eliminate at least 1/3rd of the current exempt positions and used the money saved to attract the right officers to the job of FTO...It's a critical position..

Today on the Roe Conn Radio Show - WLS-AM Radio 890
Ron Magers is Chicago channel 7 (WLS-TV ABC) news anchor. He is a regular guest on the Roe Conn Radio Show, weekdays during the 3 o’clock hour.
On the show today, Roe Conn asked Ron Magers about the posting on SecondCityCop blog about an incident that was reported to have occurred at the Gold Star Families police memorial vigil. During this exchange both Ron Magers and Roe Conn admitted to being viewers of SCC. Ron Magers stated that the SCC blog was the most viewed police blog by department members.
Ron Magers related that he was the M.C. of the event at the request of former CPD Supt. Phil Cline. Magers described the room the event was being held as a long narrow rectangular room with Magers speaking from the center of the room. Magers stated that the event started with the bagpipes being played and then Ron Magers introduced the memorial video that contained information about the fallen and catastrophically injured police officers.
The video was being played on multiple video screens along the narrow room. Ron Magers stepped to the far end of the room as the video played. As Ron Magers reached the far end of the room, Ron stated that he observed J-Fed standing alone and watching the video on the video screen next to a table of attendees that were still joking and talking. To these attendees defense, Ron Magers said that he has seen these subjects at numerous past police memorial events and appear to be great supporters of the police. Ron further stated that because the room was so narrow and long that there was a good possibility that the subjects at this table had no idea that the video had started. Magers also said that it did not appear that J-Fed was actually with this table of attendees and that J-Fed only nodded at Magers as he past him by. Magers stated that he politely placed his finger up to his mouth and motioned to these attendees to SSHhhhhhhh! Magers stated that these attendees then did become quiet for the video.
Magers pointed out that because the room is so long and narrow and that J-Fed was standing next to this table to watch the video on the video screen, he can see how others attending this event could of thought that J-Fed was one of the participants at this party making the noise. Magers stated that the room that was used wasn’t the best room to use for an event such as a police memorial. Due to it being long and narrow, Magers said that it was hard for attendees to hear what was being said when he was standing in the middle of the room M.C.’ing the event and the video monitors were not easily seen.
Magers made it clear in this discussion that “he has no dog in this fight”. Magers stated that he has never met Supt. Jody Weis and has never even shook hands with him. Magers is a true gentleman and a strong supporter of police and firefighters. Magers is the type of person who if he has nothing good to say about a person will say nothing at all. Magers did slip in a few “gentle jabs” at J-Fed. Magers stated that he was M.C. of this event at the request of former Supt. Phil Cline. Magers stated that he would do any event Phil Cline asked.
Magers by slipping in the comment that he has never met or even shook hands with J-Fed was another “gentle jab”. One would figure that if you’re the CPD Superintendent of Police, you would of at least walked up to Ron Magers, who was donating his time and effort for a police event, to introduce yourself, thank him and shake his hand. Apparently based on the hints by Magers, this did not occur.
Magers slipped a final “gentle jab” in when he said that J-Fed most likely “let the babies out with the bath water” on some of the exempt members he forced out or demoted. Magers said that one of his best friends was dumped by J-Fed even though Magers thought this exempt member was a intelligent, hard working, knowledgeable experienced officer.
IN CONCLUSION:
As much as I hate to report it, based on Ron Magers version, J-Fed was not one of the people being “disrespectful” at the police memorial vigil.
But J-Fed did not come out of this unscathed.
Based on what Ron Magers said, J-Fed never even took the time to introduce himself to Ron Magers, never took the time to thank a Chicago celebrity who was donating his time to a police memorial event or even shook hands with Ron Magers.
As for SCC, they did the RIGHT THING. SCC had postings from viewers about a situation, SCC made a thread on the subject and included in that thread that the allegation about J-Fed was NOT VERIFIED and was asking others who did attend the event for their version of what had occurred.
And due to SCC posting this thread, we now found out that both Roe Conn and Ron Magers are viewers of SecondCityCop.

