Aldercreature Stone Flips Out
Nine months after an inspector general's probe led to the indictment of his ward's Streets and Sanitation superintendent, Ald. Bernie Stone (50th) vowed to "destroy" the agency at a Friday budget hearing.
"It is my intent, Mr. Inspector General, to wipe your entire office out of the budget," Stone told Inspector General David Hoffman. "It is my intent to submit a budget amendment which will destroy your department."
Hoffman's office started to investigate 50th Ward vote fraud after getting tips following Stone's narrow 2007 runoff re-election over challenger Naisy Dolar.
Ol' Bernie is pissed that Hoffman found a loophole in the Inspector General ordinance that forbids (yes, forbids) the IG from actually investigating the second most corrupt arm of city government. Hoffman investigated voter fraud carried out by Stone's people, not by Stone himself, thereby circumventing the aldercreature restriction, and thereby bringing down the wrath of Stone.
So the City Council refuses to investigate itself, passes ordinances to forbid investigation of itself, isn't investigated by Executive Branch, isn't beholden to the Courts, and has gerrymandered itself into sham elections for decades. And people wonder why we despair.

Aside from the obvious levels of corruption in that city who has the authority to investigate and bring charges against the city council? And obviously they aren't doing it so why isn't that agency getting looked at? It seems like a vicious circle of corruption but there has to be someone at the top or some judicial body that would have governance.

Hey ignoramous! The I.G. investigators DO NOT get paid overtime - they get comp time. The only ones who work there that get paid actual overtime are the CPD who are detailed to the IGO - but ofcourse their pay comes out of our budget, not IGO's. So before you start your ignorant ranting - get your fun facts right. Oh, as far as the IGO investigators themselves, Hoffman suspends his own w/o pay all the time. He is much tougher on his people then on other City workers. Plus, they HAVE to work 8.5 hours to the second or get docked a days pay. Like I said asshat - get your facts right.

Overtime? In the Inspector General's office? I don't think so. Detectives I know have been told they would have to waive overtime and be willing to work any shift without overtime if necessary.
Unless you see the A&A's or actual overtime checks I do not think there is any overtime in the IG's office.
It's a variation of the golden rule that reads "those with the gold get to make the rules."
In this case, those who make the rules get to make those rules in their own favor. Especially the Chicago City Council.

The only local office that has the actual authority to investigate and prosecute corruption in local governments is the County State's Attorney's office.
And even that office can be impeded by the authority of the State's Attorney General.
