J-Fed on Sunday AM News

Unconfirmed information that the Superintendent is going to be on the Sunday morning news with Carol Marin. The subject of their chat?

"Merit" promotions.

Anyone want to guess if he actually answers any questions about what defines "merit?"

Or will he run with the tired old story that some people "just don't test well" and never commits to a single fact about what career targets that we, the un-clouted, can shoot for in the hopes for advancement?

Our money is on the latter.

what is wrong with merit. i have no clout. i have a good relationship with my supervisors and most if not all of my fellow officers. i have thousands of arrest, numerous awards, and most importantly go out and work hard day in and day out making quality arrest and answering my jobs one after another... i still suck at studying and taking tests and i know for a fact will never ever pass a promotion exam.. does that mean i dont deserve to ever be a sgt??? lets think about it people.. for some people the only thing they can rely on when they work hard is merit.. i think its the only way it should be...not clout, not color of skin, but hard f'n work and the respect of your peers and supervisors.

Fuck Jody; everytime I hear him on AM radio being interviewed I want to puke and then I become enraged and want to throw my radio out the window. Then I come to my senses and figure If I did that, I have no money to replace my AM radio since we're so underpaid and with out a contract yet again for 2 years and climbing.

The bullshit and fast talking that comes out of this mans mouth is unbelievable. Stand back everybody, I'm waiting for lightning to rain down from heaven and strike him dead for all the lies he continues to tell the public.

That's a good one, thinking you somehow "deserve" to be a Sgt. because of good work ethic, leadership abilities, arrest activity, respect of your supervisors.

Sorry, I had to stop laughing. If that's what you think then you will have a very frustrating career. Study hard and you might make it. You have to score at or very near the top. One or two wrong max, and even then have some seniority over the other hundreds who score exactly the same as you.

There is no correlation between what you think you might deserve and what you actually get. If there were i would have won millions in the lottery and would be retired.

You don't get what you deserve. You get what you get There are many, including retired guys who post regularly, who are bitter after many years over not getting a promotion they felt, perhaps rightly, that they deserved.

You just get what you get, right or wrong, deserve has nothing to do with it. Who out there felt this city was totally legit when they got hired? Then came the shock and disappointment when you find out how crooked everything really is.

People rail against clout and influence but I have yet to see one copper every refuse anything because it wasn't right, they didn't deserve it, they got it on clout and thus have to turn it down.

This city is crooked. Period. Always has been. Likely always will be. It isn't just about being the police but what relationships can you cultivate and who is your daddy. Not right but if you can't stand it and have no way to bring it all tumbling down then get counseling or move on.

the only thing on this job that you are not paid to do is get shot or injured in the line of duty everything else is your JOB. granted some do a lot more than others and you deserve to be recognized but as part of a promotion system that is built on a competetive test your work history is not an equal qualification. Do away with the test and make promotions only on your work history that would be a system that would have little bias; but don't have a test.
However Daley doesn't want a promotion system that depends on work history because all the suck holes would get little value from that brown nose.
Think about it if one of your loved ones was rushed to the emergency room and you had the choice of a doctor who graduated number 1 at Harvard Medical School or a doctor who was a "merit" doctor because he didn't test well; what's your choice.
For all you guys that don't test well too bad spend less time on the nickel bag CBs and learn how to test well, because if you really look at the merit choices they neither test well or work unless you call crawling on your knees WORK!!

New guys and gals: Merit promotions didn't exist for supervisory ranks prior to 1998.

The Federal Appellate Court forced the machine/outfit to hold 100% legit tests for Sgt. and Lt. in 1993 and 1994. The Mayor was enraged at this. He was even more enraged at the results of said tests. After these results, he attempted to promote 13 new Lts. on "merit" in the first class. The Sgts. sued to stop it and won. The court ruled that the outfit couldn't change the rules of the game in mid-stream. However, they could promote using "merit" in future exams as long as it was announced from the start of the process. The 1998 Sgts. and Lts. tests were the first ones that incorporated "merit".

It should be stopped.

It has been used to benefit "connected" folks of ALL races. HDO types,19th and 11th Warders,relatives of black revs/pols are the main beneficiaries.

Wake up Mr. 1000 arrests.........

Any dumb ass can make arrests. I would feel a little safer with a supervisor who knows what he's doing, one with a head on his shoulders that passed a written test as part of the process. Seems those with clout are protected once they are promoted and begin making the mistakes because they are dumb asses.

