Here's How to Save Money

  • One of two deputy chiefs of the Oak Park Police Department has been laid off, officials said.

    Deputy Chief Carl Leidy left his post Friday in a cost-cutting move.

    Officers were notified of the decision Wednesday. Police Chief Rick Tanksley said the decision was made so the department can be more cost-effective in tight financial times.

    "It is my responsibility to allocate the department's resources to where they will have the most positive impact on service delivery," Tanksley said in a memo to officers. "That means focusing on the day-to-day activities of law enforcement - the boots on the street."

    The village will save about $150,000 a year, which Leidy was earning in salary and benefits. There are currently no plans to search for a replacement.

How many exempt spots are there right now? How many are spots where a Chief/Deputy Superintendent supervises a single Deputy Chief/Assistant Deputy Superintendent who supervises a section of the Department?

Way too many.

Too many chiefs, not enough indians. We're long overdue for a reorganization that actually accomplishes something along the lines of budget reduction numbers and not just shuffling deck chairs on a sinking ship.

Cut the head off and the rest of the snake dies with it. Fire the asshole J-Fled and his henchmen will follow,and that would save a million bucks. Retired down South and loving it.

If I held the 'budget knife' of the CPD, here are the cuts I could make today, which are costing our Dept. dearly:

1) Two 'asst. Supts.' aren't needed.
Goodbye, Aunt Bea.
2) Deputy Chief of what? NIMS?
Goodbye Brian Murphy.
3) Chief of what? Nothing, Really?
Goodbye Pat Daley.
4) Deputy Supt. of what? 'Professional Standards?' Goodbye, Peter Brust.
5) Commander of IAD? When we already have a Chief? Goodbye, Climas.
6) Goodbye, Alvarado. You can come out of the shadows now and go home.
7) Cmdr of the DOC? Goodbye.
8) Deputy Chief of Special Functions? Goodbye, Georgas.
9) Deputy Chief of OCD? Not anymore.
Post eliminated.
10) Cmdr. Of the Training Division?
Who was the last one? Oh, the concert ticket hustler...post eliminated.
11) Cmdr. of Special Events? What did he do? Snapped photos of a BS arrest in an out of state detail? And this goof is still around? Saved by Aunt Bea, you say? Post Eliminated.
12) Chief of Staff? Wasn't that just a glorified secretary position under previous Supts? The Mayor's eyes and ears, you say? Bogus 'sworn' credentials?' A wannabe with a law degree? Post eliminated.
13) Deputy Chief of 'Central Control Group?'. What's that you say? No Degree? A friend of Daddy Daley?
Post eliminated.
Elimination of the above wastes of fiscal funds in the CPD would save millions in wasted salaries, equipment, BS 'support staff' and all the other patronage crap that goes along with those posts. More bodies in the streets. Hell, we could even rent out OFFICE SPACE at 3510, bringing in a few extra $. I'm sure there are posters out there who can think of other positions that we could slash from our budget (District Mgrs.) Which would result in even greater savings. Let the cutting begin!

There are too many chiefs and not enough indians in ALL of Daleys kingdom.
There are commissioners, asst. commissioners, assistant to the asst. commissioners and so on and so on.
In the private sector, when a corporation begins cutting expenses they begin with the middle managers not at the bottom of the barrell. This is because they know who does all of the work.

Why does Daley need all these middle managers that are doing the same job as some lower level employees yet make over $100k a year?

This is no different than anywhere in corporate america right now. Apparently the more they pay you, and the less you actually do, the more important you are to the company. This won't change until there is a good reason to not reward incompetence.

Carl Leidy is a retired CPD Captain. If I were a betting man, I'd guess that Oak Park PD's Chief is thinning the herd and eliminating any threat to his continued fiefdom.

Why do we have inspectors? Isn't it the front line supervisors job to inspect us? There is a million dollars in saving eliminating that position and a boost in morale.

Lieutenants as watch commanders, captains to manage a district, most of the administrative units no higher than a lieutenant. Keep the exempt positions down to no more than 50. That is what other large city departments do. Exempt appointments along with the gold braid pensions are nothing but part of the political patronage system payback scheme.

There have been about a dozen gold stars added under J-Fled. For the most part they were Daley guys added so he could run the Department. Many are civilians with big paychecks that have no idea how a Police Department is run and they are messing things up with their incompetence. A big waste of money.

J Fraud has created more chiefs since taking over.

The third poster hit the nail on the head so hard nothing more really needs to be said. Eliminate all the useless spots stated and you have a ton of money and who knows how many do nothings back on the street.

