Re-Opening Closed Cases

Remember, they can keep these open for seven years thanks to Bill Nolan and the old Board:
  • Off Topic: Has anyone else heard of J-Fed reopening excessive force complaints and then requesting 30 days pending? One example is a Narcotics Officer, the same unit that lost a member while executing a search warrant. This beef is 3 yrs. old and made by a drug dealer. It claims excessive force and the complainant could[n't] be reached and never pushed the issue for 3 years and was suspended by investigators. J-Fed ordered the case re-opened and after an exhausted search the complainant was found and basically forced to pursue the complaint. The Narcotic officer was placed in call back and J-FED just gave him a 30 day suspension and is seeking his separation. A benefit is being held for this officer now. Anyone with similar stories please come forward. J-Fed is just here to fire as many p.o.'s as possible.
Now don't forget to run out and be aggressive! Seven years isn't that long - after all, they're offering Cozzi eight years.

I know the detective division has totally changed the way they investigate cases. I work in HGS and we have our hands tied with witnesses and offenders. Even our "counterpart" from the State's Attorneys office does everything they can to kill a case before it can be charged.

These Asshats at HQ [from Peterson and his entire office of No Det. experience administrators down to the Chief and the Deputy Chief)] who all believe science is all that it takes to solve a case. We don't need statements just get DNA and it will be all right. Okay.

Oh, and by the way, can we have all your DNA for safe keeping???

Ladies and Gentlemen the clearance rate will be falling harder than the stock market did this week because we have STOPPED!

Three officers dead in two months, no contract, no more additional officers for a critical manpower shortage, no M4's, new squad cars, an unfair disciplinary system that will continue unabated, no morale and no mention of a concerted effort to change the tide.

I am marching with my 5 individuals regardless, there are still some "old School" coppers left.

There is a guy in 22 that has a 15 day suspension for 2 lawful disorderly conduct arrests where another officer wrote the report in 1999. The CR# is now (2008) sustained after an arbitrator review for 15 days. The officer signed his name on the arrest, but since he did not "author" the report. The City filed a rule 14 and rule 2 on him. Little do they know any sworn officer can write the report. The attesting or 1st officer signs the report acknowledging that the facts are true. This department is falling apart when stuff like this is happening.

Even so, my heart weeps at the deaths of good people while those who murdered the decent are running free, thumbing their noses at authority and having the audacity to file ridiculous lawsuits.

Today I passed a suburban police officer in a non Crook County courthouse; he had respectfully placed a black band around his badge to show that he shared in your mourning. His small, quiet gesture spoke so loudly.

J-feds defense to all this is that he came here to do a job and clean up the dept. Well, at what point does your conscience come into play and you do the RIGHT thing instead of what you're getting paid to do.
I get paid to enforce all kinds of crazy laws, but instead of writing an old lady a ticket for expired plates, i do the right thing and give her a pass by politely letting her know about the experiation.
Life is about doing the RIGHT thing and being able to look yourself in the mirror at night.

In order to reduce the CPD budget J W will be eliminating several units, exempt positions and demoting several others. Word in the halls of 35th is no one is safe..(Except maybe the FBI guys).... Deputy Sups, Chiefs and Deputy Chiefs reduced, Street Deputies eliminated. Units like Graphic Arts ...closed.

I'm sorry but that sounds like bullshit to me. There is something missing. I've never heard of a case where the complainant didn't want to pursue it being reopened YEARS later to punish an officer. We are not getting the whole story, as usual. With the hundreds and hundreds of open CR's that pass through his office, why pick ONE that was closed years back and re-open it? Doesn't hold water.

Remember the stories about IAD setting up DUI checkpoints in copper neighborhoods and all the morons who swore up and down that IAD was posted outside the FOP building during a benefit? Yeah, I'd say you can file this story along with those other fables that get posted here regularly.

If you are going to throw a benefit for this guy, I hope you find out what really happened cause someone is selling some bulllllllshit.

