UPDATE: Someone pointed out this may be a paper shuffle for a net gain. Most of the CAPS Lieutenants were already wearing two hats (CAPS and Field). By moving six to the Areas, potentially nineteen other CAPS Lieutenants are returned to field duties.
Now can someone address the movement toward a day AND night CAPS Sergeant? That would short us twenty-five Sergeants so what's the point?

I didn't think they were shorting the watches. All the CAPS LT's from each district are going back to the watch. Now instead of 25 CAPS LT's there are 5. 20 either retiring or going back to the watch. I believe there is now a CAPS Sgt. for 2nd and 3rd Watch.

The shuffle WON'T result in a net gain since CAPS lieutenants were fill-ins on watches when needed. There will now be one LESS guy per area to fill in. So while 20 some Lt.s will be freed up, they were already there per se.

Sorry, you're not even close! I know for a fact he was promoted LEGIT to Sgt AND Lt and ended up in 007 each time! That's your idea of having Molloy as your juice? I don't think so! Of his probably 19 yrs on, all but about 3 are in Patrol.

I don't know where you work with only 7 Caps officers. In 009 we have at least 13-15. I'm not making that up. There are so many that they have to sit in other offices whenever more than 3 or 4 are there at any given time. Of course with their special hours and extra days off and such there's seldom too many of them hanging around. It would be nice to see some of that manpower put back to the shorthanded watches.
Worked with Hannigan when he was a sergeant, not sure how good a policeman he was, but he put in a lot of work on the Lts exam and I know for a fact he wasn't merit. As for the copper who wants to go to TRU why dont you just ask a copper who is there, that would have to be smarter than asking one of the whinners on the blog.

I too was there for the "death by bird flu" roll call. I do recall telling us that we had to buy certain sanitary wipes made by 3M but that the airlines had bought the whole supply from 3M...so we were shit outta luck! It was the strangest roll call I've ever been to. And it was so hard not to start just laughing out loud.
The most shocking thing to me is that she make over $100k a year!

4 out of 5 lt's from the district in each area are going back to the watch. 1 lt representing the entire area. good move. helps out the shortage of lt's in each district.

The position of "CAPS Lt." has much more to do with statistical reports for various required crime meetings. That includes managing the district "SOPs" and the stuff for the "DOC" now called "CAR". They only still do the SOP stuff because its required for the federal money they still get. Cline basically set up the "DOC" with the opposite philosophy of CAPS (Cops on dots vs. dealing with chronic problems). Now they call it "CAR". The amount of statistics generated by all of this is astounding due to technology. The CAPS lt. never really had that much to do with regular Neighborhood Relations type activities. His primary function was to make sure his D/C was prepared for any and all "Gotcha" calls from HQ. They now have a 3rd Watch CAPS Sgt. to attend all the nighttime mtngs and work on the Beat Plans, freeing the other Sgts up. The day CAPS Sgt. will continue to do the traditional N/R stuff with beefers, Pols, Businessmen.
I am a citizen who just started reading this blog a couple weeks ago.
I don't understand what's wrong with using merit in promoting people, be it the police force or any private sector business.
Employees should be raised to management positions based on merit.

Holy shit, this Fran Camacho stuff is new to me. I've been hurt and off the job for a long time. SCC has been a real eye-opener since I was made aware of it these past few months.
I worked with Fran fairly often when I was a new recruit asssigned to 017, way back when. Got my first DUI arrest, first CR number for brutality, and worked the wagon for the first time, all with Fran. And we had a blast.
But this isn't the first time someone got promoted and turned into a complete asswipe. What the fuck do they put in the koolaid when you get promoted?

She would have the recruits in formation for inspection and have them pull up their pant legs to make sure they were wearing black socks! And yes, she went along and checked every single recuit.

I was watching cltv news 22 oct and saw a special report on an off- duty cpd officer, in which there accusing him of police brutality.
This happened on the south side, something to the nature where he was in his personal car, and he on viewed two m/1 one being 12 and the other 17 throwing rocks at his vehicle.
He stopped and approached them and they claim he pistol whipped them and beat them while on duty cpd offiers came and locked the kids up

My experiences with Fran Camacho have always been positive. Who else would donate their time to help other officers get promoted to Detective, and Sergeant, with her study groups. She made all her ranks on her own without merit. Just because she is a double minority does not mean she got to where she is at on merit.

I've never publicly insulted anyone before, but I feel the need to say something about Camacho. She is the most vengeful, erratic and complaint-filing person I have ever encountered. She will file any grievance, lawsuit, anything to get where she thinks she deserves to go. I've got an idea where she can go...It is demoralizing to see people like that get ahead. But eventually the truth comes out.
Lt. Frances Camacho is a lot of things, most of them have been mentioned in this thread, but one thing she is not is a merit Lieutenant. She was a straight up number 55 on the list. I saw the letter when we were in Lieutenant's school. Now, could she have been given a heads up and/or a few "tips" in preparation for the exam? Sure, maybe, she was a HQ and Academy hider and got to know the gold stars. Did she get some assistance thru HDO? Sure, maybe, she is Puerto Rican. But either way, I know for a fact that she is not a "merit" Lieutenant as we know it. And I do not know if she was a merit Sergeant or was promoted in rank order off the Sergeant's list because I did not know her then.
Camacho is a consummate asshole.

In your world it means someone did something to deserve their reward but in our world-it means political connection-romance to advance connection or multigenerational clout/police royalty connection and is blatantly unfair to those without those connections or willing to 'work' for them.

I have to correct you with the truth. I am no fan of Camacho, but I was there when she tried telling the civilian data systems idiots about ALL the flaws, BEFORE the rollout of automated directives.
She gave it to them good in the Camacho style, but they blew her off and didn't care because Babs McDonald and Hooberwoman were going to make it happen regardless of the flaws. Essentially, they looked at it as a work in progress, but shame on Hooberwoman, he should have known better, but Babs and the civilians had no idea or didn't care as to the importance to the sworn culture of accuracy and access to the directives. Camacho did try, in her over the top caustic manner, but she did try. I saw it.
Hey ease up on Camacho. She is a very intelligent boss. Just ask her she wrote the book on being a commander. She'll tell you all about it.

I was in the last Lieutenant's class and all of the merits were from (GASP!)units! Most if not all were (sit down now) on their second or third merit promotion.

No clown, it was a class of 20 therefore six were merit and fourteen were made on score. I was just trying to illustrate the fact that 1)Hannigan was not made by merit 2) The double and triple dipping merit system is not fair.
Did some of those who made it on score have help? Probably.
I did not... but I guess you are gonna have to take my word on that.

Don;'t know about lt but I believe sergeant rank was a gift... she was a merit sergeant because she made a good contact with a judge when she (and this is true-her initals were at the end of the order) wrote the court orders.
