This is the B#### who caused so much trouble in 010, she is a bad joke really that no one in 010 takes seriously.

I'm going to guess 012 and 013 as the districts that are going to close.
I don't think the head punk of this city Da Mayor has the balls to close to districts. He won't get rid of any alderman, why would he dump two commander spots?
Everyone on this job knows we don't need 013, 021, and 023. They are wastes of manpower.
019 and 020 are slow and have newer buildings than 023. Those dists used to have what is now 023. They could do it again just give each dist about 60 of 023 officers. The rest could be scattered to places that are very short.
021 is a bigger waste. The area is almost completely gentrified and the univ of Chicago has their own police force. Break it up into 002 and 001. 001 is not a violent dist once the sun goes down its prett quiet and 002 is nothing like it used to be. Another easy absorb for two other dists.
013 will be the first to close. Unlike 023 (gays) and 021 (univ of chicago) 013 has no clout to save itself. The dist is very slow and can be absorbed by the ever slowing 014 and 012.
Should this happen I would be shocked. The dept never thinks outside the box. We need more troops and alot fewer bosses and house mouses. This would free up a few.
Let me get my hands on the dept and this would just be a start. I would combine Gang Intel with the new Gang Unit. Combine Vice with Narcotics and get rid of intel (let the feds handle that spot). I would get rid off TRU and combine SWAT with the MSF. I would disband all Tact teams (no plain clothes officers if your assigned to a dist). The Chicago police dept would look something like it should. All cars on 1st and 3rd watch two man. The top would be cut big time. Far less units who have to justify their existence.
Finally I would do the unthinkable. I would institute a quota for movers!!! Every officer in a dist would have to come in with 5 movers a period. Should the officer not do this they can leave paper (there are some excuses Ie medical, furlough, lots of court). Should this happen more than 3 periods in a year you would be fired!!!! If you can't find 5 movers in a period in Chicago then you shouldn't be the police.
I work in unit by the way. I would start a mass dumping of dead weight and bring in some new blood.
Finally if I was in charge I would hand out a 5 year contract to the working men and women of this dept with a 5% rasie each year. I would catch the flies with honey, not vinegar. The whole dept would switch to the 4 on 2 off schedule. This would be everybody!!! Nobody gets a set day off group. What is good for the goose is good for the gander!!!!

If the Fed boy doesn't realize it yet, the mayor is going to do everything politically unpopular through him. When its over the mayor will say he had to get rid of him because he did all these things, closing districts, beat realignment, contract issues, etc... At the end its going to be the mayor saying its not my fault. This Fed boy is really stupid enough to believe he's in charge.
I heard that 11 is on the hit list. Going to close it and rely on self-policing by the residents. The savings in Police service will be immense and allow the city to concentrate services on districts that could still be saved.

Wouldn't that be 3 districts closed and merged? As 008 is supposed to be divided and made into 2 districts.
They could easily close down 021 and merge it with 002-- 023 close and merge with 019 and surrounding districts-- and maybe 013 or 012 or both.
Then divide 008 and still come out ahead and would balance call volume a bit better.
I can't see any Alderman going along with a district closure, let alone two. Election time is right around the corner, people have already had enough with the "Chicago Political Antics".

Another, perhaps SMARTER option would be to increase the size of 020 southward, absorbing the top of 019 AND 023 from the N branch of the Chgo river straight east to the lake and REclaiming it as 020 like it was BEFORE they opened the 024th District.
The NEWLY DOWNSIZED 023rd District could then become District HQ for a combined 019th AND 023rd District, freeing up the 019th district station to become a freestanding AREA 3 HQ, housing the usual Area suspects, and also the Northside Evidence Techs.

2 timekeepers, 5 or 6 caps folks plus sgt, lt, desk crew, lockup keeper, dist. secretary, front office staff (10-15--neighborhood relations, ticket sorter etd).... and if they dump that tact teams, add another 20 guys.....
The LAPD just opened two new patrol divisions (same as our districts). That's ADDITIONAL districts for a total of 21. With 9800 sworn and 3.8 million population (1 million more than Chicago).

everyone knows that a rise in unemployment is often followed by a rise in crime. knowing this, the city should load up the academy now as it takes 6 months to train a police officer. when it gets hot the shenanigans will start again just like every other year with no manpower to handle it. 200 hires is not going to cut it and my squad car can only be at one place at a time. they can close all the stations they want, the calls for service will remain the same.

FWIW and OT--there are house mice and house mice. Some never have been and never will be the real police. Others are pulled off the street and put behind the desk or in the lockup just because nobody wants to partner with them or their bad habits. Others just don't know how to work the desk
But did your watch ever have a desk officer who knew the street and knew what he (or she)was doing behind the desk. They can make the job a hell of a lot easier. There is a lot more to it than most of us realize. And you are always under the thumb of the desk sgt., WC, or even DC. Not much chance of OT, any court time, or grabbing a few minutes for a personal.