They have respect for the officer who is making a statement and no respect for the officer who is using this as an opportunity to justify their being a dog. Remember there are good bosses and bad bosses and since they came from the ranks of the POs they are a reflection of the department as a whole. There are some good POs and some dogs. Headquarters is running around worried about loosing their jobs. Off topic, but seeking independent information:

Near west suburban River Forest's Police Department is suffering serious morale problems and lack of positive leadership. Its Police Chief Nicholas Weis was recently eased out without being fired. He was also previously encouraged to leave (fired) by Lincolnwood several years ago, yet was hired by River Forest's Board without careful scrutiny. Same issues occurred at River Forest that had occurred at Lincolnwood - his profound lack of leadership, a MIA chief, numerous harassment filings by officers against each other, and disgruntled rank-and-file. Chief Weis received a FOP-supported "lack of confidence" vote from his officers last year.

This year River Forest hired two Chicago police officers to prepare an "assessment report" on Chief Weis and the River Forest Police Department. Board has now hired one of those officers, Frank Limon, who reportedly headed a "Gang Crimes Division", to be the new police chief. This "report = job" is also weird policy.

Any information concerning Frank Limon's CPD history would be greatly appreciated.

River Forest's Police Dept is in serious disarray, and needs strong positive leadership.

River Forest is a community wedged against Maywood and Austin, with a strange mix of very expensive SF homes and fairly marginal rental housing along its perimeter streets along Harlem, North, and Lake Streets. There is a middle-class minority (me) hanging in there. River Forest gets a fair amount of "spill over" crime related to drugs, DUI, and all types of theft are common, despite our extremely expensive single-family housing market and disproportionately highest real estate taxes in all of Cook County. (River Forest has three college campuses, at least six churches and four private schools, all not contributed to village budget, plus mobbed-up Triton Junior College, to support.) Our taxes have doubled in five years, but our kids can't even ride their bikes in the local parks without the strong possibility of having them stolen out from beneath them.

Please DO NOT wear the uniform of a Chicago Police Officer to Officer Taylor's funeral on Friday. I know I speak for many citizens of this city when I say you didn't earn the right to wear it. PPO goes into a browns chicken in 025 off duty. Old iorl pushes past him and cuts in line. Minor words are exchanged and old girl calls her boys in. PPO is confronted w/ 3 of her boys. He buttons them, they dont care and advance on him. He pulls his pistol and holds it to his side, they leave.

PPO now stripped for displaying his weapon unnessicarily when, in fact, he could have shot in that case. That rule is called "disparity of force".

The entire episode is on video. The "management" is on the side of the bad guys boys and girls. Its that simple. Welcome to the 21st century in Chicago.

It is really not all that hard to weed out the Nut-Ball Coppers on this job. They pattern themselves with beefs that are probably always pretty similar in nature. This would be done if competent supervision was in place. Just common sense supervision. Fine, go after the repeated screw-up coppers on the job who are constantly doing their stupid and criminal acts, and being covered up for by bosses and politicians, and leave the rest of us ALONE. We are not Children. We are devoted individuals in a very unsupported situation. Some of us are young, some of us are old, but most of us are doing all we can really due under this political administration, who would rather spend taxpayers dollars to spy on CPD officers, than to surpress Crime. We have our families and ourselves, and our fellow officers to protect, and it is not our faults that liberal politicians have enacted legislation that further protects criminals, and puts even more restraints on officers just trying to do their jobs in the proper manner.

FYI...The Department can and will open cases longer than 7 years on the shelf. Don't be naive and think you are safe after 7 years. The Department can reopen any investigation under the guise of possible criminal nature (ie. Official Misconduct as part of a conspiracy). I have seen this happen.

Hey SCC THANK YOU for posting my comment regarding the manpower on this department...I took the time to look up the manpower in the different ranks and took the time to put together a long informative post and what do you do.....NOT POST IT....WHY?? The public is getting their monies worth- I hope? I still think an insider could fire the bad police and manage to keep crime down. J-fed is firing police for anything and everything and keeping the crime rate up through the roof. He does care enough to meet us to talk things out. Kind of a like therapy. Talking things out. Makes us feel motivated for the challenges ahead like no manpower, no contract, no future with this department. The bright side is he brought us closer together then we have ever been before in the history of the dept. We finally all agreed on one thing he sucks as superintendent and should leave asap. As a supervisor I have had 2 instances in the last 6 months where PO's CR#'s were reviewed and I had to explain why old BS CR's did not necesitate them being placed in the behavoiral concerns program. Both times I answered that there was no need. One time they listened the other they did not.