The problem is the FTO program is a disaster and most the exempts haven't a clue about training...Many FTO's may not like this but they should all be assigned to the training division. There needs to be enough of them that they spend 6 months at the academy, not just teaching but researching and updating the training material..This way what they teach is current and consistent..Then the remaining six months of their year they spend in a district...The numbers could be played with, it could be three groups rotating, working four in the academy and eight in the district...
Training is supposed to be very fluid and always developing..This is not the case..
Finally, many FTO's are not the best officers out there and they have little or no idea how to actually train someone..They need to revamp the exam which is so easy it's ridiculous. Then they also need to have real FTO sergeants and Lieutenants..These supervisors then need to ensure the FTO's are really doing their jobs and they also need to develop in-service training for the FTO's while they're in the field.
Jody, eliminate at least 1/3rd of the current exempt positions and used the money saved to attract the right officers to the job of FTO...It's a critical position..

That is a great idea and makes perfect sense. Remember though that this is the Chicago Police Department you are talking about. Thus, it will never happen.
For it to happen even remotely as you describe would presume that the CPD leadership and the Mayor place a high priority on training.
They do not.
That is also to presume that they would commit the funds, time, and manpower needed to create a first class training program.
They would not.
One would have to look no further than the fraudulent Streaming Video Training Program. This bogus program supposedly trains officers in complex, dangerous and potentially high liability areas by watching a five or ten minute video on a small computer screen from across the roll call room with the sound possibly turned down on a computer that might be working or totally blank.
Take a look at your own training record and you would be amazed at all the training the Department claims you have received. Those training records are all fraudulent. The office staff marks every officer in the district as having watched that week's videos whether they were in attendance or not, on the medical or not and in some cases, alive or not.
The false notation of officers having been trained is in addition to the fact that the videos are mostly bullshit anyway.
So, nice idea but not in this lifetime. Want good training? Enlist in the US Marines.
Its all a matter of suction.

Yeah, well I work there too, pal, and I can name OVER 20 coppers that have been fired from there since I've been on, many of them did some graybar time too. I could also name 5 that offed themselves from the same District since I've been on. I'd rather believe it's a curse and there isn't really that many fucked up people on this job in one place!

This is the last straw for me. I stayed on last time they fucked with FTO's, but this time I'm DONE! The money is insignificant to me. They told me once that they could care less about the program and the second time I give up! Under today's police climate it's even more of a reason to call it quits. I just don't trust the leadership anymore especially J-Fed! The truth is, who cares where a PPO gets trained as long as it's by a good FTO and one that's happy. The fact is most of the learning comes after the FTO, just by experience and paying attention. They just killed the program forever. When will this job take the turn for the better? It's sad!
I can't believe 025 isn't a training district. It's got a little bit of everything and is busier than hell...

OT...City came out with new overtime initiatives however they are only for Title Codes 9161 (PO) and 9171 (Sgts). If you are a detective, you cannot partake in this overtime....seems to be a violaton of the contract.....all detectives that wish to work this overtime should file a grievance.....don't let the dept and city get away with this nonsense.

hey dufus, all those stupid case reports you guys do don't just magically disappear after you hand them in. Somebody somewhere has to follow up on those. That's why we need detectives. I know you guys are short out there, but we all are. And by actually promoting people (off the list) boosts morale too. It gives people something to strive for and to work hard for. Not many of us want to just work a beat car our whole careers. The right way to do it is to constantly (couple times a year) have det and sgt classes going and hire new recruits to fill those spots and the retirees. Seems to easy doesn't it?
024 as a training district?!?! Am I missing something here?
It will be nice to have some extra bodies in 006, although annoying to have alot of PPO's as well.
Also, does this mean they will be switching the sheets up?!

