2009 Predictions
Gaze into our crystal ball and see if you can see what we see. We'll try to keep it short, sweet and simple. Same categories as last year.
- Politics - Local - Too much of this is dependent on what the feds have on Blago. Thousands of intercepted phone calls? You can't tell us he wasn't talking to committee men, precinct bosses, state reps, senators and Washington DC people. Or a certain mayor. What will Mell do to protect Patti? We expect more scandal to muck up City politics.
- Politics - State - The Blago case will move forward, he will be impeached, he will be removed from office because Madigan and Daley want him removed from office. If Rod stays in, he will drag down other state-wide candidates and the Machine cannot abide this. Blago's impact will be felt all over.
- Politics - National and International - Here's where Blago spills over onto the national stage, too. The national democrats will make hay about Roland Burris, but he'll probably end up seated, maybe via a court decision. Obama will launch a series of initiatives, most of which he will have no idea how much they will cost, but he doesn't care about money - he's the "chosen one" who will bring change to Washington. Expect attacks on gun rights, police, pensions, and a bunch more things we take for granted. China continues to cause the US problems, the Middle East remains the most screwed-up section of the world, South America burns like a French suburb.
- Sports - Bears stagnate, Cubs make a serious run again, Ozzie flips his shit one time too many and the Sox just miss the playoffs, Bulls suck and the Blackhawks begin moving a round or two closer to Lord Stanley, but not quite all the way there. We're missing one piece and that will arrive fall 2009.
- Department - This will not be a good year. The aggravated battery and homicide rate will continue to climb as the band-aids that are "brainstorms" prove to be ineffective and even counterproductive. Patrol continues to be the neglected child and manpower becomes stretched even thinner. The contact will come up for a vote. Upon ratification or arbitration, expect an extra 100 to 150 retirements along with the predicted 550 or so. Someone up high is going to make a serious proposal at closing a district, maybe two, to alleviate manpower and equipment shortages. One class each of Lieutenants, Sergeants and Detectives. Tahoes arrive. Rifles maybe. Another J-Fed reorganization. Scandals continue.
- General - We could take a few gratuitous swipes here, but we won't. Too much of 2009 is going to revolve around Washington and Illinois politics and we're sick of it already. Oh yeah, in the fall, Chicago wins the 2016 Games.

from washington...big busnesses packing up and leaving the country because of taxes,tougher gun laws and maybe legalized pot for small amount or in homes. for us....a truely appauling contract that further destroys morale..the burge trial is a circus with the media fanning the police hater flames. many of the older guys leaving with the medical coverage age dropping to 55..13th district closing and the area being chopped up.the usual suspects footstompin outcry when a police shooting with a rifle takes place.
I predict that a certain testing companys honesty may finally be called into question. Several lawsuits will be thrown into the mix over this injustice and future promotional exams will be put on hold for at least 24 months. Blagos snitching will have something to do with this.

Swiping in and out begins in 007, 005?, and headquarters. It will become increasingly non-significant as the powers that be realize they cannot do this with the police department. (At least not the way the order is written now.) They will realize that a lot more people stay a little late and don't drop slips than take time one the end. It will show that it will cost the city money and it will be scrapped.
They will make Captains. Notice I said "make" not promote.
Jody will leave (with full pay) in November and we will have our first female Sup.
More changes galore, back to one of the old regimes.
More technology that will never work and take until it is outdated to get to patrol.
State's attorneys will start approving charges for things you would have never thought possible. PSMV with keys and prior permission, etc. They need the caseload to go up so thay can hire more friends....
My predictions for 2009
Politics-Local: Mayor Shortshanks will finally lose his mind. He'll march around the 5th floor wearing Leiderhosen while singing Danny Boy. He's replaced by his son Patrick "Drunk-Shanks" Daley.
Politics-State: Blago will try and sell his indictment to the highest bidder. In a state of drunken stupor, Bobby Rush pays him then asks what does he gets for it.
Politics-National: The Chosen One makes the cover of Tiger Beat Magazine for 6 consecutive months beating out Leif Garrett's record. Peter Frampton commits Hari-Cari in protest.
Sports: Ozzie and Lou hold a charity jello wrestling match. Ozzie beats Lou by giving him an Atomic Wedgie. Chalkie is picked by the French as their mascot for the 2009 Car Buring Season.
Department: J-Fed loses his temper after the "French Chalkie Coup". Demands reparations in the form of ill fitting speedo swimsuits. Meanwhile Dugan and company bring some sanity back to the department by instituting casual Fridays.
My prediction is the 019 district tac and gang teams will have to work 8 hours!
021,013 will close and the official manpower for the department will be established at 9,000, because that's all we will need because of restructuring and tech advances. Says the Dept.
Every 3000 miles officers operating department vehicles will change the oil themselves.
Except of course the exempt, the lackey officer they toss the keys at every day will do it, after the gas up and car wash.
We will go through another a year without a contract.
J-fed moves on to greener pastures in 2009.
The DOW bottoms out and stabilizes at 6,800.

