Mayor Daley on Saturday defended his call for a partial shutdown of city services after three upcoming holidays and warned city unions to take part or face more layoffs.
"If they don't participate, there will be layoffs,'' Daley said in response to questions at a news conference about a testy meeting between union and city officials Friday. "Otherwise you cannot afford what you need in government.''
Chicago Federation of Labor President Dennis Gannon said the meeting to finalize a list of 929 city workers to be laid off was a "very tense exchange -- just ugly.''
No word about cutting over burdened social spending that benefits illegals and other non productive members of society. And certainly no refusal on the parts of aldercreatures to turn down their 6% pay hikes, $100,000 part time jobs and $1 million "discretionary" accounts that are simply semi-legalized bribes for connected players and relatives. And lord knows we can't discontinue crooked contracting or fifty different spokespeople for canned press releases or former (never were) officers attempting to steal from an already underfunded pension fund.

The payroll department over at the OEMC is getting ready to cash out the accrued comp time of all call takers and dispatchers who have any amount of time over 40 hours on the books. This will amount to hundreds of hours of comp time being paid out against the wishes of most employees. Where is the money coming from to finance that BS move??

Due to a divorce, I have lost over half my income. While I pay for the kids's insurance, she gets her's free from the state.
She went on vacation the last two weeks( I am sure on the child support money) But since I had to take off of work, I did my shopping during the day instead of late night. Wow, what a change in scenery. Besides the elderly, I was one of the few not using a link card. Many people who did not speak English ( Mexican, Middle Eastern) Or else Black or fat white women with a black guy.
Not an upper class burb, but far enough west that it is 90% white, or so I thought until I went grocery shopping. Just how easy is it to get a Link card?
Thats why i go to work and only answer my calls. Thats it. I could care less what shortshanks does. If the FlOP gives in I will puke on Mark Donahues desk!

Is it me or do you feel the same about this dollar for grades school program being offered by Mayor Shortshanks? I agree that many minorities in the inner city don't see tons of money but I've stopped plenty that had pockets full of cash. When asked how much they had they weren't even close to knowing the amount they had on their person. So that argument is out the window. When he talks about suburban kids getting cars and lavish vacations when they get good grades he's missing out on one very imortant point in these hard economic times- The parents are paying out of their pockets-Not taxpayer funds- stupid. The man has some serious mental defects and does everything based on politics. How can I keep people, who contribute virtually nothing to the good of society, happy and voting that democratic ticket. How is it he has the power to discriminate against white kids in either catholic and public schools who don't receive cars and vacations from city working parents that are struggling to make ends meet? What a POS.
As time goes by and we get to really see what Shortshanks is like we come to realize what a debt of gratitude we owe to Former Chicago Treasurer Miriam Santos.
She single handedly defended our pension fund against hostile takeover by Richard M Daley (Shortshanks) and thereby embarrassed the mayor and earned herself a felony conviction orchestrated by her one time mentor, the very same Richard M Daley.
If not for Miriam Santos, Shortshanks would have control over our pension fund. Just imagine what he would have done with those billions if he were calling the shots at how and where those funds could be invested. "Trust me" he said. Yeah Right.

While I don't agree with whomever is always posting about how awful the academy staff is I do think there is a point to be made here. If they are only intending to hire 200 for all of 2009 it should be done immediately (in January) so that the recruits could be available by June. Anything else is a stall tactic to make Daley look good by having two graduating classes.
A friend, who used to work for the academy, told me they haven't begun the hiring from the June of 06 list, but are going ahead with testing for the later in the year test takers, July and Nov 06 (I think those were the other test dates). How much money are they wasting giving POWER tests, drug tests, medical tests and psychological tests/screenings? All for people who won't be hired on for over a year or more?
In this time of "tight" budgets and district shortages this simply doesn't make sense. I'm not saying return them all back to the street but I would bet that the staffing was designed for training & hiring at or near the rate that officers were leaving the job. Now that idea has been thrown out why not proportionally reduce the training staff to better reflect 09 hiring and use the rest of the staff in districts that desperately need them.
Where is all the money going????

Why no cuts for schools?
Mayor Daley is cutting many things with a sharp sword, things that are vital like police and streets and sanitation. Why in these hectic "budget crunch" times is the mayor not looking at cutting the Chicago public school system? Look at your tax bills -- this monstrosity takes the most from homeowners. Maybe we need to stand up and say "No more new schools, we are over capacity!" Why do we allow all the illegals into the system, which drains our schools, health care, Link cards, that we pay for? If we just stopped allowing the practice of using Chicago as a "sanctuary city" for this illegal activity and violating federal laws we would have a nice "budget surplus." How about an extra tax if your children are using the Chicago public school system?

He held his free coffee in one hand, his free sweet-roll in the other, and had a free newspaper under his arm. He was caught up on his typing, and on his way to Marquette Park to read. We had a nice chat, then he got in his unmarked car and left.
Next day, I called the Pension Board to announce I was cured, and ask to be re-instated. A month later, I was back in a beat car in 007, a wiser, happier dog ass. The job is what you make it. Reverend Al knows and cares.

SCC, this is third party info so I dont know how reliable it is. Maybe someone out there can confirm it. I heard that 800+ officers that are on light duty or limmited duty will be gone the 1st of the year. The city is offerring for every 5 yr of service 1 yr of light/limited duty. So if you are a p.o. with 25 yrs on the job and you have been on limited/light duty for 6yrs you are automactically gone, you will have to seek permanent duty disability. If you havent expired the time the city permits look for several officers to experience a miracle cure and return to full duty, thats if they find a Dr. that will sign the release. Well FOP is this true or just rumors from a p.o. that used to work at HQ with the medical section?
The Mayo has a plan for taking $ out of CPD pockets since he cannot give us 3 days off or else the city shuts down. His plan is to nic each one of us every time he can. His goal is to average about $2,500.00 a year per PO. Look for more inspectors and the demand on white shirts to get tough on uniform inspections / promptness to name a few. My advice to the Mayo would be to walk softly and not carry a stick because he will have no department left if he starts this. But he does have his puppy in charge who will bark when told to!!!!