What needs to happen is a boycott of all promotion exans by the unclouted, take away the cloak of legitimacy.

They should just have a lottery, charge $1000 per ticket, get a big drum and randomly draw names. We would have a MUCH better administrative staff, and for once some fairness.

The problem with "Merit" is that it isn't about "True Merit". It's about who you know or who you're related to or who you drive or who you sleep with, not actual merit. I have worked in 011 for most of my career, almost 13 years. I have seen great cops get passed over time and time again because they are nobody's. Not related, not connected. They just happen to be the best and hardest working cops in the city, but that doesn't count for what is called "Merit" in this department. What has happened is that I have seen these great cops call it quits, work the desk or the wagon or the lockup and pretty much abandon what made them great cops. We are now being led by the same "Merit Hacks" who never worked and have no idea how to treat their people. For them it's all about ME ME ME and it always has been. The numbers are down, the alderman needs this, the mayors office wants that, you guys are making me look bad. These are the same supervisors that never faced a single civil suite, never faced an IAD interrogation, have never been deposed, never even had to go to OPS, and never made much of a difference for the people we serve. I am angry and sickened by the whole thing. Ask yourself this, have you ever seen a supervisors kid NOT get promoted? Merit should mean something but it shouldn't mean what it does in this department.

Carol was pretty good and sounded like a frequent reader of the blogs. JFed reaffirms 13,000 manpower, blew off any dui copper getting rides home, knows nothing of the contract, and denies "merit" promotions but that he handles the merit promotions. Carol did miss on alcohol. Asked about random alcohol testing (not allowable) but no mention of testing if on-duty has alcohol breath. Left it sounding as if nothing could be done if SCC shows up drunk for work.

OT: Heard an unmarked got Hubermaned. "DUI rear-ends unmarked squad car". Hope the copper is OK.

Ten mins. Into interview and I can hardly watch it. Same answers as before.
He's doing a good job as crime stats reveal an overall decrease of 21%. He says he judges morale by the officers he meets on the street telling him what a great job he's doing. Contract, he keeps both sides at the table, other than that he stays out of it but adds; these are tough economic times.

Crime can only be down due to extreme weather we had in Jan, Feb, and Mar, along with the manipulation of stats. There may be a few officers who meet Jody and blow smoke up his ass about what a good job he's doing but obviously he is just in denial, or he just cannot bring himself to aknowledge it in the media. With respect to our contract, he doesn't say we deserve a contract, that its long overdue, no he says these are tough economic times.
Yes Jody these are tough economic times for the rank and file forced to live and work in this corrupt city within this corrupt county within this corrupt state. You however are not suffering much. You are raking in $300,000 a year to do only half of the work you initially were contracted to do (as OEMC is now not part of your responsibility).
You cant even speak up for us. No mention of how many officers have given their lives on behalf of this city and yet we have to fight for crumbs each and every time contract negotiations come around.
Looks like you and Daley are a perfect fit and you both make me sick.

The Sgt's job is to *know what to do* legally and professional at a moments notice. When I get my dick into the grinder, I don't need a guy that rolled all night and made lots of pinches. I need a guy that will show up that will know how to get my dick out of the mess it get me into.

Merit picks and secret study groups are robbing us of the sgts that can really help us when we need it.

The predictable canned propaganda. For a moment, the subject of clout ("merit") promotions came up.

The WEISel spewed his usual bullshit about "opening up the process" (by doing what? Certainly NOT transparency, accountability, and a categorical and unequivocal written standardized defintion of what the City diabolically terms as "merit".)

He vaguely rambled about "demonstrated excellence (at what? fellatio?) and leadership", backgrounds, education and "what they have done and not who they know." Like Daley, this piece of shit is shameless.

At one point, when the WEISel was talking about (nonexistent) morale, he generically referred to the troops as "the men".

A biased Carol Marin chimed in "you mean men and women". This goes to show you that Carol Marin is just another one of Daley's garden variety media tools.

This scoundrel is either delusional or a bald-faced liar (or a combination of both). He claims that "scores" of officers have told him that morale is "good". Can you imagine a sane subordinate telling Weis to his face that no one gives a fuck?

Calling this pussy "J-Fed" gives him an undeserved aura of dignity. I respectfully suggest that we combine his surname with the common weasel and, aside from obscenities, hereinafter refer to him as "the WEISel".