Major escalation in gasoline prices by early May 2009, $3.63+ gallon.
The current financial meltdown becomes a significant reality with record foreclosures and unemployment.
The economic fallout will drastically affect the commercial real estate market and will be visibly seen. Strip malls and shopping malls will become up to 30% vacated.
One of the "Big Three Automakers" will cease to be in latter 2009.
Economic woes unseen since the Great Depression will grip the USA.
Double digit unemployment hits the USA.
S&P falters and stabilizes around 600 points.
I predict that Ray BAM BAM Wilke will come off IOD to start 2009 in the next few weeks, but Ray BAM BAM Wilke will be IOD, AGAIN, before the begining of summer.
The resentment of the European Union will spread outside of Greece to other European countries, namely Italy and Ireland.
The Bill of Rights will be further challenged by the incoming Obama Regime.
Americans will resort ot a more pragmatic lifestyle, gone will be the days of lazy recreational spending.
Outsourced manufacturing will return to an accomodating US workforce.
Depression and suicide will become routine factors in the USA.
Paul Vallas will announce his bid for Illinois Governor.
Firearm sales will continue on their astronomical climb.
New Age norms will be rejected by common Americans.
Commonsense and pragmatism will once again become popular norms in American society.
IE. The rejection of the " so-called Marxist progressivism" will occur.
The CPD will form an Olympic Planning and Security Team.
Roland Burris will be Illinois's junior US Senator.
There will be a marked increase in property and violent crime in Chicago.
Chicago will think "outide the box" for revenue generation in June 2009.
"Clout" will become much less significant upon the CPD in 2009.
There will be some very surprising and unsuspected promotions on the CPD in 2009; and they will be welcomed by the rank and file.
The continuing national and international media spotlight upon Illinois, will prompt some much needed reform, in the "business as usual" Illinois political scene.
If Blago decides to save himself, expect 30 additional indictments.
PARKING METERS WILL BEGIN TO APPEAR ON MANY RESEDENTIAL STREETS.
FEES WILL INCREASE ON GUN REGISTRATION.

THE POLICE BOARD WILL FIRE MOST OFFICER WHO APPEAR BEFORE THEM FORCING THEM ALL TO FILE CIVIL SUITS IN 2009!
AND HAVE A SAFE NEW YEAR AND MAKE SURE U USE THAT ASP AND QUIT BEING SOFT.

Weiss has interviews about current crime conditions and changes for the future. He completely ignored the issue of hiring. Cannot lower the murder rate with specialized units. We need officers to man patrol cars. Department projects to hire only 200 recruits for 2009. Every other department in the state is hiring except CPD. We cannot impact crime without officers on the street. He worries about swiping, not manpower. He does not have a clue. But he is great at sound bites on TV.
Shortshanks is playing for all the marbles and a bronze statue of himself in Grant Park over the 2016 Olympics.
My prediction, he bankrupts Chicago after getting the nod from the IOC.

I was going to predict that the population of the county jail would go below 9,000 but it did last week. 8,400 inmates in custody from highs of 12,000. Keep up J-Feds "No work policy".

This is true, and because districts are closing and 35 Michigan are downsizing, it won't be necessary to promote any Sgts and Lts in 2009. The personnel re alignment made possible by district closings and headquarter dumps will address promotional requirements. When promotions do occur, at least for Lt's and up it's going to be meritorious -by-Superintendent. Department members are going to be tasked with performing more work with less manpower and equipment resources. How can the city justify any promotions when the civilians are taking unpaid furlough days-promotions arent going to happen. Keep in mind that the olympic committee is coming to Chicago in April and will make a final decision in October so don't expect Daley to throw any money our way for the time being. We'll be lucky if we get those 50 or 75 recruits he's been promising.
21 and 13 will be closing-kiss those easy districts goodbye.
The economy is going straight into the toilet for 2009 , and according to the U of C economics department, we're going to be in a recession for at least 18 months. We don't have a contract, 200,000 stores nationwide are possibly slated for closure, lawsuits, corruption, waste and mismanagement are draining our pension funds, and housing is going to remain stagnant for at least the next year. Where is this money for promotions going to come from?
Mark this one down...da mayor will stay in power as another line of patsy's take the fall. True daley and burke along with the city clerk (who is that guy?) and of course the city treasurer (whos that girl?) will continue to get new cars every 10,000 miles and the d-3 paid lackeys aka valets will stay! The mayor will still have 2 patrolmen as commanders draining 160K each plus cars from the budget! Dickhead Daley gets arrested "finally".
J-Fed moves on and they replace him with a CPD boss that was the working police, has actual experience and knows what he's doing and what the troops need and want.
We get a long overdue decent contract.
Mike Ditka becomes Govenor of Illinois.
Obama slips and falls in his own bullshit and the entire nation including the senate votes "no confidence" and demotes him back to where he belongs - a hide park hot dog vendor.
The city council comes up with a new city ordinance giving the police the go ahead to shoot and kill any group of gang members and dope dealers hanging on corners hee hee.
My street lights get fixed.
My sidewalk get fixed.
The potholes get fixed.
My garbage gets pickup on time.
The stray dogs and cats in my neighborhood get picked up by animal control.
My street sewer gets cleaned.
My curbs get fixed.
The police actually patrol my neighborhood.

"No regrets?" When he's sent away many of the people who could have helped him pull it together in his first year at the helm? Does he truly believe that Masters, Hamilton and Peterson are the light at the end of the tunnel?
He can't possibly believe that the MSF is going to salvage his colossal 1st year management screwups. J-Fed will likely leave the Dept. this year, and everyone will know what a huge failure his term was here. Hopefully the Mayor will wake up and see that Weis's reshuffling of the deck chairs isn't really accomplishing anything, and find someone else to helm our much suffering PD. Hopefully, it will be someone from inside the Dept, because all of the truly qualified outsiders know by now that Daley has no intention of letting go of the reins. the good part about J-Fed's not-too-distant departure is, when WaterHead leaves, so will the three morons who have steered this Dept. into a brick wall. Supervisors led the way by stepping down first. Ser a bad example. The rest bailed because the new situation wasn't explained to them in a way that it could be understood. A lot of travel involved going to Holman Square, too. Lastly, third watch in 024 isn't too bad.

I predict more planters down the middle of streets costing tens of thousnds of dollars and causing more accidents due to the obstruction of the planters that cost taxpayers tens of thousands of dollars.