Because 35th street cannot decide the future. Mayor will not hire up front. Rather he will spread out hiring throughout the year. Academy cannot make plans as Daley will not make decisions for the future. Academy is lucky to get two weeks notice of a new class.

And yes, check out the citys proposal under the current contract (fop website) it states:
Article 18–Disability Income
Section 18-3(a)–Non-IOD Limited Duty
Offers officers up to one year of limited duty assignment for
every four years of seniority with a maximum of five years of
limited duty assignments
Officers in limited duty status on the date of implementation of
this provision who are in excess of the above terms have 180
days to return to a full duty status, exhaust medical roll time,
retire, resign, or apply for disability benefits.
So basically, the city wants to give you 1year of limited duty assignment for every five years on the job.
If you injure your back, have cancer, etc. YOU WILL ONLY GET 1YR FOR EVERY FIVE YRS YOU HAVE ON THE JOB!
If you have 7 years on the job and get cancer, beat cancer, and can come back to work but cannot work a beat car then you get one year on LD and then you are off the job for good!
No insurance, no pension, nothing!

Better idea: Drop the gun ban case and give the Chicago state reps and senators permission to join with the rest of the state and pass "shall issue" concealed carry. The state gets the license application fees, and the city or county sheriff gets a cut for fingerprinting and photographing the applicants.
Bonus - The bangers and scumbags suddenly have a new problem. Is that solid citizen (read potential victim) armed or not? Am I going to get a wallet and credit cards from him or a bullet? Am I going to get a fine piece of tail or my Johnson shot off?

Let's presume, for argument's sake, that you are seriously proposing that those whom you refer to as 'taxpayers' actually refuse to pay taxes.
Now, first off, we, the taxpayers, must identify and determine how we are, each as individuals, directly taxed.
1. If we own real property, we are taxed via the Property Tax Bills we receive twice each year, consisting of a 1st Installment bill and a 2nd Installment bill.
2. Whether we own real property or not, we all pay Sales Taxes on our purchases, taxes which are collected by retailers whom we can choose, or not choose, to make our purchases from.
3. If we own and operate motor vehicles which are registered within the city's boundaries, we pay the yearly city tax commonly referred to as a 'city sticker'. If we own and operate motor vehicles within the boundaries of Cook County, but outside of the boundaries of the city of chicago, we pay a yearly county tax commonly known as a 'county sticker'.
4. If we, in the course of operating a business, or practicing our chosen profession, are required to be licensed by the city, (or county), to purchase a permit from the city, (or county), we pay a fee, which is to say, a tax, for the privilege of doing business within the boundaries of the city, (or county).
5. Another tax imposed upon those doing business is the ever popular 'head tax'. (Google it, if you can stomach what you'll find out about it.)
6. Then there are the myriad of 'taxes' masquerading as 'fines' imposed for 'violating' a virtually endless and ever increasing encyclopedia of 'city ordinances', whose primary purposes are to 'generate' revenue, aka 'pick the pockets of the unfortunate'. (granted, some city ordinances exist for genuinely useful purposes, and the fines imposed are intended to encourage, or discourage, as the case may be, behaviors beneficial, or detrimental, to the citizens, but, as we all know so well, many exist solely to impose fines upon the city's residents for doing nothing more wrong than living here.)
7. Though the individual taxpayer also pays a variety of taxes indirectly, via the increased cost of goods and services provided by the businesses located within the boundaries of this city and county, thus increasing the cost of living within this city and county, the impracticality of avoiding paying these indirect taxes, by totally boycotting all businesses located within the city and county boundaries, is not pertinent to the discussion at hand.
So, if the suggested 'Taxpayer Shutdown Day' is a serious one, one must consider the consequences of such an action.
1. Per Property Taxes, one day means nothing. Refuse to pay at all and your real property is put up for auction, via your unpaid property taxes being put up for auction. A lengthy process, and a very profitable one, for those who succeed in purchasing your unpaid taxes and, eventually, acquiring your, formally, real property.
2. Other than not purchasing ANYTHING, from a licensed business, within the boundaries of the city and the county, there is no way to NOT pay sales taxes. Need I say more?
3. As long as the motor vehicle you own is registered within the boundaries of the city or county, you will be required to pay the yearly tax known as a vehicle sticker.
4. As long as you operate a business which the city, or county, requires you to license, you will have to pay for said business license.
5. As long as you operate a business within the boundaries of the city, you will be billed the 'head tax'.
6. As long as you reside within the boundaries of the city, or are present within the boundaries of the city, you are constantly at risk of violating some ordinance. The only way to avoid this is to either know all the ordinances and avoid violating any of them or to not reside or be present within the boundaries of the city.
So, as can be seen, the only way the citizens can hope to not pay taxes is if those who are paid to enforce the rules governing the imposition of said taxes do not enforce said rules.
What is the likelihood of that ever happening?

I was wondering why there was that push to get non-duty weapons regestered.
How about a shutdown of all city services on the days when the Olympic Committee visits. All of the shortchanged shafted employees of Shortshanks converge on their hotels wearing rags and let them know what we think of spending our money on a monument to da' mayor.