The numbers weren't accurate and missed a few hundred, maybe upwards of a thousand people. Go run ALL the title codes, because that's what the City Hall suck asses are going to come back with. Did you get the ET's? Crime Lab? Other Forensics? Marine? Mounted? Helo? Canine? Now how about all the computer techs and other spots hidden away that are getting D2 and above?

Their star says Patrol, but their title codes isn't 9161. In fact, there are about 50 or 60 other title codes you didn't account for and each one of them holds anywhere from 2 to 102 PO's.

You get a complete accounting, the one that City Hall and it's suckasses are going to use to destroy your numbers and we'll publish it.

We are of the opinion we're short about 1,200 officers. By Daley eliminating 300 spots, now we're only going to be short 900. Behold the wonder of Daley accounting!

Again, get us real numbers.

In order to reduce the CPD budget J W will be eliminating several units, exempt positions and demoting several others. Word in the halls of 35th is no one is safe..(Except maybe the FBI guys).... Deputy Sups, Chiefs and Deputy Chiefs reduced, Street Deputies eliminated. Units like Graphic Arts ...closed.

Funny you mention this, I heard the exact same thing.
Marv Shear is telling his "friends" that come Jan 2009 that three districts are to be closed, numerous elite units to be eliminated, exempt positions eliminated, and the city is pushing hard to get rid of the non IOD Limited Duty.
This is Daley's way of balancing the budget on the hands of public safety.
I thought that public safety was not supposed to be touched = looks like not only not hiring there will be an additional 500 - 700 Police Officer jobs lost.
I do know that if he eliminates those light duty positions and forces those officers to retire/quit etc that quite a few of them will be filing for unemployment compensation.

Something to think about:

Was J-Fed really brought in to be a Superintent or a ax-man for Shortshanks ? We know who is running the department and we know J-Fed is doing nothing but going after po's. He was the axman for the G before he retired. Burned many there, so no friends either. He has not supplemented a single thing for our department. How can you be head of any PD and not have anything to say about it ? All moves are being directed by Shortshanks & the Aldercreature's. Wouldn't this make more sense based upon what he has said, and really done nothing about making it a better department. Yes, we do have others who bring more attention to us and that is no difference than anywhere else. Many suffer for a few. This we can accept. But total incomptence and snubbed by Shortshanks. Do we need it to be any clearer who (as usual) is running the show. If J-Fed is looking for corrupt people he should look at the guy he stands behind, looking bewildered as usual. Remember, this is just a thought.

Has anyone looked at the IPRA site lately? They have fewer complaints coming in, so they have been able to clear more cases. Could it be because of de-policing? There are fewer complaints because there are fewer arrests. If this keeps up, eventually IPRA can be disbanded.

Word has it that Rondell was taken out of state custody and is now in Federal custody on a drug conspiracy case. iver Forest is a community wedged against Maywood and Austin, with a strange mix of very expensive SF homes and fairly marginal rental housing along its perimeter streets along Harlem, North, and Lake Streets. There is a middle-class minority (me) hanging in there. River Forest gets a fair amount of "spill over" crime related to drugs, DUI, and all types of theft are common, despite our extremely expensive single-family housing market and disproportionately highest real estate taxes in all of Cook County. (River Forest has three college campuses, at least six churches and four private schools, all not contributed to village budget, plus mobbed-up Triton Junior College, to support.) Our taxes have doubled in five years, but our kids can't even ride their bikes in the local parks without the strong possibility of having them stolen out from beneath them.

I don't believe that no matter how bad the city's financial mess gets, that they will ever reduce the size of the exempt ranks.

Each and every one of those is a political spot, made and filled to appease a specific constituency.

Mayor Shortshanks will not risk the flack that would ensue if someone's somebody were dumped.

Of course, he could tell Jody to do it and then just say it was all his doing. Throw someone else under the bus.

The way I read this is the Superintendent of Police can specifically authorizes in writing to open up any complaint or allegation of any misconduct concerning any incident or event no matter how long ago the complaint or allegation became known to the Department.

Seems like there is more to this story?? But then again... When you have the bottom the barrel making it out of the academy what the FUCK do you expect. I know a few guys I work with that can't even write a report in ENGLISH... its in fucking half spanish and english... guess what CPD.

From my understanding too this kid was a PO in another state and it did not go down like that either...