Guys Please! any ideas about a southside or westside fast moving district where a hardworking rip roaring duo from the northside can go and hit the street? My partner and I got split up by the watch commander after we made a solid pinch of a guy on a federal warrant. We showed the agent around and introduced her to a sgt in the area. Now guys are hating on us due to that pinch and that fact we don't put anybody on our paper. These old guys wanna wear the name but dont wanna play the game. In our district we can't get our own car and we always rotating on different cars. We want to work somewhere we can get exposure and develop a solid rep that will help us get assigned to SWAT or HIDTA, or the FBI JTTF. Between us we have gotten 8 UUWs this year and 15Part One arrests since January and we are not on tact or an incident car. I bet we easily lead the watch in movers/parkers/and curfews. I am stuck on the late wagon, and my partner is now stuck in the lockup and alternates on an early wagon. Its a shame on our watch the lazy, slow, old guys have their own cars. The last couple of nights I have neither held the radio or the keys to the truck. And I don't wanna eat at another damn plain food serving diner again listening to coppers talk about the old days. I dont wanna learn trivia like the Midnight Deputies car used to be called the Blue Goose or that HBT was better than SWAT. These guys even talk about how IAD used to have a unit called C-5. This is all prehistoric bullshit. Its like knowing how to be a blacksmith. Useless Useless Useless. I don't want supper to be meatloaf, pizza, or potatoes again. I hope the old timer I have been stuck knows how to read a blog. Maybe he will feel my pain. My partner and I used to eat Vegan, Ethiopian, Thai, West Indian, Indian you name it. 024 is a pretty nice place to work but is not a busy district. I did my first 5 years up there, then moved west, then moved south where I was totally unprepared. The cops that I looked up to in 024, the ones that I thought were supercops, ended up looking like the mickey mouse police compared to some of the bad ass, fearless, mother fuckers that I've worked with on the south and west sides. The worst section in 024, the "jungle" is like disneyland compared to the south and west sides. The coppers on 3rd watch really think that they are ghetto rangers, but in reality they dont have a clue. Don't get me wrong - 024 is a great place to work after you have put your time in some fast districts, but it is no place to learn how to be the police.

I do believe this ; we all work in chicago and no-mater what district no-mater what watch we are all doing the same paper and run the same risks on every call ! The real difference is volume ! I had a talk with a sgt who I respect and it was made clear that I am more cautious working in 015 than I would normally would be if I worked in say 023 and that would be my own fault because I know better !
We should all realize that we are all targets and should act accordingly on all street stops and job assignments.

It is my firm conviction that EVERYONE should pay their dues during their careers. Yet, you have contempible exempts who have spent their entire careers as pussies. My dog Bailey Boy was involved in more felony arrests than most exempts.
Why don't they have a standardized ribbon award for both "on view" and other Part I felony arrest incidents with clusters awarded in multiples of 100. Hey, if you can earn one in certain North and Northwest Side districts, more power to you.
Why do they continue to have "duty availability" pay for all sworn personnel when it was originally earmarked for officers working the streets on third and first watches? Shift differential would also encourage our veteran officers to work the most hazardous watches instead of steady days.
All of this bullshit tracks back to the CLOUT MONSTER.

just saw the photos of Jennifer Hall.
Jennifer is the lady who was beaten and robbed by two homeless jag bags near Wabash & Roosevelt last month, while out celebrating her birthday.
I was thinking that maybe my brothers and sisters in law enforcement would like to host a fund raiser for her to help with her bills

Hey FTO's don't come to 024..they will treat you like shit there. There is a certain Sgt. formally from the RAT SQUAD that wrote a 41 year footman up for coming in 10 minutes early. Now I heard they made him go back on a car. Meanwhile this Sgt. was golfing and riding his bike when he was on the Medical after he got into a car crash..What a Jag off.
All the PPO's that just came out should be re-assigned to the fast getto districts with the most crime. Let them learn the job, then bid out after probation. No exceptions!