The reason the offender was set free again to walk is because the victim's wife, who was also the witness couldn't positively identify the guy in the lineup. That would be the main reson the other reason is the state's attorney's office is scared to charge a guy without a 100% guarantee of a conviction.

When the 024 station was build the plan was that was to be the new 020th District station and the shoebox on Foster avenue was to close.
Pretty much the same plan when Belmont 019 opened. The current 023, which was the original 019, was to close. Closing 023 makes sense.
Keeping 013 open does not.
With 002 slowing down due to gentrification, there is no need for 021.
Seems to me the reason the sity is talking closing districts is that that is the only way they can get rid of the housecats. They have too much juice to boot out and no one has the balls to kick them out, so just close the house.
Could eliminate 5 districts, tho 4 would be easier. That would cut 4 or 5 Commander spots and 5 District Managers, a total waste.
I will believe it when I see it. And I am not holding my breath...
wheter j-fed closes 2 districts or not. we're currently budgeted for 13,500. we really need about 15,000 to take back the streets. we're currently at just under 10,000 (FACT) in 2009 he's hiring 200 but promoting 208 that puts us at 9,992. Now take into consideration the anticipated 500-600 coppers retiring (+ a couple more unforseen incidents = firings, deaths, indictments, etc) that puts us close to 9,200 or so. ...Finally I would do the unthinkable. I would institute a quota for movers!!! Every officer in a dist would have to come in with 5 movers a period. Should the officer not do this they can leave paper (there are some excuses Ie medical, furlough, lots of court). Should this happen more than 3 periods in a year you would be fired!!!! If you can't find 5 movers in a period in Chicago then you shouldn't be the police.
I work in unit by the way. I would start a mass dumping of dead weight and bring in some new blood...

They have got sergeants running part of the first watch now in 005. In reality all they need is one lieutenant for each zone and let the sergeants run the districts. The lieutenant can monitor the radio and respond to any shooting or whatever they do. Sergeants can read an arrest report and sign off on it. That is all. Carry on.
That way you only need 39 Lts. for the whole city. Not no 230. Who is running this shit. Why do you need a Lt. to go to every person shot? The fucking shooter is seldom still on the scene by the time the police get there. Shit it takes OEMC a good 5 minutes to get any "in porgress" jobs out anyway. Nobody told anybody at TRU that. A total fabrication. I think a lot of people me included would leave at the drop of a dime. The MSF Commander was a LT at TRU briefly and didn't make a good impression(the word stroke was thrown around a lot). He told the unit that the show must go on(heads) after escorting a fellow officer who did on duty to the morgue only to be overruled by a Deputy Chief. Who knows he may of changed? But I highly doubt it, that is why I take all his praise as noting more than hot piss.

Its punctuation gave me a headache as I attempted to intellectually navigate this woefully presented text.

What is the BIG problem with where 009 was built? It was actually 6 blocks from the old station, not 1. No one would say anything If 008 was built west of Central Av. But is was built right accross the street from the old station, so was 022. 009 is fine where it's at, complain about something else, how 'bout some guy named Seiser.
Open your minds people…This is whats going on as we speek...
Take the current map of the districts and areas….
• Put a pin in every police facility…..
• Erase all the boundaries and beat lines….
• Now start from scratch…..
• Re-draw beat lines using calls for service and population numbers ……
• Re-map district boundaries and select a current facility for each district
• Facilities that are not used for districts will be used for all the specialized units that seem to pop up every other month.
• Some old facilities may be scraped because they are beyond repair.
• Re-allocate the appropriate manpower to the new districts.
• Let everyone Bid on the new Districts
• We will probably end up with less than 25 districts, more cops where we need them and less where there are already too many.
• Make a policy where this is to be done every 5 – 7 years

Midway and O'Hare could expand into the softer beats of 008 and 016 and handle the BS jobs out where most of us live. Make a larger police facility out there send them more squad cars and continue to transport prisoners after processing to 008 and 016 for booking.
You might get quality response if this is done there too in our areas since 008 and 016 are so large since its hard to respond for assist calls.
019 could abosrb 023 and 002 could absorb 021. 013 could be abosrbed by 014 too. Other districts could expand and reallign to compensate as well.
To me it seems like a no brainer and not that difficult of a decision.
Cut back on supplies, building maintenance costs, Commander salary, office civilian staff costs etc. etc. Sell the properties make revenue.
3 districts out and Facilities at Airports expanded and some districts just make room for the incoming man power.

Yeah, and while yer at it, close 002, 003, 004, 005, 006, 007, 010, 011 and 015, and outsource patrol functions in these superfund sites to Waste Management. Under the watchful eye of the Mayor's Special Bureau of Shit Abatement, vast sums of $$$ and many wayward souls will be saved.
In addition to the 200 listed promotions, I think I recall 9 promotions to Captain was listed and instead of using the numeral 9, it was written as the word "nine".