Carol Marin didn't ask Weis any questions that Weis hasn't been asked by other interviewers, and Weis sidestepped any revealing answers on the pressing issues of morale and reallocation of manpower with the deftness of any seasoned Aldercreature. He's getting quite good at sitting or standing in front of newscameras with his lips moving, and saying ABSOLUTELY NOTHING OF SUBSTANCE.
Just like Shortshanks. "I see officers responding to calls for help. They're standing around joking...many officers come up to me and say, we know you're an outsider, but you're doing a good job." HAHAHAHAHAHAHAHA!Personally, I'd love to see Masters
(little shanks, or Shankie Jr.) stand in front of a newscamera and explain how well his plan is to "move the Dept. into the 21st century."

Merit will never change. It will always be, at least mostly, a closeted "old boyz network" that will largely exclude blacks and women, especially in the Lt. Merit promotions. Say what you want, think what you want, but those two groups are largely excluded from Merit promotions, especially above the rank of Sgt., and this will continue in Daley's Chicago, although Shortshanks will always claim he is not involved in the Merit Selection process.

Learn the rules, you can have me tested for booze whenever you want. Yes it is not part of the random drug test but any supervisor at anytime can have a po tested for booze if they can justify the reason.

Also you say you lead by example, bullshit.

Friday night Chicago Ave was up for grabs. You drive by and see this while leaving some crap thing you were in farther west. Instead of leading by example and stopping and taking charge you keep going. You then call Jimmy Jackson, a man who leads by example, and bitch him out to get over there and take care of it.

I've had to dig deep for your answer, but here it goes----NO----

"Merit" will be defined by the new "rating" system which is the new brainchild of the connected to further hide what "Merit" truly is. There is no way to compare, through a "grade/number", two people in the same job on this department. There is no way to determine what above and beyond your duties are for each position. This new system further questions the departments standards of ethics, and the ethics which they are promoting and wish to be practiced by their rank and file. This new rating system, which will be used for "Merit" promotions in the future, will not stop the same HACKS from being "Meritoriously" promoted. It will however push non clout personnel to "push the boundaries" to attempt to be the shining light that gets anointed meritoriously. "Pushing the boundaries" may be what the department now wants (ie. handling more paper assignments less efficiently in a shorter time, unfounding cases, reclassifying cases, writing more tickets, etc...etc..etc), but, remember where that has gotten so many in the past. How many of us sat through roll calls in the past by former and current exempts, and were told ----- go out there and make a difference, make arrests, get the guns, make the neighborhood safer, and by the way, don't worry about CR #'s and the occasional law suit. These are to be expected working hard in these neighborhoods. We will never use this against you.-----So glad we listened to them then. Some of us will be smart enough to remember those lessons and tell the department where to go with their new "Merit" rating system.

Was on my elliptical machine when I caught Stroger being interviewed by Alan Kreshesky on channel 7. Softball interview for a softball. Thought for sure when I switched to Channel 5 for J-Puds interview it would be harder-hitting.

If you ask me taking a test to be promoted doesn't prove anything. Taking a test after being in a class, and failing it, proves that you are incompetent.

I have nothing wrong with merit promotions. Assuming the person is deserving of it.

So you're f'd if you don't test well. Period. I'm surprised you don't know that.

Yeah, you're JUST the kinda guy we need leading men... someone with a learning impediment that prevents them from being able to comprehend what they read and retain that information long enough to pass a simple test.

Either you have a learning deficiency or you can't handle the most simple pressure of a test. Either way, in your own words you've proven that you won't have the knowledge available to you to make on the spot decisions since you can't remember what you've read, or you won't be able to handle the pressure of on the spot decision making because you can't handle pressure.

So, yeah, you DON'T deserve to lead other people because you've admitted you don't have what it takes.

Being people's "good buddy" doesn't mean SHIT when it comes to being a leader, it just means you suck ass to be everyone's friend, and that's another type of guy that makes a terrible supervisor.

A question I would like asked, even thoug I know no one in the media has the balls, is this. Why are there a grand total of 3 African American Lts actually working as Field Lts. Isn't it strange that a Black Field Lt with a year on th job is automaticly considered for promotion even though they cant pass a promotional test and are almost always merit? Current Lt Class is a great example. It would be nice to see the percentage of commanders that actually passed a promotion test sometime in their career.

Yes, not being able to answer questions that are just a matter of putting in the hours of
studying the orders DOES mean you should not be promoted.

Sorry, but a legitimate competative exam is the only thing that IS fair. If you cannot pass a test, then keep doing what you are obviously good at, making arrests.