I can see the retirements right now. I lost my do nothing 6 figure spot????? I retire right now, I'm a coward and am afraid of the public and real police who patrol the streets.

Central Control Group - axe them. Very redundant. There is nothing "unique" about potential terrorist problems in these two districts. Besides, any problems would definitely spill into 021, 012, 013 as well. Put 001 and 018 back in their respective areas completely. Think of the savings there alone.

As for the poster who used his "butter knife" for cuts, they are very much on target. Trim away all of that clout heavy fat and their staffs.

The CPD is so top heavy with exempts that it is no wonder the ship is listing ready to sink. Toss the brass overboard and I bet the ship will right itself.

The one guy was right, 86 the District Managers, they don't do anything the D/C's secretary can't already do.

Most of them think they are the Commander anyways.

When I came on the job many, many years ago there were about 80 exempts, now there are over 100. We have 2,000 less officers and even less in civilians. So why do we need 20 more exempts for about 4,000 less people to command?

Shanks WILL put everything on the cutting table. If he can't & won't get us PO's to take furlo days, he'll have to cut from the Brass. So be it, TOO many Chiefs, and 25 District Managers. Times are tough, but not for the Chosen hacks. ShortShanks eliminated po's from the budget, time to adjust the Brass and Civilian ranks to reflect it. Be sure the Alderman will so chime in on cutting up the CPD.

It has been said before and I will say it again. Cutting the district managers who are civilians should have been the first move this city made. We all know they are politically appointed positions and have no significant purpose on this department. At $75,000 plus a year is absolutely ridiculous. Technically I assume it means office manager, which is what the district commaner is supposed to be, right?

Do away with district commanders! Make Captain a fully exempt position; add $10k to the salary and they run the districts and any other large unit.

Create two lieutenant pay grades. 1st grade makes an additional amount which is the difference between captain and lieutenant. First grade wears a silver bar 2nd grade wears a gold bar. Two lieutenants per watch 1st grade is w/c. CAPS lieutenant (since it ain't going away anytime soon) fills in on each watch when another lieutenant is on furlough.

Increase commanders pay same as above in relation to a deputy chief. Then commanders are area commanders.
Then eliminate the rank of deputy chief.

Apply all of the above to detective areas too.

Keep the two chiefs of patrol, north and south.

One chief for Detectives and OCD.

The cuts that could be made to all of the to the non-field bureaus would take up pages.

But none of this will happen because each spot is a spot for a friend, friend of a friend, political hack, or just to garner favor.

why even have district commnaders? a lt could do that job! why does daleys detail have 2 commanders each making over $170,000 pensionable dollars and a new crown vic and driver whenever they want? Why does daley not use smg the slave labor security company his former detail guys formed,and pay them $8.00 an hour to guard him and his crime family? SMG gets all the multi-million dollar city contracts anyway why not make them "give back" more than the manilla envelope!

This makes no sense, all your doing is basically eliminating a title, the work still has to be done, AND don't forget furlough days for exempts, which means Capt. and Lts. would never accept.

Do you have any idea how much work Dep chiefs of an Area do? that used to be a great job now but now sucks to high heaven since the elimination of Street Deputy; dont forget those furlough days!!

Daley is so pissed we wont accept furlough days that he is killing us by attrition, his next move is whatever civilians spots that arent essential, I know most will say none are, but remember for every civilian they let go someone has to do the job, so a P.O. will be doing it, hence less people on the street; most of the people in the building are doing double work due to the first round of civilian layoffs.

Axing District managers is a smart move, the District Secretary can certainly handle that task.

There does need to be a Chief for the D unit and in OCD, they have enough problems in the D to be worried about OCD, they are severely short dets, the clearence rate is in the tank and they need help, with none on the way.

We only need one Chief of Patrol, with an admin Dep Chief.

We need a Commander of Spec events, that guy does a ton of work, who do you think works out all these details...

I know people think Lts. should be doing alot of these jobs but look around, we don't have any, they are all on the road as fill-in w/c's city-wide.

This dept. is in trouble, and only alot of mass-hiring can alleviate it.

Even before J-Fled and his clout crowd, we were at least 25% over in upper managment, now, with over a thousand less men to supervise, there are even more bosses running around. At aboout $200,000 with pay and bennies, we are talking about a lot of cash here.
Also, lets reform the pension, no one should mase more than a pension for a civil service captain.
That would also save millions more for the taxpayers.

This also goes for the fire dept.