Granted, I know that we do not currently have a legitimate exam,
however, if in 50 yrs we do get a legitimate promotional system in place, "merit" cannot be anywhere in that system because it is just a vehicle for clout babies.

Yes, in a perfect world a hard working officer like yourself should be promoted, but we will never live in a perfect world.

So the first step is to have a legitimate exam and promote in numerical order of finish.

Any legitimate exam would involve multiple choice questions which are put together by an outside agency, graded by computer at the testing facility, and the results handed to you before you leave the building.

I know, it's not going to happen.

Channel 11 is an actual news source and they will allow the hosts to ask real questions. Channel 5 will not allow their reporters to ask any hard hitting questions for fear that they will be shut out of future interviews. Thats why Marin didnt press or ask any follow up questions to press Jody.

I watched J-Fed on city desk this morning (Chan 5) and he stated that he doesn't get calls from the mayor on who to promote, but he didn't deny that he doesn't get phone calls from the alderfucks.

So here's my beef.

It's on the lawyers and the Courts.

So Daley, in the past, pulls some kinda BS on every hiring and promotional exam the City gives. As people are discriminated against for being unclouted, (ie we don't want nobody, nobody sent!), lawsuits were filed and the City was losing every time. Richie doesn't care about that, though. After all, it's not like it's his money!

Unfortunately, with each loss, the City is told "you can't do that, but if you had done it THIS WAY instead of that way, it would have been legal".

So, basically, the Federal Courts have "trained" Daley how he can LEGALLY screw his workforce at every opportunity.

They have held that as long as the "merit" promotion is announced prior to any exams it is OK to make it part of the process.

They have also held that the employer alone is the sole determiner as to what the criteria is to select for "merit".

And so it goes.

Maybe a little, but it's not fair when at least 5% of the people taking the test had the answers to the test or had a copy of the test with the answers.

Lets say that 7000 people take a promotinal test and 5% of the people have the answers, that means that 350 people will be ahead of you and that is an entire SGT's list. Bullshit.

The city had subjective "performance ratings" or "efficiency marks" for years. They finally discontinued them because everyone knew they were horseshit. The grunts making ninety percent of CPD arrests were lucky to score an 85 out of 100.

Meanwhile, the empty-holster, house mice and the "unit" clout babies were pulling down marks in the high 90's.

If the media and the voters don't care, give them the police force they deserve.

Looking from the outside in, there is a lot of merit in allowing the city some leeway in who gets promoted, rather than just a simple score on a test and some rigged interviews.

There is much more to being a sgt or a lt than just scoring well on tests and giving good interviews.

As a basic item of fairness though, there ought to be some minimum standards for experience and test scores before someone can be considered on a merit basis.

Even the military as rigid as it is rule wise has out of zone promotions for especially qualified people.

Why do you never see an African American Field Lieutenant, in the Field, in a Disrict, on the Third or First Watch? A Gang Unit, maybe, good results there, but the everyday/night grayed hair wisdom on call when need'em is always some arthritic old white dude who looks like he just woke up or you get some kid of a politician/clout promotion that you wanna say, "Does Daddy know you are out here playing with guns?"

Listen jackass, people do have the test questions. It goes something like this. If they're going to promote 200 Sergeants, 30% is merit so that's 60 people with super clout. Now you have 140 spots left so about half of those are people with excellent but not super clout and they are given the test questions so that they have a ridiculous advantage over everyone else. The last 70 positions are legitimate and that's what everyone else without clout get's to fight and scratch over. So you have about 4,000-6,000 officers fighting over 70 spots. Also keep in mind that it usually takes several years to make those 200 sergeants, especially in this current era of the CPD. So if you have no clout your odds of making Sergeant by doing well on the test are slim to say the least.

Now you go study a couple hours a day in a squad car so that you won't be one of these ignorant ass worthless merit bosses that are running around giving the real police headaches and elevated stress levels.

Suffice to say, from documented data, your figures are very accurate. I can still provide incontrovertible evidence that only a quarter to a third of those promoted to lieutenant in EXAMSCAM were worthy.

I might add that if you have a "brick" on you, even outstanding police work and a perfect score on legit components still makes your chances for promotion insurmountable. FUGGEDABOUDIT.

Methinks that 4:11 PM is just another beneficiary of clout spewing bullshit in a feeble attempt to justify clout ("merit") promotions.

Any sanctimonious hypocrite that spouts that "study harder" bullshit should be bitch slapped into unconsciousness.
